Despite significant expansion of the global protected area (PA) network, this investment has not commonly been matched by investment in their management. This includes managing trade-offs between social and biodiversity goals, including resource use in PAs. While some resource-use activities receive significant attention, the full suite of resources extracted from PA systems is rarely documented. This paper illustrates the potential risk of resource use to PA ecological performance through a survey of resources harvested in South Africa's national parks. Even for this comparatively well-managed suite of parks, significant data gaps preclude assessments of harvest sustainability. Harvest quantities were known for < 8% of the 341 used resources, while 23% were not identified to species level. International Union for the Conservation of Nature Red List conservation status had not been evaluated for 78% of species, and 31% of all species (83% of marine species) had not been evaluated nationally. Protected areas face ongoing pressure to balance people-based and biodiversity outcomes, but whether or not both objectives can be achieved cannot be assessed without adequate data. Managing PAs in future will require consideration of trade-offs between investing in PA expansion, increasing the monitoring and management capacity of PA agencies, and investing in the research needed to support decision making.

A growing body of ‘people and parks’ literature examines the interactions between protected areas (PAs) and people who live around them. This study of Chobe National Park (Botswana), which has one of the largest concentrations of wildlife in Africa, highlights a PA's influence beyond its buffer zone and provides a more detailed understanding of the complex dynamics within a PA buffer. Overall net population growth in the areas adjacent to Chobe National Park (hereafter referred to as the ‘buffer’ area) does not preclude outmigration from certain Park buffer areas where declining agricultural opportunities have pushed working-age residents in search of work to urban areas around and beyond the Park. At the same time, skilled workers have moved to some of these rural Park buffer villages to take advantage of new civil service positions. The PA also influences long-time rural dwellers’ social and economic exchanges with urban kin and exacerbates dependence relations, placing economic strain upon urban migrants. In this way, the economic and social effects of PAs are neither uniform across their borders nor limited to those borders. These outcomes have important implications for biodiversity conservation in rural areas as they suggest that population growth may not be an accurate proxy for threats to biodiversity, if new and long-term residents come to rely on less resource-intensive livelihood practices.

Conservation trading has developed as a policy instrument for biodiversity protection. This paper traces the emergence, development, and spread of conservation trading, focusing particularly on the formation and activities of an increasingly transnational policy instrument constituency, namely the actor group that has formed around the policy instrument in its support. The development of conservation trading was predominantly guided by a constituency of dominant business-oriented actors, beginning with mitigation measures in the USA and making later connections to international networks with a similar market-driven orientation for environmental protection. By strategically combining agenda-driven research with the mobilization of political support, this constituency helped to establish conservation trading as a widely acknowledged policy solution applicable to various ecological and sociopolitical contexts. Yet, this was achieved, in part, at the cost of neglecting critical issues, such as the recognition of policy alternatives or socioecological or cultural context particularities. Whereas the development of conservation trading is sometimes portrayed as a rational process of neutral policy learning, this process, through its constituency, has developed a life and political momentum of its own, which must be acknowledged when engaging with the design and implementation of better conservation policies. A forward-looking social policy assessment approach is required, which opens up policy design discourses for debate and reflexive engagement. Acknowledging possible shortcomings with a broad range of concerned societal actors can help to assure policy transparency, add specificity, and increase the sound ecological and societal embedding of conservation trading.

Climate and land-use changes are expected to drive high rates of environmental change and biodiversity loss in Mediterranean ecosystems this century. This paper compares the relative future impacts of land use and climate change on two vulnerable tree species native to Southern California (Juglans californica and Quercus engelmannii) using species distribution models. Under the Intergovernmental Panel for Climate Change's A1B future scenario, high levels of both projected land use and climate change could drive considerable habitat losses on these two already heavily-impacted tree species. Under scenarios of no dispersal, projected climate change poses a greater habitat loss threat relative to projected land use for both species. Assuming unlimited dispersal, climate-driven habitat gains could offset some of the losses due to both drivers, especially in J. californica which could experience net habitat gains under combined impacts of both climate change and land use. Quercus engelmannii, in contrast, could experience net habitat losses under combined impacts, even under best-case unlimited dispersal scenarios. Similarly, projected losses and gains in protected habitat are highly sensitive to dispersal scenario, with anywhere from > 60% loss in protected habitat (no dispersal) to > 170% gain in protected habitat (unlimited dispersal). The findings underscore the importance of dispersal in moderating future habitat loss for vulnerable species.

