This paper studies the contradictions of peasant politics in Sri Lanka’s dry zone frontier in a highly militarized colonization scheme (‘System L’ of the Mahaweli Development Programme in Weli Oya in northern Sri Lanka). Through a detailed ethnographic study of the life histories of settlers who came in two waves to this scheme (1980s and post-2009), we show the workings of what we call the ‘lure of land’: first, as the (al)lure that attracts landless families to live out the mythical dream of becoming a paddy farmer; second, this lure of land is intimately tied to a nationalist territorial aspiration that transforms the settler into a patriotic colonizer of the land: due to its strategic location in the frontier zone between Sinhalese and Tamil inhabited territories, settlers became ‘home guards’ who live on and protect the frontier. But the lure of land is not without contradictions: Life in the frontier is dangerous (for the early settlers) and economically precarious (for the early and late settlers), because the state is unable to deliver the promise of land and water. Government officials deploy various tactics of repeatedly deferred promises and subtle threats to discourage settlers to abandon the colonization scheme despite the settlers’ precarious life conditions, disappointments, and frustrations. A ‘cunning state’ thereby betrays its own ‘frontiersmen’, while safeguarding its nationalist territorial agenda.

Burma, or Myanmar as it was renamed in 1989, is largely ignored within the discipline of South Asian Studies, despite its cultural, religious, economic, and strategic significance for the wider worlds of Asia. Burma is often studied either in isolation or alongside Southeast Asian countries such as Thailand, Vietnam, and Malaysia, despite its equally important historical and cultural connections to communities, states, and networks across what is now India, Bangladesh, Sri Lanka, or Nepal. In this Roundtable, four scholars of South Asia discuss Burma's erasure within the discipline, the origins and limitations of traditional area studies frameworks, and the possibilities afforded by Burma's inclusion within a more expansive conception of South Asia.

In this Modern Asian Studies book symposium, scholars of South Asia analyse the political, ethical, and epistemic aspects of market life, building on the volume Rethinking Markets in Modern India.1 This interdisciplinary conversation approaches transactional realms from the disciplines of history, anthropology, development studies, and political economy. The symposium’s contributors examine a range of pertinent issues that encompass customary forms of exchange and capitalist aspects of trade. Among the topics discussed are those of market fetishism, bazaar knowledge, social embeddedness, forms of transactional representation and translation, and institutional and regulatory contexts for commerce.

This article clarifies a mythologized episode in the early development of the South China Sea disputes and shows how it was later ‘forgotten’ by British policymakers for strategic reasons. Using documents from the UK National Archives it confirms, for the first time, that Qing/Chinese officials did deny responsibility for the Paracel Islands in 1898/1899. It then shows how this correspondence was strategically ignored by British officials during the 1930s in the context of renewed disputes between China, France, and Japan over the sovereignty of the islands. It argues that during the 1930s, British officials sought to bolster the Chinese position in the South China Sea because of a concern that France would remain neutral in any forthcoming conflict. This resulted in Britain taking a view on the sovereignty disputes that was at odds with the evidence in its own archives but which provided useful political support for the Republic of China.

This article seeks to address a thematic thread that remains relatively unexplored in historical disaster research—victimhood—through an analysis of publications by disaster relief funds and their supporters in the aftermath of the 1934 earthquake in Bihar in northern India. By examining the representations of victimhood, I aim to explore the historical significance of perceptions and constructions of victimhood in the late colonial period. Based on photographs, illustrations, and descriptions of suffering in images and texts, the article suggests that constructions of victimhood effectively relied on imagery that contained, on the one hand, an absence of bodies and, on the other, a feminized anthropomorphization of suffering. The narratives underlying such depictions of earthquake victims are based on a constitution of victimhood that relied on contemporary historical and culturally founded imageries. The analysis of images and texts focuses on how representations of disaster victims were effective in communicating suffering to audiences. I tentatively argue that historically and culturally founded tropes of what constituted a victim formed along two narratives of victimhood that appealed to a colonial and a nationalist readership respectively. These conceptualizations of victimhood formed the basis for collecting aid for relief and reconstruction, rather than the loss of life, dispossession, social marginalization, and displacement suffered by victims of the earthquake.

