Extract

The conduct of Sir William Johnson at the treaty of Fort Stanwix was regarded unfavourably by contemporaries and has been strongly criticized by historians. There is little to choose between the Board of Trade report of April 1769 and the view of Professor Billington, who holds that the Superintendent ‘mercilessly fleeced the Indians who trusted him as their protector’ while concluding ‘one of the worst treaties in the history of Anglo-Indian relationships’. There was ample cause for bewilderment and anger. Johnson had obtained a boundary line which deviated in three major particulars from that which he had been instructed to secure. This act of disobedience was a consequence of the need of land speculators to gain control of regions forbidden to them by royal instructions but vital to their financial hopes. Johnson, in his own right a great landlord and speculator, sacrificed his public duties to private gain, even though this involved the betrayal of innocent Indians.

Notwithstanding the endorsement, Alvord and Carter assigned these proposals to 11 Sept. 1767, when the question was discussed by the cabinet (ibid. pp. 12n., 21)., Their argument is accepted by Sosin, Jack M., Whitehall and the Wilderness.… (Lincoln Neb., 1961), p. 157nGoogle Scholar. Against this should be set a letter of 11 June 1767 from Lord Northington to Grafton, describing how ‘the S. Sy. was beginning a long account of the state of Ama, his having got to the mastery of it, and yesterday recd genl directions thereon from the K. &c &c. But in the midst of this Hurlo thumbo they were both called in, staid a long time in the Closet, and I left there’ (Autobiography and Political Correspondence of Augustus Henry Third Duke of Grafton… (London, 1898), p. 175Google Scholar). On 10 June, Shelburne had noted, in minutes of letters to be answered, his resolve to abandon imperial regulation of trade (Shelburne MSS. 85: 134, William L. Clements Library). The endorsement may therefore be correct. The summer recess, attempts during July to reconstruct the ministry, and the needs of Canadian affairs, may have delayed Cabinet action until September.
