Rahmah bin Jabir (c. 1760-1826) is one of the most frequently mentioned persons in British sources from the Gulf in the first decades of the nineteenth century. He is also found throughout important Arabic-language chronicles. Despite his prominence in the sources, however, scholars have paid him relatively little attention, in either English or in Arabic. Though often cast as a pirate, this article argues that Rahmah bin Jabir was a political entrepreneur critical to shaping the international order of the Gulf in the first half of the nineteenth century. Reading against the grain of the colonial archive and synthesizing British sources with Arab chronicles, this article brings to life a textured political imaginary of the Gulf in the global age of revolutions, using Rahmah to weave overlapping political agendas between different emerging states, including the Omanis, the Saudi-Wahhabis, the Bahrainis, the Qataris, and the British. I suggest that Rahmah stands as one figure through whom historians can continue piecing together an age of revolutions in the Gulf that is more than Europe's emergence into modernity, one that highlights a complex and vibrant history of negotiation, endurance, and resiliency.

The history of European overseas expansion has traditionally been studied from a national perspective. However, the rise of Atlantic history, global history, and a revitalized maritime history has prompted scholars to question the rigidity of Early Modern borders assumed by these conventional national or imperial frameworks. In parallel, researchers have contested the state-centric viewpoint by advocating for an actor-focused approach to Atlantic System history, emphasizing the role of private merchants and their informal, international networks. These approaches have uncovered the involvement of entrepreneurs belonging to polities without a formal empire in the colonial ventures of other nations. This paper examines one such trans-imperial enterprise: Romberg & Consors, a firm operating from the Austrian Netherlands. During and after the American War of Independence (1775–83), Romberg & Consors leveraged evolving Spanish attitudes toward the slave trade and the establishment of neutral trade to organize slave trade expeditions to Cuba. By closely analyzing the operations of this Imperial firm, this study illuminates a decisive phase in Spanish imperial history while contributing to the often-overlooked Atlantic history of the Habsburg Monarchy and the Austrian Netherlands.

Beginning in the late nineteenth century, the United Fruit Company (UFC) convinced tens of thousands of passengers a year to tour the Caribbean aboard its Great White Fleet. Many were awed by the ships’ pristine white hulls, lush interiors, surprisingly cool cabins, and on-deck swimming pools—each a means of both enjoying and mitigating the effects of the tropics. The fleet, along with the company's two hotels in Jamaica, augured a new era of leisurely travel in the Americas, but few grasped the extent to which their stays and the environments they experienced were shaped and conditioned by the preceding infrastructures of imperialist enterprise. Using literature published by the UFC and its subsidiary, Fruit Dispatch, along with travelogues and technical publications, this article looks at the distribution networks used by the United Fruit Company to ferry tourists to the Caribbean and “exotic” produce back to the US. It traces the movements of people and goods on- and offshore and reveals the technologies that connected the comfort of passengers above deck to the health of freight below, as well as the company's architectures of leisure to the infrastructures and violence of extractive industry.

Indonesia's volcanoes are places of recreation, aesthetic production, and scientific knowledge-gathering, as well as sites of pilgrimage, spirituality, and natural disasters for locals as well as international travellers. In this article, I focus on volcanoes as historic sites of labour to demonstrate the entanglement of colonial tourism and science with local forms of work and knowledge, and to reveal the origins of the porting and guiding work that takes place on Indonesia's volcanoes to this day. Using Tina Campt's method of “listening to images,” I show how colonial photographs, albeit partial sources, make modes of subaltern labour visible that written sources routinely minimised, restoring porters, guides, and what I call “camp domestics” to histories of service, science and geotourism in Indonesia. Recognising the homosocial setting of the colonial scientific expedition and the peculiar physical challenges of the volcano environment, I also examine the negotiation of Indonesian and European masculinities and their intersection with class and racial hierarchies on the volcano. The article thus reflects on how Javanese workers’ spatial and social mobility entailed the negotiation of opportunity as well as exploitation on tour.

The present article studies the foundation of San Juan de la Frontera de Paspaya in the jurisdiction of the Real Audiencia de Charcas in the second half of the sixteenth century, framing the event as part of the wider process of incorporation of new geographies into the Spanish monarchy. The documentation analysed describes the complex negotiations among various agents organised around networks of patronage and hierarchies, including Spanish frontier captains and their men as well as the Andean indigenous communities of San Lucas de Payacollo and the Guaraní-speaking Chiriguanaes. The article provides some insights into the manner in which frontier spaces of the Catholic monarchy were politically constructed and equipped with relations and institutions in the late sixteenth century.

