Cost has long been a preoccupation in policy documents concerned with the care and support of older people (Means and Smith, 1998; Royal Commission, 1999). A history of moral panic about the ageing population coupled with a stereotype of older people as a dependent and ‘unproductive’ sector of society have combined to produce negatively focused debate, lacking in evidential support. Most recently, Wanless (2006) has highlighted the limitations of the evidence base and the narrowness of debate concerning the provision of social care services, arguing both for more informed debate and for consideration of the impact of developments in services and alternative funding models.

This paper summarises the way equality has featured in the disciplines of social policy and political theory leading up to the presentation of a new egalitarianian framework for thinking about and acting for equality. The paper presents a broadly chronological, integrated review of the place of equality within the subjects concerned. The longstanding problems of universalism and targeting are themes which recur throughout, and in New Labour's approach to equality and social justice.

North–South health research collaborations have a colonial history, and a contested presence in which organisations from resource-poor countries depend on collaborations with grant-holding institutions from affluent countries. Despite this sensitive context, there is a remarkable lack of guidance to support North–South health research collaborations in a comprehensive manner. A reference document of practical advice can establish standards from the beginning, thereby promoting equitable and open relationships. This article explains the process and some results of the development of such a document – a Guideline of Good Practice (GGP)– for the international health research collaboration Initiative for Maternal Mortality Programme Assessment (IMMPACT).

Understanding the nature and process of change over time is an important part of social research. Large-scale longitudinal studies, such as the various birth cohorts and the British Household Panel Survey, have transformed the way in which we understand the relationships between individual lifecourse, family formation and dissolution, economic and social change, and social policy. Qualitative methods for longitudinal research are not yet as well established in social policy research as quantitative methods, but they are attracting increasing interest. The papers in this themed section were first presented at a Social Policy Association sponsored workshop held in London in November 2005. The main aim of the workshop was to explore the challenges of using such data for policy-related research, focusing in particular on data analysis and interpretation.

In recent years there have been significant advances in our understanding of the dynamics of poverty, social exclusion and labour market transitions through the analysis of large-scale panel studies. This article examines the particular contribution that longitudinal qualitative research might additionally make in these areas, illustrated by evidence from an ongoing longitudinal qualitative study of lone mothers and their children, following the families as they leave income support for employment.

During the past decade, expectations placed on child welfare services in the UK have moved away from individualised provision geared to meeting the needs of specific children at risk, to consideration of the broader context for children. The introduction of a series of national programmes aimed at addressing social exclusion and tasked with stimulating new approaches to enabling better outcomes for children formed the background for the recent legislation and guidance for local children's services. The Children's Fund was one of a raft of New Labour social policies promoting partnerships between statutory and voluntary organisations in order to address the cross-cutting issue of social exclusion. It was announced following the UK 2000 Spending Review and drew from the Policy Action Team12 (PAT12) Report, ‘Young People at Risk’ (SEU, 2000). Funding started in January 2001 and continues until 2008 with a total allocation during this period of £960 million. Like most special policy initiatives instigated following 1997, the establishment of the Children's Fund was accompanied by both national and local evaluation requirements. The National Evaluation of the Children's Fund (NECF) was undertaken by a team from the Universities of Birmingham and London and this themed section draws on selected findings from that evaluation. Overall results are reported in Edwards et al., (2006).

The future market costs of long-term care for older people will be affected by the extent of informal care. This paper reports on projections of receipt of informal care by disabled older people from their spouses and (adult) children to 2031 in England. The paper shows that, over the next 30 years, care by spouses is likely to increase substantially. However, if current patterns of care remain the same, care by children will also need to increase by nearly 60 per cent by 2031. It is not clear that the supply of care by children will rise to meet this demand.

This paper explores issues of social and multiple identity and their implications for equality law and practice. The paper considers three principal dilemmas – passing, groupism and the limitations of participatory justice as a political strategy for the achievement of equality. The objective is to contribute a ‘thick’ understanding of issues of identity and identification with which to inform and situate the development of the UK's ‘single equality approach’. The paper argues that the negotiations of identity required of members of minority groups is a form of work.

When the measurement of inequality is being considered in Ireland and the UK the poor and socially excluded are routinely the focus of debate. Building on methodology developed in New Zealand this paper outlines the development of a more wide ranging approach through the construction of a Northern Ireland Living Standard Index (NILSI). It then utilises this tool to explore dimensions of inequality in Northern Ireland and present findings on the living standards of different subgroups.

This article describes the processes and objectives of qualitative longitudinal analysis in evaluation research, using a recent evaluation study – the evaluation of the Job Retention and Rehabilitation Pilot – as an example. It describes evaluation research as involving an interplay between four domains of change: individual, service, policy and structural, which makes longitudinal qualitative research a particularly rich data source. It outlines different types of change that may be evident: narrative change, reinterpretation by either participant or researcher, and the absence of change. The article describes how the Framework analysis method was used to analyse longitudinal qualitative research. It examines how the data can be read in different ways to combine cross-sectional and longitudinal analysis, and theme, case and group analysis, and discusses the kind of questions that can be asked of change in longitudinal qualitative evaluation studies.

The ageing of the population and increasing longevity result in predictions of sizeable increases in long-term care expenditures. Other analyses have shown significant decreases in disability prevalence among older people in the US. This study provides an empirical quantification of the net result of these two forces (increased expenditures due to ageing versus potential expenditure reductions due to reduced disability) using the Medicare Current Beneficiary Survey. The analyses show that the implications of ageing and increasing longevity for long-term care expenditures are modest relative to the effects of future increases or decreases in functional abilities of older people.

