This article explores post-Soviet power hierarchies which constitute a unique system of vertical stratification in world politics. It does so by analysing relations between two former Soviet states, Tajikistan and Russia, in the aftermath of the Soviet Union’s collapse in 1991. The article investigates the underlying reasons for power asymmetries between the two countries, the ways hierarchies are sustained and enforced, as well as perceived and navigated at political and social levels. It is argued that Tajikistan’s relations with Russia are explicitly postcolonial without clear-cut colonial precedents in Soviet times. Postcolonialism did not automatically result from the Soviet breakdown. Rather, it has gradually emerged because of the two countries’ very different paths of integration into the global capitalist economy, which subordinated Tajikistan to Russia. In this way, new economic asymmetries exacerbated Soviet-era legacies and reinvented them in a new, hierarchical manner. Overall, the article contributes to the debate on the nature of post-Soviet legacies and what it means to be post-Soviet.

This introduction to the special issue looks back at 30 years of nation-building in the post-Soviet states. Initial hopes that national self-determination would reinforce democratization proved misplaced. While that synergy worked well in the Baltic states, elsewhere authoritarian leaders embraced nationalism, while democracies like Georgia, Moldova, and Ukraine lost control of parts of their territory to secessionist movements backed by Russia. Each of the post-Soviet states promoted a national language (except for Belarus) and forged a new historical narrative for their “imagined community,” but in most cases they remained multi-ethnic and multi-lingual communities. In recognition of this persisting ethnic diversity, nation-building was accompanied by policies of ethnicity management. The international economic environment was rapidly changing due to globalization, posing new challenges for nation-builders. The gender dimension is important to the new national identities being forged in the post-Soviet space: the categories of race and class, less so. The article concludes with a review of the salient features of each of the newly-independent states.

The article examines the political and cultural processes of nation-building over thirty years of independence in Belarus. It argues that in becoming a nation-state Belarus has faced challenges similar to the other post-Soviet nations but has proved an exception in the choice of strategies it used to address them. The paper examines how, on the eve of independence, the nationalist elites devised policies aimed at consolidating statehood around the national revival in opposition to the Soviet past. It explores the role played by linguistic policy and historical memory as the two main arenas for implementing their visions of Belarusian identity. The paper then maps a shift in this trajectory from Lukashenka’s rise to power to a national project based on reappropriation of Soviet legacy. Up until 2020, the state effectively navigated a geopolitical environment and adjusted its sociocultural parameters to preempt the society’s shifting expectations. Finally, the paper reflects on how protests in 2020 demonstrated both the lack of support for Lukashenka and his reliance on the violent repression and external support for remaining in power. The war in Ukraine revealed limits of Belarus’s sovereignty, while the society’s ability to consolidate for its defense has been seriously undermined by the repression.

This article surveys nation-building in post-Soviet Azerbaijan over the country’s first quarter-century of restored independence. It examines the core dimensions of ethno-demographic and national minority issues, language policy, and the role of religion in the development of the state’s formal ideology Azerbaycançılıq (Azerbaijanism). The article highlights the nexus of nation-building and regime-building as a dominant trend over the last two decades, generating what we term “civic dominion”: the domination of a regime tradition, legitimated through the imagery and ideology of civic nationhood. Finally, the article considers the role of the Armenian-Azerbaijani conflict as a long-standing exception to the ostensibly civic ethos of post-Soviet Azerbaijani nation-building.

The youngest generation of the Azerbaijani diaspora in Turkey was formed almost immediately after the downfall of the Soviet Union, resulting in the increased emigration of Azerbaijanis to foreign countries, in particular to Turkey, where the language barrier is minimal due to linguistic proximity. This article is an attempt to investigate the dynamics of identity production (and, consequently, senses of belonging) of the most recent generations of the Azerbaijani diaspora in Turkey in relationship to their linguistic and cultural repertoires. While language and culture are key factors in identity production, linguistic and cultural practices may be influenced by various social factors. I have therefore tried to examine the identity paradigms of Azerbaijanis living in Turkey in the frameworks of their ethno-national, socio-cultural, and socio-communicative perceptions. The survey I conducted for this purpose mostly covers post-Soviet immigrants to Turkey and, to a lesser extent, earlier generations of Azerbaijanis who settled in Turkey during Soviet times.

