This chapter concerns the prohibition on forced displacement and the protection of internally displaced persons (IDPs) who remain within their own country. The term IDP thus encompasses any civilian who has fled his or her home due to armed conflict – as well as violations of human rights and natural or human-made disasters – but who remains within the country of his or her nationality. The UN Guiding Principles on Internal Displacement were developed in the 1990s under the aegis of the Representative of the Secretary-General on internally displaced persons. The chapter also describes and assesses the 2009 African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa (Kampala Convention).
