The present study investigated the operational feasibility of the recently developed Salmon Welfare Index Model (SWIM 1.0) designed for Atlantic salmon (Salmo salar L) in production cages. Ten salmon farms containing spring smolts were visited twice, first between May and June the first year in sea cages, and secondly 2-3 months later. On each farm the SWIM 1.0 assessments were carried out for the two cages assumed by the farmer to represent the best and worst welfare status. The applied welfare indicators (WIs) were water temperature, salinity, stocking density, lighting, disturbance, daily mortality rate, appetite, sea lice infestation ratio, condition factor, emaciation state, vertebral deformation, maturation stage, smoltification state, fin condition and skin condition. The effective time to carry out the welfare evaluation was about 1.5 h per farm. The results showed some marked differences between visits; relatively larger proportions of emaciated fish were sampled during the first compared to the second visit, and more homogeneous scores of skin and fin damage were found on the second visit. The overall welfare index scores were generally in accordance with the farmers’ ranking of the ‘best’ and the ‘worst’ sea cage during the first visit. Together, the findings of this study suggest that the SWIM model may be employed for documentation of animal welfare over the salmon marine production cycle. The results call attention towards re-assessment of some of the welfare indicators, improved sampling methods, and a more user-friendly interface. All-in-all, the current SWIM model is regarded as a promising candidate tool towards welfare assessment of farmed salmon.

As part of a study into the effects of human activities on the welfare of free-living wildlife, the relative scale and severity of welfare problems in wild mammals and birds in Europe were investigated. Major cases were described and compared in terms of the nature and level of harm (pain, stress and fear) they cause, the duration of these effects and the number of individuals affected. The use of anticoagulant rodenticides, myxomatosis in rabbits, the poisoning of wildfowl by ingested lead shot, the contamination of seabirds with fuel oil, the effects of shooting, injuries due to collisions with road traffic and prédation by domestic cats all severely compromise the welfare of large numbers of animals. Practical approaches to the alleviation and prevention of some of these welfare problems are discussed. We suggest that in assessing the environmental impact of new developments and technologies prior to their implementation, possible consequences to wildlife welfare should always be considered.

Legislation concerning laying hen welfare appears to be influenced more by public perceptions than by scientific and commercial evidence. This paper considers public understanding and power over the issue, and how welfare standards are structured. The usual objection to battery cages is that they do not provide enough space, but there seems to be ignorance of the fact that they were developed in order to improve the health of hens. Evidence is presented of more advantages than disadvantages with cage systems, and of the opposite with alternative (non-cage) housing. Why, then, does the public remain more concerned about just one of the Farm Animal Welfare Council's Five Freedoms — to display most normal patterns of behaviour — than about the other four? Arguably, the declared intent to ban battery cages in the EU in 2012 could not have been based justifiably on evidence in the European Commission Scientific Veterinary Committee's Report on the Welfare of Laying Hens. One therefore has to conclude that the decision to ban battery cages was taken for mainly political reasons, reflecting a belief that the majority of public opinion is against cages. Directive 99/74/EC will allow the use of ‘enriched cages’ after 2012, but, for political reasons, Germany intends to ban battery cages in 2007 and enriched cages in 2012. Following a recent public consultation on a possible similar ban on enriched cages in England, it was decided to defer a decision until after Directive 99/74/EC is reviewed in 2005. In one non-EU country, Switzerland, a national referendum led to a ban on battery cages in 1992. At present, there are ambiguities in minimum standards for different housing systems based on Directive 99/74/EC, which can be exploited by egg producers, sometimes at the expense of bird welfare. These concern stocking densities, the provision of claw-shortening devices, litter and perches, and the practice of beak trimming. They raise the question of the extent to which the structuring of welfare standards should represent a compromise between bird welfare, practicalities, public pressure and commercial interests.

The damage caused by ear tags used for sheep identification was investigated in a two-part study. In Part I, ear tags classified as metal loop, golf-tee, single flex or lambtag were inserted into the ears of 62 ewes. The severity of ewe ear lesions was monitored until 20 weeks after ear tag insertion. In Part II, 351 lambs had tags classified as metal loop, plastic loop, golf-tee, double flex, single flap, lambtag and electronic, inserted in their ears. The behaviour of the lambs was observed for 30s after insertion of the ear tag. The severity of lamb ear lesions was monitored until 5 weeks after ear tag insertion. In both ewes and lambs there was a significantly greater risk of severe and persistent ear lesions following the use of metal loop tags as compared with the other types of ear tag (P < 0.001). The single flap tag was difficult to insert in a greater proportion of lambs (P < 0.001), and more lambs haemorrhaged (P < 0.001), vocalized (P = 0.002) and shook their heads (P = 0.004) with it, than with the other types of ear tags. All ear tags resulted in an inflammatory reaction and required correct positioning to minimize the severity of ear lesions.

