1 The Soviet authors' acquaintance with American institutions is rather sketchy. There is abundance of customary, monotonous, and stereotyped judgments on capitalism and imperialism; but there also is misrepresentation of facts. No notice is taken of the fact that Roosevelt's court-packing plan never became law (p. 316); civil service goes unnoticed (p. 317), as does the existence of the pre-1949 Rules Committee of the House of Representatives (p. 351).
