If Lenin were alive today and to find himself in Stalin's hands, without any doubt, he would have confessed being a German spy – and, maybe, with some more justification [than others who had done so in 1937-1938]. (Georgii Fedotov after the third show trial (as quoted in Liuks [Luks], Istoriia Rossii i Sovetskogo Soiuza 258)).

Marshaling an array of travelogues from British adventurers who visited the Russian-Ottoman-Persian borderlands during the first half of the 19th century, it is clear that the Armenian Question arose in the British consciousness earlier than previously thought. Influenced by their origins and the political circumstances of the countries through which they journeyed, British travelers highlighted in their narratives the political status of the Armenians and the trends affecting them throughout the borderlands. Ethnoreligious and socioeconomic strife between Armenians and other various groups remained a persistent theme that linked the disparate accounts and authors. Frequently overlooking core religious, cultural, political, and social factors and identities that distinguished the Turks, Persians, and Kurds, British travelers issued essentialized explanations for Armenian struggles that highlighted their status as a religious minority surrounded by ostensibly hostile majorities. Well before the outbreak of the Crimean War, British adventurers contextualized Armenian misery within the British-Russian geopolitical rivalry. Thus, early British adventurers established the cultural and political groundwork for the more famous discussions of the Armenian Question during the last decades of the 1800s.

Previous research has either equated religion- and language-based group identities or asserted that their social effects are the same. This article proposes a novel differentiation between religious and ethnic self-identification that accounts for in-group income inequality and the social role of the group. The study argues that ethnicity-based identities tend to be associated with economic activities, thereby increasing the demand for income equality within such groups. Religious identities, on the contrary, are centered around noneconomic activities and have the ideological framework for reconciling material inequalities. The observable implication of this distinction is that the high-, low-, and middle-income categories of the multicultural society will display differential association with ethnic and religious identities. Ethnic groups will have lower in-group income inequality as a result of the exclusion of the poor and the departure of the rich. Religious groups, on the contrary, will have higher in-group income inequality due to the capacity of religion to accommodate both poor and rich. Relevant empirical tests from the ethnically and religiously diverse Russian North Caucasus region indicate support for the proposed theory.

The author argues that one of the central crises of post-socialist culture is that of infrastructure: specifically, the categories of state and public, and how those are understood in relation to funding and managing the arts. War in Donbas has created a situation of scarcity and opportunity, creating small openings for changes in theatrical policy at the government level and changes in management at the local level. The article offers several examples of theaters resulting from or responding to changes in theatrical infrastructure, and uses the case study of Teatr Lesi, the former Soviet Army theater in Lviv, to demonstrate the fundamental transformation of theatrical infrastructure in Ukraine since 2014.

This article problematizes the study of religious nationalism, which lacks conceptual, religious, and nationalist “seriousness.” These problems of “seriousness” obscure the nature of religious nationalism as they overstretch and do not do justice to the concepts of religious nationalism, religion, and nationalism, respectively. Seeking for the nature of and a path to religious nationalism, it is suggested that the later writings of İsmet Özel, a well-known poet and public intellectual in Turkey, make an emblematic case for a religious type of nationalism, demonstrating not only religious seriousness with his Islamist ideology but also a central orientation to the nation through his exclusive focus on Turkishness and Turkey. In so doing, this article introduces a wide range of categories to specify the ways in which religious nationalism is operationalized and to measure the patterns of religious nationalism in an attempt to overcome the problems of “seriousness.” It identifies and examines six main patterns in Özel’s thinking and shows their interactions: religio-national identity, exceptionalism, religious territoriality, civilizational othering, sectarianism, and anti-secularism.

This article revisits the French region of Brittany on the basis of sustained empirical research over a 25-year period. It identifies the twin use of influence and identity as forming a key part of an accepted and largely diffused territorial repertoire, based on affirming distinctiveness for reasons of vertical linkage, as well as horizontal capacity building. This article explores the different facets of this model of territorial influence. The two twin dimensions concern: first, a well-versed mechanism of lobbying central institutions and actors to defend the Breton interest; second, the use of territorial identity markers to forward the regional cause, relying on social movements and a broad capacity for regional mobilization. Within this overarching context, the Breton case demonstrates an intelligent instrumental use of identity and identity markers, but mainstream Breton forces recognize that this only makes sense in the light of the national level of regulation and structure of opportunities. The logic of this position is to integrate the Brittany region into a national model of territorial integration, while playing up identity markers to secure the maximum benefit for the region.

