Marine sanctuaries are increasingly being promoted as tools for conservation and fisheries management. This study investigates the effects of protection over 19 years on substrate composition and fish communities in four marine sanctuaries and corresponding non-sanctuary areas in the Philippines and examines the importance of community support, management measures and enforcement of regulations on these ecological effects. Between 1981 and 2000, substrate cover variables were measured using line transects with scuba and snorkel surveys, and fish censuses (identification to family level) were conducted using scuba within a 500 m2 area. Semi-structured interviews collected data on community support for the sanctuaries, and observations and interviews established management and enforcement aspects of the sanctuaries. Over time, all sanctuaries showed improvements, or maintenance of, ecological variables compared with pre-enforcement times, with maintenance of hard coral cover and average increases of 8.3% in fish species richness and 54.9% in fish abundance. In comparison, non-sanctuary areas showed maintenance of the status quo or declines in ecological variables. However hard coral cover, fish abundances and fish species richness showed significant declines as well as increases in sanctuary areas. Community, management and enforcement factors were significantly related to positive ecological trends in sanctuary areas; management and enforcement were related to a wider variety of ecological factors than community score. Community support was significantly related to an increase in hard coral cover in deep areas. Enforcement of regulations was significantly related to an increase in abundance of fishery target fish species in sanctuary areas, and simple management measures were significantly related to an increase in abundance of large predators. Supportive communities that voluntarily implemented sanctuary regulations, improved enforcement, and small discrete cohesive communities may have facilitated the process of building this community support. Well-enforced sanctuaries that showed an increase in abundance of target species may have contributed to the maintenance of fish yields in adjacent non-sanctuary areas. The effects of sanctuary implementation varied on a case-by-case basis, influenced by environmental, biological, physical and human factors. However, a combination of community support, management measures and enforcement of regulations contributed towards positive ecological trends in sanctuary areas.

The ‘arc of deforestation’ of southern Amazonia has one of the highest deforestation rates documented anywhere in the world. Landscape changes in a poorly studied but strategically important region in the Brazilian Amazon were studied using biennial Landsat TM/ETM+ images from 1984 to 2004. Deforestation rate for the period 1984–2004 was 2.47% yr−1 in the 7295 km2 study area, but decreased to 1.99% and 2.15% in 2000–2002 and 2002–2004, respectively. Landscape structure changes were characterized by smaller forest patches that were further apart, but increasingly complex in shape. Deforestation was mainly driven by cattle ranching, which in turn was affected by distance to roads, with forest cover increasing at greater distances from roads. A multi-layer perceptron was used to develop future scenarios based on Markov Chain analysis. Based on current land use, forest cover in the region will decline from 42% in 2004 to 21% by 2016. Results indicate a critical threshold at 51% of forest cover in which landscape structure and connectivity changes abruptly. This suggests that the region requires greater efforts in environmental law enforcement, land-use planning and education programmes to maintain the remaining forest cover near this threshold.

Analyzing permanent plot data from 40 tropical forest sites, Phillips and Gentry (1994) found that there has been a significant tendency for tree turnover – as measured by tree mortality and recruitment – to increase since the 1950s. The dataset is now substantially improved, and includes 67 mature forest sites with turnover data representing most of the major tropical forest regions of the world. This paper presents an updated and expanded analysis of the latest data, and confirms that tree turnover has increased in mature tropical forest plots. Several artifactual explanations have been suggested but none are supported by the available data, suggesting that surviving mature tropical forests have been recently affected by large-scale anthropogenic or natural change. The effects of increased turnover may include impacts on future global atmosphere, climate, and biodiversity. Better understanding of the ecological changes in mature tropical forests depends on progress in two critical research areas – a ground-based monitoring network of long-term, fully identified tropical forest plots, and controlled manipulation of atmospheric conditions in forest experiments. Research activity in both areas needs to be substantially increased if we are to understand and predict the complex interactions between tropical forest ecology and global environmental change.

