In this paper, which was presented at a meeting of the Institute in London on 26 January 1977 with Group Captain H. L. Sheppard in the Chair, Mr. Attwooll, Head of the Air Traffic Studies Division at the Royal Aircraft Establishment, discusses the application of the theory of queues to air traffic control. He shows the importance of random perturbations due to late arrival of aircraft, and how traffic schedules in an airway network can best be adjusted to minimize delays due to congestion on certain routes. Much of this study was carried out on behalf of the Civil Aviation Authority but the opinions expressed do not necessarily reflect the policy either of the CAA or the Ministry of Defence

This paper introduces an assessment methodology that can underpin the objective measurement of shiphandling skills and permit comparative analysis of manoeuvring plans against their execution in a full mission bridge simulator. It was hypothesised that expert shiphandlers would have shown a strong consistency between the initial plan provided and the following execution. Ten marine pilots participated in the study. Their performance was evaluated across several variables using data gathered during the planning and objective measurements completed during the execution on a simulator. A significant capability to match execution against the plan was evidenced by the group of pilots. The mathematical analysis proposed represents an objective approach that can assure a valid and reliable assessment when applied across different contexts and needs such as: selection, training and certification of pilots, port development, optimisation of bridge procedures and improvement of equipment design.

In recent years the transition of marine navigation to the digital era has been gaining momentum. Implementation of e-Navigation solutions varies from country to country in terms of their priorities, goals, levels and effects. Maritime authorities in Poland have been setting the pace in this transition process, not only in Poland but also in general as a global solution. The most recent example is the planned deployment of a variety of e-Navigation tools in the Vistula Lagoon: from GNSS-RTK Ground-Based Augmentation System, to virtual and synthetic aids to navigation, high-resolution bathymetry and advanced navigational software for piloting. The major objectives of this paper are, first, to summarise recent dynamics in the e-Navigation field, and second, to present a practical implementation of the e-Navigation concept in the Vistula Lagoon area.

In the aftermath of the disappearance of the Malaysian 370 (MH370) flight in March 2014, new positioning methods were employed to establish the search area. In the absence of all other positioning technologies (Transponder, Radio communications, Radar), these innovative methods are based on the handshake signals between an INMARSAT satellite and the satellite transceiver on board the aircraft. The log of these signals was made public in order for the scientific community to engage in solving the mystery of the MH370 trajectory. The log indicates the delay between the interrogation and response signals, as well as the relative velocity indications, based on the shift of the carrier frequency due to the Doppler-Fizeau effect. This paper puts forward an original, independent and accurate positioning method and allows the calculation of the MH370 trajectory considering the wind vector field that day, the accurate satellite orbit and an accurate model of the Earth (the WGS-84 ellipsoid). The results were compared to other results published, indicating a different final position of the aircraft from the locations of the published search area.

Recognition of obstacle type based on visual sensors is important for navigation by unmanned surface vehicles (USV), including path planning, obstacle avoidance, and reactive control. Conventional detection techniques may fail to distinguish obstacles that are similar in visual appearance in a cluttered environment. This work proposes a novel obstacle type recognition approach that combines a dilated operator with the deep-level features map of ResNet50 for autonomous navigation. First, visual images are collected and annotated from various different scenarios for USV test navigation. Second, the deep learning model, based on a dilated convolutional neural network, is set and trained. Dilated convolution allows the whole network to learn deep features with increased receptive field and further improves the performance of obstacle type recognition. Third, a series of evaluation parameters are utilised to evaluate the obtained model, such as the mean average precision (mAP), missing rate and detection speed. Finally, some experiments are designed to verify the accuracy of the proposed approach using visual images in a cluttered environment. Experimental results demonstrate that the dilated convolutional neural network obtains better recognition performance than the other methods, with an mAP of 88%.

