This paper develops a predatory theory approach to understanding state failure. Predatory theory expects that state revenue extraction is central to the ability of states to engage in any other activities. States that are able to maximize their revenue extraction subject to well-known constraints are therefore likely to avoid state failure. On the other hand, when state failure occurs, it should reduce state revenue extraction. These hypotheses receive mixed support in several two-stage least-squares time-series analyses that control for the endogenous relationship between state fiscal capacity and state failure. While state failure reduces state fiscal capacity, state fiscal capacity does not deter state failure onset or incidence. In the sub-Saharan African subsample, state fiscal capacity does reduce the incidence of state failure despite a reciprocal negative effect.

How do face-to-face, assembly processes, and non-face-to-face, popular vote processes impact the decisions made by citizens? Normative discussions of the comparative merits of these two broad types of participatory decision-making processes partly rely on empirical assumptions concerning this question. In this paper, we test the central assumption that assemblies lead to decisions that are more widely supported by participants than popular votes. We do so by analyzing 1,400 decisions made through these processes on the highly salient issue of municipal mergers in Swiss municipalities since 1999. We find that assembly decisions are consistently made by larger majorities than popular vote decisions and that this relationship is significantly mediated by turnout. This suggests that higher levels of agreement in assemblies mainly result from selection biases – with fewer dissenting citizens participating in assemblies than in popular votes – rather than from internal dynamics in assemblies.

This paper sheds light on the prevalence and the correlates of citizen support for liberal democracy and four of its deformations: a populist, a technocratic, a post-democratic, and a majoritarian-relativist conception of democracy. Using original survey data from a representative German online panel, the findings provide systematic evidence on the multifaceted nature of citizens’ democratic preferences. Only few citizens are, for instance, populist without also being liberal democrats, and many endorse two or more deformations of liberal democracy simultaneously. Yet, these forms of overlap are not arbitrary but conform to conceptually posited relative affinities between these deformations. The examined conceptions of democracy furthermore differ in their associations with political support, ideology, education, and political interest. In addition to offering novel empirical insights, the findings also highlight why some measures may underestimate the complexity of democratic preferences.

Previous research finds that privileged citizens have more influence on democratic decisions than less advantaged citizens. One explanation put forward is unequal voting participation between socioeconomic groups. This paper contributes by studying how such inequalities are reproduced in couple formation. It sets out to answer two questions using British panel data. First, to what extent does assortative mating vs social influence account for correspondence in turnout behavior of couples? Second, does assortative mating and social influence contribute to social inequalities in turnout? The results show that the relationship between living with a partner and turnout is highly dependent on the voting participation of the partner, and that, regardless of individuals’ own previous voting participation, individuals with higher socioeconomic status are more likely to enter relationships with potential voters. The unequal selection into relationships with voters and nonvoters shows that unequal voting participation between socioeconomic groups can be self-reinforcing through assortative mating.

The Satisfaction With Democracy (SWD) indicator is very often used in social sciences’ research. However, while there is debate about which concept it measures, the discussion about the size of its measurement errors (how well it measures the underlying concept ‘satisfaction with the way democracy works’) is scarce. Nonetheless, measurement errors can affect the results and threaten comparisons across studies, countries and languages. Thus, in this paper, we estimated the measurement quality (complement of measurement errors) of the SWD indicator for 7 response scales across 38 country-language groups, using three multitrait-multimethod experiments from the European Social Survey. Results show that measurement errors explain from 16% (11-point scale) to 54% (4-point scale) of the variance in the observed responses. Additionally, we provide insights to improve questionnaire design and evaluate the indicator’s comparability across scales, countries and languages.