Globally, humans impact environments and ecosystems faster than they become aware of their effects. The marine pelagic ecosystem includes a tremendously large and diverse environment, which might accordingly be considered to be resilient to externally forced changes, whether from humans or climate. This review considers that general hypothesis by pursuing two objectives. The first is to document the current status of and recent anthropogenic impacts on the marine pelagic ecosystem, with emphasis on the epipelagic zone (0-200 m) where organisms are concentrated and human impacts have been greatest. It shows that humans have proven capable of assuming the role of top carnivore in pelagic ecosystems where living resources are attractive and financially amenable to exploitation, and that overexploitation is the rule under such circumstances. Other anthropogenic activities associated with changes in various marine pelagic ecosystems, such as increased diseases, mortalities, extinctions, habitat invasions, and species replacements, function as sentinels and indicate that portions of the pelagic ecosystem are under considerable stress. It is argued that, without attention, these problems can be expected to worsen up to the year 2025 and beyond. In addition to a comprehensive evaluation of status and trends relating to conservation of the marine pelagic ecosystem, a second major objective is to evaluate whether current paradigms of ecosystem function are sufficient to improve the ability of the scientific community to predict future changes and to recommend relevant management strategies. This review differs from previous ones by proposing that current conceptual models have failed to provide the basis for accurately predicting patterns and features of pelagic communities, notably why specific organisms occur where and when they do. It is argued that predation pressure is shaped by natural selection in the sea as on land, and that it influences organism behaviour, life history strategy and morphology, all of which determine marine pelagic ecosystem structure, and therefore should be used to interpret function. From this perspective, attempting to understand present patterns and predict the future of marine pelagic ecosystems, without understanding the intertwined roles of evolution and predation in forging contemporary pelagic communities, is a hopeless endeavour. It is proposed that both perspectives, resource availability and predation pressure, be incorporated into a revised paradigm of pelagic ecosystem structure and function, a necessity if policies are to predict anthropogenic impacts and environmental conservation is to be effective.

Continental shelf benthic ecosystems play an important role in the economy of many coastal states through the provision of food, non-living resources and through control of climate. Changes in the status of these ecosystems, through either natural or human-induced environmental drivers can be expected to have important economic and social consequences. Agents that could induce change include climate and oceanography, hydrology (river discharge), land-use and waste disposal practices, fishing, aquaculture and extraction of non-living resources. Trends in all of these drivers, particularly those under human influence, suggest that shelf systems will come under increasing pressure. Attempts to predict the future state of any ecological system are fraught with difficulty, particularly over decadal time-frames. This is, perhaps, especially true for continental shelf ecosystems where data on current status are poor and our understanding of many of the drivers of change somewhat rudimentary. What can be said for certain, however, is that change will occur and, in the short term, many of the signs point towards deterioration in the ecological condition of many shelf systems, but particularly those of developing countries. Trends in land-use practices, with consequences for nutrient, sediment and freshwater input to coastal seas appear to be particularly worrying, but the poor state of many demersal fisheries systems must also be acknowledged. In contrast to the developing world, although challenges undoubtedly remain, particularly with respect to atmospheric inputs resulting from energy production, current trends in environmental management suggest that pressures imposed by land use, waste disposal and fishing will probably decline over the coming decades on the shelves of many developed countries. At the global scale, therefore, the key driver for sustainable use of our continental shelf ecosystems would appear to be intimately linked to the social and economic well-being of poorer nations.

To ensure that the best scientific evidence is available to guide conservation action, effective mechanisms for communicating the results of research are necessary. In medicine, an evidence-based approach assists doctors in applying scientific evidence when treating patients. The approach has required the development of new methods for systematically reviewing research, and has led to the establishment of independent organizations to disseminate the conclusions of reviews. (1) Such methods could help bridge gaps between researchers and practitioners of environmental conservation. In medicine, systematic reviews place strong emphasis on reviewing experimental clinical trials that meet strict standards. Although experimental studies are much less common in conservation, many of the components of systematic reviews that reduce the biases when identifying, selecting and appraising relevant studies could still be applied effectively. Other methods already applied in medicine for the review of non-experimental studies will therefore be required in conservation. (2) Using systematic reviews and an evidence-based approach will only be one tool of many to reduce uncertainty when making conservation-related decisions. Nevertheless an evidence-based approach does complement other approaches (for example adaptive management), and could facilitate the use of the best available research in environmental management. (3) In medicine, the Cochrane Collaboration was established as an independent organization to guide the production and dissemination of systematic reviews. It has provided many benefits that could apply to conservation, including a forum for producing and disseminating reviews with emphasis on the requirements of practitioners, and a forum for feedback between researchers and practitioners and improved access to the primary research. Without the Cochrane Collaboration, many of the improvements in research communication that have occurred in medicine over the last decade would not have been possible.

