Neutrality, a foundational principle in humanitarian efforts and peace mediation, encounters significant practical challenges in the modern landscape of armed conflicts, particularly in the intermediary role of humanitarian organizations. This study examines the role of the International Committee of the Red Cross (ICRC) as a neutral intermediary in Yemen, focusing on the release and repatriation of detainees during the 2016–20 peace efforts. Drawing on the ICRC's experience, the analysis highlights the evolving understanding of neutrality from a rigid concept to a more flexible, context-sensitive approach. The findings emphasize the importance of neutrality in fostering trust and facilitating dialogue while acknowledging the operational complexities and strategic considerations involved. This study provides insights into enhancing the contributions of neutral intermediaries to sustainable peace processes.

Humanitarian diplomacy emerged as a concept in the 2000s to describe the vital work effected by non-State humanitarian organizations to negotiate access, protect civilians and uphold humanitarian principles. This paper charts the rise of State-led humanitarian diplomacy in the Middle East, arguing for the need to expand the conventional lens that is focused on non-State actors. It does so through a detailed examination of Qatar, a case study that has emerged over the last two decades as a significant State actor engaging in a range of forms of humanitarian diplomacy. Following a brief theoretical examination of the concept of humanitarian diplomacy, the paper describes Qatar's role in humanitarian diplomacy in relation to the changing context of armed conflict and humanitarian response in the Middle East. It then presents a categorization of Qatar's humanitarian diplomacy, employing a framework structured around multiple levels including practice, policy and normative/ideational, carried out by both non-State and State actors. Finally, the paper reflects on the significance of Qatar's experience and the implications it may have on the conduct of humanitarian diplomacy in the region, and in particular what a niche small State can do to contribute to the protection of the humanitarian sphere.

Approximately 100 years ago, a colonial conflict of great breadth began on the south side of the Mediterranean. Initially seen as an “indigenous” rebellion, the conflict evolved into an intense war, the final phase of which involved the intervention of two great colonial powers (France and Spain). Looking at the Rif War (1920–1926) in a region of what is now Morocco, then claimed by Spain, as an example, this article presents a critical analysis of a conflict rich in lessons for current humanitarian challenges and the sometimes-difficult relationship between humanitarian actors and the parties to a conflict. Assessed in the light of its human cost, which is largely forgotten today, the Rif War can feed debates through necessary historical reflection surrounding humanitarian action and the role of the International Committee of the Red Cross. It will also examine the complicated connections between historical truth, collective memory and the political difficulties inherent to reconciliation.

National Societies can assist their authorities in the development of international humanitarian law (IHL). This role has been consolidated in their mandate, especially through their auxiliary role in support of public authorities in the humanitarian field. This article recalls the main legal bases from which this role is derived. Based on the Belgian Red Cross experience, it demonstrates how the National Societies’ support to the promotion and national implementation measures of IHL can constitute an incentive for further elaboration of IHL treaties and policies. It also highlights their humanitarian diplomacy work to assist the International Committee of the Red Cross's approach at the international level. Finally, the article shares some thoughts to increase the Movement's collective impact in IHL development.

As part of a roundtable on “Balancing Legal Norms, Moral Values, and National Interests,” this essay describes the humanitarian diplomacy of the International Committee of the Red Cross (ICRC) by comparing it conceptually with other forms of advocacy and illustrating it with the ICRC's recent experience in the Yemen crisis. Humanitarian diplomacy is examined as one particular way of balancing legal norms, moral values, and national interests in the pursuit of greater respect for international humanitarian law (IHL) and principled humanitarian action in armed conflicts. The essay looks back to ancient history for archetypal forms of humanitarian advocacy in various cultural traditions. It then describes humanitarian diplomacy's practice of discreet diplomacy and confidential dialogue with all parties to a conflict, and compares its relatively “quiet” approach with the “loud” approach of outrage activism focused on “naming and shaming,” which tends to be the norm today. The essay argues that there is an important and complementary place for the ICRC's style of humanitarian diplomacy alongside other forms of advocacy even in the face of criticism that the ICRC is sometimes publicly silent about what it knows of atrocities and avoids naming and shaming.

This Opinion Note is a reflection on the challenges faced by the International Committee of the Red Cross (ICRC) in emerging countries that want to be heard in the humanitarian world without being major donors. The author underlines the importance of the feeling of humiliation that can be seen in the narratives of these countries. After listing some of the specific activities that can be developed in such contexts, he refers to the concept of strategic anchoring developed by the ICRC in order to work more effectively in a world that is becoming increasingly multipolar.