Ragionamenti del mio viaggio intorno al mondo [Chronicles of my voyage around the world] by Francesco Carletti (1573–1636), a Florentine slave merchant and the first private individual to circumnavigate the globe, is a rich source of information about human trafficking from Africa to Spanish America. Carletti writes in detail about his encounters beginning in 1594 in Africa, America, and Asia, including the Philippines, Japan, Macao, Malacca, and Goa, before returning to Europe via the Cape of Good Hope in 1602. But what makes Carletti's record extraordinary are his reports about the sexuality of the peoples he observes in these locations. Following the publications of earlier Italian travel writers Niccolò dei Conti (1395–1469) and Antonio Pigafetta (1491–1531) about the practice of Asian men purposely piercing their genitalia to insert studs and other objects to gratify their female sexual partners, Carletti investigates this phenomenon, concludes its verity, and attributes its existence to the dominance of women's agency in Asia. Carletti's recollections of his voyage are testimony to how exploration during the early modern era catalyzed a transformation in racial discourses and the appreciation of erotic desire in foreign cultures.

The 1943 Tour of Eight West African editors to London formed a major event in World War II United Kingdom–West Africa relations. The tour is often understood in terms of the symbolic importance of Azikiwe's landmark Memorandum on the Atlantic Charter. This article argues that we should reappraise our understandings of the tour and pay closer attention to African actors and networks beyond the Colonial Office. We must understand Britain as a periphery to a West African social, cultural, and political centre. The tour reveals how Britain was mediated in West African terms. Existing historiography focused on Azikiwe's Memorandum or decision-making within Whitehall has ignored both the importance of the tour in West Africa and the diversity of Africans in Britain involved in the tour. The present article focuses on African responses to the tour and, drawing on the historiography of print culture and wartime African mobilities, prioritises African-authored sources. Cumulatively, it situates the tour within an evolving historiography of global mobilities in WWII Nigeria. Rather than simply seeking to unite the metropole and colony in a single field, the article suggests that we must consider more deeply the ways that Africans provincialized the metropole, while centring African colonies.

Scholars working on mandate Iraq have demonstrated the centrality of indiscriminate air power in the British Empire's “policing” tactics, recognising an intimate link between the Royal Air Force and mandatory rule. Less clear, however, is how Iraq's emergence as a node in interwar commercial aviation routes was also the product of British control. Foregrounding the activities of the British airline Imperial Airways (1924–1939) sheds light on the imperial roots of air tourism in Iraq. Using government records and the archives of Imperial Airways—alongside popular press books, magazines, newspapers, and ephemeral promotional material—this article draws attention to how Imperial Airways’ proponents talked about air travel in Iraq both as a boon for the British Empire and as a means of “developing” the mandated state itself. In this latter vein, promoters of “air-mindedness” emphasised Iraq's antiquity for multiple ends. First, and perhaps most obvious, to make it more enticing for tourists. Second, they juxtaposed an image of Iraq as frozen in the past with aviation's modernising potential. Ultimately, in foregrounding civic aviation, this article aims to contribute to the nascent historiography of tourism in Iraq alongside broader debates about transportation infrastructure, culture, and empire in the interwar period.

The proliferation of mountain resorts and the establishment of tourist itineraries in late colonial Indonesia reflected and reaffirmed colonial hierarchies of race, class, and gender. In the mild mountain climate, Europeans visited hotels reminiscent of European architectural styles, consumed European meals and enjoyed flora and fauna that reminded them of home. The location of these resorts was inspired by nearby natural, cultural, and ethnographic “wonders” that further served to emphasise colonial superiority. As spaces where pseudo-scientific concerns over race, civilisation, and the environment coalesced to legitimise colonial ideology, these mountain resorts were crucial elements in the development of a regional and national tourist network. The infrastructure needed to access these resorts and the identification of tourist destinations in the colonial era laid the foundation for many of Indonesia's contemporary tourist draws. Furthermore, thanks to a targeted international advertising campaign, these sites drew visitors both from within the Netherlands Indies as well from throughout colonial Asia and Oceania. Finally, these tourist networks traversed colonial (national) boundaries and played an important role in the articulation and experience of a shared colonial mindset. This history illustrates the extent to which contemporary tourism is profoundly shaped by the colonial discourse of power and difference.

Tourism in Africa was entangled with colonialism from the start. However, after the Second World War it became an integral part of the colonising powers’ development agenda, albeit one that has received little scholarly attention so far. This presented African states with a serious dilemma when most of them gained independence during the 1960s. On the one hand, tourism promised to stimulate economic growth, provide much needed foreign currency, and create employment opportunities. On the other hand, international tourism had the potential to threaten the economic independence of post-colonial states and perpetuate colonial stereotypes, as well as international and local power imbalances and inequalities. The newly elected governments had to deal with this “colonial baggage.” This article focusses on the transition from colonial to post-colonial tourism in two East African countries, Kenya and Tanzania. I explore how the late colonial government pursued tourism as a development strategy for the region. I also demonstrate how Kenya and Tanzania approached tourism and its colonial legacies in different ways after independence. To trace their respective tourism histories, I draw on published reports and newspaper articles, historical research literature, in particular, from tourism scholars of various disciplines, as well as archival sources.