Celestial navigation is an important means of maritime navigation; it can automatically achieve inertially referenced positioning and orientation after a long period of development. However, the impact of different accuracy of observations and the influence of nonstationary states, such as ship speed change and steering, are not taken into account in existing algorithms. To solve this problem, this paper proposes an adaptively robust maritime celestial navigation algorithm, in which each observation value is given an equivalent weight according to the robust estimation theory, and the dynamic balance between astronomical observation and prediction values of vessel motion is adjusted by applying the adaptive factor. With this system, compared with the frequently used least square method and extended Kalman filter algorithm, not only are the real-time and high-precision navigation parameters, such as position, course, and speed for the vessel, calculated simultaneously, but also the influence of abnormal observation and vessel motion status change could be well suppressed.

An area of sea in which there are several traffic streams may be characterized by the number of potential encounters between two ships that would be expected to take place. The traffic flow in an area of 300 sq. n.m. of the Dover Strait over a nine-year period has been analysed to give the numbers of such potential encounters of head-on, crossing, and overtaking ships in three conditions of visibility. The number of collisions occurring has been similarly broken down and hence the risk of each different type of encounter leading to a collision has been determined. It is shown that decreasing visibility makes collision very much more likely, whereas the direction of encounter makes a comparatively minor difference to the probability.

The integration of the inertial navigation system (INS) and global navigation satellite system (GNSS) is suited for localisation and navigation applications, such as aircrafts, land vehicles and ships. The primary challenge is for navigation system to achieve accurate and reliable navigation solution during GNSS outages. This paper presents an observation prediction methodology for INS/GNSS bridging GNSS outages, which combines partial least squares regression (PLSR) and Gaussian process regression (GPR) to model the INS/GNSS observations and enable a Kalman filter to estimate INS errors. The performance of proposed PLSR/GPR prediction methodology was validated through four GNSS outages taken on flight experiment data, including diverse manoeuvre conditions. The experiment results demonstrate that remarkable performance enhancements are achieved through applying the proposed PLSR/GPR prediction methodology into INS/GNSS integration.

For marine traffic engineering, traffic surveys are most important and provide the fundamental materials necessary for harbour and fairway design, traffic control planning, &c. Such surveys cover numerous items, the main subjects being traffic volume, speed, distribution of ships' tracks, origin and destination and type of cargo. Since we have to deal with many vessels, handled by people with varying temperaments, knowledge and ability, observations usually show a wide scatter; the object is often to find some formula or rule to explain the phenomena, and traffic surveys are therefore apt to prove both expensive and time consuming. When, for example, Yamaguchi and others conducted a year long observation on traffic in the Akashi Channel in 1963 at least two members of the team stood watch for 24 × 365 hours in a hillside cottage making both visual and radar observations. Since then the survey has been extended to more than ten other straits well known for difficulties in manœuvring.

Retrospective analysis of the Total Loss and Serious Casualty Rate (TL/SC Rate) for UK registered deep-sea and inshore fishing vessels over a twenty-year period (1961–80) revealed a gradual and sustained increase.

The mean TL/SC rate for 1971–80 (6·041/1 000 vessels at risk) was almost 70 percent higher than the corresponding mean for the previous decade (3·79/1000 vessels at risk) and this difference was statistically significant (p < 0·05).

Subsequent examination of vessel losses and casualties by cause indicate that 64 per cent of this detected increase was due to a concomitant increase in vessels lost or damaged due to foundering (particularly inshore vessels) and that the mean vessel age at loss from this cause was 24 years old. Synthesis of available evidence relating to the onset of this increase (1971); mean age at loss due to foundering (24 years); and the current age structure of the fleet, supports the hypothesis that the increase in founderings in the early 1970s may be explained partly by a cohort effect resulting from the uncontrolled fleet rebuilding programme almost a quarter of a century earlier in the immediate post-war period.

Current combined risks of fishing vessel loss and casualty are about twice as great overall as those with which the Committee of Inquiry into Trawler Safety (1969) was concerned and over which it expressed deep concern.