This article reviews the current scholarship around racism and nationalism, two of the mostly hotly debated issues in contemporary politics. Both racism and nationalism involve dividing humanity into groups and setting up some groups as innately superior to others. Until recently, racism and nationalism were both widely seen as unpleasant relics of times past, destined to disappear as the principles of equality and human rights become universally embraced. But both concepts have proved their resilience in recent years. Scholars have been devoting new attention to the “racialization” of ethnic and national identities in the former Soviet Union and East Europe, the regions that are the main focus of this journal. The article examines the prevailing approaches to understanding the terms “racism” and “nationalism,” which are distinct but overlapping categories of analysis and vehicles of political mobilization. Developments in genomics have complicated the relationship between perceptions of race as a purely social phenomenon. The essay explores the way racism and nationalism play out in two self-proclaimed “exceptional” political systems – the Soviet Union and the United States – which have played a prominent role in global debates about race and nation. It briefly discusses developments in other regions, such as the debate over multiculturalism in Europe.

On August 9, 2020, presidential elections were held in Belarus. Despite blatant electoral fraud and procedural violations, the official results declared Aleksandr Lukashenka reelected for a sixth term. While in the past, even the most obviously fraudulent election results have been followed by an atmosphere of resigned acceptance, this time countless Belarusians took to the streets to contest the results. What made this election different? This analysis of current affairs looks at the 2020 events through the lens of authoritarian consolidation theory, suggesting the unprecedented political mobilization was enabled by erosion in the three pillars of authoritarian stability: repression, cooptation, and legitimation. A majority of the population had been accepting the political status quo out of fear, for social and monetary security provided in exchange for loyalty, or a general understanding that there were no alternatives. Lukashenka did not realize this had largely changed. Nine months later, the foundation of the authoritarian regime is in an even worse shape. The regime’s reliance on repression further counteracts the legitimacy of the system. As a result, it seems it will be difficult for the authorities to re-consolidate authoritarianism, at least in the near future, no matter how the ‘revolution’ unfolds.

The short-lived Ukrainian armed volunteer movement and its interaction with electoral politics, in some regards did, and in other regards, did not fit patterns observed in research into irregular armed groups (IAGs). The brief life span of most Ukrainian IAGs as more or less independent actors, and their swift integration into Ukraine’s regular forces during the years 2014–2015, were both unusual. They were also one of the reasons for the relatively low political impact of the IAGs as such - a repercussion that is in contrast to the partly impressive individual political careers of some IAG commanders in 2014–2019. There were various forms of interpenetration of parties with IAGs in post-Euromaidan Ukraine. Certain parties, political activists, and MPs took part in the creation and development of IAGs in 2014. Some – to that point, mostly minor - politicians became soldiers or commanders of IAGs. Subsequently, a number of IAG members transited into the party-political realm, either joining older parties or creating new political organizations.

During Vladimir Putin’s third presidential term, the Russian government and media’s rhetorical embrace of illiberalism, patriotism, and chauvinism was accompanied and partly facilitated by the invocation of historical precedent and “correct” historical understanding. Politicians stressed the importance of a shared historical memory to Russian national identity, rendering the interpretation of history a question of patriotism. The government and state-supportive media then used “patriotic” historical memories to legitimize government policies. Through framing analysis of three significant episodes—namely, the Ukraine Crisis, imposition of sanctions, and Russian intervention in Syria—I outline how the government and state-supportive media conflated these events with supposed historical precedents. This conflation made “patriotic” (or government-approved) history an everyday topic of discussion, but it also confused supporting government policy with celebrating historical triumph (or condemning historical tragedy). In this way, the government co-opted the emotional power of the history they invoked for the purposes of legitimizing their policies. This was compounded by the government and state-supportive media using and citing images and descriptions of ordinary people performing their patriotism in a manner that simultaneously demonstrated awareness of Russian history and support for the government.

