The rise of climate change on the global political agenda coincided with the growth of partisan polarization in US politics and, in many ways, their trajectories mirror one another. When the climate crisis first began to attract political attention 30 years ago, Republicans and Democrats responded with similar levels of interest and concern. Today, partisan division overwhelms all other aspects of climate-change politics and environmental politics more broadly (Egan, Konisky, and Mullin 2022; Egan and Mullin 2017).

This article develops a blueprint for creating online writing groups (OWGs) to support scholars who are directly and indirectly affected by disaster. Those who are living in regions affected by natural disasters face a severe psychological toll along with physical and logistical challenges. Furthermore, scholars in the diaspora who are watching their colleagues go about daily life while they struggle to meet writing deadlines can also experience detrimental psychological effects, including isolation anxiety. Findings from disaster studies research suggest that communal coping strategies can mitigate the short- and long-term challenges to mental health, including spiraling concerns about productivity that, in turn, inhibit productivity. My research builds on these studies, as well as analyses of virtual platforms used during the COVID-19 pandemic, to identify specific aspects of OWGs that can provide community and structure for scholars in the wake of natural disasters. I draw from my experience of creating and hosting a Zoom writing group for scholars from Turkey and Syria in the aftermath of the February 2023 earthquakes. In addition to participant observation of more than 240 two-hour sessions held over 42 weeks between March and December 2023, I draw from a survey-based assessment and email correspondence with participants to develop a best-practices model that I hope other scholars will replicate.

Existing literature on climate politics predominantly concentrates on democracies. However, there is a pressing need to examine how authoritarian regimes respond to climate change, given their growing impact on global carbon emissions and their populations’ acute climate vulnerability. Extant research often assumes that authoritarian regimes have inherent advantages in addressing climate change, leading to overly optimistic perspectives on their capabilities. This study highlights the necessity of qualifying those assumptions and evaluates the comparative advantages and disadvantages of autocracies relative to democracies throughout the policy process: policy formulation (or outputs), implementation, and outcomes. I argue that whereas climate-conscious autocracies may efficiently produce policy outputs based on scientific evidence, they often face more challenges related to information about local enforcement during implementation. This may result in greater hurdles than democracies, even with adequate state capacity and monitoring infrastructure. Furthermore, this analysis contends that a country’s developmental stage, rather than its regime type, is related more directly to the effectiveness of translating implementation efforts into tangible policy outcomes. Therefore, this article posits that the political science discourse, which often juxtaposes democracies with autocracies, should expand its scope to better understand how a country’s developmental level influences the success of its climate strategies.

The literature on democratization has experienced radical mood swings in recent decades, from extreme optimism in the 1990s to extreme pessimism today. These mood swings have resulted in not only misguided claims about the state of democracy in the world but also a muddied understanding of what drives both democratization and democratic erosion.

Little and Meng (L&M) (2023) question the prevailing narrative of widespread democratic backsliding by showing that various objective indicators of democracy are flat over time. However, because recent democratic decline is concentrated in democracies, the objective indicators can accurately test for backsliding only if they can track democratic quality within democracies. This response article shows that they cannot, for conceptual and empirical reasons. The indicators generally can distinguish democracies from autocracies but are blind to variation in quality within democracies. L&M, therefore, are showing that one form of variation in democracy is stagnant but are systematically missing the very type of variation that has most informed current warnings about backsliding.

To confront the climate crisis, we need political change involving a dramatic shift in domestic and transnational norms. Norm models should be recognized as one of the theoretical tools within the panoply of approaches to examine and address climate change. The most promising norm campaigns underway are those that target fossil fuel companies and government policies that support them (e.g., subsidies).

Understanding why people choose to adapt or emigrate when facing slow-onset climate events is central to the design and implementation of policy addressing displacement spurred by climate change, especially climate-refugee programs. In this article, we leverage extensive field interviews and a novel survey in the Federated States of Micronesia, a country at high risk of environmental degradation but whose citizens have carte blanche access to the United States. We find that despite a general awareness of environmental risks, these play a minor role in migration decision making. Instead, other factors like work, health, and family obligations take precedence.