In 1848, Habsburg Trieste became the target of German nationalists gathered in Frankfurt. The Frankfurt parliament, born out of the revolutions of 1848, has been widely depicted as a liberal experience. Yet its nationalist stances, which included the creation of a unitary German state through the absorption of vast multiethnic regions of the Habsburg monarchy, whose Austrian crownlands were part of the German Confederation, bear witness to the illiberal nature of the Frankfurt parenthesis of 1848–1849. Notwithstanding the assimilatory tendencies of the Frankfurt parliament, Italian activists in Trieste supported the inclusion of the Habsburg port in an enlarged Germany, hoping to break away from Habsburg rule, which they portrayed as oppressive. This article argues that the contradictory Italian support for the German Confederation highlights the paradoxes at the basis of nationalist movements at their onset, while also pointing to the difficulty that nation-states would soon witness in dealing with other ethnic groups within their borders. On the contrary, it was the Habsburg monarchy that, in its centuries-long tradition of accommodating different ethnicities into its fold, represented what to present-day observers comes closer to political liberalism than the so-called liberal national parties that opposed Habsburg rule.

Why African Americans do not rebel? Why is there no armed insurrection of African Americans across the USA, especially in cities and states where they make up almost half of the population? In many parts of the world, ethnic, racial, and religious groups that are much smaller in size, much less disadvantaged socioeconomically and politically, and with relatively fewer historical grievances than African Americans, launched armed insurrections that lasted for decades. The quiescence of African Americans is a momentous puzzle if one subscribes to grievance-based theories of violent ethnic insurgencies (e.g., Gurr 1970). There are more than 40 million African Americans in the USA, which makes them a more populous ethnic group or a potential nation than any Eastern European nation in the European Union. Yet, approximately 40 million African Americans, despite their high level of collective consciousness and multifaceted grievances, did not produce as much armed insurgency as less than three million Basques in Spain have, to expand a comparison Manuel Vogt (4) briefly alludes to. What accounts for this dramatic difference?

In this article, we explore intra-ethnic aspects of co-ethnic migration by members of the Slovak community from Serbia to Slovakia, both at the institutional level and at the level of intra-ethnic relations, and the boundaries between migrants and the established population. In the first part, we focus on the institutional framework of co-ethnic migration: the politicization of diaspora issues in Slovakia, the Slovak community in Serbia in the hierarchy of Slovakia’s diaspora policy, and co-ethnic relations as a subject of negotiations. In the second part, we investigate the role of language in co-ethnic migration, the situation of nonrecognition by co-ethnics in Slovakia, intra-ethnic boundary-making in everyday interactions, and the consequences of migration on intra-ethnic relations among those members of the community who did not migrate. We thus analyze the ongoing migration of the Slovaks of Vojvodina from Serbia into Slovakia, from the early 1990s onward, through a blend of perspectives “from above” and “from below.” This article is based on extensive fieldwork conducted among members of the Vojvodina Slovak community, both migrants and non-migrants who have remained in Vojvodina. Thus, the sending country (Serbia) and the receiving country (Slovakia) represent one research field. The data collected in the field have been complemented by legal documents and statistical data to gain an overview of the wider social and political structures within which the migration is taking place.

This article aims to make a threefold contribution to the study of soft power. First, considering that the potential of soft power of illiberal states is both underestimated and distorted, this study presents a two-dimensional conceptualization of Russia’s soft power, distinguishing between Russia’s posture toward the liberal international order, and sources of Russia’s foreign policy. Second, it analyzes whether Russian soft power in the Western Balkan countries remains ideologically relevant beyond its hitherto conceptualizations as either the result of its historic cultural ties with the region, or a reflection of Russian foreign policy strategies. Through an analysis of elite discourses and news media as exemplified in speeches, press releases, and interviews, this article locates, challenges, and develops on Russia’s soft power indicators in the Western Balkans. Finally, it contributes to surmounting the residing liberal democratic bias in the study of soft power of illiberal states, showing that not only can they be ideologically attractive but that their scope of influence differs according to the multi-layered nature of soft power.

