Nature preserves are lands which are protected in order to provide hoped-for perpetuation of natural features within the context of a relatively unmodified natural environment. Nature preserves are typically justified on the basis of benefits to communities of plants or animals (biocentric benefits) or to Mankind (anthropocentric benefits). Anthropocentric benefits are usually described in terms of on-site uses of nature preserves for recreation, quiet enjoyment, scientific research, education, and/or resource-banking. These benefits are not, however, by any means the only effects which accrue to humans because of nature preserves; indeed some of them include the potential to damage the natural integrity of the preserves.

The majority of benefits which accrue to humans from nature preserves are in absentia benefits, or benefits which do not require the presence of the beneficiaries on the site. In absentia benefits include residual benefits, or benefits which persist or develop after visiting a preserve, vicarious benefits, or benefits which exist for one or more people (or society) because of someone else's visit to a preserve, and non-use benefits, or benefits which exist for people without anyone necessarily having visited the preserve. In addition there are ecosystem services, maintaining vital gene-pools and natural nutrient and hydrological cycles, as the most important category of non-use benefits. Of these four categories of in absentia benefits, non-use benefits are, by far, the largest. Non-use benefits provide the majority of anthropocentric values accruing from nature preserves.

Starting with some clarifying definitions of the senses in which the key words in its title are used, this paper outlines the concept and actuality of The Biosphere, which is defined as ‘The integrated living and life-supporting system comprising the peripheral envelope of Planet Earth together with its surrounding atmosphere so far down, and up, as any form of life exists naturally.’ Two ‘round- dozens’ of the key facts about The Biosphere are then given—including Mankind's constitution of an integral part of it as well as utter dependence on it and yet increasing threat to it—with emphasis on the vital importance of understanding and fostering it as our own and Nature's sole life-support. To such understanding and concomitant fostering for survival, education is the key, and to such ends the World Campaign for The Biosphere was developed through various stages and finally declared on World Environment Day 1982 with the No. 1 aim of making the concept and reality of ‘Our Biosphere intimately and personally meaningful to people of all ages and cultures throughout the world.’

A reassessment of the status and trends of desertification was called for as part of a general assessment of progress in the implementation of the United Nations Plan of Action to Combat Desertification, seven years after the UN Conference on Desertification (UNCOD) in 1977. Because of the inadequate data existing at the country or state level, the basic generalization has been set at a wider regional scale. The new assessment has confirmed the global scale of the problem of desertification as presented to UNCOD, and has increased the area and populations considered to be at risk through its recognition of the threat of desertification in the sub-humid tropics. The threatened area of 4,500 million ha constitutes 35% of the land surface of the Earth, with almost 20% (850 millions) of the world's total human population. Estimates indicate that, of this area, 75% is already moderately desertified, and 30% is severely or very severely desertified.

The rural population affected by severe desertification totals some 280 millions, or 470 millions if the urban component is included, with, respectively, 135 millions and 190 millions severely affected. These are significantly larger than the figures presented to UNCOD—mainly through the inclusion of additional sub-humid land in this assessment, but partly through national population increases and growth in the extent of severely desertified land. Both in terms of areas and population affected, the so-called developing regions are shown to be those worst-hit by desertification; and within these, the tropical semiarid and sub-humid lands tend to be the most ‘critical’ areas.

Ecological monitoring is the purposeful observation, over time, of ecological processes in relation to stress. It differs from biological monitoring in that ecological monitoring does not consider the biota to be a surrogate filter to be analysed for contaminants, but rather has changes in the biotic processes as its focal point for observation of response to stress. Ecological monitoring methods aimed at detecting subtle or slow changes in ecological structure or function usually cannot be based on simple repetition of an arbitrarily chosen field measurement. An optimum method should be deliberately designed to be ecologically appropriate, statistically credible, and cost-efficient.

Ecologically appropriate methods should consider the ecological processes that are most likely to respond to the stress of concern, so that relatively simple and well-defined measurements can be used. Statistical credibility requires that both Type I and Type II errors be addressed; Type I error (a false declaration of impact when none exists) and Type II error (a false declaration that no change has taken place or that an observed change is random) are about equally important in a monitoring context. Therefore, these error rates should probably be equal. Furthermore, the error rates should reflect the large inherent variability in undomesticated situations; the optimum may be 10%, rather than the traditional 5% or 1% for controlled experiments and observations.