A close reading of the literature on radical right parties (RRPs) suggests that these parties erode trust and solidarity in European democracies when they pit ‘the pure people’ against political and legal institutions, elites, and immigrants. I propose the conjecture that RRPs with seats in the national parliament have better conditions for spreading nativist and populist messages that may erode trust and solidarity between a society’s residents, between ethnic groups, and towards its political and legal institutions. To test this research question, I combine nine waves of European Social Survey data from 17 countries and data on national elections spanning the years 1999 to 2020. Two-way fixed effects models estimate that RRPs representation in the national parliament is associated with a reduction in public support for redistribution of ca. 18% of a standard deviation. Additionally, I demonstrate that this inverse relationship runs parallel to growing welfare chauvinistic beliefs and that it is stronger in countries with weak integration policies. Contra theoretical expectations, the radical rights’ political representation has not produced any change in societal levels of anti-immigration attitudes, institutional trust, or social trust. While the findings persist across a wide range of robustness checks and other model specifications, threats to identification in the form of non-parallel pre-trends and unobserved sources of confounding, means that one should be cautious in interpreting the findings in a causal manner.

This paper advocates a move beyond the systemic approach in the field of Deliberative Democracy. It argues that the notion of deliberative ecology can deliver the necessary conceptual elements that deliberative democrats seek in deliberative systems without some of the problems they either overlook or embrace. To advocate the advantages of an ecological perspective to deliberation, the article focuses on six axes of comparison: (i) performances of actants (instead of functions of arenas and players); (ii) articulations and translations (instead of transmission); (iii) vulnerabilities (instead of pathologies and dysfunctions); (iv) practice (instead of institutionally-oriented design); (v) diverse temporalities (instead of linear temporality) and; (vi) hologram-based analysis (instead of systemic analysis). In a nutshell, the article claims that the ecological approach to deliberation has the advantage of conceptualizing an ever-changing web of relations of interdependency, which connects diverse entities that are either relevant to a public discussion or that hinder its enactment.

Deliberative minipublics are becoming increasingly popular, with both scholars and practitioners highlighting their potential to bolster public approval of political decision-making. Yet, it remains unclear whether minipublics are able to do so in contexts where the public itself is deeply divided – a concern which becomes only more relevant as levels of polarization are said to rise across the globe. In this study, we argue that polarized citizens may perceive minipublics and their outcomes as less legitimate than more moderate citizens. We use original survey data from Northern Ireland (n = 932), a highly polarized society where a minipublic was organized on the contentious issue of the region’s constitutional future. We find that higher levels of ideological polarization and, to an extent, affective polarization are associated with lower levels of perceived minipublic legitimacy among the wider public, although effects are small. This offers novel insights into the role of minipublics in polarized settings.

The role played by legislative committees in parliamentary democracies is directly related to some of their properties. In particular cohesion, namely similarity of committee members’ preferences, is the most important non-institutional feature that influences committee working. This non-institutional aspect, on its turn, is directly affected by the institutional environment. In this paper we hypothesize that electoral rules, committee agenda setting power and MP’s level of knowledge of the committee policy domain influence the committee cohesiveness by affecting the utility that a MP derives from a purposeful choice of the legislative committee she belongs to. To test this proposition we focus on the last 30 years of Italian legislative activity using data from co-sponsorship to infer MPs’ preferences in a multidimensional policy space. During this period Italy has experienced drastic changes in its political system. These changeable circumstances give a strong comparative flavor to the present study. Statistical analysis at individual level confirms our hypotheses.

Variation in secessionism among sub-state nationalists is part of one of the great puzzles of ethnic politics. Sub-state national movements tend to bifurcate and, at times, trifurcate, into two or three basic nationalist orientations: independentist nationalism, autonomist nationalism (and its sub-variants), and federalist nationalism (and its sub-variants). There is a dearth of systematic comparative research into the sources and patterns of internal variation in the political orientations of sub-state national movements. This article investigates why some sub-state nationalists opt for a secessionist orientation while other nationalists within the same national movement opt for a variety of non-secessionist orientations. I use evidence gathered in Quebec and Catalonia, consisting of 42 interviews among the top leadership of the eight national parties of these societies, 15 focus group interviews with party militants, and 370 questionnaires answered by militants, etc. The national consciousness and materialist approaches fail to elucidate these issues. Instead, sub-state nationalists have expectations about what is fair treatment by the central state, and notions about what obligations emerge due to common membership in a plurinational state. Independentists and strong decentralizers (strong autonomists and radical asymmetric federalists) opt for their chosen orientations because they perceive that central state institutions are unable to promote an ethos of plurinational reciprocity and are aggrieved by state nationalism, while less-decentralizing nationalists (weak autonomists and traditional federalists) assert that the central state is capable of accommodation and reciprocity and have no grievances about state nationalism.

