Although consumers have a high opinion of locally grown produce, they do not consider origin as important as other factors in produce selection. Inconvenience is a major barrier to purchasing local produce. In a rural community in Maine, the Farm Fresh Project tested an intervention designed to exploit consumers' high regard for locally grown produce and also overcome the inconvenience of buying it. Each week for six weeks in the summer of 1997, employees at three worksites were offered tastings of locally grown produce, information about the produce, and an opportunity to order it at their workplaces. Changes in purchases of locally grown produce were compared with changes among employees at three matched control worksites. More than a quarter of workers at intervention worksites ordered produce through the project. Significant numbers of employees at intervention worksites who had not bought locally grown produce earlier in the summer bought it at outlets in the community during the four weeks following the intervention. Visits to the community farmers' market, purchases at roadside stands, pick-your-own purchases, and purchases of locally grown produce, both overall and at locations other than at the farmers' market, increased significantly in the intervention group. Among workers at control sites, only roadside stand purchases increased significantly. It appears that the opportunity to taste and purchase locally grown produce at a convenient venue, the workplace, motivated consumers to overcome barriers to purchasing locally grown produce at less convenient venues outside of the workplace. Temporary farm stands at workplaces may offer a promising new direct market for farmers.

Multidisciplinary approaches are being attempted by agricultural research units along with their traditional single discipline approaches. Although single discipline research will still be needed, multidisciplinary approaches present special advantages.

The potential value of multidisciplinary approaches to sustainable agriculture research will be viewed differently by researchers with different perspectives. The participants in this symposium, all of whom were experienced sustainable agriculture researchers, identified five areas as keys for success. First, to capitalize fully on the opportunities it provides, there must be a justification for using a multidisciplinary approach for the specific research topic; while some projects work best with a multidisciplinary approach, others are best done within a single discipline. Second, everyone involved, including administrators, must invest time and money to establish communication between the disciplines. Third, careful attention must be given to forming and operating multidisciplinary teams effectively so that they generate shared benefits. Fourth, new sources of research funds will become available as agencies adopt multidisciplinary approaches, and revised systems will be required to administer those funds at the university or research unit level. Finally, major adjustments in the present systems for promotion, tenure and publication are necessary to properly measure and distribute credit.

The number of species of insect pests, estimated to be maximally 10,000 worldwide, forms only a small part of the millions of species of plant-eating insects. Chemical pest control is becoming increasingly difficult and objectionable in terms of environmental contamination so that other methods of pest control need to be developed. One of the best alternatives is biological control. Natural and inoculative biological control has already proven successful against a variety of pests over large areas. One is inclined to forget, however, how successful a biological control program has been as soon as the pest problem has been solved. Other types of biological control involving the regular introduction or augmentation of natural enemies are better known, although these have been applied on a much smaller scale; a survey of the present-day application of these latter types of biological control is presented here. Phases in the implementation of biological control are illustrated and needed future developments in research are discussed. The main limitation on the development of biological control is not the research, since natural enemies are easier found and with a much lower investment than new chemical pesticides, but rather the attitudes held by growers and disinterest on the part of industry, policy-makers, and politicians. The first priority for those concerned with the development and application of safer pest control should, therefore, be to change the perceptions that these other groups have of biological control.

Biological pest control techniques usually have identifiable costs and constraints that they must overcome before they will be adopted by farmers. Many biological control agents are developed in the public sector and need economic assessments at an early stage. The methods often have hidden costs related to farm labor adjustments or initial costs of development. Living biological controls frequently escape, and they may be disrupted by pesticides, regulations, or farm commodity programs. Pest control registration procedures and small markets also present obstacles. Area-wide implementation programs and changes in incentives for researchers may speed development and adoption of biological controls.

