The basic concepts safety at sea and the maritime safety system have remained almost unchanged for a comparatively long time. However, the components and elements of these concepts are now subject to many changes created by the ‘information age’. This paper presents thoughts on today's concept of the maritime safety system, its main components and their elements. Although the thoughts and ideas presented are those of the authors, they take account of the legal instruments in force and recent developments in technology, especially developments in radio-communications. The paper provides an overall review of the institutions, regulations and procedures concerned with safety at sea.

The trajectory tracking of Autonomous Underwater Vehicles (AUV) is an important research topic. However, in the traditional research into AUV trajectory tracking control, the AUV often follows human-set trajectories without obstacles, and trajectory planning and tracking are separated. Focusing on this separation, a trajectory re-planning controller based on Model Predictive Control (MPC) is designed and added into the trajectory tracking controller to form a new control system. Firstly, an obstacle avoidance function is set up for the design of an MPC trajectory re-planning controller, so that the re-planned trajectory produced by the re-planning controller can avoid obstacles. Then, the tracking controller in the MPC receives the re-planned trajectory and obtains the optimal tracking control law after calculating the object function with a Sequential Quadratic Programming (SQP) optimisation algorithm. Lastly, in a backstepping algorithm, the speed jump can be sharp while the MPC tracking controller can solve the speed jump problem. Simulation results of different obstacles and trajectories demonstrate the efficiency of the proposed MPC trajectory re-planning tracking control algorithm for AUVs.

In this paper, adaptive noise estimation is used along with a previously proposed Huber-based robust algorithm for cooperative localisation of Autonomous Underwater Vehicles (AUVs). The Huber-based robust cooperative localisation algorithm named Huber-based Iterative Divided Difference Filtering (HIDDF), proposed in our previous work, effectively achieved a robust result against abnormal measurement noise, enhanced the stability of the filtering algorithm and improved the performance of cooperative localisation state estimation. However, its performance could be significantly further improved if it could estimate the system's noise statistical properties online in real time and then adaptively adjust the filtering gain matrix accordingly. In this paper, a novel adaptive noise estimation algorithm is proposed based on a covariance matching method. The proposed algorithm is suitable for adaptively estimating Gaussian and non-Gaussian measurement as well as process noise. The efficacy of the proposed algorithm has been verified through simulation results. In order to further verify the effectiveness of the proposed algorithm in practical systems, lake tests were conducted. Then, based on offline test data, the performance of the cooperative positioning algorithm under dual-pilot and single-pilot schemes was simulated. The advantages and feasibility of the algorithm are analysed and compared through performance comparison. Cooperative localisation accuracy of the previously proposed Huber-based robust algorithm has been enhanced significantly when used with the proposed adaptive noise estimation algorithm.

The problem of analysing a single vessel's behaviour from real but incomplete Automatic Identification System (AIS) data received by satellite has been investigated. The main objective was to infer the route of any single vessel of interest, utilising the dynamic information decoded from AIS messages. A complete process of route inference using position, speed, course over ground and time stamp information is proposed in this paper. Due to the incompleteness of satellite AIS messages, an algorithm incorporating random deviations is also presented to account for the missing sections of obtained vessel routes. Analysis results from a set of real AIS data have demonstrated the applicability of the proposed algorithms in various scenarios.

In September 1931 Sir Hubert Wilkins and Harald Sverdrup made the first attempt to explore the Arctic Ocean by submarine in Wilkins's Nautilus. The Nautilus was the ex-Navy submarine O-12 modified with topside runners to slide against the underside of the sea ice. Seventeen years later the US Navy developed the sonar system necessary for safely piloting a diesel-battery submarine underneath the ice pack and began exploration of ice covered areas.

In 1957, with the nuclear-powered Nautilus, the US Navy began exploration far into the Arctic Ocean. Problems were found concerning determination of ship's position, ice avoidance manoeuvres, and surfacing up through ice. Sonar and inertial navigation equipments and operating techniques were developed to solve these problems. Submarines have since sailed to all parts of the Arctic Ocean during all seasons — more than twenty explorations since 1957. The history, problems and interrelationships of the many explorations are described.