What has caused the marked, cross-national, and unprecedented trends in European electoral results in the 21st century? Scholarly explanations include social structure and challenger party entrepreneurship. We argue that these electoral changes more proximally result from public issue salience, which results from societal trends and mainly affects rather than is caused by party agenda setting. We use aggregate-level panel data across 28 European countries to show that the public issue salience of three issues—unemployment, immigration, and the environment—is associated with later variation in the results of the conservative, social democrat, liberal, radical right, radical left, and green party families in theoretically expected directions, while the party system issue agenda has weaker associations. Public issue salience, in turn, is rooted in societal trends (unemployment rates, immigration rates and temperature anomalies), and, in some cases, party agenda setting. We validate our mechanism at the individual-level across 28 European countries and using UK panel data. Our findings have implications for our understanding of the agency of parties, the permanency of recent electoral changes, and how voters reconcile their social and political worlds.

This study explains redistribution and income inequality by revisiting traditional approaches. The predictions of the two dominant theories, the median voter hypothesis (the Meltzer–Richard model) and the power resources theory are regarded as contrasting, and have seldom been incorporated under a single framework. I develop a composite model of inequality by combining their core arguments within the framework of party competition. This study also analyses stages of inequality formation, namely market wage inequality and redistribution, and adds in a dynamic component to the model, completing the cycle of income distribution. The model is supported empirically with data from 18 Organisation for Economic Cooperation and Development countries from 1970 to 2009. I demonstrate the joint relevance and significance of the two theories, showing that they are not necessarily mutually exclusive and should be properly addressed from both theoretical perspectives.

If transparency in political finance is part and parcel of democracy, why do some countries adopt internationally agreed standards to regulate political finance in a more transparent way, while others do not? This paper (a) suggests a theoretical framework to address this question, taking into account international obligations, existing party finance regulation, and demands for greater legitimacy of political institutions; (b) introduces a unique data set of 46 member-countries of the Group of States against Corruption (GRECO) project operated by the Council of Europe; and (c) concludes that unwillingness to pay the high domestic costs of changing national regulation is the prime impediment to compliance with transparency regulation proposed by GRECO. Right-of-centre cabinets are, on average, associated with a poorer level of compliance. Interestingly, compliance with recommendations which reduce the privileges of parliamentary parties does not deviate from the overall pattern.

Adopting compulsory voting (CV) legislation is expected to produce near-universal turnout, which in turn is assumed to iron out class-based differences in political influence and representation. The article traces the historical process generating the sequential adoption of CV in 8 of the 17 Cisleithanian crownlands of the Austro-Hungarian empire in 1907 and 1911, and leverages a difference-in-differences (DiD) method to estimate its causal effect on turnout and voting patterns in elections to the Imperial Council. Exploiting unique data on the turnout of citizens based on their occupational categories, it further examines whether the adoption of CV attenuated class bias in turnout. Despite a large boost to turnout, CV neither increased support for parties representing the working classes, nor attenuated the class bias in turnout.

Solidarity is a key ingredient to making society work. Yet, recent developments such as the refugee crisis and the declining support for social democratic parties question the degree of solidarity in Western societies. So what could increase solidarity? The national identity argument (NIA) claims that a stronger national identity can foster solidarity. While this claim was proven in some cases, several others challenged it. This paper sets out to put the NIA to a severe empirical test by distinguishing five different forms of national identity: national belonging, national pride, patriotism, national chauvinism, and the normative perception of national boundaries. The data stems from national surveys in Germany, the UK, and the USA linked to the ISSP. The results reveal no clear support for the NIA. Whether national identity fosters solidarity depends on what type of national identity and what country one is looking at.

