Climate-smart agricultural and forestry (CSAF) practices prevent greenhouse gas emissions from occurring or increase carbon sequestration. I examine how the development of U.S. CSAF incentives shifted from offset markets to biofuel regulations over time. My perspective is informed by two professional roles I had in developing these standards. First, as an economist at the Chicago Climate Exchange, I developed CSAF offset protocols between 2007 and 2010. Second, between 2022 and 2024, I was an economist at the U.S. Department of Agriculture (USDA) when USDA developed a climate-smart agriculture pilot protocol for the sustainable aviation fuel blender’s tax credit. Twenty years ago, there were no U.S. biofuel mandates and CSAF incentives were conceptualized as occurring through offset markets. I explain how, in contrast to cap-and-trade programs, greenhouse gas emissions from agricultural and forestry practices are already included in the baseline of biofuel regulations. This implies that additionality issues, which have impeded the development of CSAF offset standards, are not as applicable to biofuel programs. Specifically, I examine the development of agricultural soil carbon, livestock digester, and forest carbon protocols as case studies. I conclude by discussing how CSAF crediting may evolve in the future.

We estimate a recreation demand model for warmwater fishing in Delaware and then use it to measure welfare gains associated with improved fishing quality as measured by catch rate of fish, diversity of species, and clarity of water. We use a “linked” site choice – trip frequency model with data gathered by the Delaware Division of Fish and Wildlife. Our site choice model includes 118 rivers and lakes in the state with detailed characteristics of each. We develop hypothetical scenarios of fishing quality improvement involving combinations of fish catch, fish diversity, and water clarity and apply it to individual water bodies, water basins, selected water body groupings, and statewide. Values are reported in seasonal per angler and aggregate terms.

Fed dairy cattle represent an important and growing component of the U.S. fed cattle market. However, little is known about factors affecting fed dairy cattle transaction prices. This study analyzes confidential transaction-level data collected by United States Department of Agriculture Agricultural (USDA) Marketing Service (AMS) under Livestock Mandatory Reporting to determine how data collected for price reporting explains price variation. Hedonic models are developed to illustrate potential use to enhance fed dairy cattle price reporting. However, important price variation remains unexplained suggesting factors not available in AMS data are associated with fed dairy cattle price variation. We suggest AMS collect and utilize additional data to enhance price reporting.

We use a combination of primary and secondary data to investigate and quantify the impacts of the COVID-19 pandemic on the California specialty crop sector. We demonstrate that the specialty crop sector was highly resilient during the pandemic and aftermath in terms of output. For many crops, production fell somewhat between 2019 and 2021, but not to an extent that is outside of normal annual variation for fruits and vegetables. However, prices increased dramatically for many commodities. Contrary to conventional wisdom, most input costs did not surge during the pandemic, and some fell. But both the primary and secondary data identify labor and truck transportation as the major issues facing producers and driving up prices. Trade associations played a vital role in disseminating solutions to growers throughout the pandemic.

Cranberry products are perceived as healthy due to their high antioxidant content yet adding sugars to increase their palatability deters consumption. Plant breeding technologies such as gene editing, specifically the clustered regularly interspaced palindromic repeats (CRISPR), offer a plausible alternative to develop cranberries with desired traits (e.g., lower acidity and increased sweetness). We estimated consumers’ willingness to pay for sugar content, CRISPR, and cranberry flavor intensity for two cranberry products under different health-related information treatments. Respondents stated a discount for regular sugar content favoring reduced sugar products, for CRISPR compared to conventional breeding, and for weak/bland compared to full/intense cranberry flavor. Compensated valuation analysis of products with different attribute levels indicates that consumers were willing to pay a premium for cranberry products with reduced sugar content, CRISPR-bred, and full/intense cranberry flavor relative to products with regular sugar content, conventionally bred, and weak/bland flavor. Information treatments highlighting cranberries’ health benefits and recommendations to limit sugar intake increased consumers’ discounts for regular sugar content, surpassing the discount for CRISPR. This research underscores the importance of the conditions under which breeding technologies might gain public acceptance. This information will benefit the scientific community and industry seeking to use CRISPR to develop improved cranberry cultivars.

Consumer misperception and misinterpretation of food labels can lead to consumers not buying a product or purchasing products that do not align with their environmental or sustainability interests. Consumer purchasing behavior can be explained by looking at consumer food values or food quality attributes. This study aimed to (a) determine the effect label information has on consumer preference shares for selected sustainability-related food labels and (b) if correlations exist between food labels and food values. To the best of our knowledge, this is the first study to examine the comprehension of 12 different labels and identify how food labels relate to food value preferences. Responses from the best-worst scaling experiment of food value and environmental food label choice sets were analyzed using the random parameter logit model. Results reveal preference shares changed for each label as more information was provided to the respondents about the various labels included in the study. These findings should support food policy efforts requiring strict, clear label standards. Food labels should represent the food’s core food values to increase consumer preference for the product. These findings also further support the need for efforts to increase consumer knowledge and understanding of the labels on food packaging.

