My previous report on incomes in retirement (Hutton 1996) was written in June 1996. Almost a year later, the UK election in May 1997 led to a change in government and, in the following November, to a review of pension provision. The results of this review will be announced in a Green Paper due in the Autumn 1998. Prior to the election the political parties made statements and election pledges on pensions, so that it has been a time of some clarity of position but also, until the results of the review are published, of considerable uncertainty. The areas for debate, however, have been well set out.

Two years ago I concluded:

It will be interesting…to see what progress or otherwise has occurred in ensuring an adequate income in retirement, more equal provision for men and women, in the movement towards funded pensions, in the role of the state pension, and in the progress of the minimum pension guarantee. (Hutton 1996: 785)

In this report I will first discuss where the debate on these issues has gone. Policy developments will then be set out, and finally I will identify questions to be asked in evaluating the pensions' review when it is published.

This research examines the comparative perceived income adequacy among older Swedes and older Americans. The persisting issue of ‘poverty’ and income adequacy, and the use of monetary-unit income (dollars, kroner, etc.) as a basis for determining levels of poverty or of income adequacy has severe limitations. In an attempt to simplify the problem of developing standard measures for different monetary-unit systems, i.e. between nations, this study utilises a typology of perceived income adequacy to examine, among older persons in Sweden, the extent to which they believe their incomes support a satisfying standard of living. Additionally, the research examines differences in income adequacy between the U.S. and Sweden. Results from the 1981 NCOA/Harris survey data in the U.S. are compared with findings from a representative survey of older Swedes conducted by SIFO in 1986. Among other results, it is found that for older Swedes only 20% feel financially hard-strapped, compared to 35% of older Americans. Discussion of this and other findings is included. Income adequacy of the elderly in Sweden should be of particular interest to policymakers in the U.S. because of the widely held belief that Sweden has achieved a level of income security beyond the ‘safety net’.

During the COVID-19 pandemic, the media provided daily coverage of this unprecedented crisis in the history of the 21st century. Some topics, such as how the virus affected older adults, were widely covered. The way in which COVID-19 was documented evoked a ‘tragedy’ narrative through consistent reporting about the suffering it was causing and the deleterious consequences it had on specific populations, including residents of long-term care homes (LTC). This article explores how reports on COVID-19 in LTC homes in a national newspaper (The Globe and Mail) fuelled a tragedy discourse that modulated the value of life of older adults living in those environments. We used critical discourse analysis and analysed 74 articles focusing on older persons residing in LTC homes in two Canadian provinces (Quebec and Ontario) during COVID-19. This article offers a brief overview of the notion of tragedy and how the discourse of tragedy is intertwined with humanitarian crises, life and death, and the value of life. Our findings revealed the construction of three types of tragedies that shape our societal values around life and death in LTC: the tragedy of the threat to life, the tragedy of the unfortunate (old, vulnerable and lacking in agency) and, finally, the tragedy of historical neglect and abandonment. Our findings suggest that the nature of reporting on life and death in LTC homes during the COVID-19 pandemic provoked a sense of fear and pity for a passive other. Re-thinking what gets reported in the media, including whose voice is represented/missing and how tragedy narratives are balanced with contesting stories, could elicit more sentiments of solidarity and action rather than reinforce pity, distancing and immobilisation.

Drawing upon evidence from Britain, this paper advances the proposition that new generations of older people are experiencing a healthier, materially better off and more satisfying old age. It is argued that both popular and scientific images of later life are out-dated and unduly negative. In advancing this analysis, attention is given to key areas of personal experience and social life: education, leisure and holidays, retirement, voluntary activity, spirituality, economic status, health and political involvement. A re-construction of the societal position of older people is indicated.

Alzheimer's disease (AD) is a major health concern as the world population ages. Yet, few studies have examined what the public over the age of 50 knows about AD. This qualitative study, based on 40 in-depth interviews, examines the knowledge of AD by Flemish people between 50 and 80 years old and their cross-source engagement with information sources. Building on AD media representations and theories on media complementarity and health information behaviour, we find that respondents mostly encounter AD information non-purposively via traditional mass media and interpersonal communication, while the internet is occasionally used to purposefully seek information. Novels, personal experiences/social proximity, public figures and particularly film stand out as channels and sources of AD information, suggesting that fictional narratives, personal experiences and being able to identify with others leave lasting impressions and help to communicate and disperse AD information. However, common misconceptions and gaps in knowledge persist, including AD being considered part of the normal ageing process and old age as well as confusing AD with Parkinson's disease. The biomedical perspective and the tragedy discourse prevail among the majority of respondents, who describe AD in terms of decline, loss and death and as ‘the beginning of the end’. Only a few, typically female respondents, appear aware of the role of individual health behaviour and lifestyle choices to prevent dementia or delay its onset. The misconceptions of AD and gaps in knowledge, as well as the fact that a third of all cases of dementia might be delayed or prevented by managing lifestyle and other risk factors, stress the importance of public educational programmes and the need to emphasise and raise awareness of preventative behaviour. Overall, the findings from this study can be of help to public health communicators and dementia-awareness campaigns, as well as AD training programmes for health-care professionals and family care-givers.
