The problem raised when democratic majorities take decisions that impose restrictions on religious minorities may be avoided through ‘the strategy of privatization’, but not when the issue is the character of public space. This article considers a challenging case: the Swiss referendum decision to ban any future construction of Islamic minarets. It examines two grounds for opposition: the human right to freedom of religion, and the liberal principle of equal treatment of cultures. It argues that the human right is too limited, and that the equal treatment principle can be trumped by considerations of national identity when public space is involved. Nevertheless, the content of that identity and its public expression must remain open to democratic deliberation, and the Swiss decision can be faulted on those grounds.

This review evaluates the success of output studies in explaining intranational variation in the policies of local governments. Output studies address the central question of political science: why do different governments adopt different policies? It is therefore important to examine the contribution of output studies to our understanding of the reasons for policy variation and the role of politics within the relevant causal processes.

In an article published in this Journal, Nadeau, Martin and Blais argue that perceptions of the costs and benefits of alternative outcomes and general orientations to risk interact to affect voters' decisions in referendums on fundamental political questions such as Quebec sovereignty. We use Nadeau et al.'s data to demonstrate that their interaction-effects model is overly complex and suffers from serious multicollinearity difficulties. A simpler main-effects model has virtually identical explanatory power and removes anomalous findings. We also argue that their model is too simple because it omits variables such as party identification, feelings about party leaders and government performance evaluations that voters use as heuristic devices to help them make decisions when stakes are high and information about the costs and benefits of referendum outcomes is low. We analyse a dataset that includes these variables and demonstrate that they have strong effects in a model of referendum voting that controls for perceived costs and benefits of alternative referendum outcomes and several other variables. Additionally, differences in the magnitudes of the perceived costs and perceived benefits of alternative referendum outcomes are not statistically significant. This latter finding contradicts widely cited experimental results in behavioural economics and related ‘asymmetry’ hypotheses concerning the presumed status quo bias in major referendums.

Do changes in health lead to changes in the probability of voting? Using two longitudinal datasets, this article looks at the impact of three measures of health – physical health, mental health and overall well-being – on voting trajectories in young adulthood. The results show that self-rated health is associated with a lower probability of voting in one’s first election, depression is related to a decline in turnout over time and physical limitations are unrelated to voting. Some familial resources from childhood are also found to condition when the health–participation effect manifests.

It is worthwhile debating the meaning of concepts only when they start to hinder the process of inquiry. This seems to be the case with Max Weber's concepts of legitimacy and legitimate authority. They are becoming increasingly popular among students of Soviet-type societies despite the numerous problems posed by their application in a socio-political context that is so different from the one Weber had in mind. This increased popularity results in a ‘conceptual stretch’. More importantly, it increases the danger of a serious misinterpretation of socio-political processes in Soviet-type societies because, as will be argued in this article, the concept of legitimacy is not appropriate for the analysis of mass compliance in such societies. Instead, the persistence of (relatively) stable social and political order in these societies, as well as the occurrences of mass dissent, may be better accounted for in terms of ‘conditional tolerance’. In order to demonstrate the utility of this concept, and to show the problematic nature of accounts in terms of legitimacy and legitimate authority, it is necessary to start with a brief reprise of Weber's conceptual scheme.

Nations have historically sought power and prosperity through control of physical space. In recent decades, however, this has largely ceased. Most states that could do so appear relucant, while the weak cannot expand. This article presents a theory of imperialism and decolonization that explains both historic cycles of expansion and decline and the collective demise of the urge to colonize. Technological shocks enable expansion, while rising labour costs and the dynamics of military technology gradually dilute imperial advantage. Simultaneously, economic development leads to a secular decline in payoffs for appropriating land, minerals and capital. Once conquest no longer pays great powers, the systemic imperative to integrate production vertically also becomes archaic.

Social capital and community activity are thought to increase voter turnout, but reverse causation and omitted variables may bias the results of previous studies. This article exploits saint's day fiestas in Mexico as a natural experiment to test this causal relationship. Saint's day fiestas provide temporary but large shocks to the connectedness and trust within a community, and the timing of these fiestas is quasi-random. For both cross-municipality and within-municipality estimates, saint's day fiestas occurring near an election decrease turnout by 2.5 to 3.5 percentage points. So community activities that generate social capital can inhibit political participation. These findings may give pause to scholars and policy makers who assume that such community activity and social capital will improve the performance of democracy.

