Cannabis is the most commonly used illicit drug worldwide. In countries with repressive drug policies, the costs of its prohibition plausibly outweigh the benefits. We conduct a cost–benefit analysis of cannabis legalization and regulation in the Czech Republic, taking into consideration alternative scenarios designed using parameters from the known effects of cannabis legalization in selected U.S. states, Canada, and Uruguay. Our analysis focuses on tax revenues, law enforcement costs, the cost of treatment and harm reduction, and the value of Quality Adjusted Life Years (QALYs). Under all the projected scenarios, the identified benefits of legalizing cannabis for personal use exceed the potential costs. The estimated net social benefit of legalization is in the range of 34.4 to 107.6 million EUR per year (or between 3.2 and 10.1 EUR per capita), depending on the size of the cannabis market and the development of cannabis prices after legalization.

Passported benefits are additional benefits provided to individual or households based on a previous eligibility to a “primary” social security benefit. Although passported benefits should be easier to claim, in reality the claiming process is often cumbersome and results in low take-up. Drawing on an Israeli case study, we offer a conceptual framework to categorize and analyse the varieties of passported benefits along five dimensions: the eligibility role of primary cash benefits; automation level; legal status; type of service delivery; and the degree of decentralization. The administrative burden literature is employed to make sense of the paradox of passported benefits becoming a site for administrative burden. Using our conceptual framework and drawing on interviews with officials and claimants, we demonstrate why some passported benefits are more user-friendly while others tend to become administratively burdensome.

Human rights instruments are but one of many legal advocacy tools used by trans people. Recent legal scholarship emphasizes that human rights laws are not sufficient to address legal challenges facing trans people, particularly intersectional and systemic barriers. This article looks to Canadian trans case law outside of human rights law to reveal the many instances in which trans people’s fight for legal recognition and redress occur outside of the human rights arena. It focuses on trans case law in three areas: family law, the use of name and gender in court, and access to social benefits. Canadian trans jurisprudence illustrates that not only are trans legal strategies outside of human rights plentiful and effective, they are also imperative. An agile and pragmatic approach to trans rights is necessary, particularly when minority rights are under threat, and for trans people on the margins of trans law reforms.

This article analyses whether the extent of public welfare provision influences the speed at which (quasi-)jobless households get (back) into employment. (Quasi-)joblessness is one of the key criteria defining the risk of poverty and social exclusion in the EU. Moreover, the perceived tension between the main functions of social benefits (protecting households from poverty and incentivising job search) is most acute among these households. Based on EU-SILC data, we examine changes of household work intensity during one year after benefit receipt. We observe that “more-generous” social benefits have a slightly negative impact. This can potentially be due to a disincentive effect of social benefits, but it can also mean that the additional financial leeway is used by job seekers to wait for more adequate job offers or engage in further training. Even though statistically significant, the estimated negative effects are very small.

The police are widely recognized as an important deterrent of crime, with investments in policing broadly associated with lower crime rates. Much less is known about how investments in policing contribute to crime reductions, or the relative merits and risks of specific activities in which officers engage, leaving policing as an area in which benefit-cost analysis methods stand to make a significant substantive contribution. However, the implementation of these methods involves challenges related to measuring both the quantity and quality of policing involved in a given dosage of policing, as well as the causal effects of police practices on crime. This essay lays out several of the challenges inherent in understanding the benefits and costs of policing practices, with a specific eye toward practices commonly known as “proactive policing” practices, and their effects on crime rates. I lay out potential strategies for resolving these challenges, which focus largely on identifying exogenous discontinuities in policing practices that can be used to assess outcome differences. Thorough assessment of policing practices should apply as many of these strategies as possible, in order to understand how robust or sensitive substantive conclusions may be to strategies used.

This article systematically reviews the macrolevel social policy changes in urban China during recent years. It also provides empirical evidence on how such policy changes reflect on microlevel family benefit levels from 1988 to 2002 using the national China Household Income Project data. The social policy reform process gradually shifted away from welfare provision through work units to greater emphasis on individual taxes and contributions. The government has also taken a more active role in providing a safety net for the urban poor. Empirical results show that even though the real value of social benefits increased over time, its increasing pace was laggard by that of market earnings, yielding a smaller share in final household income since the reforms. Pensions, public assistance, health, and education benefits increased during the period, while housing, food assistance, and supplementary income decreased.
