In the shadows of a Shinto torii (gateway) in São Paulo's ‘Japanese’ neighbourhood rests the city's first burial ground for enslaved Africans. Recently unearthed, the gravesite is one of the few visible remains of the Liberdade neighbourhood's significance in São Paulo's ‘Black zone’. This article excavates the history of the nearby Remedies church, the headquarters of Brazil's Underground Railroad and a long-time museum to the enslaved. The 1942 demolition of the Remedies church, I argue, comprised part of a spatial project of forgetting centred on razing the city's ‘Black zone’ and reproducing São Paulo as a non-Black, ethnically immigrant metropolis.

The article examines how La Pata de Cabra (The Goat's Hoof ), an over-the-top fantastical Spanish comedia de magia (magic play), came to figure centrally in serious debates about Mexican politics and society between 1845 and 1857. The article explores the play's popularity and its resonance in the press – it spawned at least half a dozen satirical newspapers – to argue that satire became a critical political language and form of expression that broadened and sustained debates in an era marked by volatile and often heavily restricted press freedoms. The article's focus on the La Pata phenomenon brings two fields of study, theatre and the press, into productive and necessary conversation.

Costa Rica suspended payments on its London debt in 1901, at the beginning of a democratisation process and during a crisis in the world coffee market. Meanwhile, autocratic Nicaragua, also a coffee exporter, continued paying its foreign creditors. This article assesses the causes of these distinct outcomes, which are at odds with the influential hypothesis that democracy makes for better borrowers. Strongly represented in Congress, Costa Rica's coffee elite pushed for the end of a tax on coffee as the legislative became more powerful. The executive had used that revenue to service the debt, which went on default as a consequence. Politics were radically different in Nicaragua: coffee growers were weaker and President Zelaya ruled without legislative tutelage. Hence, his government could raise a similar tax to honour the sovereign debt. With a clean record, the dictator borrowed abroad to build a modern army, the backbone of his autocratic regime.

This article explores the childhood of a Mexican Indigenous activist, Raúl Javier Gatica Bautista, who was born in 1963 in the Oaxacan market town of Tlaxiaco. Growing up in poor circumstances, Gatica would become a leader in the social movements that between the 1980s and early 2000s pushed Mexico toward gradual democratic reform. The article seeks to describe what it was like to grow up poor and Indigenous at a time (later dubbed the Mexican Miracle) of impressive social and economic advances. Paying special attention to the experience of racial abuse, the article also asks how Gatica's childhood came to inform his political militancy. While other historians have linked the phenomenon of political radicalism in twentieth-century Latin America to particular social conditions, or to the influence and adaptation of global ideologies, this article seeks the origins of Gatica's radicalism in the experience of a racialised childhood.

In the winter of 1968, tensions between Cuba and the Soviet Union boiled over as the Cuban leadership's mouthpiece, Granma, accused the Soviet Union of imposing oil sanctions on the island in order to subjugate it. Those accusations went on to become inscribed into the historiography of Soviet–Cuban relations. This intervention into that historiography is two-fold: on the one hand it uses recently declassified documents from the Soviet archives to show that there were no oil sanctions on Cuba, but rather a continuum of logistical and infrastructural challenges that created delays and tensions in the relations between these two socialist allies. On the other hand, the article contextualises the relationship within the capitalist institutions of exchange that in effect mediated it, finding in these not only part of the reason for the setbacks and tensions, but also a wider framework for better understanding the Soviet–Cuban economic relationship.

This article shows how vulnerable communities use Mexico's Day of the Dead for social justice activism. Activists sustain what I call the ‘political afterlives’ of their victims through street altars and dark humour. I analyse this as a ‘necrosocial repertoire of contention’. The Day of the Dead can play an important role in human rights advocacy by insisting that the marginalised dead be honoured and cared for. However, disappeared people pose a challenge to Mexico's horizontal, or popular, ethics of commemoration and illustrate what I call ‘necrotaboos’, with new problems for the nation's inclusive spirit of commemorating the dead.

This article uncovers the myriad ways Dominican dictator Rafael Trujillo destabilised Venezuelan politics between 1945 and 1948, the period known as the Trienio Adeco. In contrast to works focused on Trujillo's personal animosity towards Venezuelan President Rómulo Betancourt, this article argues that Trujillo sought to sabotage Venezuela's governments under Acción Democrática as part of his regional foreign policy targeting bastions of Dominican exiles, anti-Trujillo critics and democratic institutions. Trujillo financed an informal network of Venezuelan conspirators who produced propaganda and launched plots undermining the Adeco governments. With the 1948 military coup, Trujillo derailed democracy and gained a reliable ally in Latin America as those he had long backed entered influential posts and remained beholden to their former benefactor.