Since the new millennium, scholars have acclaimed a vigorous global justice movement (GJM). Many accounts have stressed the tolerant identities of those involved in this movement, and/or the movement's horizontal decision-making structure. Consequently, formal organizations are often excluded from analysis, precluding the chance to assess systematically whether they are involved in social movement modes of coordination. The article uses deductive block modelling and inferential statistics on survey data of a broad sample of 208 western European global justice organizations to uncover their modes of coordination. I find that many organizations commonly considered integral to the GJM demonstrate organizational and coalitional modes of coordination, while formal organizations often engage in coalitional work. Organizations most densely networked, including some formal organizations, do have social movement modes of coordination: they identify with the GJM, display continuity in attendance at international protests/events, and have contentious relations with political institutions. In addition, I raise methodological considerations for future studies of social movement modes of coordination.

Despite widely held views on fiscal adjustment as a political minefield for government parties, the empirical literature on the issue has been surprisingly inconclusive. A crucial variable that has been often overlooked in the debate is partisan politics. Building on the micro-logic of Albert Hirschman’s ‘exit, voice, and loyalty’ framework, this article offers a novel theoretical perspective on the conditioning impact of partisan government in the electoral arena. Due to their more limited exit options at their disposal, left-wing voters are less likely to inflict electoral punishment on their parties, offering the latter an electoral advantage over their right-wing rivals. Relying on the largest cross-national data set to date on the evolution of close to 100 parties’ popularity ratings in 21 democracies, time-series–cross-section results confirm this electoral advantage. Somewhat paradoxically, while center-right government parties systematically lose popularity in years of fiscal adjustment, no such regularity is found for left-leaning incumbents.

How are immigrants’ feelings of inclusion and trust in political institutions affected by interactions with the host society? In a field dominated by observational correlation studies, I use a survey experiment in two national contexts to test how perceptions of discrimination and expressions of pro-immigrant support influence non-Western immigrants’ political trust and national belonging. Following standard experimental procedures to test the hypotheses, I attempt to prime perceptions of group discrimination by asking questions about unfair treatment. Expressions of pro-immigrant support are, in turn, primed with facts about public and institutional support for immigrants’ rights. The results from the survey experiment are in line with expectations from prior work in some subgroups and underline the importance of equal treatment to achieve social cohesion. They also paint a rather complex picture of discrimination and its psychological impact. These findings have substantial implications for our understanding of host societies’ roles in immigrant inclusion.

Why do certain European Union (EU) institutions look so much like institutions in its member states? The article asserts the reason for this similarity is that these structures have been ‘copied’ from the member states to the EU and provides a historical institutionalist explanation for this process of institutional transfer. The theory of isomorphism provides the analytical foundation for understanding institutional imitation in the EU, while the European ombudsman (EO) and the European Court of Auditors (ECAs) serve as the empirical case studies on which the theory is tested. The article finds that previously existing institutional arrangements matter not only by molding actor preferences in relation to an upcoming institutional transfer, but also by restricting their options and behavior. Specifically, the founding of the EO and the ECAs was the result of pressures exercised by the European Parliament, a supranational body, and the governments of the EU member states. In order to achieve the transfer, those actors had to navigate established institutional practices, primarily the ones associated with the negotiation of new treaties, which are necessary for the addition of new institutions to the EU institutional edifice.

Studies of citizens’ satisfaction with democracy have established a connection between satisfaction and how well those citizens’ preferred parties perform in elections. Yet, the question remains whether ‘winners’ and ‘losers’ respond to the same system- and party-level factors when evaluating their political satisfaction. We build on extant literature to consider citizen satisfaction with democracy from the perspective of character valence. Using the Mannheim Eurobarometer trend file and content analysis-based data on parties’ character valence, we find that both winners’ and losers’ satisfaction with the political system is affected by parties’ character valence, but in differing (and somewhat surprising) ways. We find that winners respond to improvements in the character valence of opposition parties, whereas losers demonstrate greater concern with the valence of governing parties.
