Previous research has often visualised ageing and migration as risk factors for poor health, pointing to a need for targeting health-promoting efforts towards ageing persons who are born abroad. However, most research has been conducted from an objective and poor health perspective, losing the broader picture of health in the context of ageing and migration. A key issue left unexplored is the meaning of health from a subjective perspective with focus upon persons who constitute the target groups for health promotion and other health-care services. A large number of people are now ageing in countries other than their country of birth. Therefore, studying the meaning of health in relation to this part of the population is of growing importance. As part of a larger health promotion project, the aim of this study was to explore the meaning of health to ageing persons who have migrated from the Western Balkan region to Sweden. Data were collected by individual interviews, conducted in the participants' mother tongue. Inspired by Ricoeur's hermeneutic approach, health was interpreted as a retrospective and prospective process of exercising control over one's own life, daily activities and social commitments. This interpretation is discussed in relation to how a person-centred approach to health-care services could bridge health inequities in an ageing and globalising society.

Increased mortality after spousal bereavement has been observed in many populations. Few studies have investigated the widowhood effect in a traditional culture where the economy is underdeveloped. The reasons for the widowhood effect and its gender dynamic are not well understood. In this study, we assessed whether the widowhood-associated excess mortality exists and differs by gender and living arrangement in rural China. We used a six-wave panel of data derived from rural people over 60 years old in the Chaohu region of China. Cox regression analyses suggest that there was a positive effect of spousal loss on mortality for older rural Chinese and this effect was gender different. Our findings also suggest that living with adult children after spousal loss played a protective role in reducing the risk of older men's death, though it tended to increase older men's mortality risk in general.

The article examines to what extent culture is a further piece of the puzzle to explain differences in the labour market participation of older people in Europe. This approach is in clear contrast to the existing literature on that topic which is largely economically oriented and more focused on socio-economic determinants. In the first part, different theoretical conceptions regarding the impact of culture on individual actions are discussed with the aim of developing the concept of work–retirement cultures. In the second part, the article gathers empirical evidence on differences in the work–retirement culture in 22 European societies and analyses the interplay between the work–retirement culture and the labour market participation of people aged between 55 and 64 years using logistic random intercept regression analysis. The analysis draws on the third round of the European Social Survey. The results give some clear indications that the work–retirement culture plays its part in explaining differences in the labour market participation of older people in Europe and thus clarifies that the timing of retirement is not fully determined by pension policies. Accordingly, the results of the study illustrate that it is not sufficient to solely change the legal rules for the transition to retirement. Rather, people need to be additionally convinced of the individual benefits of remaining in employment.

The article investigates the conditions of multiple engagement in the private and public realm in the second half of life. More specifically, I look at the relationship between informal care-giving and formal volunteering in a country-comparative way. Based on longitudinal data from the Survey of Health, Ageing and Retirement, 2004–2015, I investigate the 50+ population in 13 European countries. Controlling for unobserved heterogeneity by using conditional fixed-effect logistic regression models, I confirm earlier findings that care-givers are more likely to volunteer than non-care-givers; this effect is independent of care-giving intensity but only true for those who care outside their own household. As to macro-level influences, I find that both care-in-kind and cash-for-care expenditures increase the likelihood of volunteering among the 50+ population. The effect of cash-for-care expenditure is even stronger for the group of those who give intensive care outside their own households than for non-care-givers. Moreover, I find effects related to family's and women's role in society. First, I show a negative effect of a country's societal norm of family orientation on volunteering participation for those giving sporadic care outside their household but also among non-care-givers. Second, in countries with higher female labour market participation among the middle-aged, the volunteering likelihood is higher for sporadic female care-givers outside their own household but also among female non-care-givers.

Most research on activity limitations has focused on the association between chronic health conditions and activity limitations and given little attention to their social and financial implications. In this paper, we study the correlates of limitations in the activities of daily living (ADL) and mobility among older Singaporeans (aged 55 or more years), based on the ‘disability frameworks’ or pathways proposed by Nagi, Verbrugge and the International Classification of Functioning, Disability and Health. Data from the 2005 National Survey of Senior Citizens in Singapore was used. The weighted prevalence of ADL and mobility limitations was calculated, overall and in subgroups. Logistic regression models were used to assess predictors of ADL and mobility limitations and variation in involvement with family, society, work, use of services and perceived financial adequacy, by ADL and mobility status was studied. We found the overall weighted prevalence of ADL and mobility limitation to be 5 and 8 per cent, respectively. Significant risk factors for ADL and mobility limitation were being older (aged 75 or more years), widowed, having diabetes, joint/bone problems, stroke, cancer and low income. Individuals with ADL and mobility limitations had lower involvement with family, society and work, and perceived financial adequacy, while use of services was higher. The findings underline the importance of improving elderly services for sustained integration of disabled elderly within the community.

