The use of emergency, disaster, and other ad hoc sources of income support to American farmers escalated dramatically between 1991 and 2002, increasing year-to-year uncertainty about the magnitude and distribution of farm program benefits. Ad hoc payment mechanisms, while meeting needs now apparently unsatisfied by other farm programs, have the potential to substitute for or conflict with agri-environmental and conservation program goals. Federal budget constraints likely make continued growth in ad hoc payment schemes unsustainable, raising questions about what will take their place. There is ample room for new research on how alternative farm program approaches and program combinations interact to affect stewardship behavior and associated agri-environmental outcomes.

Agricultural development in both the United States and Australia has led to suboptimal levels of environmental degradation. While both countries face similar forms of agricultural environmental degradation, the different resource endowment and population distributions have resulted in a different incidence of the costs of these problems. Increasing demand for environmental services and better information on off-site damages have led to increasing demand for reform of agricultural, rural development, and environmental programs to eliminate biases against practices viewed as more environmentally compatible.

Canada and the United States are the world's largest trading partners. The total volume of two-way merchandise trade in 1985 was $165 billion Canadian ($124 billion U.S.). Canadian dependence on U.S. markets has grown to the point that nearly 80% of our exports are destined for our southern neighbor. By the same token, more than 70% of Canada's imports originate in the U.S. That volume represents 20% of total exports from the U.S., the largest proportion going to any individual country. Obviously, trade relations between Canada and the U.S. are very important to both countries. Indeed, given their combined role in total world trade, the importance of trade relations between them goes beyond whatever it might be to those two countries alone.

The current issues of landfill bans, groundwater contamination, waste-end taxes and source reduction of hazardous wastes have rekindled interest in a systems view of environmental management. While this recent interest is new, the basic concept is not. The physical Law of Conservation of Mass as embodied in materials or mass balance has underlain most residuals management research (e.g. Ayres and Kneese [1969]; Kneese and Bower [1979]). As society grapples with the complex problem of toxic and hazardous chemical residues and their distribution in the environment, mass balance is receiving renewed attention in the form of cross-media transfers. The focus of this renewed interest is the movement and transformation of residuals among environmental media (soil, air and water) after discharge. Our early public lessons in applied ecology taught us that the environment is a single integrated system and that there are frequently unintended consequences associated with the human use of that environment. The contemporary lessons from the identification and cleanup of uncontrolled hazardous waste sites under the “Superfund” program lends a new impetus to our reconsideration of these concepts.

A long sustained belief that undeveloped natural resources constitute unproductive economic waste has recently been losing ground. Moreover, preserving a natural resource such as wetlands is not preserving something unproductive. On the contrary, the resource can often be considered as socially and economically productive in its undeveloped form. In other words, an unaltered natural resource has the potential of being productive in both material and non-material ways. In making a decision about preservation the relevant point is the social productivity of a resource in its preserved condition as compared to its social productivity in an altered condition.

The use of hedging with commodity futures markets to reduce the price risk in corn production is examined. Both intra-year and inter-year risk are evaluated with different hedging strategies. Strategies involve no hedge, hedge and hold, controlled hedge placement and hold, and in and out hedging. Both technical and forecasting criteria are used to place hedges in the more active strategies. Substantial risk reduction is possible, often without a reduction in price received. Considerable basis risk diminishes the risk reducing properties of a hedge and hold strategy.

On most Northeastern dairy farms bull calves are considered a superfluous output and are sent to auction markets as soon as possible after they are born. The excess supply situation in the United States dairy industry combined with other obstacles to dairy herd expansion has resulted in dairy producers seeking expansion options other than increased dairy herd size. Several alternatives for expanding the dairy farm business that utilize bull calves as a resource are possible. Dairy beef systems that are most complementary to the ongoing dairy business should be particularly attractive.

A severance tax can provide local jurisdictions with additional revenues to finance economic development, yet the imposition of a tax may create coal industry employment losses. This research analyzes this issue by examining the demand for Pennsylvania steam coal, providing estimates of the unconditional own price elasticities of demand for coal in each of two demand regions. These estimates in conjunction with labor/output coefficient estimates are used to determine the extent to which coal employment in a region already witnessing slow mining industry growth will be negatively affected.

Assessments of the NJARE and other agricultural economic journals by faculty in the Northeast Region were contrasted to those made by faculty in other regions. Faculty in the Northeast judged the NJARE to be of high professional quality and personal usefulness and felt that the NJARE had made substantial quality improvements. A strong regional character in the NJARE was evidenced by low journal participation rates by faculty in other regions. Impacts of recent changes in the Journal and the need for future assessments were discussed.

