Social Forestry (SF) schemes have been implemented in India since the 1980s to combat deforestation, increase the supply of fuel-wood and fodder, and provide minor forest products for the rural populaton. The relevance of such Schemes in the Mayurakshi River Basin is basically due to its environmentally degraded state. Latterly the Basin has been brought under the Mayurakshi River Valley Project, but unless measures are undertaken to mitigate problems of soil erosion, the efficiency of the Project will be hampered.

Technological change in the UK herring industry took place rapidly after 1965, due in part to the active encouragement encouragement given to fishermen to switch from driftnetting to pelagic trawling and purse-seining. The adoption and diffusion of these modern methods of capture stimulated a major expansion of output, but this very success was undermined by the depletion of the fish-stocks on which the industry depended. In the case of the West of Scotland herring fisheries, which were especially important to UK fishermen, the decline in fish-stock biomass caused vessel catch-rates to fall after 1973. The failure of international fisheries management, which acted as a permissive factor in the intensification of fishing effort, also had important economic implications as it resulted in the dissipation of resource-rent. The Authors calculate that the maximum sustainable ‘rent’ which could have been generated from the West of Scotland herring fishery was approximately £14 millions per annum at 1976-equivalent prices.

The resource-rent effectively financed the overcapitalization of the fleet and the decline which followed, and it is the speed with which this occurred that most distinguishes the herring fishery from others where technological change has taken place. The article concludes by arguing that, although the UK public authorities (notably the Herring Industry Board) might reasonably be criticized for pursuing a development strategy which resulted in economic and biological over-fishing, the international regime of fisheries management which prevailed at the time gave them little choice but to adopt a pro-active approach to technical innovation.

No-strings-attached lending is anathema to the serious commercial banker, who sees only a wafer-thin line between such ‘lending’ and the un-bank-like practice of giving (non-returnable) grants. Such doubts, indeed, are not confined to the banking industry. In the face of home grown problems of unemployment or health-care, for instance, democratically elected governments of donor countries are finding themselves under increasing pressure from their voters to cut back on bilateral assistance to hopelessly indebted taker-states. Multilateral lending and development institutions are facing an uncertain future, trapped in the vicious circle of bad debts that are all-too-steadily increasing, capital and funding quotas that are failing to materialize (eyes are currently on the US Congress), and borrowing that is becoming ever-more expensive. The African Development Bank is faltering; a Middle East Development Bank is in danger of being stillborn. The World Bank has recently been trying bravely to redress the balance: it has created a ‘multilateral debt facility’ for the most severely-indebted countries, and devised a numerical scale of national well-being that is more appropriate for the measurement of ecologically sustainable development than GNP per head of population. While these initiatives should not be belittled, good ideas are too often murdered by gangs of ugly facts.

Biotechnology is probably the only industry, except agriculture, wherein the relationship between biodiversity and the wealth that it generates is so explicit. Biodiversity is the variety of organisms, their genetic variation, and the variability of associations that these organisms display spatially. Biotechnology is the harnessing of living organisms and/or their components to undertake specific processes and/or generate useful products. The modern industry is a product of the 1980s and relies heavily on genetic manipulation (commonly referred to as ‘engineering’). It has many applications, the most important sectors being in medicine, agriculture, and the environment, where it can be involved in resource recovery, recycling, and pollution abatement.

This paper deals with conservation issues and threats faced by the inshore fishery of Lake Kariba, where human actions such as poaching and introduction of alien species are threatening the indigenous species. Lake Kariba is a Man-made Lake that was created in 1956–58 and has undergone a number of changes from a eutrophic stage in its early years to the present oligotrophic state. Tied up with this were changes in hydrology, the initial filling phase being marked with high fish-yields, then the booming of the pestiferous Salvinia molesta, until 1971 marked the end of evolutionary changes and the beginning of the decline in nutrient status of the Lake.

One of the two fisheries of Lake Kariba is described: the inshore fishery, which is the richer and more interesting in terms of diversity and conservation. This fishery is exploited by artisanal fishermen who use ‘primitive’ means. The fish species involved are vulnerable, as they take a long time to grow and have generally a low fecundity as compared with the ‘sardines’. The famous sport-fish Hydrocynus vittatus (Tigerfish) is, in particular, threatened by human activities.

Fishery regulations and management laws are implemented by LKFRI — a Zimbabwe Government institute under the Department of National Parks & Wildlife Management. Whereas the regulations appear sound and reasonable, economic hardships and human population growth in the hinterland have caused changes in the attitudes of people. Fishing is an easy source of revenue, but policing it has become costly and difficult.

Early detection of forest degradation may help to compensate for the time-lag that often exists between recognition of poor stewardship and the policy-changes required to mitigate such negative impacts. We report here on an International Forestry Resources and Institutions (IFRI) pilot study in Uganda.

