China is experiencing rapid growth in urbanization in the current transitional period, but the real level of China's urbanization remains unclear, although no longer mysterious. The problem stems not from deficiency of published data, but from inconsistencies and ambiguities in China's official data on the urban population. In China, four major factors affect the size of urban population and therefore the urbanization level: the criteria for designating a settlement as urban, the physical and administrative boundaries of places so demarcated, the household registration (hukou) system and the urban status of floating people. The controversies related to these four factors include what kind of settlements should be included in the urban territory and what kind of people should be included in the urban population. Our objectives in this paper are: (1) to clarify current understandings on and to examine the weaknesses in China's urban concept and official data; and (2) to readjust China's urban population data and hence the level of urbanization in line with both the international practice and the situation found in China. Drawing on a comprehensive review of the official criteria for urban designation and the official indicators for urban population, we first identify the important issues that create confusion and controversies. This background is then used to develop a conceptual framework for an estimate of China's urban population. Finally, based on a series empirical studies, China's urban population and urbanization level adjusted.

The implementation of China's reform era target-based cadre evaluation system has instigated various types of gaming behaviour on the part of local officials. How do these gaming strategies differ from each other? Why do local officials sacrifice the public interest for target fulfilment in some cases but not in others? This article argues that gaming is not monolithic and should not be treated as such. It develops a typology that distinguishes between pernicious and benign gaming, and looks into the symptoms and motives of pernicious gaming in particular. It finds that the distinct design of the measurement system – the combination of result-oriented targets imposed from above and high-powered incentives for target fulfilment – induces pernicious gaming. In addition, the system's implementation practically compels local officials to misrepresent their performance, even though they are aware of the negative impact of such behaviour on the public interest. This study shows that to understand the strategies, motivations and implications of gaming better, a more nuanced approach is needed.

The heavy smog suffocating China's cities is increasingly being perceived as a threat by both the population and the authorities. Consequently, political action aiming at regulating ambient air pollution has become increasingly comprehensive and rigid in recent years. Even measures limiting consumption and production seem to become acceptable as China is facing an airpocalypse. Does this suggest a genesis of real “authoritarian environmentalism” (AE) in China? Taking this as a heuristic point of departure, we present findings from research on the implementation of air pollution control measures in Hangzhou city. We offer a critical examination of the concept of AE and, in particular, of local policy implementation strategies vis-à-vis the general public. Two measures in Hangzhou's air policy portfolio are analysed that reveal considerable variation: restrictions on the use of private cars and the (re)location of industrial facilities. Describing the conditions that have helped to produce different implementation strategies, we argue for different emphases in a potential Chinese model of AE. In a context where outcomes are sought at any cost, we observe more complexity and nuances than are usually captured by the AE concept.

Relations between the state and labour NGOs in China have been particularly fraught. In 2012, they took an interesting turn when some local governments made overtures to labour NGOs to cooperate in providing services to migrant workers. This article argues that this shift is part of a broader strategy of “welfarist incorporation” to redraw the social contract between state and labour. There are two key elements to this strategy: first, a relaxation of the registration regulations for social organizations, and second, governmental purchasing of services from social organizations. These overtures have both a state and market logic to maintain social control and stabilize relations of production.

This article focuses on environmental controversy in a Chinese rural community. It shows that Chinese villagers may protest against anticipated pollution if the environmental threat is effectively framed. In the face of real and serious pollution, villagers may seek to redress environmental grievances by piggybacking on politically favourable issues. However, when the pollution is caused by fellow villagers, environmentally concerned villagers may remain silent owing to the constraints of community relations and economic dependency. These findings suggest that the relationship between pollution and protest is context-dependent.

China's urbanization has accelerated during the era of reform. While there has been real progress in urbanization, the process has also been skewed by several administrative measures designed to foster urbanization and economic growth. According to a popular view, as many as 70 per cent of China's administrative jurisdictions now come under the rule of urban governments. This must be an exaggeration given that many parts of China are still essentially rural. This article examines three measures – turning prefectures into cities (di gai shi), turning counties into cities (xian gai shi), and turning cities and counties into urban districts (xian shi gai qu) – that have contributed to “inflated urbanization.” Five propositions – budgetary, urbanization, regulatory, organizational streamlining and policy incentive – are discussed to see if the three measures have either originated from or have affected them. We find that while the regulatory observation is relevant only for the measure of xian shi gai qu, the other four propositions are useful, though to varying degrees, for understanding the logic of the changing “city system” in the past two decades.