Marine and coastal areas are classified in this paper according to attributes of the physical environment and by the faunal assemblages involved. Oceanic and coastal-margin realms are defined and mapped with the marginal seas and archipelagos named according to their connections to oceanic realms. There are seven types of ocean realms and thirteen types of coastal-margin realms. Latitudinal symmetry is present between hemispheres and from ocean basin to ocean basin. The defining characteristics for these realms are the seasonal variations in ocean surface currents and the companion seasonal variations in the main wind-currents of the atmosphere.

Forty faunal provinces are indicated on the six maps of the oceanic and coastal realms. As sufficient database for their inclusion is not yet available, coastal marine and coastal terrestrial floristics and vegetation are not considered in this classification.

While the boundaries between faunal provinces do not always match boundaries between ocean and coastal realms, the foundation is laid for a binominal designation system with the coastal or oceanic realm as ‘genus’ and the faunal province as the ‘epithet’—e.g. Western Subtropical—Cortezian. With this system, global intercomparisons become manageable. For example, the Western Subtropical-Cortezian can be directly contrasted with the Western Subtropical—Louisianian and the Western Subtropical—Southwestern Australian.

As marine conservation activities intensify, planners and managers of protected areas are finding themselves with few guidelines or tools that are specific to the marine realm. Consequently the principles, criteria, and practices, of terrestrial protected areas tend to be transferred to the seas, where they are often inappropriate. In contrast to the situations with at all comparable sites on land, there is a sad shortage of published material on the application of ecological principles to the design and management of marine protected areas.

Using the example of coral reefs, guidelines are presented here in the hope that they will elicit comment and stimulate the publication of similar guidelines for different marine environments.

Coral-reef protected-area boundaries must fulfil two requirements: they must include appropriate coral-reef, confluent and neighbouring habitats, and a sufficient area of each. The first requirement defines the type, and the second the quantity, of habitats to be included in a protected area. Studies in the Chagos Archipelago, Indian Ocean, indicate that, there, the core zone of a protected coral-reef area should encompass 300 ha of diverse reef habitats if preservation of biotic diversity is the principal objective. The buffer-zone size needed will vary according to activities planned within the area, the extent of neighbouring coastal habitats, and the proximity of up-current or otherwise ‘linked’ sources of potential contamination.

‘Three-inch [7.5 cm] crusher-run’ limestone proved entirely suitable as a substratum for the rapid establishment of pioneer vegetation on a quarry floor, but only with the addition of fertilizers. A manure derived from sewage and an NPK fertilizer mixture proved suitable additives. A grass variety (Festuca rubra var. fallax Hack.) was sown, and became established on the substratum treated with either additive. Immigrant mosses soon became dominant in a grass/moss community on the manured substratum, whilst F. rubra retained its ascendancy on the NPK-treated material. The moss-dominated community was not attractive to Rabbits, whereas the grass-dominated community proved attractive to these animals which are accepted as beneficial for conservation in this particular context.

Further observations are required to assess (a) whether the by-passing of a cryptogamic stage in the prisere encouraged by the NPK mixture is a worthwhile objective, (b) whether the observed dominance of mosses encouraged by manure will be broken by F. rubra, and (c) whether the establishment of desirable immigrant species occurs differentially between the treatments. Meanwhile a perceptible degree of rehabilitation within three years may be claimed as a result of treatments producing a total plant cover of between 40% and 70%.

Despite all that has been accomplished with an uncoordinated global programme, the exaggerated expectations following UNCOD have not come close to being realized. Land degradation continues widely, even though in places dunes are being stabilized, trees planted, and there is some success in reducing salinization of irrigated land. Too little effort is directed towards field control of desertification. All of the indirect contributions to desertification control (education, research, training, increasing awareness, assessments, etc.) will, presumably, assist in combating desertification in the field at some time in the future. It appears certain, however, that there will be no dramatic improvement by the year 2000 unless there is far more focusing of efforts on field projects than at present. Here the activities of NGOs and some governmental agencies are to be appauded but should also be multiplied and strengthened—wherever possible with community involvement and adequate incentives.

In less than two decades, the concepts of limits to growth and of the necessity of an ecologically sustainable economic order have gained international recognition. These concepts are not yet understood by most people or most governments, but belief in the necessity for planning for a sustainable future is growing.

Several lines of strategy are necessary to obtain a truly global commitment to sustainable programmes of development that will simultaneously protect The Biosphere. Among those now undertaken are the World Conservation Strategy, the international environmental education movement formalized at Tbilisi in 1977, and the World Campaign for The Biosphere.

