Does political diversity affect the prevalence of selfless behavior across a society? According to a recurrent finding from the study of social capital, ethnic diversity reduces prosocial behavior. We ask whether the same applies to partisan identity, by turning to a frequently used proxy for social capital: blood donations. The question is especially timely: the United States is currently experiencing its worst blood shortage in over a decade. Using survey results covering over 275,000 individuals in the US from 2010 to 2020, and a preregistered survey of an additional 3,500 respondents, we show that not all measures of social diversity have analogous effects on prosocial behavior. We find mixed evidence for a region’s share of immigrants being linked to lower blood donation by US citizens, and no negative effect for racial diversity. By contrast, political diversity appears to be highly significant. Specifically, individuals are less likely to donate blood when their partisan position is farther from the mean political identity in their state or commuting zone, and when they perceive themselves to be political outliers in their community. Affective polarization is known to be a tax on social interaction with out-partisans; as we show, depending on an area’s partisan makeup, it can also be a tax on prosocial behavior writ large.

What is the relationship between insularity—a state’s separation from other states via large bodies of water—and expansion? The received wisdom, prominent in (though not exclusive to) realist theories, holds that insularity constrains expansion by making conquest difficult. We contend, by contrast, that this received wisdom faces important limits. Focusing on U.S. expansion via means short of conquest, we interrogate the underlying theoretical logics to demonstrate that insular powers enjoy two distinct advantages when it comes to expansion. First, insularity translates into a “freedom to roam”: because insular powers are less threatened at home, they can project more power and influence abroad. Second, insularity “sterilizes” power, which explains why insular powers are seen as attractive security providers and why we do not see more counterbalancing against them. On net, existing scholarship is correct to argue that insularity impedes conquest between great powers. Still, it has missed the ways that insularity abets expansion via spheres of influence abroad. One consequence is an under-appreciation for the role of geography writ large and insularity in particular in shaping contemporary great power behavior.

Pernicious polarization is an antagonistic Us versus Them division, where the other group is perceived as an existential threat. It is often intertwined with the erosion of democratic norms and institutions. Although studies on polarization abound, there are still some blind spots to be filled. Our contribution is the focus on the mesolevel of civil society and the theoretical development of (de)polarization mechanisms at this level. Empirically, we study think tanks, a special type of civil society organization, in the context of democratic backsliding in Hungary and Poland. The analysis is based on 53 interviews with Hungarian and Polish think tankers conducted between 2020 and 2022. We contend that through a shift in perceptions of Us, Them, and the middle ground, think tanks contribute to both polarization and depolarization. Rather than being passive receptors of polarization dynamics, we showcase think tanks’ agentic roles as they emerge through these three mechanisms and through think tanks resorting to specific patterns of discourse and interactions.

I examine why contemporary social scientists on the political left are relatively pessimistic about the public arena and its trajectory. To develop an answer, I explore subsidiary questions: What is the evidence of social scientists’ left pessimism? Why is left pessimism not the only plausible stance? Why is left pessimism problematic, and surprising? Why does it nonetheless occur? How can social scientists counter left pessimism?

My evidence comes mainly from research on American racial and ethnic politics, and on the societal use of genomic science. I explain left pessimism as a result largely of the trajectory of social science research since the 1960s, and of the loss of faith in revolutionary inspiration after the fall of the Berlin Wall in 1989. I call on social scientists to reinvigorate optimistic visions, perhaps especially in a political era fraught with dangers to liberal democracy.

Anti-reclamation movements are common in Indonesia, but their effectiveness varies. Such movements, which oppose the infilling of coastal waters and wetlands, consistently draw support from environmentalists, fisherfolk, and coastal residents. To succeed, however, they must transcend these constituencies and mobilize broad coalitions. In this paper, I apply the concept of political opportunity to explain variation in the ability of anti-reclamation movements to achieve this goal. Specifically, I argue that the opportunity to build broad coalitions depends on the positioning of political, economic, and communal elites. Disagreement among these groups creates opportunities for activists to recruit some of them as allies in the construction of economically diverse, cross-class coalitions. Consensus, by contrast, excludes elites as potential allies, forcing activists to build geographically expansive but class-based coalitions. To develop my argument, I draw on local news archives and primary source documents to compare similarly situated anti-reclamation movements in Bali and Makassar. In Bali, the movement flourished by cultivating an alliance with communal elites and local businesses. In Makassar, the movement withered because public officials, local businesses, and communal elites all welcomed reclamation. My findings imply that anti-reclamation movements are most likely to succeed when they emphasize communal identities with cross-class appeal. Yet such tactics alienate parallel movements from one another and undermine national activism. As a result, anti-reclamation movements fight the same battles over and over without achieving national reforms that would empower coastal communities to participate in coastal planning. Under such conditions, reclamation deepens the vulnerability of coastal communities to climate change.