Human population density is globally three times higher along the coasts than inland, and thus environmental impacts of human activities are greater in magnitude on coastal ecosystems such as beaches and dunes. Vulnerability assessment (the loss of capacity to return to the original dynamic state after system displacement) is thus necessary to evaluate the conservation status and determine the most relevant disturbance events. Twenty-six sites along 902 km of Gulf of Mexico coastline, varying in conservation status and sedimentary dynamics, were sampled. At each site a vulnerability index (VI) was calculated based on variables that described geomorphological condition, marine influence, aeolian influence, vegetation condition and human effects. Vulnerability was very variable along the coast and only 19% of the sampled locations (mostly in the central Gulf of Mexico) displayed low vulnerability. Cluster analyses of the values assigned to the checklists for each location grouped the studied sites into three, according to their VI values. Low vulnerability locations had abundant sediment supply and low human impact. Locations with medium to high VI were mostly affected by their natural geomorphological and marine features and had medium to intense human activities. Management strategies should consider the observed variability in vulnerability, the natural dynamics of these systems and the role of human activities and interests, in order to achieve adequate policies and establish well-informed priorities for integrated coastal zone management.

Semi-natural hay meadows are among the most biodiversity-rich terrestrial ecosystems, and are managed for conservation purposes in most of Europe, including Sweden. Romania has some of Europe's largest areas of grasslands still managed with traditional methods. Through interviews and field studies, current management practices were investigated in two Romanian villages, and compared with CAP-generated grassland management in Swedish hay meadows and historical Swedish management of grasslands. The study evaluated the effect of the eligibility criteria within both countries’ National Rural Development Programmes (NRDPs) on different ecologically important components of hay meadow management. The success of Swedish management was measured by assessing population trends for 25 grassland plant species. Current management proved to be considerably more diverse in Romania than in Sweden, but historical Swedish management was similar to management in Romania. Both countries’ NRDPs provide support for some management components, but create barriers against other components. The Romanian NRDP contained more barriers than the Swedish NRDP, yet Swedish management showed little success in preserving grassland plants. NRDPs should nourish the use of local and traditional knowledge in order to preserve biodiversity in semi-natural grasslands. There are major limitations in both countries’ NRDPs.

Given the frequent socioeconomic, political and concomitant ecological failures of science-driven marine protected area (MPA) programmes, it is now important to design MPAs by integrating natural and social science research more comprehensively. This study shows how indigenous peoples assisted in the design of MPAs by identifying marine substrates and related resident taxa on aerial photos, information which was then incorporated into a geographical information system (GIS) database, along with dive survey data. Two questions were asked: (1) Is indigenous ecological knowledge accurate enough for mapping the benthos and associated taxa? (2) Is such an approach an appropriate way for assisting in the biological and social design of MPAs in Oceania? Conventional quadrat field dive surveys were used to measure the accuracy of substrate identification by local informants and a visual survey was used to test hypotheses formulated from local knowledge regarding the spatial distribution and relative abundance of non-cryptic species within certain benthic habitats. Equivalence rates between indigenous aerial photo interpretations of dominant benthic substrates and in situ dive surveys were 75–85% for a moderately detailed classification scheme of the benthos, which included nine locally-defined abiotic and biotic benthic classes for the MPA seabed. Similarly, the taxa inventory showed a strong correspondence between the qualitative predictions of local fisherfolk and the quantitative analysis of non-cryptic species distribution, including their relative abundance and geophysical locations. Indigenous people's predictions about the presence or absence of fish in different benthic habitats corresponded 77% and 92% of the time (depending on scoring schema) with in situ visual measurements. These results demonstrate how incorporating local knowledge of benthic heterogeneity, existing biological communities, and particular spatio-temporal events of biological significance into a GIS database can corroborate the production of scientifically reliable base resource maps for designing MPAs in an environmentally and culturally sound fashion. This participatory approach was used to design and then establish MPAs in the Roviana and Vonavona region of the Western Solomon Islands. Under appropriate conditions, interdisciplinary work can complement the design of scientific fishery management and biodiversity conservation prescriptions for coastal Oceania.

