Analysis of ecological baseline data collected for key resource species within the Galapagos Marine Reserve indicates that variation in animal density associated with the location of fully protected zones can be comparable to protected area effects. Even with a high level of interspersion between conservation, tourism and fishing management zones, major differences in densities of economically important species were evident between zone types prior to enforcement of fishing restrictions. Densities of the most valuable fishery resource, sea cucumbers, were three times higher in zones that remained open to fishing compared to ‘no-take’ conservation zones, and densities of sharks were five times higher in tourism zones than fishing or conservation zones. These results highlight bias in the socio-political processes that can accompany selection of marine protected areas, where fishers attempt to minimize perceived impacts on their livelihood by locating large protected zones in resource-poor areas, and tourism operators and sport divers argue for protection of areas containing atypically-interesting features. Bias in the location of fully protected zones can seriously confound ‘control-impact’ field investigations when data prior to prohibitions on fishing are lacking, including meta-analyses, which are dominated by such potentially systematically biased studies.

In the face of environmental uncertainty due to anthropogenic climate change, islands are at the front lines of global change, threatened by sea level rise, habitat alteration, extinctions and declining biodiversity. Islands also stand at the forefront of scientific study for understanding the deep history of human ecodynamics and to build sustainable future systems. We summarize the long history of human interactions with Polynesian, Mediterranean, Californian and Caribbean island ecosystems, documenting the effects of various waves of human settlement and socioeconomic systems, from hunter–gatherer–fishers, to agriculturalists, to globalized colonial interests. We identify degradation of island environments resulting from human activities, as well as cases of human management of resources to enhance productivity and create more sustainable systems. These case studies suggest that within a general global pattern of progressive island degradation, there was no single trajectory of human impact, but rather complex effects based on variable island physiographies, human subsistence strategies, population densities, technologies, sociopolitical organization and decision-making.

In response to significant elephant population declines in the 1970s and 1980s because of poaching for ivory, the Convention on the International Trade in Endangered Species of Wild Fauna and Flora (CITES) banned the international trade in Asian and African elephant species by listing them on Appendix I in 1973 and 1989, respectively. Many southern African countries disagreed with the African elephant trade ban and have continued to argue against it since the mid-1980s. They maintain that their governments practise sound wildlife management policies and actions and, as a consequence, their national elephant populations have reached unsustainable size. They argue that they should not be penalized because other countries cannot manage their wildlife. Further, they say they need the proceeds from ivory and other by-product sales to finance conservation efforts. In 1997, the CITES Conference of Parties voted to allow Botswana, Namibia and Zimbabwe to auction off 50 tonnes of government ivory stockpiles to Japanese traders on a one-off experimental basis, which took place in 1999. Ivory trade opponents allege that this sale stimulated ivory demand, resulting in a surge of elephant poaching. Nevertheless, CITES voted again in 2002 to allow Botswana, Namibia and South Africa to auction off another 60 tonnes of ivory after May 2004. Trade opponents have launched an active campaign to prevent the sales, warning that they could provoke a renewed elephant holocaust. This paper reviews available quantitative evidence on ivory trade and elephant killing to evaluate the arguments of the ivory trade proponents and opponents. The evidence supports the view that the trade bans resulted generally in lower levels of ivory market scale and elephant poaching than prevailed prior to 1990. There is little evidence to support claims that the 1999 southern African ivory auctions stimulated ivory demand or elephant poaching. Levels of elephant poaching and illegal ivory trading in a country are more likely to be related to wildlife management practices, law enforcement and corruption than to choice of CITES appendix listings and consequent extent of trade restrictions. Elephant conservation and public welfare can be better served by legal ivory trade than by a trade ban, but until demand for ivory can be restrained and various monitoring and regulation measures are put into place it is premature for CITES to permit ivory sales.

