Northern Ireland has been without a Childcare Strategy for more than a decade – the only region in the United Kingdom (UK) that does not have one. As a devolved responsibility, progress in childcare has been significantly limited, and there is currently no government-funded childcare provision available. This is compared to England, Scotland, and Wales, where investment to expand provision has been introduced to help parents meet the cost of childcare by providing funded entitlement. This article examines and discusses policy developments in early education and childcare in Northern Ireland and the other UK nations. It is argued that the lack of progress by the Northern Ireland Executive to develop a Childcare Strategy overlooks it’s economic and social importance and reflects how childcare continues to be underfunded and undervalued.

This study employed a person-centred approach to investigate the digital divide in South Korea and its impact on life satisfaction among individuals. Six latent profiles were identified based on the following factors: digital device literacy, social capital, and digital self-efficacy. These factors denote different levels of the digital divide, highlighting the multifaceted nature of this issue and the importance of considering multiple factors that contribute to inequality. Additionally, sociodemographic variables such as age, gender, and educational level were found to play a role in determining group membership, emphasising the need to understand the underlying causes of the divide. Variations in life satisfaction among the groups emphasise their different effects on well-being. The findings can be used to inform targeted policies and interventions to bridge the digital divide in South Korea. To that end, this study provides data for designing tailored education, social networking, and support policies for vulnerable groups.

In Canada in 2021, people with non-life-limiting health conditions and disabilities became eligible for medical assistance in dying (MAiD). New legislative safeguards include a ninety-day assessment period and a requirement that health professionals engage with the person requesting MAiD about ‘means available to relieve their suffering’ (MARS). Government communications about the MARS safeguards emphasise distinct policy objectives, that we illustrate by analysing two texts. We then report on an ongoing study with health professionals involved in MAiD. In interviews, participants described supporting patients to imagine possibilities for feeling differently, creatively devising interventions, and actively connecting patients with (and in some cases bringing about) services and resources. Drawing on literature on front-line policy making we show how discourses of expert communication, care, and advocacy animate a specific translation of the MARS safeguards, one that recognises social and relational as well as deliberative autonomy, and reflects a range of MAiD policy goals.

Current social assistance programmes in Canada and beyond have been criticised for normalising the dehumanisation of recipients through policy design and implementation. In this article we look at how exposure to a form of basic income through the Ontario Basic Income Pilot (OBIP) allowed recipients to imagine a different kind of support. We report on the findings from a study in OBIP from Hamilton, Canada, thematically analysing a subset of interviews with forty OBIP participants. We find that the higher levels of support, fewer behavioural conditions compared to social assistance, and reduced surveillance under OBIP-nurtured feelings of trust and confidence. Participants felt rehumanised as full members of society in reciprocal relationships with community and government that had been strained under previous forms of social assistance. We consider how the OBIP model provided a transformative framework for participants’ expectations for income support programmes and discuss implications for future research.

This article examines street-level bureaucrats’ positions between the institutional system and their clients with a forced migration background in their sensemaking of trust. Situated at the frontline of the institution, street-level bureaucrats are crucial agents for forced migrants settling in Nordic welfare states. Drawing on individual interviews with street-level bureaucrats in Finland and Sweden and theoretically leaning on street-level bureaucracy, positioning theory, and trust, this article explores how street-level bureaucrats navigate these encounters. By identifying five non-exclusionary ways in which street-level bureaucrats position themselves between the migrant client and the institutional system through their sensemaking of trust, I propose a typology of positions: resisting warrior, empathic carer, neutral mediator, pushing steerer, and critical questioner. Further, these positions reflect ambiguous narratives of being simultaneously an agent of the citizen and an agent of the state.

As pressures build, this study can serve as a guidepost for scholars and policymakers to learn from global trends in social inclusion and social inclusion policy. Our systematic review of global trends in social inclusion and social inclusion policy points to the general expansion and retrenchment of social inclusion policy amid increasing social exclusion associated with trends such as globalisation and neoliberalism. In the absence of recent, detailed case descriptions of social inclusion policy at the national level, we call for a renewed scholarly focus on case studies of social inclusion policy. We also discuss the likelihood that persistent climate change, migration, ageing populations, and technological innovations are poised to dramatically influence global social inclusion and suggest that future research should seek to understand the relationship between these developments and social inclusion. As we look to the future and the growing needs of excluded populations, we aim to use this study to learn from and build on these global trends to promote the inclusion of excluded groups around the world.

This article contributes to the growing research field investigating intensive intervention programmes aimed at families with complex needs, focusing on the experiences of long-term poor families in Norway. There is a growing public concern about social inequalities in Norway, especially regarding child poverty and the negative effects of social and economic exclusion. The innovation project New Patterns is a means to compensate for the present silo-organised social welfare system, opting to develop holistic services targeting poor families with diverse challenges. Based on interviews and observation, the article examines how parents experience being subjected to extensive but voluntary family intervention by a designated family coordinator. We analyse what forms of change they are identifying as happening after working with the family coordinator. We find that the changes they identify can be labelled both as small moments and turning points and argue that small moments can instigate decisive changes.