Rapid population growth and economic change on the tropical islands of Mauritius have led to one of the highest rates of urban build-out in the world. Pressure on many of the island's natural features and resources increasingly risks further degradation to the environmental services that they provide to the country. Fourteen types of marine and terrestrial environmentally sensitive areas (ESAs) are critical to the nation's sustainable development. Twelve of these ESA types are currently at risk of degradation, owing to their spatial proximity to built-up areas (BUAs) and current use designation. There was a bimodal distribution in proximity; eight of the 12 ESA types analysed had an area-weighted modal peak < 500 m from the nearest BUA, and four ESAs had a modal peak 2–3 km from the nearest BUA. Six coastal and marine ESAs had limited protection from urban expansion and over-use. The Mauritian experience reflects trends that are emerging across many tropical developing countries, where the bulk of future global growth in urban area is expected to occur. The approach detailed in this case study is replicable and may be useful in assessing degradation risk as a result of urban expansion in other island countries.

As human population size and demand for seafood and other marine resources increase, understanding the influence of human activities in the ocean and on land becomes increasingly critical to the management and conservation of marine resources. In order to account for human influence on marine ecosystems while making management decisions, linkages between various anthropogenic pressures and ecosystem components need to be determined. Those linkages cannot be drawn until it is known how different pressures have been changing over time. This paper identifies indicators and develops time series for 22 anthropogenic pressures acting on the USA's portion of the California Current ecosystem. Time series suggest that seven pressures have decreased and two have increased over the short term, while five pressures were above and two pressures were below long-term means. Cumulative indices of anthropogenic pressures suggest a slight decrease in pressures in the 2000s compared to the preceding few decades. Dynamic factor analysis revealed four common trends that sufficiently explained the temporal variation found among all anthropogenic pressures. This reduced set of time series will be a useful tool to determine whether links exist between individual or multiple pressures and various ecosystem components.

In 2011, the UK government set in motion a process to establish a formal biodiversity offsetting programme in England, as an attempt to tackle biodiversity loss as a result of development. Drawing on critical approaches to the commodification of nature, this article traces the dilemmas encountered by the UK government in its endeavours to roll out a biodiversity offsetting programme in the English planning system. Based on 34 in-depth interviews with key stakeholders, documentary analysis and participant observation at policy-focused events, the paper aims to show how the promise of reconciling development and conservation proved difficult to deliver. In government attempts to enrol sympathetic actors, disputes emerged over the purpose and fine detail of the proposals. Deeper tensions were revealed in clashes between governmental emphasis on deregulation and advocates’ calls for strong mandatory rules and well-resourced oversight, while efforts to balance complex ecology with market demands for simplicity and certainty undermined the promise of objective biodiversity metrics delivering uncontroversial hard numbers. Though the English case is in many ways context-specific, the problems experienced raise wider political questions around establishing meaningful offsetting schemes in any part of the world.

Bushmeat hunting in the savannah biomes of East Africa is often considered to be subsistence oriented and undertaken as a gap-filler in the lean agricultural season. The price of bushmeat is furthermore often thought uniform regardless of species, but if hunting is commercially oriented and price premiums are paid for particular species this needs to be considered. This paper investigates these issues in the Kilombero Valley of Tanzania, based on one year of market data and interviews with 80 hunters, 169 traders and 67 retailers. Motivations were overwhelmingly commercial and the bushmeat trade constituted a year-round income generating activity. Monte Carlo simulations based on the deterrence model revealed average cost-benefit ratios of 0.15–0.43 for hunters, 0.56–0.62 for traders and 0.88 for retailers, and a 12–401 fold increase in likelihood of apprehension may be required to render the trade unprofitable. Willingness-to-pay data showed that elephant, buffalo, hippopotamus, puku, bushpig and warthog meat were preferred. Enhanced enforcement may thus drive prices for these species higher, encouraging hunters to seek ways around constraints. Community-based wildlife management and improved firearms control may be the most pragmatic ways to regulate the trade.

Conservation is at a critical juncture because of the increase in poaching which threatens key species. Poaching is a major public concern, as indicated by the rises in rhino and elephant poaching, the United for Wildlife Initiative and the London Declaration, signed by 46 countries in February 2014. This is accompanied by an increasing calls for a more forceful response, especially to tackle the involvement of organized crime in wildlife trafficking. However, there is a risk that this will be counter-productive. Further, such calls are based on a series of assumptions which are worthy of greater scrutiny. First, calls for militarization are based on the idea that poverty drives poaching. Yet, poaching and trafficking are changing because of the shifting dynamics of poverty in supply countries, coupled with changing patterns of wealth in consumer markets. Second, the ways increases in poaching are being linked to global security threats, notably from Al Shabaab are poorly evidenced and yet circulate in powerful policy circles. There is a risk that militarization will place more heavily armed rangers in the centre of some of the most complex regional conflicts in the world (such as the Horn of Africa and Central Africa/Sahel region).