The Ford Foundation's involvement with the social sciences in Brazil coincided with the early years of the military regime that ruled the country between 1964 and 1985. The paper studies how changed political circumstances in the United States and abroad induced the Foundation to gradually abandon the technocratic approach that had governed its overseas programme since the 1950s, thus introducing a critical shift in its policies toward the developing world. A grant proposal to the University of Brasília, which had been subject to repeated military interventions since 1964, highlighted the ethical dilemmas raised by the goal of fostering policy-relevant research in an authoritarian political context. Relying on a pragmatic decision-making framework that converted ethical and ideological considerations into cost–benefit exercises, the Foundation finally moved away from the maxims of modernisation theory to embrace new strategic priorities like human rights, democracy and intellectual pluralism.

This article addresses one of the instances of the transnationalisation of state terrorism that took place at the end of the Cold War in Latin America. It examines the collaboration of the Argentine military dictatorship with the governments of Guatemala and Honduras in their ‘fight against subversion’ (1980–3) through previously unexplored archives. It presents the different degrees and forms of inter-governmental collaboration, the people responsible, the time frame, and the institutions, seeking to elaborate on the role of this collaboration in the repressive processes of each nation's historical experience. In general terms, this article contributes to transnational studies of the right wing during the recent history of the Latin American Cold War.

Participatory democrats argue that citizen engagement at the local level serves an important educational function. Through involvement in participatory mechanisms, citizens develop various skills, become better informed, and cultivate a greater sense of political efficacy. There has been considerable debate in the academic literature over the extent to which participation can produce these benefits, but deliberative and participatory theoretical approaches have been criticised for neglecting power dynamics within participatory mechanisms themselves, and for overlooking structural inequalities between women and men. Numerous critics have charged that participatory mechanisms tend to mask, but not eliminate, gender inequalities, particularly in societies where these remain firmly entrenched. While the theory on the educational function of participatory democracy is well developed, there remains a lack of empirical work on the impact of participation on women in Latin America, a region that has been at the forefront of democratic innovation. Based on extensive fieldwork in Venezuela, Ecuador and Chile, this article identifies the types of skills that women gain through participation, and questions the extent to which these reproduce traditional gender roles.

This article presents a social history of the Coalición de los Pueblos Mixtecos Oaxaqueños (Coalition of Mixtec Oaxacan Communities, CPMO), a grouping of mutual-aid associations formed by Indigenous migrants in Mexico City during the middle of the twentieth century. It draws on the coalition's archives to demonstrate how years of migration to Mexico City eroded traditional inter-village conflicts and created the conditions for a broader ethnic identity among Mixtec migrants in the capital. In addition, the coalition's collaboration with the federal government's Instituto Nacional Indigenista (National Indigenous Institute, INI) challenges common depictions of Indigeneity and modernisation as being inherently antagonistic with one another. The coalition's collaboration with the INI led its members to more consciously and visibly identify with their Indigenous roots; they had to become more Indigenous in order to become more modern.

This article explores the complexity of Indigenous citizenship in contemporary Bolivia through the analysis of a land dispute involving the Indigenous people of Coroma and a neighbouring Indigenous group. The Coromeños understand their rights as stemming from the colonial, republican and plurinational periods: their citizenship is thus described as ‘time-layered’. This study highlights the importance of the image of the state for practices of Indigenous citizenship in Bolivia, in contrast with an understanding based solely on rights of self-government. Furthermore, by comprehending these layers as social memories, the article underlines the importance of conceiving of citizenship as rooted in historical experiences and reproduced by practices of collective memory.

This article contends that Brazil's evangelical Christian networks increasingly function as penal infrastructure. Since the 1990s, the scale and scope of evangelical involvement in the criminal justice system have grown significantly. One clear result is that the capillary relationships that constitute Christian community now mobilise resources to support or even substitute the basic functions of punishment. I draw on fieldwork in Rio de Janeiro to understand this shift and its broader implications for the Brazilian project of incarceration. I also make a general claim for thinking with and through infrastructure as a pathway to understand penal governance.

During a week in September of 2016, the Fuerzas Armadas Revolucionarias de Colombia (Revolutionary Armed Forces of Colombia, FARC) held its tenth guerrilla conference, the Décima, in the plains of Yarí in southern Colombia. The guerrilla group blew the event open to the media, orchestrating a festival cum eco-conflict-tourism extravaganza to mark its transition to legal politics. This photo/ethnographic analysis of the Décima illuminates the FARC's symbolic and discursive formation at a pivotal transitional moment and how the group imagined its political possibilities at the cusp of its demobilisation. By engaging with Guy Debord's concept of ‘integrated spectacle’, I argue that the FARC's vanguardist structure led it to brand itself as the leader of a broad political mobilisation, even as it struggled to retain the allegiance of its former combatants. The article considers the ongoing relevance of the integrated spectacle for scholars and activists and opens a path for further research into politics of spectacle in Latin America.

