3 If Japan procures a naval base in Mexico, or if Mexico declines to settle American claims, these controversies must be settled by pacific methods, if possible. If this is not possible, if controversies drag along unsettled, if nations are unable to maintain peace with justice and dignity under Article 2, then the peace pact will become a scrap of paper and the reign of war will return.