The focus of the Convention on Biological Diversity on conservation, the sustainable use of the greatest possible diversity of biota, and the equitable sharing of the benefits derived therefrom, has broadened the opportunities and responsibilities of a range of entities that are involved with conservation. Countries seeking to market their genetic resources, as well as firms seeking access to these materials, are uncertain as to how to proceed under the new expectations brought about by the Convention, and the excitement stemming from prospecting revenues is having an unfortunate side-effect in emphasizing the perceived newness of this opportunity. The continued emphasis on newness discourages participation until a less risky standard practice emerges.

The Republic of Singapore, a small island state lying at the southern extremity of Peninsular Malaysia has, along with other ASEAN nations, stated its commitment to the principle of ‘sustainable development’ and ecological sustainability. This paper presents an assessment of the impact of post-World War II development on the extent and quality of intertidal coastal ecosystems and ecocomplexes in Singapore — specifically on coral reefs, mangroves, and intertidal sand- and mud-flats — and hence an evaluation of Singapore's commitment to maintaining coastal ecosystems and coastal biodiversity. The extent of these habitats was mapped from topographic and hydrographic maps, and estimates of their future area was derived from the Singapore Concept Plan for the year ‘x’ (AD c. 2030).

The watershed of the Upper Napo River (UNR), in the western portion of Napo Province in Amazonian Ecuador, holds one of the most species-rich tropical forests known on Earth. It is an area in which agricultural development and associated forest destruction are at loggerheads with conservation of biodiversity. This essay briefly describes the major factors that influence and threaten biodiversity in the UNR watershed.

Floodplain wetlands are of major importance in semi-arid Africa, providing agricultural, livestock, forestry, and fisheries, products as well as many other goods and services. Through a case-study of a floodplain wetland in northern Nigeria, it is demonstrated that the factors determining the characteristics of floodplain fishermen, defined in terms of how they fish, where they fish, and when they fish, are spatially and temporally very complex and may best be analysed within a simple systems framework.

Despite the important values and functions that floodplains provide, many have been degraded owing to the construction of dams within their catchments. Studies of the social and economic impact of these developments tend to have adopted an ‘ecosystem’ approach to analysis that conceals the socio-economic complexity of the floodplain. However, if proposals to manage the water resources of river basins effectively are to be successfully implemented, it will be essential to understand the complexity of socioeconomic relations of floodplain users and their interaction with the environment. In conclusion, there is a need for much more detailed socio-economic studies that explore the ways in which floodplain inhabitants use the system in space and time.

Rabbits (Oryctolagus cuniculus) have influenced a sown pioneer grassland on limestone quarry spoil from its outset. They have been responsible for middens characterized by a distinct microspatial assemblage of plant species, in which common mesic species are favoured. They have benefited conservation through producing spatial heterogeneity of the spoil surface — thus increasing the number of available ecological niches. They have also mediated an importation of plant nutrients so gradual that competitive ruderal species have (with the exception of Ragwort, Senecio jacobaea) not been encouraged, whilst some desirable ‘rabbit-resistant’ species have become established particularly on the middens.

‘Normal grazing’ is a behavioural pattern which can maintain a sward, even when potentially dominating mesic species become established. However, ‘casual grazing’, and browsing, of conspicuous or rare plants, is likely to be disadvantageous. Manipulation of intrinsically unpredictable seral quarry floras through interference by Rabbit populations, or with Rabbit-access, may be an option on such sites.

Although many publications have appeared in recent years purporting to address the economics of conservation of biodiversity, most do not address the diversity issues as such. This shortcoming appears only to have been recognized recently. Furthermore, from the literature it is clear that natural living areas — apart from conserving biodiversity — jointly give rise to other conservation benefits, and therefore, their conservation needs to be evaluated holistically.

It is suggested that when constraints are placed on available resources for biodiversity conservation, some criteria for species preservation such as those associated with SMS (safe minimum standard) may exhibit unsatisfactory features. While imperfection of knowledge is a serious limitation on rational decision-making about conservation of biodiversity, we have some knowledge and we may be able to use that to determine rational probabilities. In addition, it is important to scrutinize ecological claims about biodiversity. For example, ecosystems containing greater biodiversity may not be more sustainable than those with less diversity. It is also argued that the SMS criterion needs further development because there may be no standard which ensures the survival of any species.

Fishery in the village irrigation-tanks has long played an important role as a source of food in the traditional villages in the Dry Zone comprising two-thirds of the area of Sri Lanka. Therefore, the villagers have traditionally developed various management practices which lead to sustainable utilization of fishery resources. This study is an attempt to explore such practices pertaining to fishery in the irrigation systems in the traditional villages and to investigate their relevance to designing appropriate resource-management systems leading to ecologically sustainable development. The study indicates that the traditional practices which contribute to the sustainable utilization of fishery resources are fourfold: (1) ecological, (2) technological, (3) institutional, and (4) cultural.