This study compared the effectiveness of kraft wrapping paper and rubber toys as enrichment for 22 chimpanzees group-housed in conventional indoor/outdoor runs. Objects were tested separately during 67 hours of data collection using a group scan sampling technique. Paper was used a mean 27 per cent of the available time, while the Kong Toys™ were used a mean 10 per cent of the available time. The degree of object manipulation and object contact was higher with the paper, but the level of social play and solitary play with the object was not differentially affected by the two objects. The objects had differing effects on the subjects’ levels of grooming, but affiliation, agonism, inactivity and sexual behaviour did not vary according to the object being used. A gender-by-age interaction was found, with immature males exhibiting the highest levels of solitary play with objects. Object use steadily declined over the first hour of exposure, showing evidence of habituation. Object use when the Kong Toy™ was present declined over the course of the study, but use of the paper remained consistent. Texture, destructibility, portability, complexity and adaptability may be important in determining the object's value as effective enrichment. The destructible wrapping paper was a more worthwhile enrichment object than the indestructible Kong Toy™ for the captive chimpanzees in this study.

The variability of animal-based parameters was studied within a population of 41 farrow-to-finish farms. Data were collected during three visits, each corresponding to a different season within a two-year period. The largest between-farm variability was observed for stereotypic behaviour by pregnant sows, and for skin, ear and tail lesions, dirtiness and respiratory problems in growing pigs. Relationships with housing and management parameters were established to formulate advice on how to improve pigs' welfare. Group-housed sows performed less oral stereotypic behaviour than individual housed sows (18.7 versus 44.1%), but a higher proportion of skin lesions was observed in group-housed sows (15.4 versus 2.0%). Prevalence of tail-biting behaviour varied between 0 and 21%. The risk for tail biting was higher in cases of reduced levels of floor space per pig, and ear-biting behaviour occurred more often when tails were docked short. Coughing was not correlated directly with the occurrence of lung lesions, but the risk was higher in instances of reduced space availability per pig. Farms could be ranked according to these welfare parameters, ie either according to the score of each individual parameter or based on the summation of all scores. Hence, welfare status was defined in relation to farm-specific information, allowing formulation of advice on housing and management to ultimately improve pig welfare through the matching of a predefined benchmark.

Disease is one of the most important causes of animal suffering. When diseases are treated the aim is to achieve rapid and permanent recovery and this helps to reduce the duration of suffering. It does not, however, alleviate suffering during the fulminant and recovery phases. Greater attention needs to be given to alleviating suffering and the signs of sickness during disease states. In this paper, the role of the cytokines in mediating sickness behaviour and suffering during disease is reviewed. The importance of sickness behaviour in improving the chances of recovery are considered, along with the potential use of anti-cytokine strategies in alleviating suffering in disease states.

The aim of this study was to evaluate the intra-observer repeatability of some animal-related variables which could be used in welfare-assessment protocols at farm level. Recordings were performed on seven dairy farms (four for cattle and three for buffaloes). The animals were observed on three occasions at three-week intervals. The variables collected for each animal were behaviour during milking (stepping and kicking), avoidance distance, lameness, and cleanliness. For each farm and each variable, intra-observer repeatability was computed using the Kendall coefficient of concordance (W). A ratio between the variance of the animal and the sum of the latter with the error variance was also calculated using a model of analysis of variance with one factor (animal), to give a further measure of repeatability. These two methods yielded similar results. In particular, in dairy cattle, a high repeatability for avoidance distance, stepping, lameness and cleanliness was observed, whereas for buffaloes avoidance distance and stepping were the repeatable variables.

