Global Warming Poses the Gravest of Ecological Risks, and presents numerous hurdles to international environmental agreement. A major initiative to pre-empt this threat is the Kyoto Protocol to the United Nations Framework Convention on Climate Change. In this article, I argue that this treaty constitutes an ineffective attempt to curb global warming, and should be replaced by an alternative set of domestic and international policies.

This article aims to enhance understanding of selective politicization processes in policy failures and examine the attempts of policy-makers to use framing strategies to allocate blame. The policy response to alleged submarine intrusions in Sweden and Dutch military involvement in the fall of Srebrenica are the two case-studies used in this article. These cases will be analysed using three perspectives derived from the literature on framing: depicting events as violations of core public values; depicting events as operational incidents or as symptoms of endemic problems; allocating accountability and blame for the occurrence and/or ‘mismanagement’ of crisis. Finally, we present a conceptual framework of the different shapes that political blaming can take when certain framing strategies are adopted.

Very different views have been taken of the changes in Eastern Europe at the end of the 1980s, and whether they can properly be considered a ‘revolution’. The evidence of Freedom House's annual surveys suggests that at least four distinct groups of countries may be identified, and that over time there has been no common trajectory. A majority of the former Soviet republics, indeed, have scores that were lower than those of the USSR in its final year. In the view of ordinary citizens individual liberties have improved considerably since the end of communist rule, but levels of political efficacy remain very low in comparative terms. Rather than conceive of these regimes as ‘in transition to democracy’, one may more fruitfully see them as a distinct system that has much in commun with semiauthoritarian regimes in other parts of the world.

The attacks on the United States of America in September 2001 have spurred a rapid implementation of new Anti-Terrorism legislation around the world. In an effort to, ostensibly, safeguard against the repetition of similar events on their own territories, many democracies have taken far-reaching legislative steps that might threaten the ideal of liberty on which their societies have traditionally been built. This article examines the laws introduced in Britain, France and Germany to establish the extent to which civil liberties in eight different categories have been curtailed. It concludes that, despite the otherwise similar characteristics of the countries studied, the legal provisions differ significantly in scope and depth, a fact that might be explained by: the different levels of threat perception; Britain's history of anti-terror legislation; and the respective power balances between judiciaries and legislatures.

This article examines how Hollywood blockbuster movies made since the 1970s have commonly presented a distorted and conventional narrative of American history, in respect both to domestic incidents and to engagements abroad. Equally distorting is the image of America as a highly homogeneous society projected through popular television shows. These patterns are investigated in the following way. First, the article presents an overview of how early Hollywood movies dealt with the country's immigrant and racial diversity. Secondly, the effect of mobilization in both the Second World War and the cold war in inducing a narrow sense of national identity in movies is examined. Thirdly, these two sections provide a prelude to the analysis of historical distortion and ideology in selected major Hollywood blockbusters.

In meeting the threat posed by terrorism, the democratic state also faces a paradox: those practices best suited to defending the state are often least suited to democracy. Such is the case with official secrecy, which has received renewed attention. Military and intelligence operations frequently depend on secrecy for their success. At the same time, democracy depends on openness, a fact too often neglected by democratic theory. Official secrecy subverts citizen autonomy and in so doing creates fertile ground for paranoid-style thinking. For the United States, a history of secrets and lies has left a legacy of distrust and paranoia.

Until recently, Rhodes's ‘Differentiate Polity Model’ (DPM) has been the most analytically-developed model of the British political system, but it is not without its problems. Here, we argue that the DPM over-stresses the diffuse nature of power in Britain and the extent to which the state has been hollowed out. Instead, we contend that the British political system is more closed and elitist than the DPM acknowledges; rather than being hollowed-out, the state has been reconstituted and the core executive still remains the most powerful actor in the policy process. These themes are reflected in our own ‘Asymmetric Power model’.

The International Criminal Court (ICC) came into effect on 1 July 2002. This article gives an account of the historical background to the ICC and an overview of the Court's Statute, remit and powers. It is argued that the ICC is a highly politicized legal institution which will only be effective through inter-state cooperation. Despite its lengthy historical antecedents and legal precedents, prudence suggests that — due to the nature of international politics — the establishment of the ICC should be viewed as the beginning of a cumulative process of reforming the politics of international justice rather than the end of a process of transformation in international law.

While China has been the most important constraint on Hong Kong's democratization, another neglected constraint has been the limited mobilization power of the pro-democracy opposition in both civil and political society for most of the period from 1984 to 2002. The mobilization power of the pro-democracy opposition, mediated by their degree of internal unity and ability to capitalize on external political opportunities, affected its overall bargaining power vis-à-vis the Chinese and British government over democratization in different phases. The self-censorship among Hong Kong's media, plus economic recession since the Handover, further sapped the mobilization and bargaining power of pro-democratic forces.