Considerable attention has been given to the proper measurement, estimation, and analysis of the technological structure of aggregate U.S. agriculture (Binswanger, Brown, Ray, and Antle). During the last decade, duality theory-motivated studies have also analyzed regional farm production (Saez, and Shumway). Except for the Saez study, no attempt has been made to analyze the farm production structure of the Northeast region.1

This study presents the environmental impacts of agricultural policy instruments as evidence from an ex-ante farm-level policy simulation model in Japan. Simulations did indicate that all types of agri-environmental payments achieved the environmental benefit for the land studied. Conversely, market price support does not inevitably increase nitrogen runoff or greenhouse gas emissions at any time since paddy fields themselves have the function of purifying water pollution and work as a biodiversity nursery. The direction and magnitude of the policy impacts are an empirical matter that should be considered carefully at a local level.

Using the public-use files of the Canadian Community Health Survey and a difference-in-differences methodology, we estimate the impact of a universal income transfer (the Universal Child Care Benefit) on food insecurity, separately for adults and children within households. The income transfer reduced the risk of overall food insecurity by 20% at the child level, and the effect was larger in households with lower education or income. The transfer also reduced the likelihood of moderate/severe food insecurity among adults in single-parent families, as well as adults and children in households with secondary education or less. These findings withstand several robustness checks.

Market structure has implications for research policies. The public sector reduced its support for technological change for poultry relative to beef and pork after poultry became integrated. However, market integration causes private sector research to be below the optimal level from society's perspective. In order to get the appropriate response from the private sector, the public sector should not reduce its support for technological change after market integration. Instead, the public sector should increase its support for research such as basic science that complements private sector research.

I found this paper to be quite interesting and thought provoking, which is the norm when Allan Schmid is involved. For years, he has provided our discipline with considerable intellectual stimulation. There is a lot of “meat” in the paper, and I will not be able to address all of it in the limited space. What I would like to do is (a) put this issue in the context I use in a graduate class to show where I think social capital fits in the standard economic concepts, and (b) emphasize some of Schmid's points.

The inshore lobster fishery is one of the more important ones in the Commonwealth of Massachusetts, accounting for approximately 14 percent of the total landed value of all species in Massachusetts in 1971. Until recent years this fishery accounted for virtually all the pot landings in the state. Despite numerous attempts at conservation such as gear regulation, size restrictions, and prohibitions on harvesting egg-bearing females, the fishery has been subject to rapidly increasing effort and virtually constant landings. In the past decade it has become obvious to many fishery biologists and economists that conservation of fish stocks is a necessary but not sufficient criterion for fisheries management. Resource managers have become increasingly aware of the interdependence between economic factors and the intensity, location and composition of fishing effort.

Models are developed to examine the determinants of weekly truck rates for produce shipped to the Northeast from California and Florida. In the empirical work, a large proportion of the variation in rates is explained and the estimated parameters are generally consistent with a priori expectations. The total quantity of produce shipped from each state, the proportion of this total which is compatible with the commodity in question, and the F.O.B. price if the commodity were found to be the most important determinants of truck rate levels. Fuel costs have a surprisingly weak influence, at least in the short run, and for Florida origin commodities the truck rate-fuel cost relationship appears to have weakened over the 1979–1983 sample period.

An econometric model of U.S. and Maine apple production and prices was estimated with ordinary least squares multiple regression. A Gauss-Seidel solution technique was used to examine the equation system goodness of fit and to forecast endogenous variable values. Results indicate that supply expansion in the U.S. and Maine will continue, but Maine's slower rate of increase will erode its market share. Apple prices for the U.S. and Maine are predicted to decline in real terms by the year 2000 if inflation rates exceed 3 percent annually during the period 1982 to 2000.

During the past fifteen years, many changes have taken place in the curriculum of the Department of Agricultural and Resource Economics, University of Maryland. Twelve new courses have been added, ten courses dropped and a new non-thesis Master's degree developed since the 1963–64 academic year.

Adoption of advanced breeding technologies and management practices (BTMP) in U.S. meat goat production and their impact were examined. Adopters generally had larger-scale operations, used rotational grazing and/or dry lot systems, and sold larger percentages of animals for breeding and show purposes. Farmer demographics and farm variables also influenced adoption. Complementarity of adoption was found—adopters of one BTMP tended to adopt other BTMPs. Measures of productivity and profitability were not affected by adoption. Goat breed, farmer experience, production system used, and specialization influenced productivity, and farm size had the greatest influence on enterprise profitability.
