This article reports the experiences of 109 homeless people aged seventeen to twenty-five years in England who were resettled into independent accommodation during 2007/08. It focuses on housing, finances, employment and access to support services. After fifteen/eighteen months, 69 per cent of the young people were still in their original accommodation, 13 per cent had moved to another tenancy and 18 per cent no longer had a tenancy. Most were glad to have been resettled but found the transition very challenging, particularly with regard to managing finances and finding stable employment. The prevalence of debts increased substantially over time, and those who moved to private-rented accommodation had the poorest outcomes. People who had been in temporary accommodation more than twelve months prior to resettlement were more likely to retain a tenancy, while a history of illegal drug use and recent rough sleeping were associated negatively with tenancy sustainment.

In the United States, the Commercial Sexual Exploitation of Children (CSEC) has been one of the principal foci in the fight against human trafficking during the past decade with billions of dollars spent and hundreds of thousands of helping professionals trained in anti-trafficking best practices. Despite this attention, prosecutions, convictions and rescues have been scarce relative to funding, leading critical scholars to argue that CSEC is a moral panic. The following article, based on fourteen months of participant-observation between 2009 and 2010 with social service providers, law enforcement officials, not-for-profit directors and local clergy from a voluntary participation federal anti-trafficking taskforce in Atlantic City, New Jersey provides an ethnographic account of the ways that helping professionals confront the challenges and contradictions of implementing policy and advocating for an invisible target population that is rarely, if ever, visible in their work lives.

This article examines whether the population of Scotland would set a different poverty standard compared with the rest of the UK. It is based on research on a consensual or democratic poverty measure, defined by majority views of the items or activities which should be considered the ‘necessities of life’. The article explores whether majority opinions are the same in Scotland as in the rest of the UK. More generally, it explores how attitudes differ north and south of the border, and possible reasons for this. Data on attitudes were collected through three closely related surveys in 2011 and 2012. The analysis suggests that, in the early years at least, a more independent Scotland would be unlikely to set a different social minimum. On this topic, as on many others, attitudes in Scotland are very similar to those in the rest of the UK.

The Localism Act 2011 granted social landlords in England the right to award fixed-term (flexible) tenancies, thereby ending the right of new tenants to a secure tenancy. Reform was justified via reference to a revisionist critique of social housing, which accused security of tenure of promoting dependency, undercutting social mobility and preventing the effective operation of the sector as a welfare service. This article draws on empirical evidence from qualitative interviews with more than 140 social tenants to explore the legitimacy of these claims and consider the potential impact of ending security of tenure on the well-being of tenants. Analysis reveals security of tenure to be a source of stability that helps mediate the precariousness of life on low incomes. In conclusion, it is argued that policy should be looking to extend, rather than curtail, these benefits through an improved rental housing offer.

‘The big society’ was a central theme in the Conservative's 2010 general election campaign. Opinion polls at the time of the election suggested that ‘the big society’ had little resonance with the public. Nevertheless, ‘the big society’ has been the subject of a number of prominent re-launches since the election. It appeared to underpin the Coalition government's policies in a range of areas and the Prime Minister invested considerable personal capital in it. This article examines public attitudes towards ‘the big society’. Drawing on public opinion data, it focuses on public recognition and understanding of ‘the big society’ and more broadly on whether the government's approach to rolling back state provision has prompted an increased public appetite for involvement in the delivery of services.

This article draws on detailed case studies of Pakistani-origin individuals in the UK to explore the complex and extraordinary financial and practical support they provide to family members within their neighbourhood and to family abroad in Pakistan. The article investigates the practice of remitting and the impact on those remitting funds abroad in the context of the struggles and multiple obligations they face on a daily basis in making ends meet. It is set against the political backdrop of the Conservative Party's ‘Big Society’ and ‘Broken Britain’ agenda, which points to the disintegration of values and duty and obligation in contemporary Britain. Contrary to the standards of ‘selfishness and individualism’, the article argues that religious and cultural values compel individuals to provide unrequited support, which often creates very difficult financial and practical situations, resulting in the need to compromise individuals’ own needs and opportunities.