This introduction revisits the relevant literature in the fields of tourism history, as well as in imperial/global history. Identifying shortcomings in these two research strands, the authors advocate bringing themes and approaches from both historiographical fields into dialogue. They outline the intersections between the development of modern tourism since the mid-nineteenth century and the global expansion of empires over the same time period and identify three important themes in the entangled history of tourism and imperialism: tourism's relationship with colonial infrastructure and development; the contested labour relations underpinning colonial tourism; and tourism as a site of encounters between colonisers and the colonised, as well as of touristic gazes and counter-gazes. Finally, the introduction also situates the individual contributions of the special issue within this broader historiographical framework and indicates how they can show the way towards a fuller understanding of the workings of modern empires and imperialism.

This article examines the corruption scandal that exploded in 1889 with the apprehension of Arthur Crawford and the dismissal of several Mamlatdars in colonial western India. Using Ian Hacking's concept of “making up people” and the “looping effect,” this article demonstrates the instability of categories such as corruption and suggests that the everyday life of empire was undergirded by the colonial construction of deviancy to normalize the exceptionality of foreign rule. Additionally, the Crawford-Mamlatdar corruption scandal undercut the imperial ideology of the modernizing state. The corruption network revealed the simultaneity of imperial bureaucratic rationality along with the traditional patronage structures based on indigenous sexual and filial (caste) ties. It was precisely the British investigation that also revealed the reality of the homosocial empire and its privileging of caste recruitments. The Indian challenge to the case brought together rural and urban groups signalling the ascendance of a nationalistic solidarity. The Indians queried the imperial claims of moral superiority. At the same time, they acknowledged “native vulnerabilities” towards corruption, confirming the British stereotype of Indians as inherently corrupt. These selective claims, indicative of the emergence of upper caste, urban, and bourgeois notion of public virtue, signified the iterative nature of the “looping effect.”

Caroline Dodds Pennock, Ned Blackhawk, and Esteban Mira Caballos published three paradigm-shifting works in 2023 that flip deeply ingrained narratives of Indigenous Americans’ presence at home in the hemispheric Americas and abroad in Europe. Pennock's book introduces scholarly shifts towards a global Indigenous presence and reframes Europe On Savage Shores where Indigenous travellers arrived on their own accord in largely forgotten encounters; Blackhawk reimagines official United States history which often omits Indigenous peoples by making them its moving force in The Rediscovery of America; and Mira Caballos conversely breaks down stereotypical attitudes toward Indigenous travellers in Spain by evincing their transatlantic journeys to Iberia in El Descubrimiento de Europa (The Discovery of Europe). All three works are mutually reinforcing in their mission to dismantle popular beliefs rooted in imaginative, racist, and antiquated narratives rather than historically verified reality. They are critical for both the academic and public transformation of the history of Indigenous peoples in Northern Europe, Iberia, and the United States. They propose a necessary and well-founded revision of their respective historiographic traditions, all originating from models predicated upon the paradigm of European discovery which these authors successfully turn on its head.

From the early modern period onwards, European dynasties sought to expand their power in South and Southeast Asia, establishing localised institutions that incorporated both European models and precolonial Asian practices. Studies on local resistance to imposed bureaucratisation overlook how locals navigated the bureaucracy for societal or political change. In this special issue, historians of colonial India, Sri Lanka, and Indonesia investigate how knowledge products of European bureaucracies provided unintended opportunities for local agents to navigate the imperial state, and moreover to alter said knowledge products or bureaucracies. The authors critically engage with the concept of the “looping effect,” coined by the late Canadian philosopher of science Ian Hacking, to describe a process where administrative practices led to social mobilisation in colonial contexts.

This paper considers the utilisation, appropriation, and renegotiation of colonial knowledge in the form of land and population registers by local litigants in eighteenth-century Dutch colonial Sri Lanka. Using a database compiled from thirty-three civil court cases held before the Landraad rural council of Colombo, I highlight how Lankan litigants frequently used the colonial thombo registers as evidence to have their property recognised. Moreover, I show that these registers were not just utilised but also altered through this process, particularly through the promotion of alternative knowledge in the form of local witness testimonies and ola palm leaf documents during court cases. I subsequently argue that we should reconsider how we view colonial knowledge. Rather than a static, top-down view from a foreign bureaucracy on a colonised society, this knowledge could be appropriated and even altered through the acts of local agents, in turn changing what was known by the colonial state and thus creating a “looping effect” of knowledge production.

