Big Data and the Welfare State

  • A core principle of the welfare state is that everyone pays taxes or contributions in exchange for universal insurance against social risks such as sickness, old age, unemployment, and plain bad luck. This solidarity principle assumes that everyone is a member of a single national insurance pool, and it is commonly explained by poor and asymmetric information, which undermines markets and creates the perception that we are all in the same boat. Living in the midst of an information revolution, this is no longer a satisfactory approach. This book explores, theoretically and empirically, the consequences of 'big data' for the politics of social protection. Torben Iversen and Philipp Rehm argue that more and better data polarize preferences over public insurance and often segment social insurance into smaller, more homogenous, and less redistributive pools, using cases studies of health and unemployment insurance and statistical analyses of life insurance, credit markets, and public opinion.

Resisting Extortion

  • Criminal extortion is an understudied, but widespread and severe problem in Latin America. In states that cannot or choose not to uphold the rule of law, victims are often seen as helpless in the face of powerful criminals. However, even under such difficult circumstances, victims resist criminal extortion in surprisingly different ways. Drawing on extensive fieldwork in violent localities in Colombia, El Salvador and Mexico, Moncada weaves together interviews, focus groups, and participatory drawing exercises to explain why victims pursue distinct strategies to resist criminal extortion. The analysis traces and compares processes that lead to individual acts of everyday resistance; sporadic killings by ad hoc groups of victims and police; institutionalized and sustained collective vigilantism; and coordination between victims and states to co-produce order in ways that both strengthen and undermine the rule of law. This book offers valuable new insights into the broader politics of crime and the state.

  • This volume brings together leading political scientists to explore the distinctive features of the American political economy. The introductory chapter provides a comparatively informed framework for analyzing the interplay of markets and politics in the United States, focusing on three key factors: uniquely fragmented and decentralized political institutions; an interest group landscape characterized by weak labor organizations and powerful, parochial business groups; and an entrenched legacy of ethno-racial divisions embedded in both government and markets. Subsequent chapters look at the fundamental dynamics that result, including the place of the courts in multi-venue politics, the political economy of labor, sectional conflict within and across cities and regions, the consolidation of financial markets and corporate monopoly and monopsony power, and the ongoing rise of the knowledge economy. Together, the chapters provide a revealing new map of the politics of democratic capitalism in the United States.

  • Why are some communities able to come together to improve their collective lot while others are not? Looking at variation in local government performance in decentralized West Africa, this book advances a novel answer to this question: communities are better able to coordinate around basic service delivery when their formal jurisdictional boundaries overlap with informal social institutions, or norms. This book identifies the precolonial past as the driver of striking subnational variation in the present because these social institutions only encompass the many villages of the local state in areas that were once home to precolonial polities. Drawing on a multi-method research design, the book develops and tests a theory of institutional congruence to document how the past shapes contemporary elite approaches to redistribution within the local state. Where precolonial kingdoms left behind collective identities and dense social networks, local elites find it easier to cooperate following decentralization.

When People Want Punishment

  • Against the backdrop of rising populism around the world and democratic backsliding in countries with robust, multiparty elections, this book asks why ordinary people favor authoritarian leaders. Much of the existing scholarship on illiberal regimes and authoritarian durability focuses on institutional explanations, but Tsai argues that, to better understand these issues, we need to examine public opinion and citizens' concerns about retributive justice. Government authorities uphold retributive justice - and are viewed by citizens as fair and committed to public good - when they affirm society's basic values by punishing wrongdoers who act against these values. Tsai argues that the production of retributive justice and moral order is a central function of the state and an important component of state building. Drawing on rich empirical evidence from in-depth fieldwork, original surveys, and innovative experiments, the book provides a new framework for understanding authoritarian resilience and democratic fragility.

  • How does protest advancing diverse claims turn into violent conflict occurring primarily along ethnic lines? This book examines that question in the context of Syria, drawing insight from the evolution of conflict at the local level. Kevin Mazur shows that the challenge to the Syrian regime did not erupt neatly along ethnic boundaries, and that lines of access to state-controlled resources played a critical structuring role; the ethnicization of conflict resulted from failed incumbent efforts to shore up network ties and the violence that the Asad regime used to crush dissent by challengers excluded from those networks. Mazur uses variation in the political and demographic characteristics of locales to explain regime strategies, the roles played by local intermediaries, the choice between non-violent and violent resistance, and the salience of ethnicity. By drawing attention to cross-ethnic ties, the book suggests new strategies for understanding ostensibly ethnic conflicts beyond Syria.