Since the beginning of the coronavirus (COVID-19) global pandemic, digital contact-tracing applications (apps) have been at the centre of attention as a digital tool to enable citizens to monitor their social distancing, which appears to be one of the leading practices for mitigating the spread of airborne infectious diseases. Many countries have been working towards developing suitable digital contact-tracing apps to allow the measurement of the physical distance between citizens and to alert them when contact with an infected individual has occurred. However, the adoption of digital contact-tracing apps has faced several challenges so far, including interoperability between mobile devices and users’ privacy concerns. There is a need to reach a trade-off between the achievable technical performance of new technology, false-positive rates, and social and behavioural factors. This paper reviews a wide range of factors and classifies them into three categories of technical, epidemiological and social ones, and incorporates these into a compact mathematical model. The paper evaluates the effectiveness of digital contact-tracing apps based on received signal strength measurements. The results highlight the limitations, potential and challenges of the adoption of digital contact-tracing apps.

This paper investigates the thermal characteristics of typical Micro Electro-Mechanical System (MEMS) Inertial Measurement Units (IMUs) with a reliable thermal test procedure. Test results show that MEMS sensor errors, not only biases, but also scale factors and non-orthogonalities, may vary significantly with temperature. Also, MEMS sensor errors can have significant inconsistent curves under different temperature changing profiles. The existence of such inconsistencies posed a challenge to the following assumption of thermal calibration: the thermal drift of a sensor error is only related to the temperature of the sensor core. A robust way to mitigate this issue is given by using the sensor data during both heat-and-stay and cool-and-stay processes to establish the final thermal models. The performance of both IMUs and inertial navigation systems improved significantly after compensation with the established thermal models. Additionally, the variation of the IMU thermal parameters with time was observed, which suggests that periodical thermal calibration is necessary for MEMS IMUs.

The Global Positioning System (GPS) is now attracting worldwide attention as a navigation sensor. One of the advantages of GPS is that people can find their position using a GPS receiver wherever they are except in obstructed environments. Existing GPS receivers do not work in an obstructed environment despite there being many potential applications. This paper shows the possibility of navigation using GPS technologies indoors in a blocked environment. The paper describes the pseudolite-based indoor navigation system that was developed and implemented at Seoul National University (SNU). The system, which uses GPS technologies, has some different characteristics to normal outdoor GPS systems. The differences cause some practical problems, such as near/far, time-tag, multipath and unknown transmission position problems, which need to be solved to implement the indoor navigation system. The paper introduces various methods for solving such problems. The paper then shows the experimental results and the system accuracy. The satisfactory experimental results show that the RMS static error is 1 mm(1σ) horizontally and 2 mm(1σ) vertically and the RMS dynamic error is 5·6 mm(1σ) horizontally and 15 mm(1σ) vertically. The paper also shows the result of a field application test in the ocean engineering basin of the Korea Research Institute of Ships & Ocean Engineering (KRISO).

The Indian Regional Navigation Satellite System (IRNSS) is an autonomous and independent navigational system being developed by India. IRNSS will provide position, navigation and timing services for national applications. To improve accuracy, it can be augmented using GPS and pseudolites (pseudo-satellites). In this paper, the effect on DOP (Dilution of Precision) due to augmentation of the proposed constellation of IRNSS with pseudolites is investigated. GDOP is reduced to 1·75 (max) from 3·63 (max) due to augmentation of IRNSS with two airport pseudolites (APLs). Due to augmentation of IRNSS with GPS, GDOP is reduced to 2·4 (max). When IRNSS is augmented with an APL as well as with GPS, GDOP is further decreased to 1·65 (max). The regional effect on DOP due to IRNSS is also investigated at different locations in the Indian region.