Cost-share contracts, offered through working lands programs, are instrumental in addressing environmental externalities from agriculture and generating ecosystem services. However, the persistent trend of noncompliance with cost-share contractual terms has become a problem for funding agencies and policymakers. This paper aims to study noncompliance issues within the US working lands programs using historical county-level panel data (1997–2019) from Louisiana. The results show that noncompliance is attributed more to cancellations than terminations due to flexible provisions within the cancellation option. The significant incentive effect of payment obligations reveals that revisiting payment rates could reduce contract noncompliance and mitigate moral hazard.

Government programs promoting locally produced foods have risen dramatically. But are these programs actually convincing consumers to pay more for locally produced food? Studies to date, which have mostly relied on hypothetical stated preference surveys, suggest that consumers will pay premiums for various local foods and that the premiums vary with the product and presence of any geographic identity. This study reports results from a large field experiment involving 1,050 adult consumers to reveal consumers’ willingness to pay (WTP) premiums for “locally produced” foods – mushrooms and oysters. Despite strong statistical power, this study reveals no positive effect of the locally produced label on consumer WTP. These null results are contrary to most of the existing literature on this topic. The finding that consumers are not willing to pay more for local foods has important implications for state and federal agencies that promote labeling campaigns that seek to increase demand and generate premiums for locally produced foods.

Pests and diseases like citrus greening that threaten agricultural productivity also pose a risk to consumers. Reductions in food supply due to outbreaks and spread could increase food prices. We model U.S. household fruit demand using a Quadratic Almost Ideal Demand System and data from Circana’s 2020 and 2021 household panel. Price and income elasticity estimates reveal how household behavior might adjust with shocks to citrus and other fruit prices. Shocks to retail fruit prices can be from either citrus greening or other phenomena such as adverse weather. We also use compensating variation to estimate the impact that changes in fruit prices could have on consumer welfare.

The beef industry is facing increasing pressure to adopt sustainable practices, driven by environmental, economic, and social concerns. Designing effective policies that satisfy industry demands while aligning with public interests is a complex challenge. Using a nationally representative survey of 3,001 U.S. residents, we employ a best–worst scaling approach to assess preferences for nine beef sustainability policies. Results reveal consumers prioritize affordability of beef products and welfare of cattle as most important sustainability policies. Conversely, policies addressing greenhouse gas emissions from cattle production are least important, with less than 6% of respondents preferring them.

Expert and peer reviews and popularity are freely available both on the Internet and in printed materials for a variety of food products. Using two experimental studies with non-hypothetical tastings and auctions, we explore the impact of peer tasting popularity, actual peer ratings, and expert ratings on demand for wines consumers can or have tasted. We find that higher own wine ratings are associated with higher willingness to pay (WTP). Morevoer, higher peer and expert rating scores increase consumer WTP for wine even after controlling for the impact of consumers’ own ratings. Observed peer popularity also increases WTP for preferred wines.

Farmers markets can generate positive externalities by improving food access and negative externalities through pollution. The presence of both may influence people’s willingness to pay (WTP) for living nearby. This study employs spatial hedonic pricing models to estimate the WTP for living near farmers markets in Edmonton, Canada. We find an inverted U-shaped relationship between proximity to a farmers market and property values. Our results suggest that local governments might consider the economic impact of building new or relocating existing farmers markets on residential housing values, alongside the benefits of improved access to high-quality food sources.

New breeding methods have provided scientists with opportunities to improve traits in a wide range of crops, however, there remains resistance to foods that are produced from these crops, and mandates on labels used to describe such processes continue to be a source of policy debate. Here we focus on gene editing and examine (i) whether consumer acceptance varies when the technology is applied to different ingredients (unrefined versus highly refined ingredients) and (ii) the impact of two different claims related to gene editing (health-focused claim versus an environment-focused claim). Our results show that consumers are less likely to purchase a food product that includes gene-edited ingredients, yet the ingredient that is gene-edited is not important. We also find evidence that both of our selected claims about foods produced using gene-edited ingredients would increase consumers’ likelihood to purchase relative to the case with no claims.