Human activities within fluvial corridors and surrounding landscapes have persistently stressed riparian ecosystems, particularly in Iberian Mediterranean-type streams. The impact of human disturbance relative to natural environmental factors in shaping riparian vegetation is still poorly understood. Both regional variables (such as altitude and precipitation), and site-specific characteristics (such as substrate and riverbank modifications) were analysed as potential determinants of riparian vegetation patterning to determine the relative influences of the diverse land-use types and environmental factors on the composition (including floristic species richness and percentage cover of trees, shrubs and woody climbers) and integrity (width of riparian woods and patterns of longitudinal continuity) of riparian woods in eight river basins of the Tagus fluvial system (Portugal). There was patchy establishment of riparian woods, with generally low average width and low species richness, as well as significant inter-basin differences and upstream-downstream variations in riparian features. Species distribution was clearly determined by environmental factors, such as human disturbance on the riverbanks and geological background, and the environmental variables and the land use in the river valley partially explained the integrity of riparian woody vegetation. The results highlight the predictive capability of reach-level features; it appears that, linked with the geomorphological and climate context, small-scale human disturbances on riparian corridors play a major role in explaining the remaining biological variability.

Sacred groves, some as old as several centuries, may have contributed to the preservation of some plant species in Tanzania. This has led conservationists to consider whether sacred groves could be used for in situ conservation. Eight sacred groves of the Ugunda chieftaincy of the Wanyamwezi in central Tanzania representing burial sites that varied from 6–300 years old were inventoried to compare woody species richness and taxonomic diversity with those of forest plots in a state managed Forest Reserve. Although they occupied a relatively small area the sacred groves had greater woody species richness and taxonomic diversity than the state managed Forest Reserve. The forest plots and the groves shared a species similarity index of 45%, suggesting that the sacred groves contributed to in situ conservation of the miombo woodland biodiversity. Some of the woody species were absent in the forest plots, also suggesting that groves served as a refuge for some species. An inventory of all existing sacred groves could provide important information on their role in in situ conservation. In order to promote them for community-based conservation of biodiversity the government should declare sacred groves as preservation sites, and incorporate them into modern conservation systems.

In urban areas, continuing fragmentation of natural habitat, disturbance, and increasing isolation of individual ‘habitat islands’, has brought on almost general reduction in species richness. Sensitive species are being replaced by aggressive synanthropic ones. Continued loss seems inevitable, but reducing the rate of that loss is a worthwhile conservation goal. It is imperative that the numerous and varied habitats within each urban area be considered as interrelated and not as separate units. Island biogeography models supply the means for unifying the disparate elements in urban ecological studies and can provide a useful strategy for conservation.

It is difficult to define colonization, extinction, and equilibrium, in disturbed, often transient, urban habitats. Pseudo- and successional turnover dominate. The occupation of each ‘habitat island’ is a function of its own geography and of its position relative to other ‘islands’. Each habitat may serve as isolated ‘island’, ‘stepping-stone’, or ‘corridor’, depending on its spatial relationships with other ‘habitat islands’ and with the nature of each organism present.

‘Habitat islands’ in small cities appear to function like large or near oceanic islands, while those in large cities seem to respond like small or distant oceanic islands. In all cases, the analogy with land-bridge islands is appropriate. Continuing urbanization is leading to reduced ‘habitat island’ size, and increasing the isolation of units from one another and from the surrounding rural ‘reservoir’.

This review of polar marine ecosystems covers both the Arctic and Antarctic, identifying the major threats and, where possible, predicting their possible state(s) in 2025. Although the two polar regions are similar in their extreme photoperiod, low temperatures, and in being heavily influenced by snow and ice, in almost all other respects they are very different. The Arctic Ocean is a basin surrounded by continental landmasses, close to, and influenced by, large populations and industrial activities. In contrast, the Southern Ocean is contiguous with all the other great oceans and surrounds a single land mass; Antarctica is remote from major centres of population and sources of pollution. Marine environments in both polar regions have been highly disturbed by fishing activity, but, in terms of pollution, some areas remain among the most pristine in the world. There are, however, both local and global pressures. Over the 2025 time horizon, the greatest concern for the Arctic is probably the ecological implications of climate change, particularly insofar as sea ice extent and duration are likely to be affected. Such changes are not expected to be as pronounced in the Southern Ocean over this time period, and concerns are related more to direct threats from harvesting of marine living resources, and the ability to manage these fisheries sustainably. In both polar regions, the capacity of marine ecosystems to withstand the cumulative impact of a number of pressures, including climate change, pollution and overexploitation, acting synergistically is of greatest concern.