This article develops a game-theoretical model of European Union (EU) policy making that suggests that the amount of legislative activity depends on the size of the gridlock interval. This is consistent with Krehbiel's study of US politics. This interval depends on two factors: (1) the preference configuration of the political actors and (2) the legislative procedures used in a particular period. Actors’ preferences and procedures are not expected to have any effect beyond their impact on the gridlock interval. The study predicts smaller gridlock intervals, and thus more legislative activity, under the co-decision (consultation) procedure when the pivotal member states and the European Parliament (Commission) are closer to each other. More activity is expected under qualified majority voting in the Council than under unanimity. The results find support for these propositions in an empirical analysis of EU legislative activity between 1979 and 2009.

Mass media play a central role in political life. Media not only transfer information; they also facilitate communication. These functions may ameliorate conflict, crisis and war in world politics. Accordingly, this study looks into the impact of media openness on international conflict. Based on a cross-sectional, time-series dataset for interstate dyads from 1950 to 1992, logistic regression analysis shows that an indicator of media openness has a strong dampening effect on Militarized Interstate Disputes (MIDs) and fatal MIDs. Moreover, this connection is significant even in the presence of a composite indicator of democracy (that measures its institutional attributes using the Polity data), economic interdependence and joint membership in international organizations. The results suggest that the successful neo-Kantian triad is complemented effectively by the presence of media openness.

This article examines the relative impact of different political cleavages on party preference in a comparative West European context. The point of departure is the so-called ‘new polities’ theory, which postulates that the value polarization between materialist and post-materialist (MPM) political orientation is a new and increasingly important dimension in this respect.

The findings from ten West European democracies confirm that the MPM cleavage is an important party cleavage in most of the countries examined, although the traditional structural cleavages are still most important from a causal perspective. The MPM dimension does not, however, have the largest impact in the most advanced industrial democracies, something new politics theory appears to contend. Another ideological cleavage dimension – ‘Left-Right Materialism’ – is also an important party cleavage, and appears to have most impact in the most advanced (post-industrial) West European countries.

Why do political parties join coalitions to support other parties’ presidential candidates if presidents, once elected, are not bound to their pre-electoral pledges? This article argues that policy agreements made publicly between coalition partners during the campaign help parties pursue policy goals. However, parties cannot use pre-electoral coalitions to secure access to patronage, pork and government benefits under the control of presidents because they cannot hold presidents accountable to these agreements. Quantitative analysis of Latin American electoral coalitions demonstrates that political parties are more likely to form presidential electoral coalitions as the ideological distance between them decreases. Yet presidential electoral coalitions tend not to include non-programmatic political parties, even though such office-oriented parties are unconstrained by ideological considerations.

What explains variation in the tactical choices of non-governmental organizations (NGOs)? This article uses network autocorrelation models to establish how the tactical choices of climate change NGOs are shaped by their embeddedness in transnational advocacy networks. Specifically, it finds that NGOs are more likely to adopt protest tactics when adjacent organizations – those with whom they have direct ties – have already done so. The choices of equivalent organizations – those that occupy similar relational roles in the network – do not appear to be influential. Qualitative evidence also shows that NGOs are affected by relational pressure from their peers, which alters their perception of costs and benefits. These findings enhance understanding of how networks influence actors’ behavior and offer insights into the relational processes that generate protest in global politics.

Compulsory voting is often linked to pro-democracy orientations in the public. However, there is reason to question the strength and universality of this link. Engaging research on the effects of coercion and punishment, this article argues that forced participation inflates the tendency of those with negative orientations towards democracy to see the democratic system as illegitimate, and to be dissatisfied with democracy. The study finds support for these expectations in analyses of three separate cross-national surveys and a natural experiment. Compulsory voting heightens dissatisfaction with democracy within key segments of the population.

