Indigenous beauty pageants can be seen as a way of re-appropriating indigenous identity. This article approaches beauty pageants as being situated in multiple systems of power at four levels of contestation: (1) reproducing gender relations and creating new professional and political opportunities; (2) constituting a site for cultural and political agency and delimiting the ways to ‘be a Maya woman’; (3) reproducing class relations in terms of access to the event and contributing to social awareness of beauty queens; (4) as a social event consolidating (gender) relations within the family. The findings are based on longitudinal (2002–14) ethnographic fieldwork in Quetzaltenango, Guatemala.

Research on the politics of skills formation in Latin America is severely underdeveloped. This article offers a novel characterisation of the supply of skills in the region or ‘skills supply profiles’, taking inspiration from the comparative capitalisms literature. We identify four configurations of skills supply profiles – universalising, dual academic-oriented, dual VET-oriented and exclusionary – and analyse their historical dynamics. By doing this, we challenge general assessments of Latin America's skills formation systems as pertaining to one overarching type. This sets the stage for a deeper understanding of the politics of skills in the region and their connection with different development alternatives.

Venezuela has two types of prisons: a prison regime ruled by a hierarchical organisation of armed inmates and the securitised ‘New Regime’ system under the control of the Ministry of Penitentiary Services. This article uses a comparative approach to examine how legitimacy is constructed in these competing yet co-existing prison regime formations in Venezuela. Both the Venezuelan state and the prisons under ‘carceral self-rule’ legitimate their respective carceral orders through discourses of left-wing emancipation that correspond with different phases of the Bolivarian project. Yet contradictions emerge from these legitimising discourses and neither regime conforms to its respective discourse of participation or socialism. In the state-abandoned, violent and hierarchical prisons under carceral self-rule, prisoners are only partially empowered, while in the New Regime prison types predation at the hands of one's fellow inmates is replaced by the violence of the ‘humanising’ state.

Cuban emigration in the post-Soviet period has largely been attributed to economic motivations, but without significant racial analysis. Moreover, little is known about how black Cubans on the island think about emigration. It is therefore imperative to re-examine how blacks, once cited as the Cuban Revolution's loyalists, make decisions today about remaining in Cuba and/or pursuing economic security outside of its borders. Using original survey data of black Cubans on the island, I find that economic motivations are prominent among black Cubans, but that these motivations can be multifaceted. In a study of black Cubans and emigration, the issue of increasing racial inequality and racial exclusion has significant influence on economic opportunity, which in turn influences the desire to leave Cuba to achieve economic and professional success. The results have implications for the ways in which we analyse migration throughout the Latin American region, where race has not been factored into why people migrate.

This article analyses strategies for channelling a migrant population out of a country by indirect means. Specifically, we examine the response of the Ecuadorean state to the influx of Venezuelan newcomers since 2015. We argue that this response has been characterised by inaction, rooted not in policy failures or bad governance, but rather in a strategic governmental rationality. We show how migrants are ‘herded’ out of the country as a result of a form of indirect government that works differently from other ‘anti-immigrant’ policies like forced deportations or incarceration at the border, and yet produces similar outcomes.

At a general level of neoliberal repudiation or expansion of social policies, most post-neoliberal Latin American governments in the 2000s have exhibited similarities. However, coalitions with popular actors have displayed a lot of variation. In order to compare popular-sector coalitions the article constructs a framework with two central dimensions: electoral and organisational/interest; in post-import substitution industrialisation (ISI) Latin America the latter is composed of both unions and territorial social movements (TSMs). It contends that the region witnessed four types of popular coalitions: electoral (Ecuador and Chile), TSM-based (i.e. made up of informal sector-based organisations, Venezuela and Bolivia), dual (i.e. composed of both unions and TSMs, Argentina and Brazil) and union/party-based (Uruguay). The study argues that government–union coalitions are largely accounted for by the relative size of the formal economy, and by the institutional legacies of labour based-parties. Coalitions with informal sector-based organisations are rooted in the political activation of these TSMs during the anti-neoliberal struggles of the 1990s and early 2000s.