This article discusses the use of privacy and freedom of information legislation in relation to the release of care-leavers’ records in the Australian state of Victoria. First, it explains the relevance of privacy and freedom of information legislation to care-leavers’ access to records, that is that the subject of a record is entitled to access information held about them, subject to certain exemptions. Second, based on research interviews with care-leavers and record-holders, the article then discusses how the legislation is understood in practice and the difficulties that arise in determining what information can be released, particularly in relation to ‘third party data’ and ‘unreasonable disclosure’. Finally, the article considers how policy in this area could be improved to enhance the release of records.

This article examines the distribution of net benefits from subsidies to higher education in the United Kingdom, focusing on the system in place in the mid-1990s. We find the distribution to be regressive with respect to graduate income, with high lifetime earners receiving large net subsidies, while low lifetime earners are net contributors to the system. Our findings are of particular relevance to policymakers in the UK in light of the ongoing debate over tuition fees. However, these results should also be of interest to anyone who studies the socioeconomic implications of higher education.

This article provides a critical reflection on carer empowerment in the UK, an issue which has received limited attention in policy and research. The arena is characterised by considerable conceptual confusion around key terminology, carer, care and caring, and by limited understanding of the meaning and outcomes of carer empowerment. Despite increased national acknowledgment of carers, a politically active carers' movement and a number of policies intended to enhance the recognition and rights of carers, many carers remain invisible and receive little support from services, to the detriment of their own health and well-being. Addressing these challenges, alongside developing a robust theoretical foundation for taking the ‘carers' agenda’ forward, is needed if carers are to move towards a more empowered status in the twenty-first century.

Over the last decade there has been a clear focus on tackling disadvantage and transforming lives. A plethora of programmes such as Family Intervention Projects, Think Families Pathfinders and Intensive Intervention Projects have focussed on families meeting centrally determined quantifiable outcomes and have used this as a factor to judge the success or otherwise of intervention programmes. However, little attention, or indeed value, has been given to the learning that young people experience throughout the intervention period. The article argues that learning is a crucial component of intervention projects. Qualitative evidence from a longitudinal study is used to explore young people's engagement with an Intensive Intervention Programme. Using individual experiences, evidence suggests that continuous learning during engagement with Intensive Intervention Projects can lead to soft outcomes which enable future positive change in the lives of individuals.

Governments often provide some form of social assistance to vulnerable groups. The right to social security is enshrined in the South African Constitution and the Social Assistance Act 13 of 2004. The country provides for a child support grant to single parents or caregivers who are low-income earners. The impact of the child support grant on teenage pregnancy in South Africa has aroused interest in the last couple of years, sparking debate that it may be encouraging teenage pregnancy. However, empirical evidence has been produced to confirm this relationship. This study examines the relationship between receiving the child support grant and being pregnant with another child in two national data sets using logistic regression analysis and empirical data. The results indicate that teenagers who receive the child support grant are significantly less likely to be pregnant with another child compared with teenagers who do not receive the child support grant.

This article explores the application of Lipsky's (1980) notion of street-level bureaucracy for nursing staff. This article aims to demonstrate the importance of discretion within the day-to-day work of front-line nursing staff, which is similar to that of other public-sector workers. The findings are from an exploratory case study based within a Scottish inner-city hospital. It specifically focuses on how nurses can be seen to be street-level bureaucrats and how front-line nursing staff interpret policy. Discretion can be seen to be a significant feature within the front-line practice of nursing staff and this may have implications for the implementation of health policy.

The 1998 Belfast Agreement seemed to promise women in Northern Ireland equality. This article examines the extent to which that promise has been met by exploring abortion rights in the region. It situates abortion within a citizens’ rights framework. The article explores the interconnectedness of civil, political and social rights and the implications of an inability to vindicate any aspect of those rights.

This article calls for a more nuanced understanding of the links between the motivations, trajectories and policy environments of community asset organisations and the geographies of their social impact. While potential for the ownership of physical assets by place-based community organisations can be found in new localism powers in all four jurisdictions of the UK, there may be differences in policy articulation and implementation that enable or limit the social benefits community asset organisations are thought to deliver. Furthermore, community assets are premised on their intrinsic tie and value to place, with social cohesion, communal mobilisation and identification of mutual interest thought to be at their heart. This article reviews research in this field set in relation to recent policy developments, and identifies an important need to better understand how the personal and social geographies of impact are delivered in, and influenced by, different spatial contexts and political frameworks.