In the north-western Peruvian Amazon, a new road has recently been constructed to link the city of Iquitos with the town of Nauta. The road crosses lands that are remarkably heterogeneous in terms of ecological conditions, comprising distinctive soil types from extremely poor to relatively fertile. Although this reality contributes to the land use potential and human carrying capacity of each place, deforestation of road margins appears equally intensive on all types of land. In the mid-1990s, two dead-end roads starting from both urban centres were characterized by distinctive zones of resource exploitation, with a road-free section of primary forest in between. A few years later, the separate road ends were linked by a dirt road that served only occasional traffic, but introduced significant new settlement. Various developmental trends evidence incoherent resource management and momentary public support in the region. By promoting diverse economic activities that reflect environmental conditions in the initial land use planning and land allocation, most sections along this road could be considered economically valuable for purposes such as sustainable forestry, tourism, agroforestry and, in suitable sites, intensive agriculture. To promote the more sustainable uses, thorough environmental legislation, administrative guidelines and follow-up based on an implicit mechanism of learning from previous experiences should be implemented. At the local level, there are some important initiatives to support such development, including ecological and economic zoning. However, these measures might be too late to prevent the destructive practices so common in many parts of Amazonia.

Historical research has enhanced understanding of past human influences on forests and provides insights that can improve current conservation efforts. This paper presents one of the first detailed studies of mangrove forest history. Historical changes in mangroves and their use were examined in Bais Bay and Banacon Island, Philippines. Cutting to make space for fish ponds and residential settlement has dramatically reduced the distribution of mangroves in Bais, although forest has expanded rapidly near the mouth of the largest river where soils from nearby deforested hillsides have been deposited as sediments along the coast. Heavy cutting of mangroves for commercial sale of firewood occurred under minor forest product concessions in Bais and Banacon between the late 1930s and 1979. Cutting for domestic consumption of fuel and construction wood by local people has been widespread in both areas, although rates of cutting have varied in space and over time as a result of changing demographic pressures and in response to cutting restrictions imposed by firewood concessionaires, fish pond owners and government officials. People in both Bais and Banacon have responded to declining local forest availability by planting mangroves. Early motivations to plant reflected the desire to have a ready supply of posts for construction of fish weirs. Many have also planted to protect fishpond dykes and homes from storm damage, and increasing numbers now plant as a means to establish tenure claims over mangrove areas. However, planted stands have tended to be species monocultures and to bear only limited resemblance to natural mangrove forests. In contrast to many upland forests, opportunities for protection and restoration of mangroves are limited by virtue of a highly restricted natural distribution and by competing land uses that are likely to intensify in the future. Understanding historical patterns of change can be instructive to conservationists, but the future remains laden with uncertainties.

Community-based natural resource management (CBNRM) projects and policies often aim to improve the livelihoods of rural people who depend on natural resources, and to promote democratic decision making and equitable benefit distribution at the local level. However, a growing number of critics argue that CBNRM is susceptible to elite capture. This paper contributes to the debate on elite capture under CBNRM by studying joint forest management (JFM) in Andhra Pradesh (India) and, in particular, the case of Mohammed Nagar village. The paper addresses the following four questions: (1) How has the Indian Government formally addressed the risk of elite capture? (2) What actually happened over time when formal structures of JFM interacted with the pre-existing social structure in Mohammed Nagar? (3) When JFM results in elite capture, is this owing to the formal structures and/or the pre-existing social structure? (4) How can CBNRM be designed to avoid or minimize elite capture? Based on a reading of official government documents, the Indian Government has addressed the risk of elite capture, by ensuring representation of different social groups in the decision making bodies, regular elections, collective action in rule making and implementation, and transparency in record keeping. Nevertheless, during Mohammed Nagar's 10 years of JFM history elite capture did occur. This confirms that elite capture is a possible outcome of CBNRM. Yet, the subsequent fall of elite capture in the village also indicates that this is not necessarily a permanent outcome, and that CBNRM may in fact promote democratic and equitable resource management in the long-term. In Mohammed Nagar elite capture was largely owing to pre-existing social structures and to weaknesses in the official rules that were meant to safeguard the interests of marginalized groups. Accordingly, in CBNRM project design and implementation, pre-existing social structures' potential promotion of elite capture need to be taken into account and formal measures that might alleviate the adverse effects and/or reduce this risk must be identified.