There is significant concern about potential ecological effects of introduced organisms, including non-indigenous species and those created by genetic modification. This paper presents an Ecopath with Ecosim modelling approach, designed to examine long-term trophic effects of growth hormone (GH) transgenic coho salmon should they ever escape to a coastal salmonid ecosystem, namely the Strait of Georgia in British Columbia (Canada). The model showed that the effects of introduced GH transgenic coho salmon varied with their biomass, diet, structure of the invaded ecosystem, and environmental conditions. Occasional escapes of non-reproductive salmon did not have a significant impact on the example ecosystem. However, effects of GH coho salmon varied with their diet when large numbers of these fish were present in the simulated ecosystem (for example, when they constituted 20% of total current aquaculture production in the area). Further, climate-driven changes in the biomass of low trophic levels (bottom-up effects) could have a greater impact on the ecosystem than the introduction of large numbers of GH coho salmon. A new version of Ecopath with Ecosim's Monte Carlo approach showed that the model predictions were robust to GH coho salmon's Ecopath parameters, but more sensitive to vulnerabilities of prey to GH coho salmon. Modelling ecosystem effects of genetically modified organisms provides a complementary approach for risk assessments when data from nature are not readily obtainable.

Members of the public and resource-dependent communities are increasingly participating alongside professional scientists to monitor the natural world. This study applies the contention from development studies that participatory approaches may be tyrannical to participatory monitoring of Nepal's community forests. There is a tyranny of the group because elites within the community stand to benefit at the cost of those already marginalized. In theory, tyranny is produced through the methods employed in the projects, as they promote scientific systems of monitoring at the expense of local understandings of environmental change; in practice, however, the latter aspects override official monitoring to enable effective learning from the projects. In some instances, tyranny is produced through decision-making and control, whilst, in other cases, the reverse is true and communities are empowered through their participatory monitoring efforts. Policy makers and those involved in participatory monitoring should endeavour to transform tyranny created at local and wider scales. Participatory monitoring holds huge potential in the assessment of biodiversity, natural resources and ecosystem services, but programmes and projects need to effectively deliver associated benefits of conservation and community empowerment.

There is a need for coordinated research for the sustainable management of tropical peatland. Malaysia has 6% of global tropical peat by area and peatlands there are subject to land use change at an unprecedented rate. This paper describes a stakeholder engagement exercise that identified 95 priority research questions for peatland in Malaysia, organized into nine themes. Analysis revealed the need for fundamental scientific research, with strong representation across the themes of environmental change, ecosystem services, and conversion, disturbance and degradation. Considerable uncertainty remains about Malaysia's baseline conditions for peatland, including questions over total remaining area of peatland, water table depths, soil characteristics, hydrological function, biogeochemical processes and ecology. More applied and multidisciplinary studies involving researchers from the social sciences are required. The future sustainability of Malaysian peatland relies on coordinating research agendas via a ‘knowledge hub’ of researchers, strengthening the role of peatlands in land-use planning and development processes, stricter policy enforcement, and bridging the divide between national and provincial governance. Integration of the economic value of peatlands into existing planning regimes is also a stakeholder priority. Finally, current research needs to be better communicated for the benefit of the research community, for improved societal understanding and to inform policy processes.

The challenge to manage coastal resources within Asia-Pacific's Coral Triangle has gained global attention. Co-management is promoted as a key strategy to address this challenge. Contemporary community-based co-management often leads to ‘hybridization’ between local (customary) practices, and science-based management and conservation. However, the form of this hybrid has rarely been critically analysed. This paper presents examples of co-management practices in eastern Indonesia and Solomon Islands, focusing in particular on area closures. In contrast to the temporary closures used before the influx of sustainability discourses, contemporary closures are periodically-harvested but predominantly closed, reflecting attempts to reduce fishing effort and enhance ecological sustainability. When areas are opened, harvests are relatively short and largely triggered by the social and economic needs of particular individuals or whole communities. In all cases, engagement with environmental management interventions has led to more formalized access and use arrangements. The harvesting and management practices observed are influenced by these relatively recent interventions designed to promote sustainability, but also by religious institutions, increasing resource demand, and modernization. This study unpacks some of the contemporary influences, particularly environmental sustainability initiatives, on local management practices, and provides insights for co-management in practice.

In contemporary environmental conservation, species are judged in terms of their origin (‘nativeness’), as well as their behaviour and impacts (‘invasiveness’). In many instances, however, the term ‘non-native’ has been used as a proxy for harmfulness, implying the need for control. Some scientists have attempted to discourage this practice, on the grounds that it is inappropriate and counterproductive to judge species on their origin alone. However, to date, no empirical data exist on the degree to which nativeness in itself (that is, a species’ origin) shapes people's attitudes towards management interventions in practice. This study addresses this void, demonstrating empirically that both the public and invasive species professionals largely ignore a species’ origin when evaluating the need for conservation action. Through a questionnaire-based survey of the general public and invasive species experts in both Scotland and Canada, the study revealed that perceived abundance and damage to nature and the economy, rather than non-nativeness, informed attitudes towards species management, empirically substantiating the claim that a species’ perceived abundance and impact, and not its origin, is what really matters to most people. Natural resource management should thus focus explicitly on impact-related criteria, rather than on a species’ origin.