This article analyses centralizing trends that may be able to reduce the negative influence of local protectionism on environmental law enforcement in China. The article finds that as centralizing trends unfolded, enforcement over time has become stricter and more frequent, however with only minor effects in reducing pollution. Moreover it finds a situation of uneven enforcement with richer and more urbanized areas having much stronger and more frequent enforcement than inland areas. Centralizing trends may thus have spurred stronger enforcement, but concurrently allowed for an uneven enforcement. At the same time, the article finds a continued local influence, keeping enforcement too weak to have much effect in reducing pollution and allowing for local interests to shape enforcement into unequal outcomes.

This article explores the transformation of the gendered practice of filial piety in China, which traditionally places sons at the centre and relegates daughters to a peripheral role within their natal families. Based on my ethnographic fieldwork in a rural community in north-eastern China, this article suggests a transformed opinion on filial piety, considering daughters as more filial, as is vividly expressed by the Chinese saying “A daughter is like a little quilted vest to warm her parents' hearts.” Meanwhile, elderly parents have modified traditional standards of filial practice to encompass a desire for an expression of intimate care, respect and practical support from adult children. Further examination suggests three major factors contributing to the transformation of the gendered practice of filial piety: reinterpreted intergenerational relations, women's increased filial practice to their natal parents, and an increased desire of the elderly for an emotional bond with their children.

Social networks and the internet both have a substantial individual effect on environmental activism in China. In this article, we speculate that social linking patterns between environmental actors, which often facilitate activism on the ground, may also exist in cyberspace in the form of an online network. The article addresses the following empirical questions. Does such an online network exist? If so, who are the constituent actors? Are these the same actors observed on the ground? In addressing these questions the article aims to contribute to the growing debate on the implications of the internet for the potential emergence of social movements in China.

Researchers on China's environmental governance have usually maintained that the inferior bureaucratic status of the State Environmental Protection Administration (SEPA) (formerly the National Environmental Protection Agency) and its local agencies have accounted for the limited enforcement of environmental regulations in China. Environmental agencies at all levels have found it difficult to obtain active support and co-operation from other bureaucratic authorities in charge of economic development to take a tough stand on tackling environmental problems. Strong and influential government agencies such as planning commissions (jiwei), economic commissions (jingwei), construction commissions (jianwei), and industrial and commercial authorities are known to be reluctant to endorse and enforce stringent environmental measures for fear that they might slow down economic growth. With a strong pro-growth orientation, both central and local governments have usually sided with these economic bureaus and have subordinated environmental protection to economic interests when the two have been in conflict.

The conditions of industrial workers have been increasingly eroded in post-Mao China. This article examines conditions in coal mining: the industry with the worst health and safety performance in China. After briefly outlining China's record, the article analyses the fundamental causes of the high level of accidents. Despite many regulations on mine safety, governments at all levels have had great difficulty in enforcing the law. Because of the important role of township and village mines in local development, often in areas with few other sources of income, powerful forces work for the survival of many unsafe small mines. Indeed, the safety discourse in China's press partly reflects the interests of the state mines attempting to reduce competition by foisting (higher) safety costs on the small mines. The problem of coal safety will not be solved until China's rural population has other, better and safer, ways to increase family incomes so that they have the option to refuse to risk their lives.

Agriculture is a rapidly growing arena for China's economic engagement in Africa. Drawing on new field research in East and West Africa, and in Beijing and Baoding, China, as well as earlier archival research, this article investigates the dimensions of China's agricultural engagement, placing it in historical perspective. It traces the changes and continuities in China's policies in rural Africa since the 1960s, as Chinese policies moved from fraternal socialism to amicable capitalism. Beginning in the 1980s, the emphasis on aid as mutual benefit began to blur the lines between aid, south–south co-operation and investment. Today, Beijing has established at least 14 new agro-technical demonstration stations using an unusual public–private model that policy makers hope will assist sustainability. At the same time, a stirring of interest among land-scarce Chinese farmers and investors in developing farms in sub-Saharan Africa evokes a mix of anticipation and unease.

This article suggests that the lack of meaningful collaboration between the state and NGOs in China is not solely a result of the state seeking to restrict the development of the sector, or the fear of a potential opposing actor to the state; instead, interviews with NGOs in Beijing and Shanghai suggest that a lack of meaningful engagement between the state and NGOs can be partially attributed to isomorphic pressures within state–NGO relations, and insufficient epistemic awareness of NGO activities on the part of the state. In fact, the evidence suggests that once epistemic awareness is achieved by the state, it will have a stronger desire to interact with NGOs – with the caveat that the state will seek to utilize the material power of NGOs, rather than their symbolic, interpretive or geographical capital.