Sustainable coastal resource management requires the safeguarding and transmission to future generations of a level and quality of natural resources that will provide an ongoing yield of economic and environmental services. All maritime nations are approaching this goal with different issues in mind. The UK, which has a long history of development and flood protection in coastal areas, has chosen to adopt shoreline management, rather than coastal management, so placing coastal defence above all else as its primary and statutory objective. This paper aims to provide a geomorphological perspective of long-term coastal evolution and seeks to compare the UK approach with wider interpretations of coastal management. Based on a literature review, it is argued that coastal management (CM) and shoreline management, as a subset of CM, should share the same ultimate objectives, which are defined by many authorities as sustainable use. The objectives, both strategic and pragmatic, which follow from such an aim may appear to conflict with a reading of many of the texts for international and national CM or designated area management which emphasizes stability rather than sustainability. The result is that coastal defence is seen not merely as a means to an end but as an end in itself. It is argued within this paper that sustainable use of the coast, however, demands both spatial and temporal flexibility of its component systems, and management for change must therefore be the primary objective. Response of the natural system to independent forcing factors must be encouraged under this objective, whether such forces are natural or anthropogenic. In achieving such an objective the concept of shoreline vulnerability may prove useful. A simple and preliminary Vulnerability Index is proposed, relating disturbance event frequency to relaxation time (the time taken for the coastal feature to recover its form). This index provides a first order approximation of the temporal variability that may be expected in landform components of the shoreline system, so allowing management to provide more realistic objectives for long-term sustainability in response to both natural and artificial forces.

Crop damage and livestock predation were a serious problem in three Village Development Committees (VDCs) situated adjacent to the Southwestern Part of the Royal Bardia National Park. The seriousness of crop and livestock losses varied considerably with the distance from the Park's border and the specific location of farms. This was explained by the variations in the distribution of animal wildlife inside the Park, the presence of natural and Man-made barriers, the availability of forested areas outside the Park, and the agricultural cropping pattern. Adjacent to the section of the Park with the highest animal densities, crop losses varied from 47% for Lentil to 24% for Wheat. Farther away, the extent of crop losses was reduced. In the ‘Far’ zone situated 2–8 km from the Park, only 3% of the Paddy was reported lost.

Two wildlife species, Chital and Wild Boar, were responsible for roughly half of the total damage to crops by animals. Damage from a newly-introduced population of Rhinoceros unicornis was increasing, with Paddy (Rice) and Lentil the crops most affected by that species. The economic value of livestock loss to wild predators was estimated to be two percent of the value of total crop losses. The estimated value of grasses harvested by local villagers inside the Park, seen as ‘compensation’ for crop losses and denial of access to traditional resources, constituted only 10% of the total economic loss from crop losses and livestock predation.

Ecological regions aggregate habitats with similar biophysical characteristics within well-defined boundaries, providing spatially consistent platforms for monitoring, managing and forecasting the health of interrelated ecosystems. A major obstacle to the implementation of this approach is imprecise and inconsistent boundary placement. For globally important mountain regions such as the Eastern Arc (Tanzania and Kenya), where qualitative definitions of biophysical affinity are well established, rule-based methods for landform classification provide a straightforward solution to ambiguities in region extent. The method presented in this paper encompasses the majority of both contemporary and estimated preclearance forest cover within strict topographical limits. Many of the species here tentatively considered ‘near-endemic’ could be reclassified as strictly endemic according to the derived boundaries. LandScan and census data show population density inside the ecoregion to be higher than in rural lowlands, and lowland settlement to be most probable within 30 km. This definition should help to align landscape scale conservation strategies in the Eastern Arc and promote new research in areas of predicted, but as yet undocumented, biological importance. Similar methods could work well in other regions where mountain extent is poorly resolved. Spatial data accompany the online version of this article.