Within the University of Wales Institute of Science and Technology, a general study of navigation has led to a review of error distributions which has now reached the stage at which comment on a wide front would be particularly welcome. The work has been undertaken by Wing Commander E. W. Anderson who, with the generous permission of Smiths Industries Limited, is writing a thesis for the Department of Maritime Studies, and by D. M. Ellis, Lecturer in Statistics in the Department of Mathematics. In the first half of this paper, Anderson emphasizes the distinction between distributions involving one item or identical items and those involving a number of items which, though nominally the same, are in fact diverse. In the second half of the paper (from Section 8 on), Ellis shows how the apparent variation of results that arise in practice may be unified into a simple inclusive pattern.

The first step was to investigate the distributions that arise in practice. It was decided that the pages of this Journal would make ideal witnesses because they provide a broad sample and are impartial. From these pages every distribution was extracted which involved more than fifty observations and whose pattern was not markedly skew. The distributions were transferred to log-linear graph paper so that the horizontal error scale was linear and the probability of each error was plotted on the vertical logarithmic scale.

When two ships encounter one another at sea, there is a possibility that they will collide. Whether there is actual danger or not depends on the physical facts of their respective positions and motions. If danger does exist, the motions must be changed. The purposes of Dr. Morrel's paper are (1) to inquire what facts must be known, both to distinguish the cases of actual danger and to choose effective remedial action; (2) to determine when and how well these facts must be known; and (3) to consider how these facts may be obtained and how they may be best utilized.

The paper attempts to construct an integrated treatment of the whole problem, in terms of the fundamentals that define its nature and shape its solution. The problem is large and complex. Consequently, a compact treatment of it must perforce omit most of the details; both of the evidence and analysis by which the principles are established and of the technology by which they may be exploited.

Much of the treatment uses mathematics; but emphasis is placed on the implications rather than on procedures.

The satellite constellation with automatic dependent surveillance-broadcast on-board is of great importance for air traffic surveillance due to its multiple advantages compared with traditional methods. Although some research has been conducted on satellite constellation design based on coverage performance, the findings cannot entirely satisfy all the requirements of air traffic surveillance owing to the lack of analysis on inter-satellite links and network transmission. This paper presents a novel design of a low earth orbit satellite constellation network to solve this problem. Based on the requirements of space-based surveillance, an evaluation model of constellation performance is proposed concerning coverage, link and transmission. The simulation results show that the evaluation model can reflect the performance of a satellite constellation network designed for a space-based surveillance system, and a 55-satellite constellation design scheme with fairly good performance can fulfil the function of global real-time air traffic surveillance.

Precise positioning with low-cost single-frequency global navigation satellite system (GNSS) receivers has great potential in a wide range of applications because of its low price and improved accuracy. However, challenges remain in achieving reliable and accurate solutions using low-cost receivers. For instance, the successful ambiguity fixing rate could be low for real-time kinematic (RTK) while large errors may occur in precise point positioning (PPP) in some scenarios (e.g., trees along the road). To solve the problems, this paper proposes a method with the aid of additional lane-level digital map information to improve the accuracy and reliability of RTK and PPP solutions. In the method, a digital camera will be applied for lane recognition and the positioning solution from a low-cost receiver will be projected to the digital map lane link. With the projected point position as a constraint, the RTK ambiguity fixing rate and PPP performance can be enhanced. A field kinematic test was conducted to verify the improvement of the RTK and PPP solutions with the aid of map matching. The results show that the RTK ambiguity fixing rate can be increased and the PPP positioning error can be reduced by map matching.

Both conflict resolution aid (CRA) and vertical situation display (VSD) systems may contribute to air traffic control (ATC) operations. However, their effectiveness still needs to be examined before being widely adopted in ATC facilities. This study aims to examine empirically the use of CRA and VSD as well as the systems’ interaction in ATC operations. It was found that CRA benefited conflict resolution performance by 13⋅7% and lowered workload by 46⋅4% compared with manually performing the task. The VSD could also reduce the air traffic controllers’ (ATCOs) workload and improve their situation awareness. Ultimately, when the first CRA failure occurred, the situation awareness supported by VSD offset the performance decrements by 30%. The findings from this study demonstrate that integrating VSD with CRA would benefit ATC operations, regardless of the CRA's imperfection.