This article uses a case study approach to examine the processes and consequences of pollution enforcement in an industrial township in rural Sichuan. China's national pollution emissions standards are relatively strict, but enforcement is the responsibility of some 2,500 Environmental Protection Bureaus (EPBs) within municipal and county governments. EPB officials exercise considerable discretion in prioritizing and carrying out enforcement activities, but exactly what factors influence regulatory behaviour within EPBs is poorly understood. Data for the article are drawn from interviews with EBP officials, township government officials, industrial managers and local residents, as well as a review of township and district financial records and pollution enforcement records. In this case study, EPB enforcement priorities and actions were guided by State Council directives and State Environmental Protection Administration policy, but citizen complaints and media exposure regarding polluting factories also played a key role, and action culminated in the forced closure of township factories. The article uses political ecology as an analytical framework for understanding how pollution enforcement is shaped by the competing values, goals and priorities within the EPB and the administrative unit in which it operates. This is crucial in China, where the decentralized nature of environmental oversight requires an examination of both policy formulation and implementation. The implications of pollution enforcement on rural enterprises for ecological health, fiscal revenue and rural development are also discussed.

China's civil service reforms sought to improve the performance of civil servants by introducing more competitive selection processes, incentives to reward performance, and tightened monitoring and supervision. The impact of the reforms was undermined by clashes with other policies being implemented at the time and by a failure to address elements of organization culture that have rewarded various forms of illegal behaviour, such as corruption. Empirical material for our study is drawn from government data and the experience of civil service reform in three Chinese urban areas (Beijing's Haidian district, Changchun and Ningbo) since the 1990s.

During August and September 2012, Sino-Japanese conflict over the Diaoyu/Senkaku Islands escalated. Alongside street demonstrations in China, there was an outpouring of public sentiment on China's leading micro-blog, Sina Weibo (微波). Using human and computer-assisted content analysis, we exploit original Weibo data to measure how public sentiment in China fluctuated over the dispute, and ask two questions. First, how cohesive and volatile were online nationalist sentiments? Second, we measure government censorship of Weibo in order to ask which sentiments did authorities allow to be expressed, and when? We first find that many of the micro-bloggers' harshest invective was directed not at Japan but at their own government. Second, while censorship remained high across topics for most of the dispute, it plummeted on 18 August – the same day as bloggers' anger at Beijing peaked. These observations suggest three theoretical explanations: two are instrumental-strategic (“audience costs” and “safety valve”) and one is ideational (elite identification with protesters).

While existing scholarship focuses attention on the impact of state control and repression on Chinese civil society, the increasingly independent role of the Communist Party has been largely overlooked. This article reviews the Party's drive to “comprehensively cover” grassroots society over the previous decade against the theoretical debate unfolding among Chinese scholars and Party theoreticians regarding the Party's role with respect to civil society. Focusing on greater Shanghai, frequently cited as a national model of Party-building, I describe the Party's advance and the emergence of Party-organized non-governmental organizations (PONGOs), a new hybrid form of social organization sponsored and supported by local Party committees. I argue that these developments invite a reconsideration of our understandings of the ongoing “associational revolution” and of the Party's relationship to China's flourishing “third realm.”

This article examines the privatization of China's township enterprises. According to our survey of 670 firms in 15 randomly selected counties in Jiangsu and Zhejiang provinces, more than half of the firms owned by local government were completely privatized by 1999. The privatization process is striking for two reasons. First, local governments almost always sold firms to insiders, while in the rest of the world privatization largely involves outsiders. Secondly, unlike the predictions of some academics and policy makers, many privatized firms have experienced an increase in performance. Drawing on firm-level survey data and extensive interviews with government leaders and managers, we found that leaders devised a way to elicit information from the buyer at the time of the sale about the firm's future profitability that enabled them to execute privatization successfully. Our analysis shows that the performance of firms with new owners that paid a price for the firm that exceeded the book value of its assets is on par with the performance of private firms after privatization since they also received strong incentives.

It all began when angry villagers accused the Party secretary of turning off the electricity to an ice lolly (binggunr or popsicle) factory whose owner had refused to pay bribes. The lolly maker had not been paying his rent but that was no reason, they said, to melt his stock and to cause the bank to foreclose on the village's most profitable enterprise.

What is the nature of Chinese patriotism and nationalism, how does it differ from American patriotism and nationalism, and what impact do they have on Chinese foreign policy attitudes? To explore the structure and consequences of Chinese national identity, three surveys were conducted in China and the US in the spring and summer of 2009. While patriotism and nationalism were empirically similar in the US, they were highly distinct in China, with patriotism aligning with a benign internationalism and nationalism with a more malign blind patriotism. Chinese patriotism/internationalism, furthermore, had no impact on perceived US threats or US policy preferences, while nationalism did. The role of nationalist historical beliefs in structures of Chinese national identity was also explored, as well as the consequences of historical beliefs for the perception of US military and humiliation threats.