Humans can impact coral reef fishes directly by fishing, or indirectly through anthropogenic degradation of habitat. Uncertainty about the relative importance of those can make it difficult to develop and build consensus for appropriate remedial management. Relationships between fish assemblages and human population density were assessed using data from 18 locations widely spread throughout the Main Hawaiian Islands (MHI) to evaluate the significance of fishing as a factor potentially driving fish trends on a regional scale. Fish biomass in several groups was negatively correlated with local human population density and a number of lines of evidence indicate that fishing was the prime driver of those trends. First, declines were consistently evident among fish groups targeted by fishers, but not among lightly fished or non-target groupings, which indicates that declines in target groups were not simply indicative of a general decline in habitat quality along human population gradients. Second, proximity to high human populations was not associated with low fish biomass where shoreline structure prevented ready access by fishers. Relatively remote and inaccessible locations within the MHI had 2.1–4.2 times the biomass of target fishes compared to accessible and populous locations, and may therefore function as partial refugia. However, stocks in those areas were clearly far from pristine, as biomass of large predators was more than an order of magnitude lower than at more intact ecosystems elsewhere in the Pacific.

The capability to detect and predict the responses of marine populations and communities to the establishment of marine protected areas (MPAs) depends on the ability to distinguish between the influences of management and natural variability due to the effects of factors other than protection. Thus, it is important to understand and quantify the magnitude and range of this natural variability at each scale of observation. Here we review the scale of responses of target populations and communities to protection within Mediterranean MPAs, against their ‘normal’ spatio-temporal heterogeneity, and compare those with documented cases from other temperate and tropical marine ecosystems. Additionally, we approach the problem of the relative importance of habitat structure, considered as a set of biological and physical elements of the seascape hierarchically arranged in space at multiple scales, to drive natural variability. We conclude that much more effort has to be made to characterize heterogeneity in relation to Mediterranean MPAs, and to quantify and explain relationships between target species and their habitats as sources of such variability. These studies should be based on sound sampling designs, which (1) generate long-term data sets, and would ideally (2) be based on a Mediterranean-wide comparison of a number of protected and unprotected localities, (3) be designed from a multi-scaled perspective, and (4) control for factors other than protection, in order to avoid their confounding effects. The need for appropriate spatial and temporal replication, nested designs and power analysis is advocated.

Environmental policy increasingly emphasizes involvement of local users and land owners in ecosystem management, but conservation planning is still largely a bureaucratic-scientific endeavour of identifying biological values for protection. Neither biological inventories nor stakeholder analyses, that tend to focus on conflicting interests, capture human resources in the landscape or the social structures and processes underlying biological conservation values. Social-ecological inventories are therefore proposed during the preparation phase of conservation projects as a means to identify people with ecosystem knowledge that practise ecosystem management. The method presented here focuses on local steward groups acting outside official management plans. In a social-ecological inventory of a river basin of southern Sweden, local steward groups, their ecosystem management activities, motives and links to other actors involved in ecosystem management were identified through interviews, participatory observations and a review of documents and other written material. Several hundred active local stewards were organized in 10 local steward groups that managed and monitored a range of ecosystem services at different spatial scales. Contributions of local stewards included on-site ecosystem management, long-term and detailed monitoring of species and ecosystem dynamics, local ecological knowledge, public support for ecosystem management and specialized networks. Two conservation projects are used to illustrate how local steward groups came together in multi-level networks and collaborated around specific conservation issues. The projects have been linked to ecosystem management at the landscape level through a flexible municipality organization, the Ecomuseum Kristianstads Vattenrike (EKV). EKV has acted as a ‘bridging organization’, coordinating and connecting many of the local steward groups to organizations and institutions at other levels. The process has been guided by social capital and shared visions for the whole landscape. The study shows that ecosystem management likely relies on multi-level collaboration and social-ecological inventories may help identify actors that are fundamental in such management systems. Social-ecological inventories should be employed in any attempt to develop and implement ecosystem management.

Biodiversity management has traditionally followed two contradictory approaches. One champions ecosystem protection through rigorous law enforcement and exclusion of humans. The other promotes community-based sustainable use of natural resources. Participatory conservation, a major paradigm shift, nowadays strongly guides the concept of UNESCO Biosphere Reserves (BRs). In this paper, the rationale for community participation, and the perception of its effectiveness among BR managers are analysed. Within the World Network of BRs (553 sites in 107 countries) diverse participatory approaches are being tried to advance community-based natural resource management (CBNRM). Data from two parallel surveys, involving managers from 276 BRs worldwide, reveal how far this participation paradigm shift has really occurred, and its influence on managers’ self-evaluated effectiveness. There is substantial regional disparity, although in general BR managers endorse inclusive conservation, despite critical implementation hurdles. The process of participatory conservation carries new dangers for effective biosphere reserve management, when the aspirations of communities and other stakeholders do not ‘fit’ with a predetermined interpretation of sustainable development.