This past decade has seen the return of Russia into the public discourse. Moscow’s influence has been making a comeback across its old sphere of influence and in other parts of the world. In particular, there has been a lot of talk lately of Russian soft power spreading across the Balkan region, especially in Serbia. However, the concept of power can be rather ambiguous, and only a theoretically informed analysis based on empirical methods can lead to genuine conclusions. This article aims to apply an existing theoretical framework on power to the context of Russian influence in Serbia, in order to find out whether Moscow has any power over Belgrade and to gauge its extent.

Previous research has either equated religion- and language-based group identities or asserted that their social effects are the same. This article proposes a novel differentiation between religious and ethnic self-identification that accounts for in-group income inequality and the social role of the group. The study argues that ethnicity-based identities tend to be associated with economic activities, thereby increasing the demand for income equality within such groups. Religious identities, on the contrary, are centered around noneconomic activities and have the ideological framework for reconciling material inequalities. The observable implication of this distinction is that the high-, low-, and middle-income categories of the multicultural society will display differential association with ethnic and religious identities. Ethnic groups will have lower in-group income inequality as a result of the exclusion of the poor and the departure of the rich. Religious groups, on the contrary, will have higher in-group income inequality due to the capacity of religion to accommodate both poor and rich. Relevant empirical tests from the ethnically and religiously diverse Russian North Caucasus region indicate support for the proposed theory.

Based on more than 100 interviews in European Russia, this article sheds light on the bottom-up dynamics of Russian nationalism. After offering a characterization of the post-2012 “state-civilization” discourse from above, I examine how ordinary people imagine Russia as a “state-civilization.” Interview narratives of inclusion into the nation are found to overlap with state discourse on three main lines: (1) ethno-nationalism is rejected, and Russia is imagined to be a unique, harmonious multi-ethnic space in which the Russians (russkie) lead without repressing the others; (2) Russia’s multinationalism is remembered in myths of peaceful interactions between Russians (russkie) and indigenous ethnic groups (korennyye narodi) across the imperial and Soviet past; (3) Russian culture and language are perceived as the glue that holds together a unified category of nationhood. Interview narratives on exclusion deviate from state discourse in two key areas: attitudes to the North Caucasus reveal the geopolitical-security, post-imperial aspect of the “state-civilization” identity, while stances toward non-Slavic migrants in city spaces reveal a degree of “cultural nationalism” that, while sharing characteristics with those of Western Europe, is also based on Soviet-framed notions of normality. Overall, the article contributes to debates on how Soviet legacies and Russia’s post-imperial consciousness play out in the context of the “pro-Putin consensus.”

The Baku European Games, the first multi-sport mega-event held at a European level, was a major public relations undertaking by Azerbaijan. The games were framed by a trend involving large-scale sports events promoted by the Ilham Aliyev government, based on the profits of the second oil boom in the twenty-first century. The sports event served to internationally portray Azerbaijan as a rapidly developing country and in this way to increase national consciousness within the society, which was lacking a collective narrative in the post-Soviet era. Nonetheless, the downturn due to the fall of international oil prices negatively affected the impact of the sports mega-event. Moreover, the sports competition symbolized the government's commitment to impose reasons of state and nation-building over social needs and political freedoms in Azerbaijan. This article is based on empirical fieldwork carried out in Baku in the months following the multi-sports event.

This article focuses on the shaping of the aesthetics and ideology of Eduard Limonov's National-Bolshevik Party (NBP) through the pages of the radical newspaper Limonka. In order to study the making of the NBP as a political and intellectual community, the piece discusses Limonka's editorial line, its graphic style, and the alternative cultural canon that this radical publication promoted, as well as several interviews with National-Bolshevik activists involved in this process. During its first years of existence, Limonka proposed a selection of controversial artistic, literary, and political role models, and the creation of an alternative fashion and lifestyle. The article argues that by provocatively combining totalitarian symbols, the aesthetics and posture of the historical avant-gardes, and Western counterculture, Limonka produced a collective narrative that contributed to the shaping of a new language of political protest in post-Soviet Russia. This resulted in a complex combination of stiob, a form of parody that involves an over-identification with its own object, and a neo-romantic impulse. This new discursive mode, which the article defines as “post-Soviet militant stiob” should be seen as part of a series of tactics of radical resistance to what the National-Bolsheviks saw as the dominant neoliberal discourse of the mid-1990s.