‘Close-quarters situation’ is a term used in the International Regulations for Preventing Collisions at Sea. As the term is not precisely defined, this paper analyses the interpretations and definitions of the term by various authors or courts, based on judicial processes and judgments. In the end, the authors suggest their own definition of the term ‘close-quarters situation’. Knowing the minimum distance from another ship and the time to the closest point of approach at which collision may still be avoided by one's own manoeuvre is information that every ship's officer needs to know. In accordance with the proposed definition of the term ‘close-quarters situation’, minimum distances between ships and time to the closest point of approach in which the ship can still take action to avoid a collision by its own manoeuvring are determined by means of simulations on a navigational simulator. A total of 168 simulations were performed with three fine-form vessel sizes and three full-form vessel sizes. Due to the extensive amount of data, the paper presents the results for one vessel only.

Integrating the visual navigation mechanism of flying insects with a nonlinear Kalman filter, this paper proposes a novel navigation algorithm. New concepts of entropic map and entropy flow are presented, which can characterize topographic features and measure changes of the image respectively. Meanwhile, an auto-selecting algorithm of assessment threshold is proposed to improve computational accuracy and efficiency of global motion estimation. The simulation results suggest that the navigation algorithm can perform real-time rectification of the missile's trajectory well, and can reduce the cost of the missile's hardware.

This paper addresses the fusion of the pseudorange/pseudorange rate observations from the global navigation satellite system and the inertial–visual simultaneous localisation and mapping (SLAM) to achieve reliable navigation of unmanned aerial vehicles. This work extends the previous work on a simulation-based study [Kim et al. (2017). Compressed fusion of GNSS and inertial navigation with simultaneous localisation and mapping. IEEE Aerospace and Electronic Systems Magazine, 32(8), 22–36] to a real-flight dataset collected from a fixed-wing unmanned aerial vehicle platform. The dataset consists of measurements from visual landmarks, an inertial measurement unit, and pseudorange and pseudorange rates. We propose a novel all-source navigation filter, termed a compressed pseudo-SLAM, which can seamlessly integrate all available information in a computationally efficient way. In this framework, a local map is dynamically defined around the vehicle, updating the vehicle and local landmark states within the region. A global map includes the rest of the landmarks and is updated at a much lower rate by accumulating (or compressing) the local-to-global correlation information within the filter. It will show that the horizontal navigation error is effectively constrained with one satellite vehicle and one landmark observation. The computational cost will be analysed, demonstrating the efficiency of the method.

For certain applications such as E911/E999/E112, GPS chipset receiver manufacturers will possibly have to test their products to ensure these fulfill mandated performance specifications for a variety of outdoor and indoor conditions. As opposed to testing in the field, laboratory testing is totally repeatable and controllable, and may be less costly. Hardware GPS signal simulators are now able to simulate signals under a variety of attenuation and multipath conditions. In indoor environments, GPS signals suffer not only from severe attenuation and multipath but from complex variations thereof. A method to simulate indoor GPS signals such that the stochastic characteristics of the simulated signals match those of actual GPS signals received in situ by a high sensitivity GPS receiver in various indoor environments is presented. Probability density functions and correlation coefficients are used to demonstrate the similarity between field and simulated data in terms of signal power fading and estimated pseudorange error. The results clearly demonstrate the feasibility of the approach.

This paper focuses on modelling and predicting differential GPS corrections transmitted by marine radio-beacon systems using artificial neural networks. Various neural network structures with various training algorithms were examined, including Linear, Radial Biases, and Feedforward. Matlab Neural Network toolbox is used for this purpose. Data sets used in building the model are the transmitted pseudorange corrections and broadcast navigation message. Model design is passed through several stages, namely data collection, preprocessing, model building, and finally model validation. It is found that feedforward neural network with automated regularization is the most suitable for our data. In training the neural network, different approaches are used to take advantage of the pseudorange corrections history while taking into account the required time for prediction and storage limitations. Three data structures are considered in training the neural network, namely all round, compound, and average. Of the various data structures examined, it is found that the average data structure is the most suitable. It is shown that the developed model is capable of predicting the differential correction with an accuracy level comparable to that of beacon-transmitted real-time DGPS correction.