This paper reviews four texts that address connectedness in social relationships. It considers concepts of care and social capital and how these are applied in policy and practice. It argues the importance of understandings deriving from these concepts in developing policies that support well-being, reflect the significance of moral decision making and enable the development of supportive networks.

This article draws on the authors' experience in conducting a recent qualitative longitudinal study in the evaluation of the Pathways to Work Pilot for incapacity benefits recipients. Findings from the qualitative longitudinal research highlighted issues that might not otherwise have been apparent. This approach to policy-related research provides new perspectives and opportunities for substantive findings. It also presents a number of challenges. Issues arise about how to engage with policy makers when exploring changes over time. Policy makers are often keen to have ‘emerging findings’ from panel data, but an initial cross-sectional analysis to meet such requirements contains views and experiences of people who subsequently drop out of the panel. The full longitudinal perspective then comes from a smaller group, and there may be some surprises in comparison with the ‘emerging findings’. At the same time, the focus of policy interests may shift during the lifetime of the panel, especially during a pilot or trial in a rapidly developing policy area. Researchers may be asked to introduce new topics or abandon some lines of enquiry, and may face ethical issues in deciding how to make best use of the data.

Using two linked simulation models, we examine the public expenditure costs and distributional effects of potential reforms to long-term care funding in the UK. Changes to the means tests for user contributions to care costs are compared with options for the abolition of these means tests (‘free’ personal care). The latter generally cost more than the former and benefit higher income groups more than those on lower incomes (measuring income in relation to the age-specific income distribution). Reforms to the means tests target benefits towards those on lower incomes. However, the highest income group are net losers if free personal care is financed by a higher tax rate on higher incomes and the effect on the whole population considered.

There is a considerable body of research that demonstrates the positive impact of involving children's families and networks in designing and developing the services children need. This paper – using empirical evidence from evaluations conducted in the UK, USA and New Zealand – suggests professionals are struggling to promote participative practice. The paper explores this apparent resistance and raises some questions about the understandings held by professionals about children and families who take up child welfare services that enable traditional exclusive forms of practice to be sustained.

One way of measuring the deprivation or poverty of persons is to use money-based measures: a person is regarded as ‘poor’ if his/her income (or expenditure) falls below a poverty line value. Such an approach – usually termed poverty analysis – has spawned a large literature embodying several sophisticated measures of poverty. The downside to this is that low income or expenditure may not be very good indicators of deprivation. Another way, usually termed ‘deprivation analysis’, is to define an index whose value, for each person, is the number (or proportion) of items from a prescribed list that he/she possesses: persons are then regarded as ‘deprived’ if their index value is below some threshold. This offers an alternative method of identifying deprived persons. The disadvantage of deprivation analysis is that it measures deprivation exclusively in terms of the proportion of deprived persons within the total number of persons. The purpose of this paper is to bridge the gap between poverty and deprivation analysis by constructing a wider set of measures of economic inequality and by showing, with data for Northern Ireland, how they might be applied. The result is an analysis sensitive to intra-population heterogeneity.

This paper describes the development of ‘case histories’ from a qualitative longitudinal data set that followed 100 young people's transitions to adulthood over a ten year period. The paper describes two stages in the analytic process: first, the forging of a case history from a longitudinal archive and second, bringing case histories into conversation with each other. The paper emphasises two aspects of a qualitative longitudinal data set: the longitudinal dimension that privileges the individual case, and the cross sectional dimension that privileges the social and the spatial context. It is argued that both aspects should always be kept in play in analysis. The paper concludes by reflecting on the ethical and practical challenges associated with the case history approach, heightened by the growing demand to archive and share qualitative longitudinal data sets.

Research demonstrates the important role of refugees and asylum seekers' social networks in providing both the practical and emotional support necessary to mitigate social exclusion and promote integration within receiving societies. Based on research conducted by the National Evaluation of the Children's Fund, we highlight the barriers to network building for refugee and asylum seeking children and families, and the ways in which Children's Fund strategies and practices are tackling these. Using the ‘Indicators of Integration Framework’ developed by Ager and Strang (2004), we describe the activity of Children's Fund services in relation to the concepts social bonds, social links and social bridges. Such attempts to reduce social exclusion are seen to have limited effectiveness when framed by a government policy context favouring the development of social bridges at the expense of social links and bonds.

If we are to be able to reflect the cost implications of changes in the nature, quality and productivity of long-term care interventions in future projections, we need an approach to measurement that reflects the value and quality of care. This paper describes a theoretically based but pragmatic approach to identifying the welfare gain from government expenditure on social care and illustrates an application in projecting the costs of long-term care used in the Wanless review of future needs of social care for older people in England.

This paper reviews the development and nature of one of the two components of the UK's equality regime – equality law. The origins of equality law lie in the postwar consensus on non-discrimination. The paper reviews the limitations of non-discrimination or negative equality duties. It documents the expansion of equality law at the turn of the twentieth/twenty-first century, when seven UK Acts and two European Directives introduced additional negative equality duties, provided for a new enforcement authority and introduced positive equality duties in respect of some social statuses. Many of these duties were introduced as part of devolution arrangements. UK equality law leads the field in European terms. The nature of positive equality duties and New Labour's approach to equality in general are also critiqued.