Educational efforts are necessary but insufficient to move the world into an ecologically sustainable mode of behaviour. Political action that reflects moral conviction roused by scientific information will also be necessary. Safeguarding the environmental future and The Biosphere requires a social commitment of a moral, quasi-religious character.

Much attention within the scientific community has focused on the effects of a possible increase in atmospheric carbon dioxide. The impact of the increase in the CO2 content of the atmosphere is usually discussed in terms of global averages. Little information has been presented on what the regional effects of a CO2-induced global warming might be. Recent attempts at identifying local effects of such a warming suggest that, as the atmospheric CO2 content continues to rise, there will be an increase in the frequency, duration, and severity, of droughts in the United States Great Plains.

Agricultural activities in the Great Plains today are highly dependent on water drawn from the underlying Ogallala Aquifer. Yet, there is great concern that the water is being drawn out at rates that far exceed its natural rates of recharge. While the Aquifer's thickness and rates of drawdown differ at different parts of the Great Plains, some regions are already in precarious positions because of the depletion of their portion of the Aquifer.

An historical reconstruction of how key decisions were taken on Nature-conservation issues provides a context for appraising contemporary initiatives, both on a national and an international basis. This paper has been focused on one of the most important landmarks in the development of Nature conservation in Britain, namely the establishment of the Nature Conservancy in 1949. It recounts how the advocacy of pressure-groups, and the appointment of ad hoc inquiries, ensured that Nature conservation had a place in the Government's post-war reconstruction programme, and how it came to be regarded primarily as a scientific rather than a planning issue.

There was nothing inevitable about the steps that were taken in the 1940s. They owed much to the way in which key personalities perceived shifts in public opinion towards the role of central government, and exploited the opportunities thrown up by the national parks movement. Despite the projection of the Nature Conservancy as a body that was modest in status and resources, its potential proved to be enormous. It had the responsibility not only for acquiring and managing Nature reserves, and for disseminating advice on wildlife conservation generally, but also for carrying out the research which was and always will be relevant to those functions. It is, however, doubtful whether the personnel who were responsible for the main initiatives in the 1940s fully appreciated the implications of what they were striving to achieve.

Systematic efforts to conserve Viet Nam's natural resources began (in the North) in the early 1960s with the establishment of a 25,000-hectares' area, Cue Phuong National Park, south-west of Hanoi. Since the end of the Second Indochina war, Viet Nam's Ministry of Forestry has undertaken a comprehensive programme to restore forests that were destroyed or damaged in the fighting, to inventory forests and their resources, and to develop forest management for the economy and recreation of the Vietnamese people. The Ministry of Forestry's Institute of Forest Inventory and Planning is the agency carrying out these tasks; it employs about 5,000 people, including well-trained scientists.

Before 1963, there were no regulations regarding hunting in Viet Nam. Now the Ministry of Forestry has a Department of Protection which attempts to regulate hunting of game, such as deer, Wild Pigs, Tigers, and Leopards. Many species of birds and mammals are now totally protected. These include two primates, the Indochina Gibbon and the Douc Langur, as well as three species of wild cattle, the Kouprey, Banteng, and Gaur. The Kouprey and the Javan Rhinoceros are classified as endangered species because only a few individuals are known to be still alive, at least in Viet Nam. Elephants are trapped and trained for commercial purposes and for capture of wild Elephants, while the wild herds are increasing owing to the war's end and the prevention of killing.

Criteria in selecting a symbol for The World Campaign for The Biosphere are analyzed around fourteen questions posed to the World Council For The Biosphere (WCB) and the International Society For Environmental Education (ISEE). To be truly supranational the symbol must be free from words and focused on mind and The Biosphere—the key end-points in the circular causal chain of ‘education for ecologically sustainable development’. As the target audience is external to WCB-ISEE, the symbol should be open to use by other organizations, and perhaps have a designated place for their identification. To the extent that the symbol poses a moral question it should be spiritual, emotive, and applicable to instances of overexploitation and excessive waste. Technology should not be automatically excluded, nor should the focus be restricted to organizations (versus people) or specific age-groups.

The essential message to be communicated is wholeness through feedback. Suitable geometric forms include irregular lines ending where they begin, circles, spheres, and (in terms of computer imagery) pulsating objects. Existing symbols with appropriate traditions to build on include: the yin-yang symbol of the Tao; the Atlas symbol of person-planet; individual life-forms such as a tree; and the glory—the shadow of a human head surrounded by concentric, rainbow-coloured circles.