The latest attempts at improving small scale autonomously guided Uninhabited Aerial Vehicles (UAVs) have concentrated around the increase of range and speed. One of these ways is to incorporate dynamic slope soaring manoeuvres as part of the flight path. This is in contrast to most conventional path-planning algorithms where waypoint guidance is merged with terrain avoidance or contour following capability. Additionally, current trajectory optimization techniques are iterative and so have a considerable computational load. The proposed algorithm is based on Dubin's curves, and is therefore optimal by definition. Being non-iterative, it is comparatively a more efficient algorithm. Hence, a key advantage of the proposed technique is that the desired trajectory is generated quickly in real time with minimum computational load while satisfying the spatial constraints of dynamic slope soaring.

This paper outlines the design of a Vessel Traffic Management and Information System (VTMIS) for the Turkish Straits and taking this as an example shows how modelling and simulation may aid safe and efficient navigation of vessels through waterways which are narrow and winding with changing currents and are therefore difficult to navigate and prone to accidents. Ship Handling and Vessel Traffic Flow simulation models and Hyrographic Prediction model are described and the simulation trials conducted under different traffic and environment conditions are discussed to show the role that these prediction and simulation programmes can play in preventing marine casualities in different waterways, which may result in loss of human lifes and property and contamination of the environment.

Ocean currents impose a negative effect on Autonomous Underwater Vehicle (AUV) underwater target searches, which lengthens the search paths and consumes more energy and team effort. To solve this problem, an integrated algorithm is proposed to realise multi-AUV cooperative search in dynamic underwater environments with ocean currents. The proposed integrated algorithm combines the Biological Inspired Neurodynamics Model (BINM) and Velocity Synthesis (VS) method. Firstly, the BINM guides a team of AUVs to achieve target search in underwater environments; BINM search requires no specimen learning information and is thus easier to apply to practice, but the search path is longer because of the influence of ocean current. Next the VS algorithm offsets the effect of ocean current, and it is applied to optimise the search path for each AUV. Lastly, to demonstrate the effectiveness of the proposed integrated approach, simulation results are given in this paper. It is proved that this integrated algorithm can plan shorter search paths and thus the energy consumption is lower compared with BINM.

A ship's log is described which works on the principle of electromagnetic induction. The measuring head contains a coil with a vertical axis and is arranged so that voltages are picked up proportional to the two components of water flow past it. The electronic circuits are designed to give a true and stable zero by using a low-frequency squarewave energizing current. Laboratory tests show the output to be linearly related to water velocity. Because of the complicated flow patterns round a ship, the log must be calibrated in situ at sea. Calibration of the forward component meter follows the usual procedure and this meter is accurate to about ±0·1 knot or ± 1 per cent, whichever is greater. However, calibration of the athwartship component meter is difficult and time-consuming, and the sensitivity is dependent on forward speed. With care, it seems that an accuracy of ±0·2 knot or ± 10 per cent, whichever is greater, should be possible with this meter, but more experience of such calibrations is required. This paper discusses issues relating to the practical application of the collision avoidance regulations (COLREGS) from the sociological viewpoint that rules are always contingent, defeasible and that no rule can exhaustively specify the conditions of its use. It is proposed that, due to the inherent nature of rules, the only way successfully to manage collision risks at sea, is physically to separate opposing traffic flows, so as to remove the interpretative and mutually co-ordinating factors from the COLREGS.

Applying the existing domain model in ship domain research in a restricted area can be difficult owing to multiple factors that must be considered. This study presents a new domain model that can be applied in such environments. According to Endsley's theory of situation awareness, people have their own criteria in decision making based on factors such as individual and environmental factors. To investigate these factors, 125 seafarers were interviewed and threshold values based on their awareness were examined. The factors were evaluated as the closest points of approach. Domain modelling was performed based on these seafarer awareness values; then, the existing and awareness domains were compared, revealing that the awareness-based domain of seafarers is more affected by ship manoeuvrability than by ship size and speed, unlike the findings of existing domain research. Therefore, this study presents a new domain model that is both realistic and practical in a confined area, including various factors considered by seafarers based on the awareness values formed.