This article describes the evolution of the commercial connections between China and the southern Sulawesian port of Makassar from the beginning of the seventeenth century until 1669, when the Dutch Vereenigde Oost Indische Compagnie conquered Makassar. It attempts to show that these connections went through several transformations. Initially direct Chinese shipping supplied Makassar with Chinese goods, but this direct trade lasted only about a decade. However, commerce carried by Macanese ships and trade in Indochinese ports that were frequented by both Sulawesian and Chinese vessels maintained the commercial connection. This connection in its different forms allowed Makassar to act as an entrepôt that supplied Chinese goods and Japanese copper to more distant parts of Southeast Asia, especially those in the eastern Indonesian archipelago. The article concludes by arguing that after the conquest of Makassar, Banjarmasin in southern Borneo developed as a new regional entrepôt connecting China to the eastern archipelago.

Logwood, a dyestuff extracted from its namesake tree native to the Yucatán Peninsula, was a commodity valued in the textile centres of early modern Europe. The trade in logwood began as an extractive endeavour attempted by merchants and former pirates on the margins of Spanish colonial authority, but by the late eighteenth century it had expanded to become a wide-reaching activity with connections to broader trends on both sides of the Atlantic. In the New World, the trade's growth fuelled Anglo-Spanish imperial rivalries and led to the introduction of slave labour to harvest dwindling logwood stands. The ecological consequences of human exchange also spread logwood's range to Caribbean islands, turning a frontier trade into a domesticated plantation industry. In the Old World, logwood was a versatile dye source that contributed to a range of hues. Initial regulations to protect consumers eased as dyers improved the quality of logwood dyes. The logwood trade expanded global textile supply chains and brought innovation to Europe's proto-industrial textile industry. It gave the continent's dyers new ways to meet consumer demand and spurred the development of mechanical methods to expedite refining.

The field of Atlantic history initially focused exclusively on the Anglo-American North Atlantic, largely ignoring the South Atlantic and Africa. This approach, dominant after World War II, portrayed a “Western civilization” based on North Atlantic liberal values, akin to a postwar Mediterranean. Over time, historians of the Anglo-American Atlantic criticized this narrow focus, recognizing the broader interconnectedness of the Atlantic world. Recent decades have seen a shift, with more historians acknowledging the Atlantic as a complex, interconnected space involving four continents. Particularly notable is the rise of studies on the South Atlantic, especially regarding science and empire in the Iberian world. These studies highlight the significant role of Spain and Portugal, challenging the previously North Atlantic-centered narrative. This research has revealed that the Atlantic world was as much, if not more, shaped by Spanish and Portuguese influences as by English ones. The reviewed works exemplify this shift, focusing on the South Atlantic's imperial entanglements and the African diaspora in the Caribbean.

This article traces Hacking's “looping effect” in colonial policies and practices of taxation, coerced labour, and governance in Indonesia. It argues that knowledge production for the purpose of taxation was a two-way, interactive process which was in particular influenced by complexes of local indigenous social organization, institutions, mentalities, and behaviour as expressed through adat (Indonesian systems of political-social norms and customary law). Such patterns and systems, the article reveals, were internalized into and started working reciprocally with colonial policy, knowledge production, and administrative practices. Taxation made up and changed people, but underlying strategies to categorize and “make known” subjects were also recognized and actively used, evaded, or influenced by these subjects and by local intermediaries. Consequently, colonial knowledge created an institutional framework that reoriented the self-perception of these subjects and intermediaries, which then changed and reconditioned popular responses to the colonial state. Systems of colonial knowledge were thus modified to eventually fit the realities they were supposed to describe, influence, and legitimize, creating a looping effect between colonial, “made up,” and actual social realities.

This article explores three instances of the looping effect by studying colonial resistance in the Moluccas in 1817. It focuses on the relations between Dutch colonial officials and the sultan of Ternate in the North Moluccas, and between Dutch officials and the regents of Ambon in the Central Moluccas. The first instance of the looping effect revolves around how Ambonese regents, who adhered to Calvinism, used Christian principles to contest Dutch rule within the Moluccas. This became evident in 1817 when a revolt broke out against the reestablishment of Dutch rule within the Moluccas. The leaders of this revolt used religious precepts of Calvinism, previously introduced by the Dutch, to argue that the reestablishment of Dutch rule should be rejected. The article continues with a second instance of the looping effect, reconstructing how Ambonese rulers used instructions issued by the colonial state in 1818 to mitigate claims from the colonial government. Finally, a third instance of the looping effect can be perceived in how the sultan of Ternate used contracts, signed with the Dutch colonial state in 1817, to request Dutch military assistance against internal uprisings and thereby increased his authority throughout the region.
