The pastoral Nilotic-speaking peoples of the Southern Sudan have been observed by missionaries, merchants, and casual travellers for more than a century. Significant advances in social theory have been formulated on the basis of Nilotic ethnography. In the light of the voluminous literature recorded by these and other authorities, it may now be of value to draw into clearer relief the nature of the status and authority of the women in these ‘traditional’ societies, which are increasingly drawn into and irrevocably changed by exogenous sources.

Bang in the middle of a dialogue now going on about African culture—its roots, its contemporary values and relevance, and its future—Chemchemi Creative Centre has been born. This has come into our midst as a sister to the three Mbari writers' and artists' clubs in Nigeria; it will be inspired by the same aims, although the methods of achieving them will obviously be guided by local national conditions.

The Africana section of The Journal of Modern African Studies, Vol. XIX, No. 4, December 1980, pp. 685–91, features a ‘cautionary tale’ written by John M. Cohen that is devoted to a critique of published treatments of the Ethiopian revolution. In particular, Cohen purports to show that important data on post-coup food production had neither been consulted nor considered in a previously published study of the impact on the nation's agricultural sector of the radical legal and policy measures introduced by the Derg. He further introduces estimates of food-grain production based on Ethiopian Government and U.N. F.A.O. sources which he finds ‘probably more reliable’ than those cited in the earlier article. On the basis of these official statistics, Cohen then disputes the conclusion that the Derg carried out sweeping land reforms without inducing a short-run decline in domestic harvests. He concludes with a call for ‘more thorough research in government and donor archives’.

The concern with the impact of industrial property legislation and practices on the developing countries, at both the national and international levels, has so far been confined almost entirely to patents and patent-related transactions. This focus on the protection of knowledge concerning production processes reflects, on the one hand, a preoccupation with the terms and conditions which owners of technology may be able to obtain for its sale or lease, when their proprietary position is reinforced by legal instruments; and on the other hand, a recognition that unless the developing countries can themselves control the generation of a significant proportion of the technology they employ, it is unlikely either that appropriate technology will be produced, or that good use will be made of what is already available and relevant.

This year the World Congress was attended by large delegations from Eastern Europe, and 88 from the Soviet Union alone. Some of these could speak English and French, and could thus exchange experiences and opinions outside the conference rooms. The new interest of Communist countries in the International Sociological Association and its activities was appropriately reflected in the election of a Polish sociologist as President of the next World Congress.

Faced with declining earnings from the export of agricultural products, with rising population, and with an urgent need for accelerated economic growth and structural change, many African countries are today searching for new channels through which they can supplement their foreign-exchange earnings. One source of rapidly growing importance is tourism, which already plays a decisive role in the economic development of some countries.

The first step in a discussion of the planning of industry is to decide on the role of industry in development. This paper tries to dispose of some fallacies on this point. There are so many about industrialisation that whichever anyone holds he is in good company. They can be broadly divided into three classes: classical fallacies, ‘infant industry’ fallacies, and industrialisation fallacies.

This paper seeks to broaden the framework for understanding the many different roles that traditional leaders play in their communities in sub-Saharan Africa. Using data from an original public opinion survey along the Ghana–Togo border, we find that one of the most important roles of the chieftaincy is to maintain law and order: resolving disputes and keeping the community safe from crime. However, we also find considerable variation in what chiefs are expected to do, how effective they are performing their various tasks, and how much authority they wield in doing so – both over their own subjects as well as over local government officials. We explore several potential sources for this variation, finding that chiefs in Ghana, a former British colony, are expected to do more jobs, are perceived to be more effective, and hold more upward power over local state officials compared with their counterparts in Togo, a former French colony.