During the present decade, Austria has experienced a dramatic increase in organic farming among those countries that comprise the European Union (EU). For example, in 1992, approximately 2,000 farms were practicing organic, ecological, or biodynamic farming methods. By 1997 the number of certified organic farms plus those in transition from conventional farming had increased 10-fold to some 20,000 farms. This represents almost 9% of the total farms in Austria and an area of 345,375 ha, or 10% of the total cultivated farmland. The largest concentration of organic farms is in regions with a high proportion of alpine grassland or pastures. Approximately 50% of the organic farms range in size from 5 to 15 ha. The strong organic movement in Austria can be attributed to a) government subsidies which provide incentives to organic farmers and b) widespread acceptance of organic products and their brand names by large food chains and supermarkets. More than 60% of organic farmers are affiliated with associations and organizations that provide advisory and support services in marketing activities. Certification of organic farms and food processors is conducted by seven monitoring bodies according to EU regulation No. 2092/91, which guarantees legallybinding standards of food safety and quality to EU consumers, and according to the Austrian Alimentari Codex. Since January 1998, all monitoring/certifying bodies in Austria must verify accreditation according to regulation European Norm 45011. The major supermarket chain offers a variety of organic dairy and meat products, as well as organic ice cream, pizza, vegetables, fruits, baby foods, and bread. The current domestic wholesale value of organic products marketed from Austrian farms is approximately 170 million US$ annually. Unfortunately, funding for support of scientific research and extension to enhance organic farming and marketing has not kept pace with the increasing number of organic farms and farmers. Additional funding is essential to ensure the sustainable development of the organic movement and the organic market.

A mail survey of Iowa farmers with membership in the Practical Farmers of Iowa, a sustainable agriculture organization, was used to examine perceptions of institutional support for information on reducing chemical inputs, needed research for farming with sustainable practices, and policy needs for encouraging farmers to adopt sustainable practices. We first developed a chemical input index to measure commitment to sustainable practices and to analyze information sources and research and policy needs. Results indicate that sustainable farmers rely primarily on each other and on their personal experience for information about sustainable practices; they use conventional farm practice information sources considerably less. The primary research need identified by the respondents was for better nonchemical weed control. Other important research needs identified were: nonchemical insect control, new seed varieties, cover crops, alternative tillage methods, and the economics of sustainable systems. The primary policy needs identified were more information and educational programs about sustainable agriculture and increased taxes on farm chemical use. We discuss the implications of the relationship between institutional support and the adoption of sustainable agriculture practices.

U.S. land grant institutions currently follow? “top-down” model of research and extension in which farmers are the passive recipients of research results based on perceived needs which have been identified, prioritized, and investigated by scientists with little input from the end users. This exclusionary approach was designed to meet the needs of large scale, mono-cultural farming systems. However small scale, diversified, integrated systems are better served by a more participatory approach to research and extension in which farmers are actively involved as peers of researchers and extensionists in identifying research needs, designing and implementing experimental protocols, and delivering research results. This paper provides a brief outline of an alternative to the top-down approach termed “Farmers-First-and-Last”, developed and tested by Robert Chambers of the Institute of Developmental Studies, which has been effective in working with diversified farmers in developing countries.

Raised field agriculture in southwest Tlaxcala, Mexico, is a sophisticated, intensive traditional system of wetland cultivation that dates back to as early as 300 B. C. It provides an exceptional example of how farming practices can fit into and even take advantage of ecosystem processes. The raised fields appear to be largely self-reliant in energy and nutrients. Tlaxcalan farmers use canals, aquatic plants, polycultures, alder (Alnus firmifolia) and other trees to intensify the nutrient input into their fields and minimize nutrient losses through leaching and runoff Although the raised field system is an impressive, functioning example of a historically sustainable farming system, it is endangered by modern pressures to increase production through higher use of inputs and alteration of agroecosystem design.

Residential household owners were surveyed in two different New Hampshire communities that varied in terms of population size, degree of rurality, and per capita income, each with no activities in land application of biosolids. Logit models were developed and logistic regression analyses were carried out for each community. The empirical results suggest that the perception by residents of the potential economic benefits and negative impacts from land application of biosolids can be very influential in achieving public acceptance. From a policymaker's viewpoint, this suggests the need for sound educational programs that explicitly describe the economic benefits, negative impacts, and potential risks that typically occur with land application of biosolids. Supportive studies are needed to complement the educational programs. These measures will allow residents to weigh the relative benefits and costs to determine their positions on this approach to management of biosolids and to discount emotional judgements and misinformation. The media needs to ensure that newspaper, magazine, and television reports are accurate and taken from reliable sources. Survey results suggest that the less volume of information presented by the media, the more supportive residents are of land application. Therefore, with such sensitivity by respondents to quantity of information, it is imperative that media outlets place high priority on the quality and accuracy of materials presented. Socioeconomic characteristics of the respondents did not influence attitudes toward acceptance or rejection of biosolids application, thus eliminating the difficulty that social stratification could cause in achieving acceptance.

