A characteristic of our rural policies is that we seem to treat farm policy and other rural policy as if agriculture and the rest of the rural economy and society are separate. Literature from each perspective tends to ignore the existence and context of the other. There has been enough change in the rural context, however, to require a different approach to rural policy analysis and formulation. We must start from a comprehensive view of the rural economy, including both the agricultural and nonagricultural rural economies. The paper discusses issues that have changed the rural policy context: the changed rural economic structure, macro forces, farm-nonfarm interdependence, and the political arena. These changing contexts create new opportunities for rural policy formulation. The paper concludes by suggesting that agricultural economists will contribute more to systematic knowledge and policy formulation if they base analysis on the changed objective conditions in rural areas, and utilize more theoretically-based analysis.

This paper uses the concept of the Gini Coefficient and data from the 1991 Farm Costs and Returns Survey (FCRS) to measure the role of off-farm income and that of other income sources in the size distribution of farm operator households' total personal income. Disaggregated FCRS data by region and by level of participation in off-farm employment show that nonparticipating farm operator households have, as a group, higher income inequality than participating households. The results also indicate that, irrespective of the off-farm work status of the farm operator household, the distribution of income among households in the North Central region is least unequal and that in the West is most unequal.

This article considers the political, economic, and environmental factors associated with the allocation of federal LISA (Low Input/Sustainable Agriculture) funds among states. A tobit model is estimated with LISA allocations as the dependent variable. Results indicate that pressure groups are important. LISA funding depends positively on membership in environmental organizations, the number of farms, and the size of the rural-nonfarm population, while it depends negatively on the size of the urban population. States with host LISA institutions receive significantly more funding, as do states with Senators in leadership positions on key congressional agricultural committees.

This paper discusses a paper presented by Stephen Smith at the 1995 annual meeting of the Northeastern Agricultural and Resource Economics Association. Smith presented key issues that have changed the context for rural development policy in the United States. We propose that the induced innovation model of economic development can be used to identify a variety of ways that LGU's can contribute to developing and delivering appropriate rural economic development programs. These ways include assisting rural communities in identifying comparative advantage, identifying and/or providing relevant resource persons, delivering appropriate educational programs and conducting research on important issues. The success of LGU's in these areas will depend on their willingness to undertake these activities and their ability to recognize and adapt to current to future economic and social realities affecting rural America.

The use of alternative probability density functions to specify risk in farm programming models is explored and compared to a traditional specification using historical data. A method is described that compares risk efficient crop mixes using stochastic dominance techniques to examine impacts of different risk specifications on farm plans. Results indicate that a traditional method using historical farm data is as efficient for risk averse producers as two other methods of incorporating risk in farm programming models when evaluated using second degree stochastic dominance. Stochastic dominance with respect to a function further discriminates among the distributions, indicating that a density function based on the historic forecasting accuracy of the futures market results in a more risk-efficient crop mix for highly risk averse producers. Results also illustrate the need to validate alternative risk specifications perceived as improvements to traditional methods.

Recent studies of capital budgeting procedures used by business executives suggest increasing use of present value methods. This study compares Massachusetts greenhouse business managers use of capital budgeting procedures to those of Fortune 1000 firms. Results indicate that different capital budgeting procedures are used and that the payback criterion remains the most popular for the farm firms studied. Some implications for Extension finance educators are drawn.

While many studies have estimated the impacts of air pollution on crop yields on experimental plots, few have estimated these impacts under actual farm production conditions. This study econometrically estimates the impact of air pollution on corn and soybean yields, controlling for weather, soil quality and management practices, using farm-level data for the eastern United States. Ozone pollution was found to reduce yields for both crops. The mean elasticity of yield with respect to ozone exposure was − 0.19 for corn and − 0.54 for soybeans. The benefits of ozone standards to protect crops, measured in terms of crop revenues, range from $17 to $82 million depending on the stringency of the standard. Over 85 percent of the revenue gains are captured by three states: Maryland, North Carolina, and Virginia.

In this study it is argued that conflicting empirical results on the relationship between technical efficiency and education may be in part attributable to difficulties in the measurement of key variables. Calculation of technical efficiency with three alternative frontier methods for a sample of Guatemalan corn farms resulted in significant differences both in the average technical efficiency of the sample and the efficiency rankings of individual farms. Furthermore, following two-step procedures where technical efficiency is regressed against a set of explanatory variables, it is shown that the choice of efficiency measurement technique can alter the importance of education as a contributing factor to increased technical efficiency. An alternative approach is presented for investigating the relationship between education and efficiency while accounting for difficulties in the measurement of conceptual variables and measurement errors.

A combination of conceptual analysis and empirical analysis—partial regression and residuals analysis—was used to derive an appropriate functional form hedonic price model. These procedures are illustrated in the derivation of a functional form hedonic model for an automated, econometric daily cotton price reporting system for the Texas-Oklahoma cotton market. Following conceptualization to deduce the general shapes of relationships, the appropriate specific functional form was found by testing particular attribute transformations identified from partial regression analysis. Minimizing structural errors across attribute levels and estimation accuracy were used in determining when an appropriate functional form for both implicit and explicit prices was found.