Nearly 10% of the world's total forest area is formally owned by communities and indigenous groups, yet knowledge of the effects of decentralized forest management approaches on conservation (and livelihood) impacts remains elusive. In this paper, the conservation impact of decentralized forest management on two forests in Tanzania was evaluated using a mixed method approach. Current forest condition, forest increment and forest use patterns were assessed through forest inventories, and changes in forest disturbance levels before and after the implementation of decentralized forest management were assessed on the basis of analyses of Landsat images. This biophysical evidence was then linked to changes in actual management practices, assessed through records, interviews and participatory observations, to provide a measure of the conservation impact of the policy change. Both forests in the study were found to be in good condition, and extraction was lower than overall forest increment. Divergent changes in forest disturbance levels were in evidence following the implementation of decentralized forest management. The evidence from records, interviews and participatory observations indicated that decentralized management had led to increased control of forest use and the observed divergence in forest disturbance levels appeared to be linked to differences in the way that village-level forest managers prioritized conservation objectives and forest-based livelihood strategies. The study illustrates that a mixed methods approach comprises a valid and promising way to evaluate impacts of conservation policies, even in the absence of control sites. By carefully linking policy outcomes to policy outputs, such an approach not only identifies whether such policies work as intended, but also potential mechanisms.

Reconstructing the environmental history of protected areas permits an empirically-based assessment of the conservation values ascribed to these sites. Ideally, this long-term view can contribute to evidence-based management policy that is both ecologically ‘realistic’ and pragmatically feasible. Lachlan Nature Reserve, a protected wetland in Centennial Park, Sydney, is claimed to be the final remnant of early and pre-European swamplands that were once extensive in the area, and the site is thus considered to have indigenous cultural and natural conservation significance. This study uses palynological techniques to reconstruct vegetation communities at the Reserve from the late Holocene to the present in order to assess whether these values adequately reflect the history, character and development of the site. The findings indicate that the modern site flora is a modified Melaleuca quinquenervia low forest assemblage formed in response to aggregated anthropogenic disturbance since colonial settlement. This assemblage replaces an Epacris-dominated heath-swampland community that was extirpated in the mid-20th century. These results emphasize the value of long-term studies in contributing to a realistic management policy that explicitly reflects the normative basis of conservation, and values the influence of past land-uses on contemporary protected ecosystems.

Artificial lighting is a significant threat to biodiversity. Although efforts to reduce lighting are crucial for species’ conservation efforts, management is challenging because light at night is integral to modern society and light use is increasing with population and economic growth. The development and evaluation of appropriate light management strategies will require positive public support, and a comprehensive understanding of public engagement with light pollution. This is the first study to examine public engagement with reducing light at night for the protection of a threatened species. A community campaign to reduce artificial light use was initiated in 2008 to protect marine turtles at a globally significant nesting beach. Semi-structured questionnaires assessed community engagement with light-glow reduction, using an existing theoretical constraints framework. Despite high levels of cognitive and affective engagement (knowledge and concern), behavioural engagement (action) with light reduction in this community was limited. Community perceptions of light reduction were dominated by ‘uncertainty and scepticism’ and ‘externalizing responsibility/blame’, implying that behavioural engagement in this community may be increased by addressing these widely-held perceptions using modified campaign materials and/or strategic legislation. Further refinement of the theoretical constraints framework would better guide future empirical and conceptual research to improve understanding of public engagement with critical environmental issues.

Appropriate legislation based on in-depth ecological evidence is essential for ecosystem conservation. Wetland areas in the Brazilian Cerrado hotspot are facing difficulties in terms of status under environmental law: only those wetlands with the palm Mauritia flexuosa (veredas) are recognized as protected. Comprehensive fieldwork in central-western Brazil (72 50-m transects) coupled with both exploratory and confirmatory analyses showed that communities with (MP) and without (MA) M. flexuosa are similar in terms of the floristics and ecology. The results demonstrate that the analysed wetlands are part of a continuum, in which a gradual replacement of species and community structure occurs without a pattern related to physiognomy. Considering such floristic and structure patterns when legally defining the ecosystem would promote a more comprehensive and realistic view of the ecosystem's characteristics and functions, and result in laws with a stronger scientific support. Conservationists should further examine the lack of consistent separation of plant community attributes between the MP and MA areas, and reconsider the scientific definition of veredas.