This paper investigates an encounter in a multilingual welfare setting where a child with migration experiences is the rights holder. The empirical basis is a story told by the interpreter Nour, about an encounter at a youth clinic. The analysis is guided by the concept of linguistic (in)justice. Findings show that linguistic injustices are a result of the reproduction of monolingual mindsets and linguistic paternalism in the intersection of layers of power asymmetries when welfare professionals do not let the child client talk, when adults talk on the child’s behalf, and the speakers give priority to the majority language on behalf of the language that the child speak. These findings suggest that professionals and policymakers must recognise the special conditions of a multilingual setting and children as a particular group of language rights holders.

While previous research has highlighted the significant role of language in conditioning migrants’ access to key institutions of the welfare state, the question of how individual migrants experience linguistic disadvantage has been less in focus. Drawing on a relational approach, the article moves beyond the idea of language barriers as a static structure of (in)equality or a matter of individual shortcomings. It demonstrates how language policies and language ideologies, and their entanglements with more general trends in welfare policies and ideologies, shape migrants’ relational experiences with the welfare states and their representatives, and what are the implications of such interactions – or the lack of interaction. Empirically, it builds on qualitative data collected in Belgium and Finland, showing how language barriers and discrimination can result in Kafkaesque administrative processes that produce both material and affective hardship for migrants in these national contexts.

Given the complexity of unpaid care work in the Indian context, this study employs advanced machine learning techniques to unveil hidden patterns within the 2019 time-use survey dataset. The study pursues a dual objective: (1) assessing the superior predictive capability of machine learning over traditional statistical methods in estimating unpaid care work time, and (2) unveiling the sociodemographic determinants of extended unpaid care work durations. The results emphasise the exceptional predictive performance of machine learning, notably the random forest analysis, with a noteworthy 9 per cent improvement in forecast accuracy. Key determinants influencing unpaid care work time encompass gender, employment status, marital situation, and age. Findings underscore the heightened vulnerability of young married women without employment, who face amplified unpaid care work demands, exacerbating related challenges and risks. It further highlights the country’s imperative for a comprehensive care framework to mitigate caregiving constraints hindering women’s equitable participation in evolving economic paradigms.

Meeting social need is usually associated in social policy with the provision of benefits and public services, and the role of taxation often confined to an acknowledgement of its revenue-raising function for the purpose of funding them. Against a backdrop of multiple concurrent challenges shared by many high-income societies, including inadequate social care for an ageing population and unprecedented waiting lists for health care, the UK’s experience of the short-lived Health and Social Care Levy is used as a case study to reveal how the relationship between taxation and social need is complex, mediated by a range of factors, and how these contributed to its abolition. The article proposes five different relationships between taxation and social need evident in the story of the rise and fall of the Levy.

Rehabilitation services play a vital role in the quality of life for children with disabilities. China has established a system of rehabilitation services, in which eligible children with disabilities are entitled to free rehabilitation services at designated institutions. This study reveals, however, that some rural families decide to discontinue the free rehabilitation services. This study attempts to explore the reasons for their decision through qualitative methods. We find that the ideology of developmentalism with its emphasis on efficiency dominates policy actors’ thinking and actions. In a cultural discourse that prioritises utility and economic development, children with disabilities are regarded by policy implementers as a ‘non-priority’, by their service providers as an opportunity for profit, and by their parents as ‘futureless’. That these families discontinue using these free services seems to result from the policy attitudes mentioned above.

This study investigated the caregiving capacity of older Chinese carers and discussed whether the Chinese government needs to offer more support to them. In-depth interviews were conducted with forty older respondents aged sixty years or over caring for frail or sick family members. It was found that most respondents demonstrated firm traditional Chinese values by treating relatives bound by blood or marriage as family members and exhibiting a strong obligation towards them. However, the older carers bore a considerable burden and suffered from deteriorating physical and mental health. The Chinese government needs to introduce a nationwide policy for carers, defining its main support and providing clear guidelines for the local government to tackle the caregiving pressures of older carers. Moreover, the concept of ‘common prosperity’ can be adopted as an empowerment strategy by encouraging poor older carers to seek external support without feeling ashamed or dependent on others.

Reducing loneliness amongst older people is an international public health and policy priority, with signs of decreasing importance in the UK. A growing body of research on tackling loneliness indicates it is a complex challenge. Most interventions imply they address loneliness, when in fact they offer social connectedness to address social isolation and can inadvertently responsibilise the individual for the causes and solutions for loneliness. This article presents research that explored loneliness in an underprivileged community in South Wales through interviews and focus groups with nineteen older people and eighteen local service providers. Their perspective supports a growing body of evidence that loneliness amongst older people is driven by wider structural and socio-cultural exclusion. Interventions to build social connections will be more effective if coupled with policies that reverse the reduction in public services (including transport and healthcare), and challenge socio-cultural norms, including a culture of self-reliance and ageism.