Practical Farmers of Iowa is a grassroots organization whose members conduct research on profitable, environmentally sound alternative production methods on their own farms. The experimental design uses randomized, replicated side-by-side machine-harvested strips running the length of the field. Production techniques investigated include ridge tillage with and without herbicides, ridge tillage and conventional tillage without herbicides, with cover crops, and with late spring soil nitrate tests to determine efficient N application rates. This work has led to effective cooperation among farmers, extension personnel, and university researchers, and has inspired similar activities in other states.

Agricultural pesticides and fertilizers have contaminated ground water in areas throughout the U.S. This contamination may adversely affect more than 50 million people. The cost of monitoring to determine the extent of ground water contamination in vulnerable areas is likely to exceed one billion dollars. To reduce the possibility of contamination farmers can adopt “low-input” production methods. Unfortunately, several factors inhibit farmers from adopting low-input methods. These factors include the tendency of farmers to ignore the external costs of agrichemical use, especially environmental damage, the lack of up-to-date information describing low-input farming techniques, and government support programs that indirectly discourage farmers from adopting low-input methods. The federal government can take several steps to eliminate these obstacles. Farm support programs can be changed to eliminate incentives that encourage heavy agrichemical use and to require more stringent environmental compliance to be eligible for program benefits. Taxes can be imposed on agrichemicals to offset their external costs and to provide new funds for research on alternatives. Finally, current agricultural research priorities can be shifted to emphasize low-input production methods.

At the Iowa State University Armstrong Research and Demonstration Farm in southwestern Iowa, a Swedish feeder pig production system was studied and demonstrated for 2-1/2 years. The system is based mainly on straw bedding, simple buildings, and intensive management. The system was designed to minimize pig stress and use of subtherapeutic antibiotics in the feed. Gestating and breeding sows were group-housed in a hooped structure with individual feeding stalls. Large round bales of cornstalks were used for bedding. Farrowing, lactation, and nursery phases were housed in a remodeled hog house. Cubicles with rollers and oat straw bedding were used for farrowing. Two groups of Yorkshire × Landrace sows bred to Hampshire boars produced feeder pigs in the system. Conception rates averaged 95%, and litter size averaged 11.3 live pigs/litter. Sows were allowed to select their own bedded farrowing cubicle. Prewean pig mortality, mostly from crushing, was high (29%), occurring primarily in the first 3 days. At 2 weeks of age the cubicles were removed and group lactation occurred. After group lactation the average pig weaning weight was 10.4 kg at 33.9 days of age. At weaning the sows were removed, and the pigs remained in the bedded farrowing/lactation room for 24 additional days. The pigs weighed 24.8 kg at 60 days of age, and overall nursery phase average daily weight gain was 549 g/day. Overall pig health was excellent with no major clinical diseases confirmed. The demonstration exceeded reproductive performance measures of typical small- and mid-sized Iowa farms.

As historical background helpful to understanding current concepts and practices of apple pest management, we review the origin and rise of key pests of apple in North America and the evolution of approaches to their management, culminating with the concept of integrated pest management (IPM). We propose four levels of integration of orchard pest management practices. First-level IPM integrates chemically based and biologically based management tactics for a single class of pests, such as arthropods, diseases, weeds or vertebrates. Second-level IPM, the focus of our effort here, integrates multiple management tactics across all classes of pests. We describe components of second-level IPM for Massachusetts apple orchards, which are threatened each year by an exceptionally broad range of injurious pests. We illustrate the tentative advantages and shortcomings of second-level IPM using 1993 data from six commercial orchard test blocks. Our predominant approach was to use chemically based tactics for controlling arthropods, diseases and weeds early in the growing season, and afterwards to rely exclusively (for insects) or largely (for other pests) on biologically based tactics, such as cultural, behavioral, and biological controls. Compared with nearby first-level IPM blocks, insecticide use in 1993 was reduced substantially (about 30%), with only slightly more insect injury to fruit and little difference in populations of foliar insect pests. The results for mite pests and diseases were less encouraging although summer pruning significantly reduced disease injury caused by flyspeck. We discuss how second-level IPM poses special biological or operational challenges to apple pest management practitioners. The concept has merit, but refinements are necessary before it can be recommended broadly to commercial apple growers in Massachusetts as an economical and reliable alternative to first-level IPM.