  • In many rich democracies, access to financial markets is now a prerequisite for fully participating in labor and housing markets and pursuing educational opportunities. Indebted Societies introduces a new social policy theory of everyday borrowing to examine how the rise of credit as a private alternative to the welfare state creates a new kind of social and economic citizenship. Andreas Wiedemann provides a rich study of income volatility and rising household indebtedness across OECD countries. Weaker social policies and a flexible knowledge economy have increased costs for housing, education, and raising a family - forcing many people into debt. By highlighting how credit markets interact with welfare states, the book helps explain why similar groups of people are more indebted in some countries than others. Moreover, it addresses the fundamental question of whether individuals, states, or markets should be responsible for addressing socio-economic risks and providing social opportunities.

  • Many governments face similar pressures surrounding the hotly debated topic of immigration. Yet, the disparate ways in which policy makers respond is striking. The Comparative Politics of Immigration explains why democratic governments adopt the immigration policies they do. Through an in-depth study of immigration politics in Germany, Canada, Switzerland, and the United States, Antje Ellermann examines the development of immigration policy from the postwar era to the present. The book presents a new theory of immigration policymaking grounded in the political insulation of policy makers. Three types of insulation shape the translation of immigration preference into policy: popular insulation from demands of the unorganized public, interest group insulation from the claims of organized lobbies, and diplomatic insulation from the lobbying of immigrant-sending states. Addressing the nuances in immigration reforms, Ellermann analyzes both institutional factors and policy actors' strategic decisions to account for cross-national and temporal variation.

  • Those studying development often address the impact of government policies, but rarely the politics that generate these policies. A culmination of several decades of work by Robert Bates, among the most respected comparativists in political science, this compact volume seeks to rectify that omission. Bates addresses the political origins of prosperity and security and uncovers the root causes of under-development. Without the state there can be no development, but those who are endowed with the power of the state often use its power to appropriate the wealth and property of those they rule. When do those with power use it to safeguard rather than to despoil? Bates explores this question by analyzing motivations behind the behaviour of governments in the developing world, drawing on historical and anthropological insights, game theory, and his own field research in developing nations.

Property without Rights

  • Major land reform programs have reallocated property in more than one-third of the world's countries in the last century and impacted over one billion people. But only rarely have these programs granted beneficiaries complete property rights. Why is this the case, and what are the consequences? This book draws on wide-ranging original data and charts new conceptual terrain to reveal the political origins of the property rights gap. It shows that land reform programs are most often implemented by authoritarian governments who deliberately withhold property rights from beneficiaries. In so doing, governments generate coercive leverage over rural populations and exert social control. This is politically advantageous to ruling governments but it has negative development consequences: it slows economic growth, productivity, and urbanization and it exacerbates inequality. The book also examines the conditions under which subsequent governments close property rights gaps, usually as a result of democratization or foreign pressure.

  • In the nineteenth and early twentieth centuries, modern states began to provide many of the public services we now take for granted. Inward Conquest presents the first comprehensive analysis of the political origins of modern public services during this period. Ansell and Lindvall show how struggles among political parties and religious groups shaped the structure of diverse yet crucially important public services, including policing, schooling, and public health. Liberals, Catholics, conservatives, socialists, and fascists all fought bitterly over both the provision and political control of public services, with profound consequences for contemporary political developments. Integrating data on the historical development of public order, education, and public health with novel measures on the ideological orientation of governments, the authors provide a wealth of new evidence on a missing link in the history of the modern state.

  • In countries around the world, from the United States to the Philippines to Chile, police forces are at the center of social unrest and debates about democracy and rule of law. This book examines the persistence of authoritarian policing in Latin America to explain why police violence and malfeasance remain pervasive decades after democratization. It also examines the conditions under which reform can occur. Drawing on rich comparative analysis and evidence from Brazil, Argentina, and Colombia, the book opens up the 'black box' of police bureaucracies to show how police forces exert power and cultivate relationships with politicians, as well as how social inequality impedes change. González shows that authoritarian policing persists not in spite of democracy but in part because of democratic processes and public demand. When societal preferences over the distribution of security and coercion are fragmented along existing social cleavages, politicians possess few incentives to enact reform.

  • How and why do rebel groups initially form? Prevailing scholarship has attributed the emergence of armed rebellion to the explosion of pre-mobilized political or ethnic hostilities. However, this book finds both uncertainty and secrecy shrouding the start of insurgency in weak states. Examining why only some incipient armed rebellions succeed in becoming viable challengers to governments, How Insurgency Begins shows that rumors circulating in places where rebel groups form can influence civilians' perceptions of both rebels and the state. By revealing the connections between villagers' trusted network structures and local ethnic demography, Janet I. Lewis shows how ethnic networks facilitate the spread of pro-rebel rumors. This in-depth analysis of conflicts in Uganda and neighbouring states speaks to scholars and policymakers seeking to understand the motives and actions of those initiating armed rebellion, those witnessing the process in their community, and those trying to stop it.