Recently, the International Global Navigation Satellite System (GNSS) Service (IGS) has launched the Real-Time Service (IGS-RTS). The RTS products enable real-time precise positioning applications. For single-frequency Real-Time Precise Point Positioning (RT-PPP), ionospheric delay mitigation is a major challenge. To overcome this challenge, we developed a Real-Time Regional Ionospheric Model (RT-RIM) over Europe using the RTS satellite orbits and clock products. The model has spatial and temporal resolution of 1° × 1° and 15 minutes, respectively. Global Positioning System (GPS) observations from 60 IGS and EUREF reference stations are processed using the Bernese 5·2 PPP module in order to extract the Real-Time Vertical Electron Content (RT-VTEC). The PPP convergence time and positioning accuracy using the RTS products is estimated and compared with dual frequency PPP and single-frequency PPP obtained through the combined rapid IGS Global Ionospheric Maps (IGS-GIM) over three consecutive days under high solar activity and one of them under active geomagnetic activity. The results show that the proposed model improves PPP accuracy and convergence time under the mid-latitude region about 40%, 55% and 40% for the horizontal, height and three-dimensional (3D) components respectively in comparison with the IGS-GIM.

This paper focuses on the performance analysis of ionosphere monitoring using the measurements from a BeiDou Continuously Operating Reference Stations (CORS) network. Combined pseudo-range and carrier phase observations are used to estimate total electron content (TEC) and the hardware delay deviation is also computed. Using the observations from five BeiDou CORS in China, the TEC monitoring results were obtained from each station and compared with GPS monitoring results and also those from the Global Ionosphere Maps (GIM) model. Numerical computation shows that the BeiDou system has the ability to precisely detect the TEC diurnal variation trend on each station. The Residual Mean Square (RMS) difference between the BeiDou and the GIM model at a higher latitude station is about four TEC Units (TECU), while the RMS difference between the GPS and the GIM is about three TECU; at a lower latitude station this difference increases to six TECU for BeiDou and four TECU for the Global Positioning System (GPS); at the lowest latitude station in this study, the differences for both systems are about six TECU.

Recently, a basic pattern of coast seaway system networking has been established in China. As a result, a large number of precautionary areas will be gradually established. Because of the high frequency of ships' encounters and accidents, these precautionary areas have been a weak but important facet of ships' routeing. Navigational Traffic Conflict Technique (NTCT) was introduced to quantitatively evaluate the safety of precautionary areas. Focusing on traffic conflict, the calculation method of navigational traffic conflict points is discussed, and a comparison analysis of the two editions (2002 and 2008) of Yangtze estuary ships’ routeing is performed. Then the automatic acquisition system of navigational traffic conflict data that can be used in the quantitative analysis of the influence degree of a single traffic flow on the whole precautionary area safety is developed, and the left-turning traffic flows of Yangtze estuary ships’ routeing precautionary areas B are taken as an example. This article establishes a foundation for the precautionary area safety analysis system, and provides the decision basis for policy making in optimisation of geometric design and traffic organisation of precautionary areas.

This paper describes the genesis, the principle of operation and characteristics of selected radio-navigation positioning systems, which in addition to terrestrial methods formed a system of navigational marking constituting the primary method for determining the location in the sea areas of Poland in the years 1948–2000, and sometimes even later. The major ones are: maritime circular radiobeacons (RC), Decca-Navigator System (DNS) and Differential GPS (DGPS), as well as solutions forgotten today: AD-2 and SYLEDIS. In this paper, due to its limited volume, the authors have omitted the description of the solutions used by the Polish Navy (RYM, BRAS, JEMIOŁUSZKA, TSIKADA) and the global or continental systems (TRANSIT, GPS, GLONASS, OMEGA, EGNOS, LORAN, CONSOL) - described widely in world literature.

The role of human factors in map design is to serve as a mediator between the technology availed by electronic digital maps (particularly vector maps) on the one hand, and the many tasks performed by the user on the other. Simply put, no one map is best suited for all tasks. The appropriate mapping of map to task is, in turn, mediated by a series of information processing principles, articulated by the engineering psychologist. The field is on the threshold of being able to provide computational models, based on these principles, that will provide guidance to the map designer as to the circumstances that make one map format better than another for a particular application. This paper describes these principles as applied to two domains of vector map design: the domain of three-dimensional maps, and the domain of database overlay.
