To date, most interpretations of Cuban-American relations since Castro's revolution have depended in great part upon the assumption of either unqualified benevolence or sordid malignancy in American diplomacy towards Cuba. Both these prejudices are false; American diplomacy has been of a highly ambivalent nature.
To understand this it might be useful to recall what few students of recent Cuban events have remembered, namely, that Castro's was only the second radical reconstruction attempt in Cuba to have posed problems for the United States.

Consideration of moral responsibility in nuclear combat has been caught between stupefied horror at the enormity of such conflict and largely hysterical protests by nuclear pacifists. Meanwhile, the large body of citizenry who entertain moderate views have found it difficult to formulate their feelings in a coherent way. Moreover, the technical discussions of nuclear combat, counter-city warfare, overkill, etc. have overshadowed moral reflection—particularly because technical discussion sustains an aura of secrecy.

One beneficial effect of Charles de Gaulle's memorable declaration on January 14 was that it clarified issues which were badly confused even in the minds of the politicians. The immediate outcry was, of course, tremendous, not only in die American and British press, but in the European capitals as well. Yet, as de Gaulle stuck by his guns and calmly went on to torpedo the Brussels negotiations, it became clear that he meant what he said; as always, one man's firmness—the press pointed out how rare this quality is today—obliges others to accommodate themselves to his views and will.