The effectiveness of head-only electrical stunning of broilers, with a root mean square (RMS) current of 100 or 150mA delivered using either 50, 400 or 1500Hz sine wave alternating current (AC), was investigated. The changes occurring in the spontaneous electroencephalogram (EEG) were evaluated using Fast Fourier Transformations (FFT) to determine the impact of the amount and frequency of stunning current on total (2-30 Hz) and relative (13-30 Hz) power contents in the EEG. Induction of epileptiform activity and reduction in the EEG power contents to less than 10% of pre-stun levels from the end of epileptiform activity were used as indicators of effective stunning. The duration of unconsciousness and insensibility was determined on the basis of the return of EEG power contents. In addition, the changes occurring in somatosensory evoked potentials (SEPs) were subjectively evaluated to determine the impact of stunning treatments. The results of ANOVA (repeated measures) showed statistically significant effects of interactions between the current frequencies, amount of current and repeated measures on changes in EEG power contents (P < 0.001). Stunning broilers with 150 mA delivered using 50 Hz resulted in EEG changes that were indicative of more pronounced neuronal inhibition following epileptiform activity and also lasted longer than was the case when broilers were stunned with 150 mA delivered using 400 Hz. Stunning broilers with 100 mA delivered using 50 Hz resulted in changes very similar to those observed after stunning with 150 mA of 50 Hz, but which lasted for a relatively shorter time. However, these changes were more pronounced and lasted longer than did stunning with 100 mA delivered using 400 Hz. The effects of stunning broilers with 150 mA of 400 Hz were similar to those found after stunning with 100 mA of 50 Hz. By contrast, stunning broilers with 100 mA of 1500 Hz failed to fulfil the criteria set out in this study. Stunning of broilers with 150 mA of 1500 Hz induced epileptiform activity but failed to reduce EEG power contents to less than 10% of pre-stun levels. Therefore, the stunning of broilers with 100 or 150 mA of 1500 Hz may not be adequate to avoid pain and suffering during slaughter. Thus, minimum currents of 100, 150 and 200 mA should be delivered whilst using 50, 400 and 1500 Hz, respectively, to achieve effective electrical stunning in broilers. Severing of the carotid arteries in the neck following head-only electrical stunning, and high frequency (> 125 Hz) electrical water bath stunning of broilers should also become a statutory requirement to prevent the return of consciousness during bleeding.

The vicuna is mainly used in two ways: wild captured, shorn and returned to the wild; or wild captured and maintained in captivity as part of a programme of sustainable use in the Andes of South America. Farming of wild vicunas has hitherto involved no assessment of their welfare. In this study we measured a set of basic blood parameters in order to characterise baseline values in captivity, and we then characterised adrenal cortical responsiveness using an ACTH challenge. The ACTH challenge is widely used for assessing neuroendocrine responses to stress and is now increasingly being applied to studies of wild animals’ welfare. Five male vicunas were injected with exogenous ACTH and their responses compared with those of a control group injected with placebo. Behavioural and haematological changes were monitored. Injection of ACTH produced a 4.5-fold increase in cortisol concentration within 1 h. Total white blood cell count almost doubled in less than 5 h. The neutrophil:lymphocyte ratio also changed, with a decrease in lymphocytes and an increase in neutrophils, suggesting that the neutrophil:lymphocyte ratio was affected by the ACTH challenge. Packed cell volume increased from 40% to 44%. Observations of individual vicunas during sampling revealed no discernible behavioural differences between treated and control animals; however, animals that had higher initial baseline cortisol concentration made more attempts to escape, and vocalised more during handling, regardless of whether they were treated with ACTH or placebo. The results reveal the different blood parameter levels associated with stress in different species and highlight the hazard of interpreting stress levels in one species on the basis of measures calibrated in another. We provide calibrated reference values for future studies of stress in vicunas.

The M-44 ejector (‘ejector‘) has proven to be a highly target-specific means of delivering toxicants to the exotic European red fox (Vulpes vulpes) in south-eastern Australia. Para-aminopropiophenone (PAPP) is a potent methaemoglobin (MetHb) forming compound in canids. A formulation of PAPP, dimethylsulphoxide (DMS0) and condensed milk was investigated as a new toxicant formulation for delivery by the ejector. Dosage of eight foxes in the laboratory with a sequential dose demonstrated that the formulation caused a dose-dependent and rapid elevation of MetHb. A strong inverse correlation between MetHb and oxyhaemoglobin concentrations was detected in each case. The symptoms of the toxicosis in the laboratory included progressive cyanosis, lethargy and then collapse when MetHb levels reached 56-76%. A polynomial model was a good fit for describing the relationship between sub-lethal doses of PAPP and the resulting peak MetHb levels. In a pen trial, an ejector was fitted with a bait and loaded with a standard dose of 226 mg PAPP in the same formulation and set at one end of a pen. After voluntarily triggering the ejector, all five foxes in this trial became progressively more lethargic and either lay prostrate or collapsed after 14-25 min, and death was confirmed after a mean of 43 min. We compared some clinical features of PAPP toxicosis with 15 cases of lethal sodium fluoroacetate (1080) poisoning using 0.5 mg kg-1 1080. PAPP produced a mean time to death that was 7.7 times faster than 1080, with the onset of first symptoms being 15 times faster. It was associated with much less activity prior to death and convulsions, spasms and paddling commonly associated with 1080 poisoning after collapse were not detected during PAPP toxicosis. We conclude that the PAPP formulation appears to be a rapidly acting and apparently humane lethal agent for fox control when used in conjunction with the ejector.