This study examines the relationship between filial piety (adult children's filial behaviours and attitudes as well as elderly mothers’ overall evaluation of children's filial piety) and elderly mothers’ reports of intergenerational ambivalence (positive feelings, negative feelings and combined ambivalence) in rural China. We analysed the data from a survey in 2016 covering 2,203 adult children and 802 elderly mothers in Sichuan Province using a two-level mixed-effects modelling analysis. The results indicate that most components of filial piety are associated with mothers’ ambivalence, in that less ambivalence was reported by mothers when their adult children provided more emotional support to, had less conflict with and were evaluated as more filial by their mothers. Interestingly, mothers demonstrated greater positive feelings when their children were more filial in behaviour and attitude, but they also reported greater negative feelings and ambivalence when their children were more obedient, implying that absolute obedience to elderly parents might no longer be accepted by people. These findings may provide further understanding about the correlation between the culture of filial piety and intergenerational relationships in rural China.

It has taken gerontologists a long time to focus on the problems of rurality. More than half the older people in the world live in rural areas. The proportions of older people in local populations are higher in rural areas than in urban areas in most countries of the world. However, it was not until the year 2000 that the First Global Rural Aging Conference was held. This special issue looks as intergenerational relationships in rural areas and stems from an invited symposium at that conference.

Policies to promote informal social care have particular importance for elderly people, since a substantial minority of them are in receipt of informal care from kin, neighbours and friends, and the majority of those living in their own homes who receive informal care are themselves elderly. Yet informal care has not had the attention it deserves, compared to care provided by statutory, commercial or organised voluntary effort. This paper focuses on neighbourhood care, drawing on the results of a five-year research programme. Three types of neighbourhood care are examined: voluntary action for neighbourhood involvement, voluntary action for informal care, and voluntary action for neighbourhood care. Neighbourhood involvement is increasingly a political matter, with local organisation tied to specific local issues. Informal care has little directly to do with local involvement. Nine-tenths of such care is provided by kin, though there is scope for greater local action. Voluntary action for neighbourhood care is encouraged particularly by pressure-group activism, self-help organisations and support for carers. Effective informal care requires a higher degree of competence and the establishment of contexts for reciprocity. Policies in this area need to provide modest financial resources, greater information exchange and support for carers.

Population ageing is a key challenge confronting European policy makers. Ageing is a complex issue, requiring a value-driven approach to law and policy. However, there has been limited consideration of what values are driving ageing law and policy in the European Union, or if these values are appropriate. Drawing on an empirical study of United Kingdom (UK) legal policy documents, this paper identifies and critiques the primary values and objectives driving ageing law and policy in the field of employment. It is argued that the values driving UK law and policy are often contested, contradictory and under-defined, and there has been limited thought given to how they should be prioritised in the event they conflict. Thus, there is a serious need to reconsider the approach to age and employment taken by policy makers, and to clarify better the key values on which law and policy rest.

A structural model for examining retirement is presented in the context of a political economy of ageing. Contemporary capitalist economies may be conceived of in terms of macro-level organisation which results in a monopolistic core and competitive peripheral sectors. In turn this configuration serves to colour individual life-experience. Data on differential worker- and work-related characteristics are presented as a means of explicating the need for an alternative perspective to explain later life events. A proposed research agenda based on a consideration of both the status attainment and dual economic framework is put forward.

This paper reports on a longitudinal study of old people over the age of sixty-five living in rural Wales. Particular attention is paid to those who were over eighty in 1983, compared with the 1979 over-eighties. Whilst the findings demonstrate increased inputs of statutory domiciliary support with increased dependency, such support is clearly supplementary to the role of informal services. The paper shows that despite increased levels of dependency amongst the old elderly, levels of domiciliary services have not kept pace. Rationing mechanisms appear to focus services on the over-eighty-fives so that levels of support to younger age groups are essentially reduced.

This article contributes to our understanding of transnational family relationships and the circulation of care. We are interested in understanding how large-scale emigration affects the support and care of older people in the origin country. Using in-depth interviews and participant observation, we examine the significance of transnational family support for older people, and the ways in which migrant children and other kin care for elderly relatives from afar. Our case study is of the Transylvanian Saxons, a German-speaking minority in Romania, who experienced mass-exodus to Germany following the end of socialism in 1990. The lapse of time since the exodus allows us to examine how transnational family practices evolve, and what the challenges are to maintaining family-hood over time and distance. Contrary to expectations, we find that material family support from Germany to Romania is not significant and has declined. Care, by contrast, remains an important part of what most transnational families provide, although practices of ‘caring about’ are more prevalent than hands-on ‘caring for’. Counter to optimistic accounts of transnational family care in the literature, we argue that the difficulties and challenges for older people of being cared for by distant family members are fundamental, and strong transnational family ties are not an inevitable outcome of migration.

