Kilpatrick’s introduction to this special issue (p. 2) in the sense that the ‘acquis’ is ‘moved elsewhere’. But there is a nuance: the references in the Charter did not replace the social ‘acquis’. They copied it, and incorporated it, not without some changes, in another legal source.