This paper argues that the current drive towards greater use of animal-based measures for welfare assessment raises important issues for how farm visits by welfare assessors are performed. As social scientists, we employ a number of contemporary social science ideas to offer a new approach to examining the practice and performance of farm animal assessment. We identify key findings from a recent study of contemporary farm assessment and speculate upon what some of the challenges of introducing animal-based measures may be. We conclude by arguing for a greater awareness of how sets of knowledge are made, circulated, practiced and become an integral component of the procedures, practices and discourses around farm animal welfare assessment in farm assurance.

Various tools have been developed over previous years to study the welfare of laboratory animals. These include preference tests, which are commonly used to evaluate housing environments. Preference tests, however, have some pitfalls: they supply information only on the animals’ present preferences, and they allow the animal the choice only between the options offered. Other methods based upon the collection of clinico-chemical data require handling of the animals, which can be stressful in itself. An alternative may be to use telemetry to measure the changes in physiological parameters caused by different environmental conditions. The aim of this study was to use telemetry to evaluate the short-term impact of housing conditions on rodents. We monitored heart rate, blood pressure and body temperature in rats kept on three different types of flooring — bedding, grid floors and plastic floors. The study revealed significant differences in systolic and diastolic blood pressure, heart rate and body temperature between rats housed in the three conditions, indicating that both grid floors and plastic floors are more stressful for the animals than bedding. The observed differences did not diminish over the two-week observation period. The grid-floor housing induced elevations in blood pressure and heart rate. Blood pressure remained elevated even when the animals were returned to standard bedding, whereas the heart rate declined back to its original value immediately in response to this shift. This study shows that telemetry is a very effective tool but that it needs integrating with other methods: in addition, a greater understanding of the biological significance of the changes in cardiovascular parameters is required before the hypothesis that these changes represent an indication of distress can be accepted.

The behaviour and serum Cortisol concentrations of three captive female African elephants (Loxodonta africana) were studied to determine whether their stereotypic swaying was more prevalent before regularly scheduled events in the elephants’ routine, and whether the elephants that exhibited more stereotyped swaying had lower mean serum cortisol concentrations. Behavioural data were collected during hour-long observations balanced across three periods, and during 15-min observations prior to the elephants being moved to different portions of their enclosure. Observational data were collected using instantaneous focal sampling of behaviours every 30s. Serum cortisol measures were obtained through weekly blood withdrawal from the elephants’ ears. Of the three elephants, two exhibited stereotyped swaying, which accounted for a mean of 0.4% of the scans during the hour-long observations and a mean of 18% of the scans prior to the elephants being moved between different parts of the enclosure. Swaying was highly variable among the individual elephants during both categories of observations. Additionally, both elephants swayed more prior to moving in the afternoon than prior to moving in the morning. Analyses of serum cortisol concentrations indicated that each elephant had a different mean cortisol level, which did not clearly correspond with the expression of swaying. The findings indicate that a rigidly scheduled management event may elicit stereotyped swaying in the studied elephants. Future research should document the behavioural and physiological effects of an altered management routine to improve captive elephant welfare.

This pilot study investigates dairy heifers' perception of ‘positive treatment’ by a human (stroking and brushing) through a test of appetitive motivation. The hypothesis was that positive treatment by a human results in heifers pursuing a human to seek further positive treatment. Thirty-seven dairy heifers were assigned to either minimal human contact or positive treatment during rearing for five minutes per week, for a total of four hours, between ages six to 24 months. Six months after treatment ceased, the heifers were tested in a suite of four sequential tests, conducted while free ranging in their home pen with a group of familiar conspecifics. The tests explored whether dairy heifers that received positive treatment had: 1) a lower flight distance than controls; 2) accepted initial positive treatment during the test; and (for those who voluntarily re-approached and interacted with the human after the human had retreated) whether this was due to 3) curiosity; or 4) motivation for further positive treatment. Positive treatment heifers had a lower flight distance in component 1 of the test and more of this group voluntarily approached the human compared to the control heifers. The positive treatment allowed more initial positive treatment (component 2) and sought further positive treatment in components 3 and 4. It is concluded that ‘positive’ treatment is rewarding for many heifers. It is suggested that positive treatment constitutes environmental enrichment of dairy cattle and can enhance cattle's quality of life and the human-animal relationship.

