[The ICAO meetings held in Rome from August 28 to September 21 considered taking further steps with respect to acts of unlawful interference with civil aviation. The meetings failed to reach agreement on the amendment of the Chicago Convention on International Civil Aviation (1944) or the adoption of new conventions or protocols supplementing the provisions of the Hague Convention of 1970 (10 I.L.M. 133 (1971) and the Montreal Convention of 1971 (10 I.L.M. 1151 (1971).