In 1941, thousands of Jews from the regions of Bukovina and Bessarabia were deported to ghettos and camps in Romanian-occupied Transnistria to join local Ukranian Jews and other deportees. This article is a case study of the Shargorod ghetto, one of the largest ghettos in Transnistria, that reveals how individuals interned there, and in similar ghettos, survived despite their different social, economic, and cultural backgrounds. An examination based on regions allows for a better understanding of the diverse Jewish communities in Romania and how these differences influenced the lives of local Jews and deportees during the formidable years in Shargorod. Their major successes, as well as their failures, present a picture of entangled community identity in the face of disease, starvation, and forced labor. The survival of the Jewish population of Shargorod from 1941 to 1944 is analyzed through the selection of leadership by the ghetto inhabitants (specifically, Meier Teich’s role as ghetto leader), the entrepreneurial actions and aid that arose, and the format and agenda adopted by the ghetto’s cultural institutions.

On 14 December 1995, an agreement as the Elysée Treaty (earlier initialled in Dayton after weeks of difficult negotiation) was signed in Paris by the Heads of State of the Republic of Bosnia and Herzegovina, the Republic of Croatia, and the Federal Republic of Yugoslavia. One of the witnesses at the ceremony was the Secretary-General of the United Nations, Dr. Boutros Boutros-Ghali, and, in a real sense, it marked the nadir of his term of office. In June 1992, amidst the euphoria of U.S. President George Bush's articulation of hopes for a new world order, Boutros-Ghali had presented a report to U.N. members entitled An Agenda for Peace which painted an ambitious picture of the opportunities for constructive involvement of the U.N. in conflict resolution. Yet ironically, this was almost the moment at which the intensification of intergroup conflict precipitated Bosnia-Hercegovina's slide into social and political disarray. The ultimate humiliation for the U.N. came in July 1995 when the massacre of Bosnian Muslims by Bosnian Serb forces in the U.N.-declared “safe area” of Srebrenica triggered the chain of events which saw responsibility for Bosnia-Hercegovina decisively removed from the U.N.'s grasp, and assumed by the United States and its NATO allies. The U.N. may recover from the shame of its Balkan entanglement, but the scars are likely to prove permanent.

The article explores the relationship between Orthodox religiosity and voting in Russia in 2011–2018. Using the theoretical framework of desecularization from above, which claims that church structures play a key role in the religious renaissance policy, we argue that the rise of the political influence of the ROC (Russian Orthodox Church) may be explained by its capacity for dissemination of traditional values that ultimately results in votes for United Russia and President Vladimir Putin in national elections. This study reveals the emergence of a new area on Russia’s political map—the belt – into Belt, which combines higher levels of Orthodox religiosity and pro-Kremlin voting in national elections. Using multiple empirical strategies we construct an index of religiosity on the regional level and identify the Orthodox Belt regions, test the relationship between Orthodox religiosity and voting in the national elections in 2011–2018, and test the differences in value orientations and electoral support between the Orthodox Belt regions and other ones. Finally, two model regions of the Orthodox Belt—Tambov and Lipetsk—are explored. We conclude that non-Orthodox Belt regions in Russia with higher Orthodox religiosity, conservatism, and loyalty are an emerging trend in Russian political geography.

The world changed on August 19, 1991. On that date, a self-styled “Emergency Committee” of conservative Politburo members attempted to derail and reverse the process of structural reform that had started some six years earlier under the sponsorship of Mikhail S. Gorbachev. The coup backfired two days later because its leaders misunderstood a central political fact of life after perestroika—namely, that political events could no longer be scripted to suit the changing tastes of the party elitte. While the plotters probably suspected as much—indeed, that was one of the reasons why they initiated the coup in the first place—their mistake was in overestimating their capacity to put a stop to this “state of anarchy.” While the vast majority of Soviet citizens acted precisely as the Emergency Committee expected them to—with utter indifference to the ultimate outcome of this elite power struggle—a small minority did not. It was this opposition, not only in the streets, but within party, military, and security organs, that defeated the coup and ushered in the momentous changes that we are experiencing today.