This study explores the application of role-play simulations (RPS) in addressing complex challenges (e.g., the climate crisis) beyond traditional educational settings. Drawing from pilot simulations involving 12 scientific experts and 12 policy makers, the article identifies three key challenges in conducting RPS with elite participants and provides practical strategies for overcoming them. Namely, the article emphasizes the importance of adapting the scenarios to sociopolitical contexts, choosing an ethical recruiting method to ensure inclusivity, and managing group diversity while maintaining a balance between the playfulness and the seriousness of the simulation. Overall, our study underscores the potential of RPS to foster dialogue between scientific and political actors and provides practical guidance for their effective use.

The dramatic impacts of climate change presage an inevitable surge in mass migration; however, advanced democracies are ill-equipped for this impending crisis. Moreover, we know very little about how publics evaluate this group of prospective migrants, who are estimated to increase from 100 million to 200 million worldwide within decades. This study investigates American attitudes toward climate-related migrants in a conjoint experiment of more than 1,000 US adults, in which respondents evaluated fictional refugee profiles that varied across multiple attributes. Findings reveal that Americans (1) prefer political refugees over climate-related refugees; and (2) prefer climate-related and economic migrants to a similar extent, and that these preferences are not driven by concerns over climate-related refugees’ integration into American society. Subgroup analyses indicate that younger individuals, those with high climate-change anxiety, and those who previously engaged in climate-related political activities discriminated less against climate-related migrants. Analyses of open-ended responses reveal that climate anxiety is a driver of positive evaluations of climate-related migrants.

This article introduces and demonstrates the utility of a new event dataset on democratic erosion around the world. Through case studies of Turkey and Brazil, we show that our Democratic Erosion Event Dataset (DEED) can help to resolve debates about the extent to which democracy is backsliding based on prominent cross-national indicators, focusing in particular on the Varieties of Democracy (V-Dem) and Little and Meng (L&M) indices. V-Dem suggests that democracies are deteriorating worldwide; L&M argue that this may be an artifact of subjectivity and coder bias and that more “objective” indicators reveal little to no global democratic backsliding in recent years. Using DEED, we show that—at least in these cases—objective indices may underestimate the extent of democratic erosion whereas subjective indices may overestimate it. Our analyses illustrate the ways in which DEED can complement existing indices by illuminating the nature and dynamics of democratic erosion as it occurs on the ground.

Focus groups have become increasingly popular in political science alongside the growth in field experimental and other causal inference-oriented work in comparative politics. Yet, scholars rarely provide details about recruitment processes and descriptive statistics on focus-group participants. This situation is problematic given the likelihood of self-selection and the fact that scholars often use focus groups to pretest or refine experimental treatments or survey questionnaires. By leveraging a series of focus groups that were recruited from a pool of large-N survey respondents, this article demonstrates a method for assessing which variables drive the decision to participate. I recommend that scholars diagnose self-selection into focus groups whenever possible; that they compare participants to relevant baselines when working with samples of convenience; and that they always provide descriptive statistics and details on how focus-group members were recruited.

Although a subset of political scientists has been studying climate change for decades, the mainstream of the discipline lags behind. Journals such as Global Environmental Politics and even Nature and Science have long published political science research on climate, yet major disciplinary journals tend to marginalize climate and environmental politics more broadly (Green and Hale 2017). This trend has been changing slowly (as evidenced by this symposium), but mainstream political science still has much catching up to do.

A robust literature on climate change and security developed in the 2010s. Much of the literature attempts to chart how climate change could contribute directly or indirectly to conflict and instability through impacts on agriculture, migration, and disasters (Busby 2018; Koubi 2019; Theisen 2017).1 The methodological challenge is that climate change is an emergent problem, wherein the security consequences largely have yet to occur. However, the field’s methods and expertise are primarily explanatory of past patterns. For scholars who want to make claims about future security risks, Gledistch (1998, 394) warned of potentially slipping into prophecy. If scholars want to write about climate change and retain academic rigor, what are they to do? This article reviews the challenges for scholars in this space and identifies potential research strategies that might be pursued going forward.

