As one of the world's busiest rivers the Rhine carries about 300 million tons of freight annually, upriver and down, between Switzerland and the Dutch ports on the North Sea. Heavy shipping traffic on the Rhine, including ocean vessels reaching Mannheim and barges reaching Basel, has been an integral part of the Rhine valley landscape for the past 150 years. But a bounty of commercial shipping on the Rhine has not always been part of the river's history. Despite the Rhineland's growing population and increasingly productive economy at the end of the early modern period, long-distance shipping activity along the river gradually declined during the seventeenth and eighteenth centuries. River commerce revived and expanded only in the early nineteenth century, stimulated in part by new developments in transportation technology, business organization, industrial development, and an unprecedented civil engineering assault on the river's natural contours. These material components of the nineteenth century transportation revolution as it unfolded along the Rhine are generally well known.

In summer 1866 the Austro-Prussian struggle for supremacy in Germany erupted into open conflict. King Georg V of Hanover sided with other governments loyal to the German Confederation against Prussia, but after initially defeating Prussian forces at Langensalza, he was forced to capitulate. Two days after the battle, on June 29, 1866, the widow of the Hanoverian general Sir Georg Julius von Hartmann told her daughter in no uncertain terms how she felt about the Prussian government and its allies. In her opinion they were nothing more than “robber states” that cloaked their disregard for the Ten Commandments in sanctimonious public displays of piety. “These Protestant Jesuits,” she continued, “offend me more than the Catholic ones. You know that I am German with all my heart and love my Germany, but I cannot consider them genuine Germans anymore because they only want to make Germany Prussian.”

After the Napoleonic Wars, central Europe frequently witnessed important diplomatic discussions, and cities such as Vienna, Aix-la-Chapelle, Carlsbad, Troppau, and Laibach served as the places for rendezvous of European monarchs and diplomats. Austrian Chancellor Clemens Wenzel Lothar Nepomuk Prince von Metternich-Winneburg played a leading role at these meetings between 1814 and 1822, and he particularly wanted them to take place in the territories of the Austrian Empire because he could therefore better control their course and exert influence over the events to an extent undoubtedly exceeding the real power of the state whose interests he advocated. This is exactly what happened after 1814, and the subsequent years were definitely the happiest period in the life of the man known for his extraordinary diplomatic talent as well as his vanity. It was all the more difficult for him to reconcile himself with the loss of the position of the “coachman of Europe” in the 1820s when the alliance formed by the five European powers (Great Britain, France, Prussia, the Austrian Empire, and Russia) failed to solve the Greek war of independence. The July Revolution of 1830 then created a gulf between the liberal and conservative powers, so that neither the willingness of the five powers to cooperate under his leadership nor the necessary conditions for his leadership existed in the 1830s.

Utopian visions that produced distinctly dystopic projects are rightly associated with the catastrophically violent and repressive first half of twentieth-century European history— “the age of extremes” in Eric Hobsbawm's apt phrase. National Socialism, fascism, communism, and European colonialism represented totalizing, highly ideological visions of how politics and economics, society and culture should be dramatically reorganized. Each of these projects deployed gendered rhetorics and representations; each was explicitly preoccupied with redefining masculinity and femininity, marriage and family, domesticity and sexuality. Each sought to subordinate individuals to an overarching social project, integrating some, excluding others, always elaborating complex hierarchies of gender, race, and culture.

The morning of May 23, 1912, witnessed the christening of a new German icon. For many Germans, it was a wonder of the modern age, a powerful symbol of the nation's achievements in industry, engineering, and technology. For others, it was the embodiment of all the evils wrought by political, social, and cultural transformation. Some said it expressed the character of the German people, in a manner similar to Cologne Cathedral and Sanssouci, the palace of Frederick the Great. But there were those who thought it “appeared as a typical manifestation of the new Germany, with its huckstering and obtrusive manners, more a snobbism than a symbol of German competence.” The Kaiser was fascinated by this expression of the ambition, ingenuity, and might of an Empire in which he believed power rested with himself, the Prussian nobility, and a powerful military complex. And yet Hamburg's mayor, Johann Heinrich Burchard, echoed the feelings of many when he described this new wonder as “above all … the product of a flourishing, self-conscious German middle class.” Although extolled as a symbol of German unity, Social Democrats denounced the modern leviathan as an expression of class inequality and lamented that ten men were killed and one hundred injured while constructing it. With this in mind, how could Germany be proud of what it had achieved?