Conservation policy typically excludes people from national parks and manages encroachment by law enforcement. However, local people continue to extract resources from protected areas by boundary encroachment and poaching. This paper quantifies the patterns of illegal resource extraction from Kibale National Park in Uganda, the demand for Park resources by communities bordering the Park, and examines whether designated resource access agreements reduce illegal extraction. Sections of the Park boundary were examined and human entry trails, wood extraction, livestock grazing, and animal poaching signs were quantified. Levels of illegal extraction were compared with the demand for and admitted illegal access to resources inside the Park, collected in a survey of households located near the Park. Extraction was also compared between villages with and without negotiated resources access agreements. The most wanted and extracted resource from the Park was wood for fuel and construction. Implementation of resource access agreements with local community associations was found to be an effective means of reducing illegal extraction, but only if the association members profited from the agreement.

Yasuni National Park and Biosphere Reserve in Ecuador's Amazon basin is home to the Huaorani and an area of high conservation value. As a result of oil development in the early 1990s, a road was constructed in the northern region of the Park. Three Huaorani communities have since been established in proximity to the road, two of them when the road was built, ten years prior to this study, and the third in a previously uninhabited area. This allowed for a natural experiment comparing harvest compositions across communities of different ages at one point in time. Harvest profiles suggest that the spider monkey Ateles belzebuth is facing local depletion near the two old communities and the howler monkey Alouatta seniculus may also be depleted near one of the old communities. That the two oldest communities still harvested a relatively high number of other vulnerable species is attributed to their use of the road to increase forest access. The spider monkey appears to be the first species to become depleted in persistently hunted areas.

Contingent valuation (CV) is a popular method in economics for eliciting individuals' preferences for non-market environmental resources, but very few attempts have been made to apply it to distant environmental goods of global importance. This paper reports the results of a CV study in the UK and Italy, which evaluated non-users' willingness to pay for the implementation of a proposed programme of protected areas in Brazilian Amazonia. The main focus of the survey was the wealth of biodiversity in the region proposed for protection and the ecosystem services provided by such areas. Taking both countries together, respondents were willing to pay, on average, £30 (US$ 45.60) per household per annum to fund the implementation of a protection programme covering 5% of Brazilian Amazonia and £39 (US$ 59.28) per household per annum to fund a 20% programme. Aggregated across households, an annual fund to conserve 5% of Brazilian Amazonia as strictly protected areas could yield around £600 million (US$ 912 million) in the UK and a similar amount in Italy. It should be noted that respondents appeared to show a high degree of uncertainty in the bid decision process for such an unfamiliar and distant good, leading to questions as to the validity and reliability of results. Nevertheless, responses were non-random and systematically related to a range of socio-economic characteristics and attitudinal variables. Thus initiatives such as international financial transfers from wealthy developed countries to support the protection of threatened areas of global significance could attract widespread support in those countries.

Despite direction by the Conservation Act (1987) to give effect to the principles of the Treaty of Waitangi, New Zealand's Department of Conservation has few formal collaborative management arrangements with Maori. Obstacles to establishing agreements that involve Maori in equitable conservation decision-making roles include divergent philosophies (preservation versus conservation for future use), institutional inertia, a lack of concrete models of co-management to evaluate success or otherwise to promote conservation, a lack of resources and opportunities for capacity building and scientific research amongst Maori, opposition and a lack of trust from conservation non-governmental organizations that are predominantly euro-centric in approach and membership, and a fundamental reluctance of some to share power with Maori. Recent examples of work towards co-management emphasize the need for innovative methods to build trust and explore common ground and differences. Meetings on marae (traditional Maori gathering places) have established guiding principles, lengthy dialogue, and a collective symbol as a metaphor for co-management. These were valuable steps towards building trust and understanding required for the restoration of coastal lakes and a river, and the potential joint management of two national parks on the west coast of the North Island. Establishment of a research project to assess the sustainability of a traditional harvest of a sea-bird (Puffinus griseus) by Rakiura Maori was facilitated by drawing up a 'cultural safety' contract. This contract underscored the role of Maori as directors of the research, protected their intellectual property rights to their traditional environmental knowledge, guaranteed continuity of the collaborative research project and regulated how results were to be communicated. The scientific ethics of a university ecological research team were safeguarded by the contract, which ensured that they could publish their inferences without erasure or interference. The New Zealand experience shows that even when legislation signals from the top down that the doorway is open for co-management with indigenous people, this by itself is unlikely to make it happen. Active facilitation by innovative middle-level agreements and the creation of new administrative structures are needed to govern co-management of a broad spectrum of resource issues. Bottom-up initiatives involving single, or very localized, resource uses may also trigger co-management. Models for successful co-management involving indigenous peoples must focus more strongly on issues of equity or power sharing, and therefore may be very different from models directed at a single conservation outcome.