The ecological set-up of the irrigation system of any given traditional village has evolved in such a way that it could facilitate the survival of fishes during the dry season, which is the major threat to their continuous survival. Though all small tanks dry out during the dry season, small amounts of water remain in some big tanks. As all tanks in any given catchment area are interconnected, the fishes remaining in the big tanks can migrate to the small tanks at the beginning of the rainy season and so re-colonize them. While the buffalo wallow which is located at the lower end of the paddy tract acts as a drought refugium, the natural vegetation-cover associated with the irrigation system provides food, a favourable microclimate, and materials required for the construction of nests by those fishes that make them.

The discussion above illustrates the inadequacy of many of the development strategies that have been pursued in Northeast Thailand. The prevailing social, political, and economic, policies and trends have resulted in the transformation of the people of the Northeast from a relatively self-sustaining population to an increasingly impoverished one. In the course of the movement away from relatively self-sufficient subsistence-oriented production, they have been exposed to both the ‘rigours of the market’ and changing policies regarding access to markets, cash-crops, and land tenure — with all of their destabilizing, and in this case impoverishing, effects. This transformation has resulted in increased land degradation and rural poverty in the Northeast.

The concept of chance discoveries — serendipity — has been examined with respect to ex situ conservation of ‘reserved’ trees in Tanzania, where selection has little regard to climatic matching. Support for such departure from traditional practice is offered by the introduction, and subsequent growth, of Maesopsis eminii Engl. in the East Usambaras, and by the growth of the dry-savanna Acacia sieberiana DC. var. sieberiana and A. seyal Del. at Lushoto, in a wetter and cooler ecozone.

This paper describes the short-term responses of tundra vegetation and soils to aeolian sand and dust emanating from anthropogenically-bared surfaces in the low-arctic region of northwestern Siberia. Such surfaces, including roads and quarries, are increasing substantially each year as the region undergoes massive gas- and oil-producing development. Data are presented which emphasize the ‘cumulative’ impacts of corridor construction, namely those effects which are measurable laterally, at some distance from the actual surfaces of roads and quarries, four years after their creation. In particular, changes in plant communities are documented, in addition to the chemistry and macronutrient status of mineral soils and dominant vascular plants and mosses, respectively, as affected by road-dust.

Dramatic changes in plant community composition and cover were evident up to 200 m downwind from a ‘typical’ sand quarry. Although a few species appeared to respond favourably to rapid sand deposition, the great majority that were beset with it have declined in status or disappeared altogether. The exceptions were those growth-forms having the ability to keep perennating buds at or above the surface of the deepening sand (e.g. Betula nana, Salix spp., and Polytrichum spp.). The most pronounced decreases recorded were among lichens, hepatics, Sphagnum spp., and pleurocarpous mosses. The decline in Sphagnum spp., which dominate the moss layer and contribute much of the hummock-hollow microtopography, is already having a profound impact on community structure by virtually eliminating surface heterogeneity.

Due to the existence of entropy, exhaustible resources, and resource scarcity, the condition of sustainability as currently conceived seems unlikely ever to be achieved. Nevertheless, Humankind can ensure advancement towards ecologically sustainable development, thereby prolonging the existence of social and ecological stability, by encouraging the proposed inter generational and intra generational equity requirements. The intra generational condition of ensuring equitable access to resources within the current generation will be likely to be a prerequisite to achieving successfully the other equity requirements. A limited time-frame — in which any one generation would only be responsible for meeting the needs of the current generation, and passing to the next generation the resource stocks that they themselves had inherited, or more if possible — has also been proposed to make the pursuit of sustainability a more concrete task, and one that should be more manageable from a policy perspective.

Crop damage and livestock predation were a serious problem in three Village Development Committees (VDCs) situated adjacent to the Southwestern Part of the Royal Bardia National Park. The seriousness of crop and livestock losses varied considerably with the distance from the Park's border and the specific location of farms. This was explained by the variations in the distribution of animal wildlife inside the Park, the presence of natural and Man-made barriers, the availability of forested areas outside the Park, and the agricultural cropping pattern. Adjacent to the section of the Park with the highest animal densities, crop losses varied from 47% for Lentil to 24% for Wheat. Farther away, the extent of crop losses was reduced. In the ‘Far’ zone situated 2–8 km from the Park, only 3% of the Paddy was reported lost.

Two wildlife species, Chital and Wild Boar, were responsible for roughly half of the total damage to crops by animals. Damage from a newly-introduced population of Rhinoceros unicornis was increasing, with Paddy (Rice) and Lentil the crops most affected by that species. The economic value of livestock loss to wild predators was estimated to be two percent of the value of total crop losses. The estimated value of grasses harvested by local villagers inside the Park, seen as ‘compensation’ for crop losses and denial of access to traditional resources, constituted only 10% of the total economic loss from crop losses and livestock predation.