This article explains a surprising wave of lethal attacks by drug cartels against hundreds of local elected officials and party candidates in Mexico, 2007–2012. These attacks are puzzling because criminal organizations tend to prefer the secrecy of bribery over the publicity of political murder. Scholars suggest that war drives armed actors to attack state authorities in search of protection or rents. Using original data on high-profile attacks in Mexico, the authors show that war need arguments underexplain violence. Focusing on political opportunities, they suggest that cartels use attacks to establish criminal governance regimes and conquer local governments, populations and territories. The study presents quantitative and qualitative evidence showing that cartels took advantage of Mexico's political polarization and targeted subnational authorities who were unprotected by their federal partisan rivals. Cartels intensified attacks during subnational election cycles to capture incoming governments and targeted geographically adjacent municipalities to establish control over large territories. The findings reveal how cartels take cues from the political environment to develop their own de facto political domains through high-profile violence. These results question the widely shared assumption that organized criminal groups are apolitical actors.

This article reviews the range of explanations which have been proposed for voting behaviour in the US elections won by Ronald Reagan and develops a comprehensive model for the evolution of electoral choices in both of those contests. Estimates are provided for both the direct and indirect effects of several types of variables or ‘explanatory themes’, and those estimates are used to assess the relative importance of each of those themes in explaining individual-level choices and the aggregate outcomes of both Reagan elections. These procedures suggest that preferences concerning both policy direction and evaluations of national and presidential performance played major roles in the two Reagan elections – both in the individual-level decisions and in producing the Republicans' aggregate victories.

A previously overlooked explanation for varying individual levels of political trust is concern about immigration. This article examines the effect of concern about immigration on political trust in Britain, where levels of opposition to immigration have remained high since the 1960s and yet the implications of such opposition are still unclear. Using the pre-election and post-election panel component of the 2005 British Election Study and the 2002–03 European Social Survey, the author shows, after controlling for other predictors of trust in politics, that concerns about the impact of immigration significantly affect political trust. In addition, in 2005 the perception that government had not handled the issue of immigration effectively also significantly affected political trust, with both linear and interactive effects.

Three perspectives on delegation in the European Union are presented in this article. The transaction-costs perspective focuses on information asymmetries between policy makers and implementers. According to the commitment perspective, policy makers delegate authority as a solution to commitment problems. The consensus-building perspective views the decision to delegate as a trade-off between decisiveness and inclusiveness during the bargaining process. Hypotheses are derived from these perspectives regarding the amount of delegation to both the European Commission and to member states in legislation. From detailed information on eighty-six EU laws, there is some evidence for the transaction-costs perspective as an explanation of delegation to the Commission. With respect to delegation to member states, there is some evidence for both the transaction-costs perspective and the consensus-building perspective.

In electoral research the examination of the effect on voting behaviour of personal interaction has frequently had a subsidiary place in investigation and an ambiguous status in theory – a situation that has arisen despite evidence suggesting that personal interaction may often be a central factor in structuring voting choice. Typical of this neglect has been the approach to the phenomenon to be discussed here – the effect of neighbourhood structure on voting; for although this was first described at an early stage in voting research and subsequently re-examined several times, it has still to be adequately explained and integrated with other research findings.

The success of protests depends on whether they favorably affect public opinion: nonviolent resistance can win public support for a movement, but regimes counter by framing protest as violent and instigated by outsiders. The authors argue that public perceptions of whether a protest is violent shift based on the framing of the types of action and the identities of participants in those actions. The article distinguishes between three dimensions: (1) threat of harm, (2) bearing of arms and (3) identity of protesters. Using survey experiments in Israel and the United States, the study finds support for framing effects. Threat of harm has the largest positive effect on perceptions of violence and support for repression. Surprisingly, social out-groups are not perceived as more violent, but respondents favor repressing them anyway. Support for repressing a nonthreatening out-group is at least as large as support for repressing a threatening in-group. The findings link contentious action and public opinion, and demonstrate the susceptibility of this link to framing.

Despite a plethora of theoretical frameworks, IR scholars have struggled with the question of how observers assess resolve. We make two important contributions in this direction. Conceptually, we develop an integrative framework that unites otherwise disconnected theories, viewing them as a set of heuristics actors use to simplify information-rich environments. Methodologically, we employ a conjoint experiment that provides empirical traction impossible to obtain using alternative research designs. We find that ordinary citizens are ‘intuitive deterrence theorists’ who focus to a great extent on capabilities, stakes, signals and past actions in judging resolve. We also find that observers see democracies as less resolved than autocracies (not more), casting doubt on key propositions of democratic credibility theory. Finally, a conceptual replication shows that a group of elite decision makers converge with the US public in how they interpret costly signals, and in viewing democracies as less resolved than autocracies.