Shark cage diving is both popular and controversial, with proponents citing educational value and non-extractive use of natural resources and opponents raising concerns about public safety and ecological impacts. Logbook data collected 2004–2008 from two Oahu (Hawaii) shark cage diving operations were analysed to determine whether such voluntary records provide useful insights into shark ecology or ecotourism impacts. Operators correctly identified common shark species and documented gross seasonal cycles and long-term trends in abundance of Galapagos (Carcharhinus galapagensis), sandbar (Carcharhinus plumbeus) and tiger sharks (Galeorcerdo cuvier). Annual cycles in shark abundance may indicate seasonal migrations, whereas long-term trends suggest gradual exclusion of smaller sandbar sharks from cage diving sites. Numerically dominant (> 98%) Galapagos and sandbar sharks are rarely implicated in attacks on humans. Negligible impact on public safety is supported by other factors such as: (1) remoteness of the sites, (2) conditioning stimuli that are specific to the tour operations and different from inshore recreational stimuli and (3) no increase in shark attacks on the north coast of Oahu since cage diving started. Tracking studies are required to validate logbook data and to determine whether sharks associated with offshore cage diving travel into inshore areas used for in-water recreation.

Issues of environment and development are increasingly being analysed within the framework offered by sustainability and sustainable development. This article explores a number of deep-seated contradictions and tensions that exist within these concepts at least as they are currently construed. It is noted that these contradictions are often glossed over in intellectual and policy debates, but are nonetheless profound and should be made explicit.

The contradictions identified and discussed in the paper are as follows:

–the paradox of technology (cause or cure?);

–uncertainty and decision-making (humility or arrogance in the face of ignorance?);

–intergenerational and intragenerational equity (a politically impossible trade-off?);

–economic growth versus ecological limits (is ‘sustainable development’ an oxymoron?);

–the reconciliation of individual and collective interests, applying both to individuals in their society, and nation states in the international community;

–the potential conflict between the diversity of democracy and purposeful action;

–differing kinds of resilience in the face of change (resistance, marginal change, and adaptability); and

–the question of whether or not optimization is anti-sustainability.

In conclusion we ask what the implications of this labyrinth of contradictions are for moving towards a sustainable state. Are these contradictions too profound and thus insurmountable, or does Homo sapiens' apparently innate ability to live with contradiction and logical inconsistency offer a way out?

The effect of human disturbance on migrant birds is a conservation issue of international importance, as is determining if disruption has long-term population effects. Disruptions can occur during migration, wintering, breeding and foraging. Thousands of shorebirds migrate through Delaware Bay (Atlantic Coast of North America) in a four-week period each spring; this is the largest concentration of shorebirds in the continental USA. Ecotourists come to see them, creating the potential for disruption. Data available on shorebird/human interactions at a migratory stopover over a 20-year period were used to describe the interactions of shorebirds and people from 1982–2002 and examine trends in human disruptions and shorebird behaviour during this time. The rate of disruptions caused by people increased during the 1980s, declined slightly by the early 1990s, and declined sharply by 2002. The decline in human activity along the beach was directly related to the conservation efforts of the New Jersey Endangered and Nongame Species Program, New Jersey Audubon, and others interested in preserving the shorebirds. In the 1980s, birdwatchers concentrated on the beaches on which it was easy to walk and which had the highest shorebird counts, because there were no restrictions on human behaviour. During this time, the average disturbance duration was over 10 min, regardless of the type of intruder, and shorebirds were often disrupted for over 40 min hr−1. Even though the number of disruptions declined over the study period, the percentage of shorebirds that flew away (and did not return within 10 min) did not change during the 1980s, and increased in 2002. The average time that shorebirds were disrupted per hour by people declined during this period (mainly because there were fewer people on the beaches). The Endangered and Nongame Species Program placed signs on shorebird foraging beaches, restricted access, built viewing platforms to contain ecotourists, and eventually patrolled key beaches and issued summonses for infractions. These activities were so effective that only one bird watcher disturbed the birds in 2002. Education was also vital to encouraging local residents not to walk or fish along these beaches during the spring migratory stopover, and to keep their dogs on a leash. These data support the importance of actions on the part of state agencies and conservation organizations to limit disruptions to foraging shorebirds during critical migratory stopovers, a problem faced by shorebirds in many temperate regions of the world.