Scholars recognize the important role that diasporas play in conflict dynamics, including efforts to build peace in conflict-affected communities. Broader academic research emphasizes a focus on local conditions and actors, as well as site-specific understandings of peace and peacebuilding practices. This focus on specific communities and contexts often draws on qualitative, narrative-driven data, predominantly collected through interviewing. This article identifies some of the core challenges related to data collection encountered during semi-structured interviews in a study of Somali diaspora members in Melbourne, Australia. We emphasize how issues associated with cross-cultural and gendered understandings of concepts related to peacebuilding can affect each stage of a research project, from the preliminary collection of data to the analysis and discussion of research implications. Specifically, we address challenges related to instances of conceptual dissonance that occur when researchers employ cross-cultural and gendered concepts—in this case, peace, peacebuilding, and leadership. The findings will benefit conflict researchers who work with socially distant groups and ethnically divided populations more broadly, along with those who employ interpretivist methodologies that focus on how meaning making might ultimately influence peacebuilding practices and outcomes.

Multiple well-known democracy-rating projects—including Freedom House, Polity, and Varieties of Democracy (V-Dem)—have identified apparent global regression in recent years. These measures rely on partly subjective indicators, which—in principle—could suffer from rater bias. For instance, Little and Meng (2023) argue that shared beliefs driven by the current zeitgeist could lead to shared biases that produce the appearance of democratic backsliding in subjectively coded measures. To assess this argument and the strength of the evidence for global democratic backsliding, we propose an observable-to-subjective score mapping (OSM) methodology that uses only easily observable features of democracy to predict existing indices of democracy. Applying this methodology to three prominent democracy indices, we find evidence of backsliding—but beginning later and not as pronounced as suggested by some of the original indices. Our approach suggests that the Freedom House measure particularly does not track with the recent patterns in observable indicators and that there has been a stasis or—at most—a modest decline in the average level of democracy.

This article focuses on the everyday emotions of the populations impacted by the 2022 flood in Nigeria by exploring the affectivities embodied in flooding and the unfurlings of political emotions and agency in these dire circumstances. By foregrounding the everyday emotions of flooding, I address a subject that too often is overlooked in political science, too often shunted to the margins of politics. I advance knowledge of the disparate impacts of flooding on the vulnerable and how these survivors are improvising affective ways of negotiating a complex emergency that spared their lives but left them in a state of injury.

Descriptive research—work aimed at answering “who,” “what,” “when,” “where,” and “how” questions—is vital at every stage of social scientific inquiry. The creative and analytic process of description—through concepts, measures, or cases, whether in numeric or narrative form—is crucial for conducting research aimed at understanding politics in action. Yet, our field tends to devalue such work as “merely descriptive” (Gerring 2012), subsidiary to or less valuable than hypothesis-drive causal inference. This article posits four key areas in which description contributes to political science: in conceptualization, in policy relevance, in the management and leveraging of data, and in challenging entrenched biases and diversifying our field.

Research has shown that as the size of government assistance programs grow, and the recipients of such programs are increasingly non-white and/or non-citizen, public support for them declines. Our study examines this phenomenon on the question of deservingness in federal disaster assistance. Using a 2018 survey experiment that leverages two devastating hurricanes—Hurricane Maria and Hurricane Harvey—that hit different parts of the United States in 2017, we explore how the social identities of race/ethnicity and partisanship affect attitudes about disaster deservingness. Our results demonstrate that although federal disaster assistance has broad support, it is contingent on perceptions about the disaster victim and the type of assistance. Respondents were less likely to support disaster assistance to Hurricane Maria–affected people than those affected by Hurricane Harvey. Moreover, white and Republican respondents were more likely to favor market-based assistance whereas race-/ethnic-minority and Democratic respondents were more likely to support more generous forms of disaster assistance. These findings have important implications for the allocation of disaster funds as climate change intensifies and the frequency of billion-dollar disaster events increases. This is exacerbated by political polarization and heightened social vulnerability due to changing population demographics.

Engaging with audiences and communities beyond academia is now a common practice for political scientists. Yet, political scientists rarely are trained in how to conduct public or policy engagement, and we know little about the impact that training programs have on their preparedness to communicate with the public and policy makers. In this study, we evaluate whether professional training equips scholars with the skills needed to perform public and policy outreach. We find that a four-day training program generates remarkably large increases in the number of participants reporting that they possess high levels of knowledge, preparation, and confidence for public and policy engagement. This finding suggests that investments in public-engagement training by universities and the discipline of political science have the potential to significantly boost public outreach by faculty members.

We are humbled by the quantity and quality of the commentaries on our article in this special issue. Our goal was not to answer definitively how global democracy has changed in recent years but rather to provoke a debate about how we collectively can improve the scholarship on this question. The range of viewpoints raised in this special issue have made important advances on this goal.