That the Wehrmacht participated fully in a racial war of extermination on behalf of the National Socialist regime is indisputable. Officers and enlisted men alike accepted the logic that the elimination of the Soviet Union was necessary for Germany's survival. The Wehrmacht's atrocities on the Eastern Front are a testament to the success of National Socialist propaganda and ideological training, but the construct of “Judeo-bolshevism” originated during World War I and its immediate aftermath. Between 1918 and 1923, central Europe witnessed a surge in right-wing paramilitary violence and anti-Semitic activity resulting from fears of bolshevism and a widely held belief that Jews were largely responsible for spreading revolution. Jews suffered the consequences of revolution and resurgent nationalism in the borderlands between Germany and Russia after World War I, but it was inside Germany that the construct of Judeo-bolshevism evolved into a powerful rhetorical tool for the growing völkisch movement and eventually a justification for genocide.

On November 27, 1918, Konrad Haenisch, the newly installed education minister (Kultusminister) and Majority Social Democrat, issued arguably the most radical decree in the history of Prussian schooling. The “Appeal to Male and Female Pupils in Secondary Schools,” as the edict was titled, aimed to redress the alleged rampant “demons of morbid subservience, mistrust, and lies” in secondary schools. Its proposed solution was for every school to hold an assembly by the end of the year to introduce democratic governance. Each teacher and each pupil in the ninth grade (Obertertia) and higher would have an equal vote on whether they wanted to form a school parliament (Schulgemeinde), a pupil council (Schülerrat), or both. In the school parliament, all teachers and pupils would have equal rights to have an “entirely open discussion” about their school affairs, including matters of discipline, and equal votes to pass resolutions pertaining thereto. In addition, pupils alone would elect a teacher and pupil council that would be standing liaisons to the director and the other teaching staff. Most controversially, the school parliament or the standing pupil council could appoint a representative empowered to bypass the school director and teaching staff and hold conversations with the ministers in Berlin about how to redress inequities in their particular school and change youth policy in the new republic more generally. A last measure in the decree gave pupils the unlimited right to join any association, provided it was “not political.” This new right abrogated the requirement that pupils in secondary schools get permission from their directors to found or join associations in or outside school. Haenisch required that schools post this decree on all blackboards. There were similar decrees issued in December 1918 in Saxony, Württemberg, and Bavaria.

In 1940, Howard Kershner, director of European relief for the American Friends Service Committee, was stationed in Vichy France, where Quakers were organizing relief for refugees. He had witnessed any number of wartime atrocities in his years of service during the Spanish Civil War, including violence directed at civilians, bombings, starvation, and disease. Now he added a new item to the litany of wartime suffering: “One of the greatest tragedies of all times is the separation of families in Europe today: wives in one country, husbands in another, with no possibility of reunion and often no means of communication; babies who have never seen their fathers; scattered fragments of families not knowing if their loved ones are living or dead, and often without hope of ever seeing them again. There are multitudes of wretched souls for whom it seems the sun of hope has set.”

Punctually at 4:05 on the morning of March 31, 1938, a new diesel locomotive left the Holzkirchen Bahnhof in Munich, pulling the first traveling “achievement exhibition” (Leistungsshau) of German technology. It had been nineteen days since the Anschluss, and on April 10 all Greater Germany would vote its approval of incorporating Austria into the Reich. Despite their use of terror to influence the Austrian vote and virtual assurance of electoral success, the National Socialists embarked on an extensive propaganda effort in Austria to ensure a wide margin of victory there. Hitler campaigned throughout Austria during the last ten days before the vote, making six major speeches, and other top Nazi officials made electioneering tours. Famous for constructing the Autobahn network, Fritz Todt, Inspector General for German Highways, and the engineers of the NSDAP Central Office for Technology, organized a traveling propaganda exhibit to display German technology under the motto “Austria's chimneys will smoke again.” It was the first of three “Voyages of Technology” undertaken by Todt and his Nazi engineers.