This paper investigates the intricate interplay between tax expenditures (TEs) and social policy. Leveraging the Global Tax Expenditures Database (GTED), we carry out the first data-driven comparative assessment of direct spending and TEs for social welfare across countries to shed light on this often-overlooked aspect of fiscal policy. Our research reveals prevalent TE usage for social purposes and substantial costs in terms of revenue forgone worldwide, averaging over 1 per cent of Gross Domestic Product (GDP) and 6 per cent of tax revenue. Our analysis showcases varying strategies employed by countries, particularly emphasizing the reliance of high-income economies on TEs granted through personal income taxes, and low/middle-income countries predominantly using value-added tax-related TEs for social objectives. Our results also highlight the importance of functions such as housing in contributing significantly to social spending through TEs with the ratio tax expenditure/direct spending reaching roughly 365 per cent in the US and 203 per cent in France. Hence, our study underlines the necessity for meticulous evaluation and efficient design of TEs to better align TE regimes with governments social policy objectives as well as to minimise unintended social or economic consequences.

The respective delivery roles of public and private providers is a key battleground in the ongoing transformation of welfare states. But despite a burgeoning literature on public attitudes to aspects of welfare state activity, delivery has to date received scant attention. This article makes a first step in addressing this knowledge gap. Drawing on original survey data from the United Kingdom, it analyses attitudes towards the delivery of social policies and explores their relationship to other welfare attitudes. We show that views on delivery display less variation than attitudes to welfare generosity and redistribution, that public support for private sector involvement in delivery is limited to certain fields and that there is very little consistent support for outright privatisation. The article thus demonstrates that there is very little congruence between attitudes to ‘welfarism’ and attitudes to ‘statism’.

Activation policies, especially formal upskilling, can strengthen social inequality among long-term unemployed people. Also, receiving skill-enhancing activities may be at odds with the ‘work first’ principle. Drawing on interviews with frontline workers in the Norwegian employment and welfare service (NAV), this article analyses how frontline workers handle the challenging aspects arising from activation policies in providing enabling activities to claimants who need comprehensive support. The findings suggest that frontline workers face claimants who expect to embark on an education, and on the contrary, claimants who lack motivation or capability to do so. In both cases, frontline workers are challenged in terms of experiencing contradictory expectations from policies and users and in assessing future outcomes and suitability of the services. Education activities provided by the public employment agency (PES) involves multiple policy fields and require specific competency on the part of frontline workers.

Globally, resettlement is considered one of the most durable solutions for refugees. The UK has introduced a Community Sponsorship Scheme that enables communities to resettle refugee families providing them with enhanced integration support aided by volunteers. This paper investigates the nature of integration support that sponsored refugees receive utilising the analytical framework of UK’s Indicators of Integration (IoI). Data was collected from interviews with refugee adults resettled in diverse and less diverse areas. Our findings illustrate the importance of support given by volunteer groups to enable access to resources and connections. We establish that there is much potential for sponsorship programmes to add value to refugee support suggesting that the current expansion of sponsorship from its Canadian roots may help facilitate refugee integration. However, further research is needed to uncover the long-term experiences of sponsored refugees and to compare their outcomes to those of forced migrants arriving via different mechanisms.

This paper argues that young people who claim state support in the UK are prone to accept the contemporary hegemonic conceptualisation within advanced capitalist societies, that individual behaviour and mindset are the key determinants of valorised labour market outcomes. The notion that the self is all encompassing and one can, and should, choose to overcome all challenges in life through self-improvement is particularly salient for recent generations of young people. Social policy reinforces this trend by encouraging changes in the individual to combat structural problems, and such ideology is present in the contemporary intensification of welfare conditionality. This paper draws upon secondary analysis of longitudinal qualitative data generated as part of the Welfare Conditionality Project (2013–2019) to demonstrate that young people who experience welfare conditionality are likely to individualise pathways to their future aspirations.

This study extends debates on implications of informal welfare for population health and well-being. It examines whether cultural and ideational precepts such as social capital, affect enrolment in National Health Insurance Scheme (NHIS) among people living with chronic disease(s) in Ghana. It also explores how NHIS enrolment explains the association between social capital and health-related quality of life (HRQoL) using empirical data from five regions in Ghana. Results indicate that bonding social capital was associated with HRQoL. Bridging and linking social capital were positively and negatively associated with enrolment in NHIS, respectively. Enrolment in the NHIS explained the relationships of trust in neighbours, bridging and linking social capital with HRQoL. Thus, while social capital can improve HRQoL of people living with chronic disease(s), it does so by, among others, influencing their participation in formal health protective services. Culturally driven informal welfare resources are critical to making formal programmes meaningful to people.