This study investigates gender differences in trajectories of support from close relationships among adults in the transition from middle to old age, taking into account stability and change in the identity of the closest persons. Multi-level modelling was used to estimate gendered age-trajectories in three dimensions of support: emotional support, practical support and negative encounters, which were repeatedly measured over ten years amongst 6,718 Whitehall II participants. Men were more likely than women to nominate their partner as their closest person throughout follow-up; whereas women drew support from a wider range of sources. Gender differences were only evident in age-related trajectories of emotional support, and were contingent on stability and change in the closest relationships. Men reported increased emotional support from closest relationships with age, except for those who transitioned out of a partnership. For women, emotional support was stable among those whose closest person remained consistent, but decreased among those who changed their closest person. Further, emotional support increased with age for all married men, which was only the case for married women who nominated their partner as their closest person. Our analysis highlights gender-specific trajectories of perceived support from adults’ closest relationships in late life, and indicate more pronounced socio-emotional selectivity in older men than women.

This study examines the environmental and psychosocial determinants of depression in older adults. Based on Lawton's environmental docility thesis, the question is posed: is the strong association between functional limitations and depressive symptomatology affected when environmental conditions, objective and subjective efficacy, and docile or proactive behaviour are taken into account. Data were used from LASA (the Longitudinal Aging Study Amsterdam), a national survey of the population between 55 and 85 years of age, stratified by age and sex. Hierarchical regression analyses were performed on the data of 2,981 respondents. Empirical support was found for the extended Lawton model, including both environmental, efficacy and behavioural factors. In particular, living in a more urbanised area, not being able to perform heavy household tasks, having a low self-efficacy, not feeling safe, receiving help from others and having few social contacts within the neighbourhood, increase depressive symptoms in general but, in particular, when combined with lower functional status. It is concluded that both being able and feeling able to influence one's environment increases proactive behaviour and decreases depressive symptomatology in older adults with low functional status.

Current approaches to the assessment of cognitive capacity in many jurisdictions seek to balance older people's empowerment with their protection. These approaches incorporate a presumption of capacity, a decision-specific rather than global assessment of that capacity, and an obligation to provide the support needed for adults to make or communicate their own decisions. The implication is that older people are assisted to make decisions where possible, rather than using substitute decision makers. For older people, decision making about financial matters is a contentious domain because of competing interests in their assets and concerns about risk, misuse and abuse. In residential-care settings, older people risk being characterised as dependent and vulnerable, especially in relation to decisions about financial assets. This paper reports an Australian study of the factors that facilitate and constrain residents' involvement in financial decision making in residential settings. Case studies of four aged-care facilities explored how staff interpreted the legislative and policy requirements for assisted and substitute decision making, and the factors that facilitated and constrained residents' inclusion in decisions about their finances. The observed practices reveal considerable variation in the ways that current legislation is understood and implemented, that there are limited resources for this area of practice, and that policies and practices prioritise managing risk and protecting assets rather than promoting assisted decision making.

This study investigates how (a) the reliance on public care and (b) the type of public care received by older people in the Netherlands depends on the availability of partners and adult children. Older people aged 65 years and older were surveyed in the Netherlands Kinship Panel Study at two time-points. Survey results were linked to registry data on public care receipt at the two time-points. Multilevel models revealed that receiving frequent help in the household from children was not associated with public care receipt. Only men having a partner were less likely to receive public care. Further analyses comparing the receipt of skilled and unskilled forms of public care revealed that female partners are especially important in rendering unskilled care unnecessary compared to skilled care. Two arguments may explain our findings. One is that a gender-bias exists in processing public care requests – men are perceived as less able to provide care to their female partners. Another is that men lack the skills, or perceive themselves as lacking the care skills that female partners have. Caution is advised against introducing policy measures that increase pressure on female partners.

Older men from ethnic minority communities living in a regional town in Australia were identified by a government-funded peak advocacy body as failing to access local health and support services and, more broadly, being at risk of not ageing well. A qualitative study was undertaken to explore the health and wellbeing of ethnic minority men growing older in a rural community, and to identify the barriers they faced in accessing appropriate services from a range of different perspectives. Individual interviews were conducted with key informants (service providers and community leaders), followed by focus groups with older men from four ethnic minority communities. The men in this study showed signs that they were at risk of poor mental and physical health, and experienced significant barriers to accessing health and support services. Furthermore, environmental, technological, social and economic changes have brought challenges for the older men as they age. Despite these challenges, this study demonstrated how work, family and ethnic identity was integral to the lives of these older men, and was, in many ways, a resource. Key informants' perspectives mostly confirmed the experiences of the older men in this study. The discrepancies in their views about the extent of health-promoting behaviour indicate some key areas for future health intervention, services and research.

This article proposes that the quality of physical care is an important determinant of quality of life for dependent people. It begins by reporting the findings of a qualitative analysis of physical care in six local authority homes and suggests a framework for understanding the ways in which physical care practices evolved. The paper concludes by illustrating how the same framework can be used as a basis for improving the quality of physical care.

This article traces the development of residential care for elderly people in the period 1939 to 1948. It begins by looking at the nature of such institutions in the period just prior to the Second World War and then discusses the complex impact of war upon such provision. Particular attention is paid to how evacuation hostels, run by local authorities and voluntary organisations, changed notions about the role of the state in the care of elderly people. The paper concludes by looking at how such changed notions were incorporated into the 1948 National Assistance Act.