Why did Mexican drug cartels go to war as the country transitioned away from one-party rule? And why have criminal wars proliferated as democracy has consolidated and elections have become more competitive subnationally? In Votes, Drugs, and Violence, Guillermo Trejo and Sandra Ley develop a political theory of criminal violence in weak democracies that elucidates how democratic politics and the fragmentation of power fundamentally shape cartels' incentives for war and peace. Drawing on in-depth case studies and statistical analysis spanning more than two decades and multiple levels of government, Trejo and Ley show that electoral competition and partisan conflict were key drivers of the outbreak of Mexico's crime wars, the intensification of violence, and the expansion of war and violence to the spheres of local politics and civil society.

  • Businesspeople run for and win elected office around the world, with roughly one-third of members of parliament and numerous heads of states coming directly from the private sector. Yet we know little about why these politicians choose to leave the private sector and what they actually do while in government. In Politics for Profit, David Szakonyi brings to bear sweeping quantitative and qualitative evidence from Putin-era Russia to shed light on why businesspeople contest elections and what the consequences are for their firms and for society when they win. The book develops an original theory of businessperson candidacy as a type of corporate political activity undertaken in response to both economic competition and weak political parties. Szakonyi's evidence then shows that businesspeople help their firms reap huge gains in revenue and profitability while prioritizing investments in public infrastructure over human capital. The book finally evaluates policies for combatting political corruption.

  • The administrative state is a powerful tool because it can control the population and, in moments of crisis, help leaders put down popular threats to their rule. But a state does not act; bureaucrats work through the state to carry out a leader's demands. In turn, leaders attempt to use their authority over the state to manage bureaucrats in a way that induces bureaucratic behavior that furthers their policy and political goals. Focusing on Kenya since independence, Hassan weaves together micro-level personnel data, rich archival records, and interviews to show how the country's different leaders have strategically managed, and in effect weaponized, the public sector. The Art of Political Control in China

  • When and why do people obey political authority when it runs against their own interests to do so? This book is about the channels beyond direct repression through which China's authoritarian state controls protest and implements ambitious policies from sweeping urbanization schemes that have displaced millions to family planning initiatives like the one-child policy. Daniel C. Mattingly argues that China's remarkable state capacity is not simply a product of coercive institutions such as the secret police or the military. Instead, the state uses local civil society groups as hidden but effective tools of informal control to suppress dissent and implement far-reaching policies. Drawing on evidence from qualitative case studies, experiments, and national surveys, the book challenges the conventional wisdom that a robust civil society strengthens political responsiveness. Surprisingly, it is communities that lack strong civil society groups that find it easiest to act collectively and spontaneously resist the state.

  • India's urban slums exhibit dramatic variation in their access to local public goods and services - paved roads, piped water, trash removal, sewers, and streetlights. Why are some vulnerable communities able to demand and secure development from the state while others fail? Drawing on more than two years of fieldwork in the north Indian cities of Bhopal and Jaipur, Demanding Development accounts for the uneven success of India's slum residents in securing local public goods and services. Auerbach's theory centers on the political organization of slum settlements and the informal slum leaders who spearhead resident efforts to make claims on the state - in particular, those slum leaders who are party workers. He finds striking variation in the extent to which networks of party workers have spread across slum settlements. Demanding Development shows how this variation in the density and partisan distribution of party workers across settlements has powerful consequences for the ability of residents to politically mobilize to improve local conditions.

  • Does religion influence political participation? This book takes up this pressing debate using Christianity in sub-Saharan Africa as its empirical base to demonstrate that religious teachings communicated in sermons can influence both the degree and the form of citizens' political participation. McClendon and Riedl document some of the current diversity of sermon content in contemporary Christian houses of worship and then use a combination of laboratory experiments, observational survey data, focus groups, and case comparisons in Zambia, Uganda, and Kenya to interrogate the impact of sermon exposure on political participation and the longevity of that impact. Pews to Politics in Africa leverages the pluralism of sermons in sub-Saharan Africa to gain insight into the content of cultural influences and their consequences for how ordinary citizens participate in politics.

Who Wants What?

  • Why do some people support redistributive policies such as a generous welfare state, social policy or protections for the poor, and others do not? The (often implicit) model behind much of comparative politics and political economy starts with redistribution preferences. These affect how individuals behave politically and their behavior in turn affects the strategies of political parties and the policies of governments. This book challenges some influential interpretations of the political consequences of inequality. Rueda and Stegmueller provide a novel explanation of how the demand for redistribution is the result of expected future income, the negative externalities of inequality, and the relationship between altruism and population heterogeneity. This innovative and timely volume will be of great interest to readers interested in the political causes and consequences of inequality.
