Intergenerational transfers are the essence of societal continuity, and yet not at all well conceptualized or analysed. Intergenerational transfers are also at the core of the welfare state concept of redistribution of resources and hence, of current social policy changes/challenges. In making a difference to policy choices and in linking research to policy, attention to intergenerational transfers focusses on the fundamental policy questions of guiding belief systems, family (or private) transfers versus public transfers among generations, and issues of intergenerational and cohort equity in the short and longer terms. This paper has four objectives: (1) Situating intergenerational transfers in socio-historical, international comparative, and current social policy contexts; (2) Developing a typology of intergenerational transfers that could provide the basis for answering thus far unanswerable key policy questions, such as whether the situations of seniors into future generations will be like those of seniors today; (3) Encouraging the collection of more complete and integrated data on intergenerational transfers in Canada, which would provide for more informed policy choices; and (4) Enumerating key policy questions that emerge from research and remain to be addressed. From analysis of what is known about intergenerational transfers and what remains to be known, an agenda for an information system, for future research and for addressing policy questions is outlined.

A new paradigm for continuing care policy has emerged that is based on assumptions about the benefits of caring partnerships and client-centred care delivery. Such assumptions place the interface between formal and informal care squarely on the policy agenda. The authors describe how existing research can contribute to the debate stimulated by the new policy paradigm and suggest future research that is informed by the paradigm. They argue that theory is an important tool to make policy agendas more explicit and they use human ecology theory to illustrate how theory can frame the development of research to address policy. Finally, they describe barriers to be overcome in order for policy and research to inform one another.

The issue of linking research and policy is not unique to health care of the elderly; it has been articulated by numerous stakeholder groups, including those with specific diseases, such as breast cancer. A method of enhancing these links is now being systematically addressed in the Canadian Breast Cancer Initiative with the input of women with breast cancer. The Initiative consists of a number of components and demonstrates a model of consumer participation at multiple levels in setting the agenda for research and policy development, thus enhancing accountability in the transfer of research findings into policy. The concept of consumer participation in linking research and policy is transferable to other diseases and other population groups, such as seniors.

In the great majority of cases, the proper exercise of investigative or prosecutorial discretion presents little challenge and evokes little controversy. In a very small number of “high-profile” cases, however, such discretionary decisions become highly controversial and the subject of intense political, public, and media debate. It is such relatively rare cases that are the focus of this article. In such cases, two critical questions are typically at the forefront of debate: What does “the public interest” in such cases require? And who should have the final say as to what the public interest in such cases requires? The first of these questions typically reveals disagreements as to how the various commonly accepted “public interest” considerations should be applied to the case at hand; the second goes to the heart of the concept of “independence,” alleged to be a fundamental and constitutionally essential attribute of police and prosecutors in making such decisions. This article is concerned less with the details of discretionary decisions themselves than with the “political economy” of prosecutorial discretion, with particular reference to controversial high-profile cases that raise significant “public interest” considerations. Specifically, the article considers who currently does, and should, have the ultimate authority to exercise prosecutorial discretion in such cases, and why, and what such arrangements imply for the prevailing concept of prosecutorial “independence.” The author draws on four recent high-profile cases in the United Kingdom and in South Africa to illustrate the different ways in which these issues have arisen and the controversies that have developed out of attempts to resolve them.

The Global Plan of Action (GPA) for Animal Genetic Resources (AnGR) adopted by FAO recognizes the role of AnGR for food security through improved productivity while maintaining genetic diversity. A critical issue for conservation and genetic improvement programmes is the availability of supportive infrastructure. The objective of the present study was to assess existing and needed infrastructure for sustainable use of AnGR in a sample of countries in Southern and Eastern Africa. Information was primarily obtained from semi-structured interviews with key personnel in animal breeding during country visits. Countries studied are at different stages of development. No complete breeding programmes are in place but some conservation programmes exist in most countries. Except for a few cases, livestock recording as basis for R&D and breeding practice is lacking. The institutional setup to support animal breeding programmes is fragmented and needs to be better integrated. Shortage of skilled personnel is noted as the most serious constraint for development. Countries with least university training in animal breeding have least developed AnGR activities. However, since the GPA was agreed upon, many countries have re-casted their policies and make efforts to develop breeding policies. A change in mindsets aiming at closer collaboration among institutions, farmer involvement and capacity development and strengthening at all levels is suggested.

This study descriptively compares two older Canadian seasonal migrant populations in Florida: anglophones and francophones. It is based on two surveys, an anglophone survey conducted in 1986 and a non-probability survey of francophones in 1988. This exploratory study suggests that there may be little variation in the demographic profiles, migration experience and behaviour, living arrangements and social networks between the two types of seasonal migrants. The differences that do emerge, however, are interesting. There were strikingly different settlement patterns in Florida, and the francophones were more youthful and had larger families, contributing to larger social support networks.

This review and synthesis of the literature on the topic of self-care among older adults defines the construct in terms of preventive behaviours and responses to illness that are performed by lay people on their own behalf. After placing self-care in a historical context, theoretical perspectives and key findings concerning its incidence, correlates, and barriers are reviewed. This is followed by a review of the process and outcomes of interventions designed to promote self-care. The paper concludes with recommendations for future research, policy, and practice.