This article examines China’s path to joining the International Chamber of Commerce (ICC), a private international organization founded in Paris in 1920, of which China was a member from 1931–1949 and from 1994 onwards. The article charts the actors and debates behind two meaningful encounters. The first took place while the Nanjing government was raising funds for economic reconstruction, and the ICC aimed to mediate China’s fundraising efforts through private multilateral channels. The second was in the 1980s, when the People’s Republic was seeking to enter the world trade system. ICC members acted as educators and facilitators of world trade practicalities for the People’s Republic, which eventually rejoined the ICC in 1994. The article draws on Chinese, European, and American source material collected from governments, chambers of commerce, and private businessmen to make a twofold contribution. First, it adds nuance to the narrative of China’s economic internationalization by identifying an important non-governmental diplomatic channel. Second, it questions the ICC’s self-proclaimed identity as a non-political economic organization by showing how the political was indissociable from the economic when it came to China’s membership.

This article examines the ways in which educated yet unemployed young people attempt to configure ways of being productive in a small hill town in North India. Young people who do not migrate to large urban centres from this township are the subject of contradictory discourses: in some moments they are seen as an antidote to the ‘problem of migration’, but in other moments they are ridiculed for not making good use of their time. Both discourses suggest a present wherein young people are not productive. Drawing on ethnographic material gathered over a ten-month period, this article frames youth sociality as a mode registering a sense of productivity and navigating unemployment. I argue that while hanging out at a computer shop, young men were distancing themselves from notions of idling and creating masculine youth cultures in which they sought to situate themselves as productive young people. I make this argument by unpacking exchanges between these young men and by analysing the tangible ways they helped the shop function. I also draw debates about youth sociality into dialogue with theoretical insights from rural geography to illuminate how educated youth attempt to imbue rural and peri-urban space with new possibilities. I show how educated youth attempt to reanimate rural space and forge affirmative rural futures by emphasizing their connections with Indian modernity. Attending to the ways in which educated yet unemployed youth attempt to situate themselves within productive relations is set to become of increasing importance given the impacts of the COVID-19 pandemic.

In the early 1980s, the People’s Republic of China (PRC) and Japan joined the international refugee regime. This timing similarity is puzzling due to the stark differences between the PRC as a communist and authoritarian state versus Japan as a prime example of capitalist development and democratization. Moreover, although both signed the 1951 Refugee Convention and the 1967 Refugee Protocol without major reservations, neither of them has fully implemented these treaties. Discussions regarding the PRC’s and Japan’s engagement with the international refugee regime tend to start with the beginning of the Indochina refugee crisis in 1975. However, this article shows that the early decades of their interaction with the international refugee regime are of crucial importance for a full understanding of the timing and form of accession to the international refugee regime. Although the Southeast Asian refugee crisis played an important role as a trigger, it was the changing character of the international refugee regime and the transformations of state identity in both countries that set the ground for the signing of the refugee-related conventions.

This introduction begins with a brief overview of the three major factors shaping economic life and exchange in India, as laid out by contributions in the edited volume Rethinking Markets in Modern India: embedded exchange, contested jurisdiction, and pliable markets. The overarching logic of all the contributions is that markets in India must be understood as path dependent, that is, expressing a historical trajectory and specific, and changing, political and moral regimes. The remainder of this introduction discusses the origins of the distinction between ‘economy’ and ‘culture’ in the nationalist critiques of empire and how these critiques have led to a widespread moral ambivalence vis-à-vis the commercialization of everyday life in India that persists today across the political spectrum.

In recent decades, as part of the efforts of the Chinese government first to integrate and, more recently, to forcibly assimilate the Uyghur population into China’s mainstream culture and society, the Uyghur language has been marginalized and repressed to an unprecedented extent. The academic literature on Xinjiang’s language policy has repeatedly acknowledged that this repression is a major source of concern and discontent among many Uyghurs. However, to date, little has been written about the public response of Uyghurs to this policy and their open efforts to challenge it. In particular, with very few exceptions, little is known about the public response of Uyghur writers and artists. In this article I analyse a large corpus of Uyghur poems and songs that engaged openly with the Uyghur language crisis and were published and disseminated in the Uyghur public sphere between the mid-1990s and the mid-2010s. Unlike some studies that try to assess the condition of certain languages at a certain point in time through objective methodologies, these literary and artistic works provide an insider view on how the Uyghur cultural elite and many other Uyghurs experienced the repression and loss of their native language, and also, how they struggled against this repression. In the article I examine the diverse sentiments, perceptions, and discourses that these literary and artistic expressions communicate, and the different strategies that the Uyghurs used to struggle against the language policy and its consequences. I also explore what these works tell us about the development of Xinjiang’s language policy over time, the linguistic reality in the region, and the impact that the language policy has had on Uyghur society. Finally, the article also investigates the broad political meanings of these works and speculates on the link between them and the efforts of the Chinese government to further marginalize the Uyghur language.