Resource-poor farmers often have diverse but small quantities of materials available that might be used to manage soil fertility. Opportunity costs of money are very high and farmers often opt to invest their scarce financial resources elsewhere rather than in fertilizer. This paper presents an approach to adaptive research and technology dissemination that was applied in Uganda and is applicable for improvement of integrated nutrient management (INM) in resource-poor farming systems. While little information may be available from research conducted in a particular agroecological zone (AEZ), information on INM components from diverse sources may be applicable for major crops in that AEZ. This information must be compiled and subjected to agronomic and economic analysis. A conceptual framework, e.g., in the form of a tentative decision guide, is then constructed, with consideration of interactions among nutrient sources, given the farmers' situations. Researchers estimate the most likely rates of application and substitution ratios, and then judge their confidence in the estimates. Priority actions are then identified for research and extension. When confident of their estimates, researchers formulate recommendations for promotion through extension means. If confidence is lacking, on-farm verification trials or other research may be needed. The approach is illustrated by work done for one AEZ in Uganda for maize and dry bean production, but is intended for application to other resource-poor farming systems in eastern Africa.

In this paper we report on what “sustainable agriculture” means to farmers who seek to develop more sustainable farming systems. Group interviews were conducted with two groups of sustainable farmers in Kansas to learn how they developed their respective approaches, the kinds of parameters they have used to evaluate success and progress, and what other evaluation tools would be helpful to them. For the farmers we interviewed, the central meaning of sustainable agriculture is its holistic approach to assets management. It also means an alternative perspective on what constitutes success in farming. While economic considerations are important, they are balanced by other considerations such as environmental quality, quality of life, and the contributions the farmers can make to their communities. Sustainable agriculture also means an approach to agriculture that entails “thinking risks” as much as financial risks. Lastly, sustainable agriculture means whole farm planning; the farmers we interviewed were more interested in applying whole-farm planning principles based on their local knowledge, than in evaluation tools based on the expert knowledge of researchers and other scientists. The implications of what sustainable agriculture means to these farmers for research and educational programs are discussed.

Two field experiments were conducted from 1991 to 1996 on clay soils in central Sweden to provide information for improving soil fertility, minimizing N leaching, and increasing the benefits of ley to subsequent crops in organic farming. The results show that it is possible to calculate the amount of N mineralized during the 2-year period following incorporation of ley-crop residues, based on the proportion of incorporated organic matter stabilized in the more resistant humus fractions (i.e., the humification coefficient, calculated to be 35–40%), C:N ratios of the ley biomass, and ley age (humification appears to be higher in older crop residues). The fractions of potentially mineralizable N that are actually mineralized in the first and second years after ley incorporation vary depending on ley age and botanical composition and climatic conditions.

Phosphorus (P) accumulation and use efficiency by broccoli (Brassica oleraceae var. italica) were observed in a field plot study comparing management with varying levels of conventional fertilizer, differing composted amendments, and a combination of inorganic Nitrogen (N) and compost sources. Total P accumulation and yield were highest in treatments incorporating solely compost or vermicompost applications of 30 tons ha–1. Applications of N as ammonium sulfate caused significant soil acidification, which lowered yield and P uptake. Poor growth and yield were probably related to manganese toxicity effects on root extension and activity. These effects were partly ameliorated in treatments combining fertilizer N and compost sources. As a result, yield in plots receiving 75 kg N ha–1 as ammonium sulfate and 8.9 kg P ha–1 as compost was nearly identical to highest experimental yields. Phosphorus use efficiency was highest in this treatment incorporating fertilizer N and compost. Generally, P use efficiency tended to decline at the highest levels of fertilization. We propose that intensive organic matter management may be a good way to improve P use efficiency by vegetable crops.

Energy analysis provides a measure of the effectiveness of sustainable agricultural systems in reducing inputs purchased from off-farm sources. This study compares the total (direct plus indirect) energy costs of growing corn for silage using manufactured N fertilizer or N-fixing legume cover crops. The cover crop either was killed with herbicide in a no-till system or disked in the spring. Economically competitive alternative crop production practices are identified.