Competition and power imbalances in the food chain are under increased scrutiny from policy makers. We assess the competitive conditions in the EU food sector, using firm-level accounting data to examine firm size distributions and market concentration (for 10 countries), and production-function-derived markups (for 7 countries) for food manufacturing, retail, and wholesale industries. Key findings include the following: (i) most firms are small, but larger firms generate most turnover; (ii) concentration is notable in certain subsectors (25% of retail/wholesale and 50% manufacturing subsectors); (iii) the correlation between turnover size, markups, and concentration at subsector level is weak. We discuss the implications for the use of turnover-based classification in the EU policy initiative on unfair trading practices.

Community Rating System (CRS) incentivizes investments in risk reduction above NFIP standards using discounts on insurance premiums. These discounts are cross-subsidized by increasing premiums in non-CRS communities. We examine the distribution of these subsidies and find that redistribution does occur, but the gains and losses are not economically large with 95% of households gaining or losing no more than 0.3% of household income. We also examine their relationship with other community characteristics and find that the strongest predictor of premium reductions is the underlying flood risk level within the community. Thus, CRS appears to reduce the cost of living in the riskier communities.

Using the public-use files of the Canadian Community Health Survey and a difference-in-differences methodology, we estimate the impact of a universal income transfer (the Universal Child Care Benefit) on food insecurity, separately for adults and children within households. The income transfer reduced the risk of overall food insecurity by 20% at the child level, and the effect was larger in households with lower education or income. The transfer also reduced the likelihood of moderate/severe food insecurity among adults in single-parent families, as well as adults and children in households with secondary education or less. These findings withstand several robustness checks.

This paper hypothesizes that respondents in contingent valuation surveys may form different benefit and cost levels that deviate from the levels specified by the researcher. The conceptual framework investigates potential biases based on the direction of deviations. Survey data on the restoration of wetlands in Tampa Bay show that a significant portion of the respondents deviate from the benefit and cost levels presented in the scenario. Empirical results indicate that willingness-to-pay (WTP) estimates are very sensitive to the perceived benefit and cost levels. Depending on the direction of the deviations, WTP estimates could fluctuate up to +61 percent and −82 percent, compared to the estimate from those who evaluate the scenario at the presented levels.

Dairy farming in Europe faces profound environmental, social, and economic sustainability challenges, which are of significant policy interest. These challenges support the need for a transition toward the uptake of more sustainable dairy farming practices. This paper examines the effects of an advisory instrument “balanced sustainability information” on farmers’ preferences for more grass-based feeding systems using a between-subjects design and a discrete choice experiment among a sample of Swedish dairy farmers. Conceptually, we develop a state-dependent utility framework with Bayesian updating to motivate the impact pathway. Our results demonstrate that on average, balanced sustainability information has negligible effects on farmers’ feed choices, which could be a consequence of opposing responses to the information, among others. Considering farmer heterogeneity based on their identities and prior knowledge, we find support for some evidence of treatment effects. Our findings highlight important and policy-relevant critical reflections about overoptimistic expectations of information provision as an instrument to nudge behavioral change toward more sustainable farming practices.

Hidden consumption is a potential problem when consumers’ expenditure data from household surveys are used in demand analyses. A solution is to collect and use actual consumption data. This study compares demand estimation using consumption and expenditure data and evaluates meat demand in Nigeria. Data are from a nationally representative panel from Nigeria. The results show the elasticities estimated across both datasets were very similar; thus, if the only objective of data collection is to estimate elasticity using a demand system framework, collection of both types of data (consumption and expenditures) may be unnecessary. The elasticity estimates classify poultry, beef, and processed seafood as luxuries, while other meat and unprocessed seafood are classified as necessities. Own-price elasticities from both datasets indicated that poultry, beef, and processed seafood were price-elastic, and poultry was the most price-elastic.

Water recreation is valuable to people, and its value can be affected by changes in water quality. This paper presents the results of a revealed preference survey to elicit coastal New England, USA, residents’ values for water recreation and water quality. We combined the survey responses with a comprehensive data set of coastal attributes, including in-water and remotely sensed water quality metrics. Using a travel cost model framework, we found water clarity and the bacterial conditions of coastal waters to be practical water quality inputs to economic analysis, available at appropriate scales, and meaningful to people and their behavior. Changes in clarity and bacterial conditions affected trip values, with a $4.5 change for a meter in clarity in Secchi depth and $0.08 for a one-unit bacteria change in colony-forming units per 100 ml. We demonstrate the large potential value of improving water quality through welfare analysis scenarios for Narragansett Bay, Rhode Island, and Cape Cod, Massachusetts, USA. The paper discusses lessons for improving the policy relevance and applicability of water quality valuation studies through improved water quality data collection, combined with the application of scalable analysis tools for valuation.