Protected areas (PAs) represent a central strategy in biodiversity conservation worldwide. Yet many PAs are weakened by people-PA conflicts resulting from the separation of natural resource protection from human considerations. Research at Masoala National Park in Madagascar focused on the following questions: (1) What are the factors that influence residents' perceptions of the Park and restrictions on use of natural resources in the Park area? (2) How do residents of communities on the periphery of the Park perceive and interact with Park staff, and what factors influence interactions and perceptions? A multi-method qualitative research approach was taken, including individual and focus group interviews, participant observation, archival research, and an environmental education and communication workshop. From July to December 2001, 119 semi-structured individual and group interviews were conducted with a total of 181 Masoala National Park staff, employees of non-governmental conservation organizations and community residents, focusing on two villages on the periphery of Masoala National Park. Factors found to influence the perceptions of the Park held by residents living in the Park periphery included the history of Park management, the degree of awareness of Park existence, types of interactions with Park staff and actual or potential benefits received from the Park. Inconsistency in past and present Park management goals has led to community confusion regarding the Park programme. Residents were largely aware of the Park's existence but were unfamiliar with its goals. Pressures on Park natural resources came from a variety of sources and occurred across a range of spatial and temporal scales, some of which were outside the control of Park managers. A conceptual framework represented relations between Park staff and community residents. Understanding people-PA interactions and perceptions can help guide future PA management strategies to increase conservation effectiveness, through efforts such as environmental education and communication programmes.

Despite the fact that tropical dry forests are being exploited on a large scale for various forest products, there has been limited evaluation of the accompanying ecological impacts. In particular, there is no information on the effects of widespread biomass extraction such as grazing and firewood collection. A study was carried out in Sariska Tiger Reserve in northern India, to investigate the effects of biomass extraction on forest vegetation composition, diversity and structure. Biomass extraction caused significant changes in forest vegetation structure and species composition in the tree layer but the extent of these changes varied across the three major vegetation types found in the Reserve. Anogeissus-dominated slope forest showed significantly lower mean canopy cover, tree density, tree basal area and height of trees in disturbed sites in comparison to undisturbed sites. Riparian forest showed lower mean canopy cover, tree basal areas and number of recorded tree species in disturbed sites. Scrub forest had lower mean canopy cover, tree basal area and tree height. There were fewer tall trees but greater number of short trees in disturbed sites of all three vegetation types. Girths of trees similarly shifted towards lower values in riparian and scrub forest. In Anogeissus-dominated forest, disturbed and undisturbed sites did not differ in proportions of trees in various girth-classes. Tree species richness was substantially lower in disturbed sites of Anogeissus-dominated and riparian forest in comparison to undisturbed sites, but was not affected by disturbance in scrub forest. Understorey species richness was higher in disturbed sites of all three vegetation types but understorey changed structurally only in Anogeissus-dominated forest. Overall tree and understorey species composition was significantly different between disturbed and undisturbed sites of Anogeissus-dominated forest, but was unchanged in scrub and riparian forest. Observed changes in vegetation structure, diversity and composition of the different vegetation types due to biomass extraction have implications for biodiversity conservation in tropical dry forest ecosystems, and need to be addressed in future forest management planning.

The attitudes and feelings of people concerning conservation policies and wildlife conflicts affect their behaviour, and understanding this is important in involving local people in conservation planning and decision-making processes. This paper examines these important issues in Jigme Singye Wangchuck National Park, located in central Bhutan. A survey of 274 house-holds was carried out to assess farmers' perceptions of the influence of Park management policies and protection regimes on traditional resource uses, and their attitudes towards the Park and conservation policies set forth in the Forest and Nature Conservation Act of 1995, integrated conservation development programmes (ICDPs) and wildlife conservation, and determine how demographic and socioeconomic variables influence these attitudes. Among local farmers, 52.2% disliked the Park and the Conservation Act, and 67.5% supported exterminating problem wildlife. Negative attitudes were linked to loss of resource use rights, livestock depredation and crop damage, lack of compensation strategies and exclusion of farmers from the Park's planning processes. However, 76.3% of the respondents appreciated the Park's development programmes, the positive attitudes associated with an expectation that significant economic benefits would be available from ICDPs sponsored by the Park. Empowerment of local communities associated with monetary benefits from non-timber forest products and compensation for loss of crops and livestock were emphasized by more than 70% of the respondents. These attitudes were related to age and literacy of the respondents, number of livestock owned and size of land holdings. Though important to the future of Bhutan's parks, study results also have wider applicability to conservation professionals throughout the developing world for resolving human-land use conflicts and involving local farmers in the protection of nature.