In both the no-till and the disked versions, cover-cropped treatments used about half as much energy per hectare as the corresponding winter fallow N-fertilizer treatments. Using vetch to provide N significantly lowered energy use per unit of crop output compared with the N-fertilized treatments. For the treatments that used hairy vetch, either alone or in combination with big/lower vetch, net revenue was statistically equivalent to that of standard-practice treatments in each year of the study.

In Holmes and Wayne Counties, Ohio, respectively, one-half and one-fourth of the farms belong to the Amish, an agrarian culture whose traditional agriculture has been remarkably successful. In an analysis of the 88 Ohio counties by means of the federal agricultural census, the economic performance of the two counties was examined in graphs of agricultural characteristics and financial indicators, some expressed on a per-ha basis across total farmland, as a measure of the efficiency of land utilization. Their performance was assessed relative to the following three groups of Ohio counties with high per-ha net farm income: those with large mean farm size, a prevalence of nursery and greenhouse production, or mixed crop and livestock agriculture. Belonging to the latter group, Holmes County ranked tenth and thirteenth highest among Ohio counties in per-ha gross and net farm income, respectively, and Wayne County, fifth and sixth. Despite the small mean farm size of 50 and 62 ha for Holmes and Wayne Counties, respectively, they matched counties of large mean farm size in terms of perha net farm income, and among 22 counties with small mean farm size of about 60 ha or less, they were exceeded only by 3 counties based on intensive nursery and greenhouse production. The large incomes were due to high marketed value of animal products. Supplemental feed consumption was 2.0 and 1.3 times the harvested crop production in Holmes and Wayne Counties, respectively, thus indicating large net imports of purchased feed. The large net incomes for the two counties were also a result of low labor costs, partly due to the fact that the Amish do not charge for helping each other on farms. When a conventional charge was applied to Amish labor, Wayne County remained among the highest of Ohio counties in per-ha net farm income, but Holmes County dropped to near the 50th percentile. Nonetheless, for the same decline, Holmes County remained among the highest of the 22 counties of small mean farm size because its initial performance was well above most of these counties. Since this was a study of land use efficiency, some discussion is devoted to farm size and productivity, relative levels of animal production, and cropland requirements to power horses and biofueled mechanical traction, the former an integral component of Amish agriculture. In the latter topic, corn-based ethanol and horse feed would require roughly the same area of cropland for traction to farm the nation's cropland, but on a net energy basis, the former area would be more than twice the latter. Since animal production is a major component of Amish agriculture, the results of the study provide indirect evidence that the small-scale, traditional farming of the Amish contributes substantially to the agricultural economies of Holmes and Wayne Counties.

Interest in developing more sustainable cropping systems has led to renewed interest in legumes as N sources for crops. We conducted a 2-year study to compare the effects of green manure, green manure plus fertilizer, and fertilizer on wheat yield and N leaching potential. In 1991–92, wheat following corn and receiving 0, 45, or 90 kg N/ha was compared with wheat planted after plowing the autumn regrowth of red clover/johnsongrass hay (supplemented with alfalfa) that supplied 107 kg total N/ha. In 1992–93, wheat following corn and receiving 90 kg N/ha was compared with wheat following hay regrowth that either received fertilizer N at 45 kg/ha or 90 kg N/ha or was supplemented with alfalfa (total of 123 kg N/ha). Yield with only green manure averaged 65% of yield with 90 kg N/ha. Yields with green manure plus 45 or 90 kg N/ha were not different from yield with 90 kg N only. The first year, soil to a depth of 30 cm declined from as high as 40 kg/ha in the fall to less than 10 kg/ha as wheat growth increased in the spring. In contrast, concentration averaged 20 kg/ha throughout the growing season. Trends in soil inorganic N were similar the second year. Profile nitrate distribution indicated a greater potential for N leaching with fertilizer than with green manure. Soil from the site was used in a laboratory incubation study to determine the rate of N mineralization from white clover at 10°C. An average of 80% of the clover N was recovered as soil inorganic N; however, in the field study, recovery (soil inorganic N in the 0 to 30-cm zone + Nin above-ground wheat biomass) was only 21%. Supplementing green manures with spring applications of fertilizer N could decrease the leaching loss without decreasing wheat yield.
