One of the danger spots in after-war Europe is the “autonomous territory” of Memel. So many questions are constantly being raised about it that a sketch of its background is necessary. A prominent French writer, for instance, stated in 1926 that the population were “au point de vue ethnique, moitie polonais et moitié lithuanien,” when as a matter of fact there are only a very few Poles in the whole area with its population of 140,000 or more.

The procedural aspects of international arbitration have largely been neglected. Tribunals are prone to borrow their rules of procedure from one another without considering their suitability for the particular arbitration at hand. Time rarely permits then to act otherwise in the hurry and pressure attendant upon the opening of an arbitration. Agents and counsel are anxiously preparing their cases and awaiting the opening of oral arguments. During the course of the arbitration the ever-nearing date fixed for its completion, the mounting expense of maintaining the staffs, and the burdens of other official duties awaiting the arbitrators and advocates upon the completion of their tasks all tend to discourage the deliberate consideration of procedural problems.Though the need for procedural reform was long ago recognized, the problem has received relatively little attention from writers.

The international conventions to control the use of opium and narcotic drugs have been of interest to the United States (1) primarily from the standpoint of their efficiency in combating an acknowledged evil. They also have a more general interest in that they illustrate methods (2) of sumptuary regulation, (3) of economic planning, and (4) of international administration, perhaps capable of application in other fields. Finally, (5) the application of these conventions has raised some problems of general international law.

Few in Spain would have imagined two years ago that so much attention would be paid to questions such as the allocation of powers to hold referenda or the constitutional tools to enforce compliance with the 1978 Constitution (Constitution). But since the celebration of a “referendum” on October 1, 2017, and the subsequent declaration of independence and immediate suspension thereof by the president of Catalonia, numerous international voices have taken a stance on Catalonia's right to unilateral secession.

On July 16, 1980, France passed a law forbidding the communication of economic, commercial, industrial, financial, or technical documents or information to foreign natural or legal persons. In doing so, France joined a growing number of nations in efforts to put an end to what they perceive as the “abusive” extraterritorial application of United States law.

The British Dominions prior to the World War had already achieved practically unrestricted freedom with respect to technical and commercial treaties. They had not attained any comparable freedom with respect to “political” treaties. They were, with rare exceptions, excluded from participation in the conclusion of such treaties but were, nevertheless, bound automatically by the obligations undertaken by the mother country. The Government of the United Kingdom, subject to its responsibility to the Imperial Parliament at Westminster, exercised sole authority in all matters relating to the conduct of foreign policy, the maintenance of peace, and the declaration of war. That authority, Prime Minister Asquith declared at the Imperial Conference of 1911, could not be shared with the Dominions. Yet at the close of the War the Dominions were given separate representation at the Paris Peace Conference.