This article provides insights into how the concept of vulnerability operates in welfare and disciplinary processes for young people who are considered ‘vulnerable’. It reports from empirical qualitative research conducted in a large city in England which included interviews with vulnerable young people and with professionals working with this group. Findings highlight that despite differences of opinion about what constitutes ‘vulnerability’, it is a popular and powerful conceptual mechanism which underpins the delivery of service interventions for certain young people. A relationship between vulnerability and ‘transgression’ is revealed, calling into question dichotomous representations of young people as either ‘vulnerable victims’ or ‘dangerous wrong-doers’. It is argued that whilst it can be utilised in the pursuit of more ‘caring’ interventions with those who are seen to be ‘in need’, vulnerability is also a concept relevant to debates concerning selective welfare systems and behavioural regulation.

In order to assess people's preferences regarding potential reforms of the Irish state pension system, we surveyed a sample of the Irish adult population about their opinion on a selection of measures and issues related to the redistributive principles and parameters of the pension scheme. Even though very few people are well informed about the pension system, we observe a kind of homogeneity regarding perceptions about the way public pension benefits should be provided. As far as we know, this article represents the first attempt to elicit people's preferences for reforming the state Irish pension system using stated preferences techniques.

Arrangements for protecting children in organisations, such as using criminal records, in staff recruitment (vetting), and barring certain individuals from certain posts, have undergone significant expansion in the United Kingdom since the turn of the millennium. This has happened concurrently with the devolving of political powers to Scotland, Wales and Northern Ireland. The purpose of this article is to explore aspects of the possibilities of, and limits to, devolution by refracting it through the lens of vetting and barring policy in England and Scotland from 1997 to 2010. The conclusion is that devolution has enabled differences to emerge within aspects of these policies between Scotland and England, but has had negligible impact on the overall policy agenda of risk management and preventive governance.

In Australia financial counselling has emerged as an important component of policy responses to assist low income households and individuals in financial stress. However, the evidence on its effectiveness in alleviating or resolving debt-related issues is patchy. This article contributes much-needed empirical evidence on its impact on low income households and presents the results of a recent national study of financial counselling clients in Australia. The research findings demonstrate the complex factors contributing to financial stress and the effectiveness of financial counselling in providing positive outcomes on a range of measures, including debt resolution, financial capability and health and wellbeing, and highlight the importance of early intervention. From a policy perspective, the study points to the importance of having a mix of strategies to address financial stress in low income earners that combine approaches based on individual responsibility and models based on social justice and advocacy.

Medicare is the most important publicly financed insurance programme in the US, with an annual budget at $500 billion or higher. It covers the majority of the inpatient, outpatient and prescription drugs expenditures of the seniors from age sixty-five until death. Using nationally representative data of current Medicare beneficiaries, this study estimated the dynamic relationship among gender, race, body weight, height, longevity, and lifetime Medicare expenditure. Next, we projected the trajectories of the total financial influence of demographic and biological changes in retirees on Medicare in the future. We found the increasing proportion of African Americans will lead to disproportionately lower lifetime Medicare expenditures per capita, due to racial disparities in longevity and access to outpatient care, but expect such disparities to decrease in the future. We also found the financial burden of obesity could be magnified by the increasing obesity rates among the white population.

People with cognitive impairments are regularly denied access to the vote in democratic nations. At the same time, the accuracy of legal regulations is uncertain due to the variety of legal classifications and the vague administrative procedures envisaged for their implementation. This article offers an extensive analysis of the accuracy of legal restrictions on the vote for people with cognitive impairments in all electoral democracies. The article argues that the prospect of ever regulating the vote accurately, in the sense of avoiding both misclassifications and arbitrary administration of restrictions, is difficult to envisage. In the face of the regulatory problems associated with the attempt to restrict the vote for people with cognitive impairment, it is concluded that enfranchisement of all adult citizens would constitute an improvement.