Following victory in the Russo-Japanese War, the Meiji government sought to expand its maritime influence in Northeast Asia by developing pelagic fisheries in the newly acquired Kwantung leased territory, but it encountered immediate resistance from the Qing court, which had just embarked upon ambitious reform to strengthen maritime defence through the building of a national fishing industry. The dispute first emerged as a clash between Japanese and Chinese fishery protection companies on the seas adjacent to the Chinese city of Xiongyue. It then gave rise to a protracted Sino-Japanese legal debate on the question of whether the Xiongyue fishing ground was in the free sea or part of Chinese territorial waters. However, the 1912 settlement agreement made no mention of the legal status of the fishing ground. By examining this oft-neglected dispute, this article not only provides a rare East Asian case that illustrates the tension between the requirements of national sea borders and the principle of navigational freedom, but also explores how the Meiji and Qing governments perceived and practised international maritime law at the turn of the twentieth century. It argues that neither government viewed international maritime law as the only referential framework to solve the dispute, especially when it contributed little to the conflict settlement and contradicted their perceptions of the historical relations between East Asian countries.

Prior scholarship has treated the Philippines as an outside party to the conflict over the formation of Malaysia, known as Konfrontasi, which has been dealt with as a dispute between Malaysia and Indonesia. This article demonstrates the centrality of the Macapagal administration to the origins of Konfrontasi. Treating Manila as a core actor gives new insight into Konfrontasi, which can be best understood as a regional conflict over the racial and social shape of island Southeast Asia in the final stages of decolonization. Racialized anticommunism, expressed through the forcible redivision of the region to ensure social stability, emerges as the preoccupation of all the state actors promoting and opposing the formation of Malaysia. At the same time, an examination of developments in the Philippines and the actions of the Partido Komunista ng Pilipinas (PKP) gives new insight into the critical function of the Partai Komunis Indonesia (PKI) in this affair.

The lack of electoral success of the Bharatiya Janata Party (BJP) in the South Indian state of Kerala is often explained through the idea of Kerala ‘exceptionalism’, a broad term used to explain the unique historical, political, and developmental trajectory of the state. However, such explanations do not adequately address the systematic and concerted attempts by Hindu nationalist organizations to transform the cultural sphere of Kerala into a fertile ground for its future electoral politics. Through an ethnographic study of three Hindu nationalist organizations in the civil society sphere of Kodungallur, a multi-religious town in central Kerala, this article explores the politics and implications of their cultural interventions. The article argues that, peeved by an ‘absent Hindu atmosphere’ in Kerala, these organizations are trying to construct new forms of sociality and subjectivity and a grassroots public sphere embedded in Hindu nationalist ideology in Kodungallur. Often described by these organizations as ‘apolitical’ and ‘cultural’, these interventions are indeed a critique of the Kerala public sphere which is characterized by religious pluralism and secular sociality. Hence, the attempt to create a ‘Hindu atmosphere’ by these organizations is a deeply political endeavour aimed at creating an exclusivist Hindu hegemony in the cultural sphere, which they assume will pave the way for their electoral hegemony in Kerala in the long run.

While there is burgeoning scholarship on the transnational lives of Nepali Gurkhas and their families, research on their migration history and lived experiences in Asian contexts is few and far between. Building upon Vron Ware’s concept of Gurkha families as ‘military migrants’ and using an inter-Asia approach as a framework, this article foregrounds the interconnections between military service and migrant pathways during the period of decolonization, particularly in Southeast Asia, and in so doing, offers a gendered perspective on labour migration. Drawing on multi-sited archival and ethnographic research, it seeks to argue that from 1948 to 1971, the Asian region(s) were a dominant feature in the global migration process of Gurkha families who circulated within the arc of a declining British empire. The article further advances that their gendered mobility patterns problematizes the ‘migration–left behind’ nexus as binary opposites as Gurkha wives and children engaged with mobility and mediated their transnational lives in complex ways. It also expands upon the notion of dukha—meaning ‘sadness’ or ‘suffering’ in Nepali—as an analytical theme to yield further insights into their lived experiences and to revisit colonial historiography about Gurkha society.