This study aimed to establish associations between the environment and animal-based measures of welfare collected on 158 Finnish farms according to the Welfare Quality® systems for pigs. The data consisted of 95 welfare assessments in fattening pigs and 103 in sows, including suckling piglets. Principal Component Analysis had previously been applied to animal-based welfare measures (ABWM) and to the 20 descriptors of QBA to identify distinct types of welfare problems (WPT) and mood (MT), respectively. Generalised linear modeling was used to investigate environmental (space allowance, group size, feeding arrangement, floor type and use of enrichment or bedding) effects on WPT and MT scores. Those ABWMs not contributing to the major WPTs, but occurring on more than 40% of the farms, were considered important and used as outcome variables as well. The most important environmental determinants of pig welfare were space allowance for fattening pigs, group size in gestation and in the use of bedding for both fattening pigs and gestating sows. Bedding decreased tail biting and signs of fighting when used as a fairly thick layer for fattening pigs. In sows, the benefits of bedding, including less frustration and bursitis, required a smaller amount of material than in fattening pigs. An increasing space allowance was advantageous for fattening pigs, although signs of fighting increased in very spacious bedded pens. The positive effects of space, including a decrease of tail lesions and a more positive mood continued at least up to 1.5 m2 per fattening pig. Signs of resource shortage in sows increased with a growing group size according to a steepening curve.

Three recently developed and published schemes to evaluate the acceptability of proposed animal experiments are discussed and compared:

1. The model developed at the request of the Dutch Veterinary Public Health Chief Inspectorate by the Department of Animal Problems of Leiden University (the ‘Dutch Model’);

2. The model proposed by the Canadian, David G Porter (the ‘Porter model’);

3. The model developed by the British Institute of Medical Ethics, published in ‘Lives in the Balance: The Ethics of Using Animals in Biomedical Research’ (the ‘IME model’).

It is concluded that the Porter model, although compact, does not have an acceptable level of discrimination; nor does it provide the researcher with any pragmatic tools to optimize the research design. The other models appear to be quite adequate for the different purposes for which they were developed. The Dutch model was developed to guide the evaluation procedure at the level of local institution-based committees (ie internal evaluation by colleagues), whereas the IME model will serve the professional officers of the United Kingdom Home Office Inspectorate (ie external evaluation).

Finally, the pragmatic consequences of the three models are discussed with respect to two hypothetical cases.

The remote monitoring of animal behaviour using telemetry and bio-logging has become popular due to technological advances, falling costs of devices and the need to understand behaviour without causing disturbance to subjects. Over the past three decades thousands of animals have had their movements tracked by these devices; however, attaching devices to streamlined bodies raises concerns about energetic costs and effects on vital rates and the reliability of the data collected (eg survival probability). We encourage researchers to discuss concerns, quantify the possible effects that devices and attachment methods have on subjects and present this work for peer review.

Spatial restriction and low cage height can reduce the rate at which comfort activities, such as wing flaps, stretching, body shakes and tail wags, are carried out by laying hens in conventional wire cages. In this study we investigated the performance of these activities in laying hens housed in furnished cages with perches and nest boxes, similar to those required in EU legislation from 2012. We compared the behaviour of groups of eight hens at a stocking density of 762 cm2 per bird with that of pairs of hens housed at a lower stocking density of 3048 cm2 per bird at two minimum cage heights of 38 cm and 45 cm. The rates of wing/leg stretches (0.80 stretches per hen per hour), tail wagging (0.76), body shaking (0.48), wing raising (0.19) and feather raising (0.05) were low, whilst full wing flaps were not observed during the study. Hourly rates of performance of wing/leg stretches (0.45 vs 1.06) and tail wags (0.34 vs 1.25) were significantly lower in eight-bird cages than in two-bird cages. We conclude that reducing the number of hens in furnished cages increases opportunities to perform certain comfort activities, but that, even at low stocking densities, comfort activities are rarely observed.

It is imperative to provide adequate quantity and quality of space for all captive animals. Yet practically all guidelines on the housing of primates in the laboratory specify minimum cage sizes based solely on body weight. We argue that no single factor, such as body weight, is sufficient to determine cage size. Instead a suite of characteristics should be used that include morphometric, physiological, ecological, locomotor, social, reproductive and behavioural characteristics. Ideally, the primate's age, sex and individual history should also be taken into account. In this paper we compare this suite of characteristics for some commonly used primates whose weights overlap, to illustrate important differences amongst them. For good animal welfare and good quality science it is necessary to be sensitive to such species differences when determining suitable cage sizes.