The Concept of ‘Critical Elections’ is Justifiably Used in Two eventualities: when there is a significant turning-point arising from a particular election, such as dramatic changes in party strengths which are subsequently consolidated and affect the structure of the party system (e.g. the replacement of one party by another as major opposition or government party); and, when in new democracies an election has a decisive effect in confirming or diverting from the democratization path. It may of course be that the latter incorporates the former.

This article considers the origins of the local government reform agenda of the 1997 to 2001 Labour government. The analysis identifies a wide range of factors including recurring themes in the debate about local government, market mechanisms, Labour Party politics, the traditions of the British state, the constitutional reform agenda and the international context. This study also develops the notion of shifting constraints to explain this process and the agenda of the current Labour administration.

This article is one of a series commissioned by Government and Opposition exploring identity politics in several national and international contexts. Most discussions of ‘the Canadian identity’ focus on how ‘being Canadian’ relates to various sub-state group identities, such as Québécois, Aboriginal or immigrant identities. There is often said to be a distinctly Canadian model of reconciling national identity with sub-group identities. I argue that the Canadian model of accommodating identities is not unique, but rather reflects broader trends throughout the West. I also suggest that an equally important but neglected part of ‘being Canadian’ is the external dimension i.e., how Canadians relate to the wides world.

The outcome of one of the closest elections in the German Federal Republic's history partly resulted from the serious flooding which occurred a few weeks before polling day, allowing the government to display its concern in eastern Germany. There the SPD won votes, at the expense of the PDS, which returned to the Bundestag with only two representatives. The Christian Democrats did well in Bavaria. The small increase in votes for the liberal FDP and the large increase in support for the Greens meant that the incumbent coalition could continue, with a reduced majority. Significant economic problems will challenge the new government.

This article presents an interpretation of Jean-Jacques Rousseau's notion of the general will through the example of the modern Palestinian predicament. ‘Being Palestinian’ focuses in particular on the continuing crisis of the Palestinian refugees of 1948, the Palestinian people being largely a refugee population. It discusses the mechanisms that express the general will for a stateless people, and demonstrates how particular political sentiments, negotiating positions, common understandings and political will are expressed, deliber-ated and understood within the Palestinian body politic, both across borders and within besieged national institutions.

The article explores the evolution of labour politics during the transition from authoritarian to electoral rule in South Korea and Taiwan during the last decade and a half. It argues that labour politics is a crucial aspect of democratic consolidation because it facilitates the reproduction of contingent mass consent to the new regime. To this end, organized labour must be re-positioned as a political and economic actor, something that requires institutional and structural reform away from the authoritarian experience. Based on analysis of the pattern of political insertion and the legal framework governing the interaction between organized labour, business and the state before and after the electoral transition, as well as data on strikes, union density and membership, the essay concludes that substantive change in the labour politics partial regime is minor in both countries and that in fact, democratic consolidation remains an unachieved goal in each.

Japan's Prime Minister Koizumi is attempting a bold program of ‘structural reform’ in order to revive a moribund economy. However, his actual achievements after more than a year in office have fallen far short of his original goals. Such lack of progress for a prime minister bent on reform can only be understood in the context of Japan's ‘Un-Westminster’ system in which the cabinet is not an authoritative decisionmaking body for government policy. Although modelled along Westminster lines, Japan does not have strong cabinet government; it has party-bureaucratic government. In practice this means that Koizumi's push for reform faces the de facto veto power of bureaucrats and his own ruling party.

Institutionalization as a ‘process theory’ moves beyond the specification of a dichotomous variable – either an institution exists or it does not – to a continuous variable – whereby an institution can be more or less institutionalized. But if institutionalization is to be conceived in this way, then the specification of independent variables and the measurement of the degree of institutionalization become crucial to the understanding of the process. The essence of the argument presented in this article is that in the study of legislatures both the specification and measurement of institutionalization have been deficient. The comparative potential of the concept of legislative institutionalization has been limited by a failure to use common criteria and measures of institutionalization. As a general theory, institutionalization is of value in explaining how institutions become organized and how they become differentiated from other political organizations, but equally other organization theories might more usefully be deployed to explain institutional change in legislatures thereafter.

Democratization studies has tended to understand democracy a pro-Western political regime build around liberal norms and government. This approach provides clarity, but cannot explain the varied political experiences and outcomes within contemporary processes of ‘democratization’. At the same time, it fails to capture the range of meanings invested in the term ‘democracy’. Starting from the premise that democracy's appeal rests on its emancipatory potential, this article proposes reconceptualzing what is meant by democratization, drawing in ideas from identity politics and citizenship studies while, at the same time, placing the impetus for democratization in the framework of global transformation.