The metal-mining boom Latin America experienced in recent decades precipitated highly contentious anti-mining social movements in Central America. In this context, El Salvador became the first country in the world to ban all metal mining by law. In contrast, policy in nearby Guatemala, Honduras and Nicaragua remained pro-mining. These cases are compared using a most similar systems design. Comparison reveals the importance of three variables: how national economic-elite networks and interests relate to multinational corporations; national movement coordination and goals, specifically in relation to prohibition; and how parties and leaders relied on popular bases or capital. These factors shaped the contention between elites and movements that influenced state actions around mining and led to this ‘least likely case’ of extractive policy change in El Salvador.

On 24 March 1976 a military junta deposed President María Estela Martínez de Perón and assumed power in Argentina. From the first days of the takeover, the authorities worked vigorously to restore what they defined as legitimate Argentine values. This article shows how the family became a focal point of the government's efforts because of its double function as an agent of and a target for renovation. A microcosm of the Argentine nation, the family was considered the basic building block of society, a guarantor of the civic well-being of the nation and, as such, an important ally of the authoritarian state in the fight to restore Argentina's ‘traditional’ values. The analysis focuses on the civic-military regime's efforts to fashion a family canon, which would become the only legitimate version of the Argentine family, and the broad repertoire of strategies used to impose it on the Argentine population.

Since the inauguration of Mexican democracy in 2000, organised criminal violence had been leaking into the political arena. Yet, it escalated in the 2018 elections, when dozens of local candidates were killed. In most of these cases, the concrete perpetrators and motives remained in the dark. How did Mexican society make sense of this opaque, unprecedented wave of electoral violence? On the basis of a qualitative content analysis of over 1,200 news reports, I examine the structuring power of a shared narrative: the frame of organised crime. By conceiving candidate killings as economic violence within the criminal community, this commonsensical frame of interpretation permitted Mexican society to ‘normalise’ these killings as ‘business as usual’ by criminal organisations.

In May 2010, Julián Miranda, an Indigenous Asháninka shaman, died hours after killing a jaguar-shaman. Despite knowing that it could kill him, he killed a jaguar-shaman to protect his cows, an investment to support the much-desired progreso (‘progress’) of his children and grandchildren through education. Julián's choice was one of personal sacrifice driven by the hardships he experienced in the degraded forests of the Bajo Urubamba valley in the Peruvian Amazon. My examination of his decision to kill the jaguar-shaman engages with the multi-disciplinary literature on how local peoples engage with the expanding extractive frontier in Latin America. The emphasis most literature places on social movements and – to a lesser extent – on the ontological characteristics of these conflicts needs to be counterbalanced by individual experiences like Julián's for a deeper understanding of the multiple local experiences of large-scale resource extraction and the different strategies through which people pursue their desired futures.

When and why do legislatures impeach presidents? We analyse six cases of attempted impeachment in Paraguay, Brazil and Peru to argue that intra-coalitional politics is central to impeachment outcomes. Presidents in Latin America often govern with multiparty, ideologically heterogeneous coalitions sustained by tenuous pacts. Coalitions are tested when crises, scandals or mass protests emerge, but presidents can withstand these threats if they tend to allies’ interests and maintain coalitions intact. Conversely, in the absence of major threats, presidents can be impeached if they fail to serve partners’ interests, inducing allies to support impeachment as acts of opportunism or self-preservation.

Conflict has become a central concept to understanding the recent expansion of mining across the Andes. Yet, while contestation can emerge and has done so, the continued extraction of minerals requires scholars to attend to how mining projects maintain viability. This article moves beyond analyses of conflict to elucidate the role of compromise in achieving temporary states of homeostasis. Using ethnographic data collected at the Las Bambas copper mine in the highlands of southern Peru, I explore the agential navigation of communities affected by mining and the projects they develop in pursuit of ‘a better life’. The article elucidates the challenges that industrial production presents for professional employment, the limitations of boomtown hustling (informal economic activity) for aspiring individuals, and the rise of artisanal mining as a project of social mobility. Ultimately, the acceptance of such ‘illegal’ mining by corporate proprietors demonstrates the complementary nature that informal and formal extraction play in allaying the momentum of conflict.