Hakoah Vienna was the most important Jewish sports organization in interwar Austria. Indeed, Hakoah, which means strength or power in Hebrew, was one of the most significant sports clubs on the continent of Europe during that period. This article examines the early history of Hakoah, its rise to international fame, and its demise in 1938 at the hands of the Nazis and their sympathizers in Austria.

In May 1917 twenty-seven residents of Landau (Württemberg) sent a long petition to the German Reichstag. The group, which included doctors, pastors, teachers, and industrialists, demanded that the state put an end to the “immoral” behavior of women who had romantic relationships with foreign prisoners of war. The petition included more than one hundred examples of such affairs, gleaned from newspapers, court records, and eyewitness accounts. The petitioners lamented the “sinking morality” of the countryside and the damaged reputation of German women. They also had more immediate concerns. These affairs were threatening the happiness of families, “complicating” the feeding of the nation, weakening the strength of the people, and heightening the fear of espionage. The petitioners went on to warn the Reichstag deputies that “good German citizens are full of anger at such events,” and that the common person's “sense of sacrifice” was dwindling now, in the third year of the war.

Soviet socialism shared with its utopian socialist predecessors a critique of the conventional family and its household economy. Marx and Engels asserted that women's emancipation would follow the abolition of private property, allowing the family to be a union of individuals within which relations between the sexes would be “a purely private affair.” Building on this legacy, Lenin imagined a future when unpaid housework and child care would be replaced by communal dining rooms, nurseries, kindergartens, and other industries. The issue was so central to the revolutionary program that the Bolsheviks published decrees establishing civil marriage and divorce soon after the October Revolution, in December 1917. These first steps were intended to replace Russia's family laws with a new legal framework that would encourage more egalitarian sexual and social relations. A complete Code on Marriage, the Family, and Guardianship was ratified by the Central Executive Committee a year later, in October 1918. The code established a radical new doctrine based on individual rights and gender equality, but it also preserved marriage registration, alimony, child support, and other transitional provisions thought to be unnecessary after the triumph of socialism. Soviet debates about the relative merits of unfettered sexuality and the protection of women and children thus resonated with long-standing tensions in the history of socialism.

Early in the morning of June 30, 1934, SA Chief of Staff Ernst Röhm and other leaders of the National Socialist storm troopers, the Sturmabteilung or SA, were arrested by Adolf Hitler in the Bavarian resort town, Bad Wiessee. Further arrests followed across Germany during the day. Many SA leaders, various German politicians, two generals, some dissident Nazis, and some of Röhm's friends were shot. Finally, Röhm himself was killed late the next day. This was the only violent internal party purge to occur in the entire history of Nazism. Some ninety people were killed, with the greatest proportion being in Berlin, Munich, and Silesia. At the time the purge was justified by the allegation that the SA leaders were plotting to overthrow Hitler, carry out a “second revolution,” and seize power in collusion with former Chancellor General von Schleicher (also shot) and with the aid of an unnamed foreign power (France). The need to rid the SA of corruption and decadence was emphasized; in this context Hitler's alleged discovery of Röhm's homosexuality was publicized.

The nature and intentions of Nazi economic policy are once again being hotly contested, although on a new set of terms. No longer is the German bourgeoisie's complicity in the Nazi “seizure of power” or the capitalist underpinnings of Hitler's subsequent aggressions at the center of the discussion. Rather, recent scholarship has chosen to grapple more carefully with the dynamic interplay between economics, race, and social policy in the Third Reich. As David Schoenbaum contended forty years ago, the Third Reich's apotheosization of “national community [Volksgemeinschaft]” led to an array of welfare programs, educational reforms, and “meritocratic” values that may in fact have produced a modern “social revolution.” To be sure, a number of subsequent studies have highlighted longer-term continuities, suggesting that the Nazi Sozialstaat was indebted in some part to the legacy of the Weimar Republic and in other respects presaged the social policies of the Federal Republic of Germany (FRG). Historians likewise continue to debate the relative improvement in living standards experienced by the average German under Hitler. Virtually all scholars agree, however, that, regardless of its efficacy, the underpinnings of Nazi social policy are to be located in the Third Reich's drive to construct a racial utopia at home while securing popular support for wars of conquest abroad.

