Extract
One of the greatest deficiencies of international law is certainly the lack of any centralized interpretation. By this is meant the problem of ascertaining the meaning of the rules of international law, and more especially of the provisions of documents such as the Covenant of the League of Nations and the Charter of the United Nations, and of defining the rights these treaties give and the obligations they impose.