Of the many forms of above- and below-ground stresses facing urban trees, physical soil limitations are generally among the most persistent and least amenable to amelioration. Soil compaction is a common soil malady that afflicts many planting-sites and causes tree decline. The concept of soil structure in terms of porosity and moisture-suction is reviewed, to provide a basis for the interpretation of compaction as structural degradation. The reorganization of solid and interstitial void constituents, which can result in increased dentity of packing, is related to some fundamental physical and physico-chemical soil properties.

Compaction brings about changes in a wide spectrum of related geometric and other soil attributes, the consequences of which are often inimical to plant growth. Many deliberate and inadvertent actions in urban areas increase packing density, which can be diagnosed through some field and laboratory tests. The harmful effects of compaction is exerted via mechanical impediment and other indirect impacts on root growth. Excessively loose soils and soil crusts are discussed in the light of compaction concepts and in relation to tree growth.

A wide range of measures could be adopted to alleviate the problems of soil compaction. Preventive actions taken before tree planting are preferred to post-planting remedies which are cumbersome, and injurious to roots. Soils at planting sites could be partially improved by various mechanical means to reduce packing density and enhance aggregation. Coarse-textured materials with inherently high strength and resistance to dense packing could provide a stable medium for tree growth. The installation of subsurface aeration and drainage pipes could alleviate the ill-effects of compaction. Care should be taken to avoid structural degradation in stockpiling and construction activities.

Arrested succession is conspicuous in the abandoned pastures of the Andean piedmont that have encroached upon the tropical montane forests toward higher limits and steeper slopes. Habitat 'shredding' is analysed to depict the current spatial configuration of tropical Andean landscapes, based on fragmentation patterns prompted by seed dispersal ecology and pasture encroachment.

Seed dispersal was studied to address the hypo-thesis that seed input constrains the recruitment of montane forest seedlings, thus impeding pasture conversion to forest. It turns out that a better competitor, the tussock grass Setaria sphacelata, is limiting dispersal success due to its bioarchitecture and planting patterns. Because of the variegation of fragments, the area is in danger of landscape homogeneity within a matrix of degraded pasture. Currently, protection of fragmented remnants and restoration of original landscape structure and function are urgent needs for land-use planning toward sustainable development in the region.

Restoration ecology is plausible as a means of conservation for degraded Tropandean forests, since human impacts have shredded landscapes entirely. Dispersal ecology may be used to facilitate pasture conversion to forest in equatorial landscapes, but the proactive approach of pasture removal or planting strategy should differ from that for lowland Amazonia, where abandoned pastures are different from those of montane environs. However, the region may be proactively managed only if political decisions include conservation as a goal of development.

In recent decades, the interconnectedness of history and ecology has received increasing attention. Although necessarily interdisciplinary, efforts to study this interconnectedness had their roots either in the humanities and social sciences or in the natural sciences: scholars have tried either to understand more about nature with the help of history, or, about human history with the help of natural phenomena. As a result, theoretical studies about the integration of ecology and history try to answer two relatively distinct questions: ‘why ecology matters in history’ and ‘why history matters in ecology’. This paper sets out to systematize current knowledge on the latter question and to highlight those issues that have so far received less attention. The arguments can be grouped into three major themes. First, history matters in ecology because it aids understanding of current patterns and processes in nature. Second, because it fosters better informed management and policy decisions; and third, because it places ecology and conservation in a wider interdisciplinary context. Besides dealing with the perspectives of ecologists and conservationists, this paper also includes material from historians, anthropologists and archaeologists, that is, from scholars whose primary interest does not lie in ecological investigations, but who have, nonetheless, embraced the need for the integration of ecology and history.