According to a joke that made the rounds in the former Soviet Union, women from different countries held on to their husbands in different ways: the German by her skills as a housewife, the Spaniard by her passionate lovemaking, the Frenchwoman by her refined elegance—and the Russian by the party committee. This sexist quip was a not so oblique reference to the ways in which the communist party intervened in the private domestic affairs of its members. But—even leaving aside the obviously offensive—it was not entirely accurate, for the practice was just as common in other communist countries as well. This included the eastern half of postwar Germany, where, as in the Soviet Union, the wives of adulterous members of the Socialist Unity Party (SED) sometimes appealed to local functionaries for assistance with their straying husbands.

Only a few years ago rights of sexual minorities in Poland caused not only national controversies over what democracy means, but also gained international attention, visible in demonstrations in front of embassies in Berlin and London, wide media coverage, and protest letters to the Polish prime minister by the Helsinki Foundation of Human Rights as well as Amnesty International and the International Lesbian and Gay Association (ILGA). Several Polish politicians were repeatedly cautioned for their extreme conservative stance on homosexual issues and homophobic remarks as well as criticized for the prohibitions of the so-called Marsz Równości (Equality March), the Polish version of the Christopher Street Day (usually known as Gay Pride Parade) as being against the standards of democracy and human rights. Finally, and in particular as a reaction to the various remarks of Polish politicians, a resolution against homophobia was submitted to the European Parliament in January 2006 and passed in June 2006. Despite the resolution, the then Polish minister of education, Roman Giertych (League of Polish Families, or LPR), caused another great stir at the European Union (EU) conference of ministers of education in Heidelberg, Germany, on March 1, 2007, when he stated that brochures on sexuality education published by the Council of Europe that contained information on homosexuality and homosexual relations were to be prohibited in Polish schools. In the same speech, he rebuked societies that allowed abortion on social grounds and called abortion a “legal crime” and a “new form of barbarism.”

On October 10, 1941, the soldiers of the 3rd Company, 691st Infantry Regiment were uneasy. The task ahead of them was something new. They were to kill the entire Jewish population of Krucha, a town in central Belarus. A few hours later, Private Wilhelm Magel stood with another soldier in front of four Jewish women and an old man with a long, white beard. The company First Sergeant, Emil Zimber, ordered the Jews to turn away from the shooters, but they remained facing the German soldiers. Zimber gave the order to fire but Magel and his colleague, a former divinity student, did not aim at their targets. They requested to be relieved from the execution detail and were assigned to guard the remaining Jews who were waiting in the village square for their turn. This German Army unit without assistance of any other organization murdered a minimum of 150 Jewish men, women, and children in Krucha that day.

It is widely accepted that the inter-German border was constructed by East German authorities to halt the emigration to the west, which had damaged the East German economy and undermined the East German state agencies' power. This article argues that this is an inaccurate understanding, which mistakenly treats perceptions and insights gained from studying the Berlin Wall as representative of the mostly rural border between East and West Germany. It emphasizes crucial transformations of frontier society during the 1950s, highlighting the important role of western as well as eastern policy in shaping them.

In May 1955, the local Ulm newspapers reported on a curious lawsuit brought before the labor court. Earlier that year, authorities had forced the director of the nearby refugee camp to resign upon learning that he had been an SS officer under the Nazi regime. Now the former Nazi, Bernhard Fischer-Schweder, felt he had been unfairly victimized by the regional government and was suing to be reinstated to his post. Far from solving this perceived injustice, the lawsuit instead signaled the end of Fischer-Schweder's postwar rise from door-to-door vacuum cleaner salesman to prominent director of a displaced persons camp. In the coming weeks, he lost his lawsuit and, more seriously, allegations regarding his Nazi past surfaced. Once authorities began to investigate, they uncovered a broader web of entanglement, and three years later the case culminated in Fischer-Schweder's conviction along with nine other defendants in one of the largest Nazi trials put before West German courts, the so-called Ulm Einsatzkommando trial of 1958. Although most scholarship has focused on the legacy of this trial, this article looks at the unusual origins and escalation of the case in order to draw attention to the trial's complex but overlooked relationship with postwar political and social attitudes toward the Nazi past.