Extremism and terrorism are thought to go hand in hand in civil wars. Yet do they? Are rebel groups with more extreme goals more likely than moderate ones to use terrorism, as commonly assumed? Arguments linking extremism to terrorism are often circular: groups are tagged as extremist because they do extreme things. Our article addresses this problem by articulating a novel conceptualization of extremism as the distance of group goals from the status quo. Understanding the relationship between what groups want and how they try to achieve it has obvious theoretical and policy implications. We theorize mechanisms that might connect extremist goals to terrorism and use new data on rebel group aims in civil wars from 1970 to 2013 to examine the empirical relationship between extremism and terrorism in a nontautological way. The results show that some extremist goals are associated with terrorism but not others. Groups with goals that involve changing the political ideology of the state or transforming political power across identity groups are more likely to use terrorism or to use more of it. Secessionist groups, however, are no more likely to produce terrorism than are those with less extreme territorial aims such as autonomy.

Guy Ben-Porat's valuable book argues that contemporary globalization may transform conflicts and their resolution since it generates hegemonic crisis and fosters neoliberal interests among international and local players. Hence, interactions between localities and transnational capitalist forces may be a crucial predictor of the ways that conflicts have been managed, resolved, and reproduced. In this context, Global Liberalism, Local Populism analyzes the complexities of two protracted, violent clashes: the Israeli-Palestinian conflict and the Catholic-Protestant conflict in Northern Ireland.

While it is widely accepted that negotiated settlements are prone to breakdown, our understanding of the processes through which signatories defect lacks precision. A growing qualitative literature recognizes the potential for rebel group fluidity, yet the conflict field’s converging reliance on dyadic data obscures pathways of defection that result in splintering or merger in quantitative studies. An in-depth case study of a failed peace process in Uganda—which is misclassified in the extant data—helps to illustrate the ways in which excluded groups can lower the opportunity cost of defection for splintering factions, resulting in a strategic alliance. I test the generalizability of this argument against the full sample of rebel parties to settlements in Sub-Saharan Africa (1975–2015) using a large-N qualitative analysis of causal process observations (CPOs). The aggregated results provide strong evidence that the defection-by-alliance pathway is much more prevalent than previously recognized, accounting for more than one-third of all defections in the sample. Where settlements create shared incentives for stakeholders inside and outside the peace process to spoil, rebel elites appear more willing to bear the costs of an alliance with a rival, rather than surrendering under adverse conditions.

Native Americans have been structurally excluded from the discipline of political science in the continental United States, as has Native epistemology and political issues. I analyze the reasons for these erasures and elisions, noting the combined effects of rejecting Native scholars, political issues, analysis, and texts. I describe how these arise from presumptions inherent to the disciplinary practices of U.S. political science, and suggest a set of alternative formulations that could expand our understanding of politics, including attention to other forms of law, constitutions, relationships to the environment, sovereignty, collective decision-making, U.S. history, and majoritarianism.

This book fills a vacuum for those interested in development policy and administration. Development administration has been a subfield very much in limbo for the past two decades as the market and civil society have attracted prime interest among development analysts and practitioners. Anil Hira and Trevor Parfitt argue that development assistance agencies, such as the United States Agency for International Development, its bilateral counterparts in Europe, and the World Bank, continue to insist on a mode of operation that perpetuates the same weaknesses that were identified in earlier literature on development administration and management. These agencies insist on short time spans for the activities that they fund. They treat these projects as if void of people. They fail to share information with potential beneficiaries. Above all, they do not hold themselves to the same high standards of accountability and transparency that they impose on recipients of their aid. With more and more development activities being carried out by community-based organizations and other nongovernmental bodies, these aid agencies have increasingly become part of the problem, not just the solution. The gap between donor and recipient has simply become too big to overcome.