This article highlights issues pertaining to the Sephardim ([-im] is the masculine plural Hebrew ending and Sepharad is the Hebrew name for Spain. Sephardim thus literally means the Jews of Spain) in Sarajevo from the time of their arrival in the Ottoman Empire in the late fifteenth century until the present day. I describe the status quo for the Sephardi minority in post-Ottoman Sarajevo, in the first and second Yugoslavia, and in today's post-Communist Sarajevo, the capital of Bosnia and Herzegovina. The objective is to shed light on how historic preconditions have influenced identity formation as it expresses itself from a Sephardic perspective. The aim is moreover to generate knowledge of the circumstances that affected how Sephardim came to understand themselves in terms of their Jewish identification. I present empirical findings from my semi-structured interviews with Sarajevo Sephardim of different generations (2015 and 2016). I argue that while none of the interlocutors conceive of Jewish identification as divergent from halachic interpretations of matrilineal descent, they moreover propose other conceptions of what it means to be Jewish, such as celebrating Shabbat and other Jewish holidays, and other patterns of socialization. At the same time, these individuals also assert alternative forms of being Bosnian, one that includes multiple ethnicities, and multiple religious ascriptions. This study elucidates a little-explored history and sheds light on the ways in which historical conditions have shaped contemporary, layered framings of identification among Sarajevo's current Jewish population. This article is relevant for those interested in contemporary Sephardic Bosnian culture and in the role and function of ideology in creating conditions for identity formation and transformation.

This article explores the political and discursive framing of the emerging project Holocaust Museum of Greece (HMG) based in Thessaloniki (announced in 2013). As an “in situ” Holocaust museum, the HMG could represent an important step toward recognizing Jewish suffering in a country where—compared with the rest of Europe—unprecedentedly high levels of antisemitic attitudes have been recorded over the past decade. Supported by a qualitative media analysis and supplemented with data from our online survey, we explore how HMG stakeholders and potential local visitors reflect on the project. Occurring amid contemporary endeavors in Holocaust commemoration and Greek-German reconciliation, we connect it with their persistence in combating far-right tendencies and antisemitism. Specifically, we investigate whose memory HMG stakeholders aim to display, how they reflect on dominant Greek historical narratives and whether they express a clear memory commitment and a genuine effort to produce a more integrated historical interpretation of the Holocaust in Greece.

Inspired by microhistory, this essay explores the wartime plight of a football stadium and the multi-ethnic club that called it home as a means of understanding Bosnia and Herzegovina's descent into conflict, the siege of Sarajevo, and the impact upon civilians. Like the suburb of the same name, Grbavica became part of the frontline during the siege. Deprived of its home, FK Željezničar continued to function, while players, staff, and supporters longed for a return to the shattered ground. At a local level, the organization offers a means of visualizing the development of the Grbavica suburb, from its socialist foundations to its post-Dayton reintegration. In this way, the life of the stadium and those who frequent it map onto the history of Yugoslavia, its dissolution, and the independent republic that emerged in its wake. Moreover, the wartime partition of the stadium, the club, and its supporters’ group – all of which were claimed by actors on both sides of the frontline – were representative of political developments in a state where the ethnic balance was forcibly reengineered. This reconstruction of Grbavica's war harnesses original photographic evidence, oral history, maps, contemporary journalism, and the transcripts of the Hague Tribunal.

This article proposes an analytical framework to address why implemented autonomy outcomes may differ across ethnic republics in the Russian Federation. Composed of a long-range factor, inter-ethnic boundary making, and a short-term factor, titular elites’ representation in the ethno-regional state, the framework is applied to a synchronic comparison of three republics of Russia with differing autonomy outcomes for the 2010s, Tatarstan, Bashkortostan, and Yakutia, reliant upon state-generated data and fieldwork. Titular elites’ representation in the ethnoregional state is used as a proxy for titular elites’ bargaining capacity with the central state. It is argued that an “integration–distinction balance,” or rather, higher inter-ethnic integration combined with robust consciousness of inter-ethnic distinction, can contribute to titular elites’ bargaining capacity with the center, which can lead to greater autonomy outcome for the ethnic republic.