A heteroscedastic double-hurdle model is used to investigate household butter consumption in the United States. Results suggest that failure to incorporate heteroscedastic errors may lead to unreliable elasticity estimates. Decomposition of the effects of variables leads to insightful information and makes the double-hurdle model a more useful tool in micro demand analysis. Larger and higher-income households are more likely to consume butter than others and also consume more, but income elasticity is very small. Age, region, and seasonality are among the other significant determinants of household butter consumption.

Despite the many important uses (and potential abuses) of focus groups in survey design, the CV literature presents few guidelines to aid moderators in their interaction with focus group participants. This paper draws on the theory and practice of ethnographic interviewing to introduce general guidelines that can improve focus groups as an aid to CV research. The proposed guidelines illustrate types of questions that should reduce speculation and moderator-introduced bias in focus group responses, and improve the correspondence between focus group responses and actual behavior. The paper illustrates these ethnographic guidelines through a CV application concerning watershed resources.

The growing American retired population increasingly is viewed for its economic development potential. The relationship between the elderly and local taxes may have a critical effect on this potential, however. This paper examines the local tax implications of an increasing elderly population in communities prohibiting tax referenda. In such communities, citizens have no direct role in tax decisions. The elderly's attitudes towards different local taxes are examined using telephone survey data, before using aggregate data to investigate the relationship between the elderly and the specific taxes used in communities. The results suggest that a high proportion of elderly do not affect the mix of local taxes, but that an increasing proportion does have an influence.

Monte-Carlo simulation of nonparametric efficiency shows that even when the number of firms is large, defining ten or more inputs results in most firms being measured as efficient. Comparison of the simulated results with any empirical results may suggest that the dimension of the problem, rather than actual efficiencies, determines computed efficiencies.

We show how to solve the stochastic spatial-temporal price equilibrium model numerically using the Chebychev collocation method. We then use the model to analyze the joint and interactive stabilizing effects of competitive storage and trade.

Water pollution control policies generally direct sources (i.e., industry, agriculture) to reduce loadings of certain pollutants. Thus, evaluating the relative net recreation benefits of policies to improve water quality requires establishing a linkage between the sources, the resultant water quality degradation at the affected water bodies, and, ultimately, the effect on recreation behavior. This linkage is rarely present in the empirical literature which is, thus, deficient for water pollution control policy assessment purposes. In this paper, we estimate the relative recreational swimming benefits that may result from controlling point and nonpoint sources of pollution, respectively, in New Hampshire's lakes. We use a repeated discrete choice framework to model swimming behavior as a function of each lake's level of eutrophication, bacteria, and oil and grease. For each pollutant, at each affected lake, we identify which source is responsible for the pollution, and we conduct scenarios controlling each pollution source independently, and then, taken together. Seasonal benefit estimates are presented for each scenario. Coupled with information on the most cost effective means of generating the scenarios, these estimates provide a useful starting point for a quantitative assessment of the net recreation benefits of policies to improve the quality of New Hampshire lakes.

The perceived importance of food safety is instrumental in the success of consumer information programs to promote public health and to market safer foods. This paper examines how the belief of a household's main meal planner about the importance of food safety in food shopping is influenced by the person's or the household's demographic and socioeconomic characteristics. Results suggest food safety is more important to main meal planners who are female, older, more educated, non-working, have at-risk household members (elderly, young children, and pregnant women), or live in the Northeast and the South. Implications of the results on consumer education are discussed.

An equilibrium-displacement model is combined with econometric estimates of key model parameters to identify the impacts of Canada's dairy advertising programs on prices and quantity. Results suggest increased advertising of fluid milk enhances the farm value of milk but has minimal effect on government costs of the dairy price-support program. Owing to government intervention in the butter market, increased butter advertising has no effect on the farm value of milk, at least in the short run, but is highly effective at reducing government costs. Advertising is most effective, ceteris paribus, in markets where retail demand and wholesale supply for the specific dairy product are relatively price inelastic.

This study evaluated the impacts of bST on the profitability of representative Pennsylvania dairy farms using a stochastic simulation model under two initial milk yield-per-cow levels, three levels of milk response to bST, and three milk price forecast scenarios. Results showed that farm profitability was improved with bST, but the magnitude of the benefits from bST depended on the farm's initial milk output per cow and the level of milk response to bST, both of which are related to quality of management. However, modest price declines due to bST-induced increases in the milk supply would have an offsetting effect on farm profitability.

Economic incentives created by the commodity programs are hypothesized to cause program participants to apply agrichemicals at greater rates than nonparticipants. Corn producers who participate in the USDA feedgrain program are shown to apply nitrogen, herbicides, and insecticides at statistically greater rates than those who do not participate.

Arkansas ranks first in broiler production in the USA with more than a billion broilers and 1.5 million tons of litter produced in 1993. Transporting litter from western to eastern Arkansas can accomplish two goals: 1) avoid potential threat to clean water in western Arkansas and 2) can increase productivity of graded lands in the Delta. This paper examines the feasibility of litter transport from areas of high poultry concentrations to the Delta for use as a soil amendment. We establish the conditions for economical litter transport from source to destinations and determine the optimal rates of litter applications. The results suggest that it is economical to transport significant portions of litter.
