In last year’s annual report we announced that, as from 2008, the RHE-JILAEH had been included in the Social Science Citation Index and our forthcoming inclusion in the JCR list in 2010. This year it is a pleasure to inform our readers, as those who have already received this issue will have noticed, that the RHE-JILAEH, edited by the Instituto Figuerola of Madrid’s Universidad Carlos III, will be printed and distributed by Cambridge University Press (CUP), the prestigious international publishers in the field of social sciences and humanities. This first issue of 2010 marks the beginning of this new stage.
This 6-year agreement, which followed a series of negotiations, was officially announced at the meeting of the Editorial Board in Utrecht in early August 2009. We believe that this represents a major change affecting everyone involved, in one way or another, with the RHE-JILAEH. Publication by CUP will mean a significant step forward in terms of the international scope of the journal as well as a chance to reach new readers, thanks to international digital distribution as part of a «pack» of journals. We will also be part of much broader and more professional marketing strategy.
We would like to express our gratitude to Marcial Pons, the publishers with whom we have enjoyed an excellent and lengthy record of cooperation. In 2006, when the decision to broaden the international scope of the journal was taken we began to feel the limitations of a distribution system which had, for decades, been centred on the national market. We regret that Marcial Pons were not able to accompany us on this new venture which we feel is necessary.
We decided that it is important for us to maintain our most distinctive characteristic: the fact that we publish in two languages and would like to express our gratitude to CUP for making every effort to respect this desire. Of the 210 peer-reviewed academic journals published by CUP, RHE-JILAEH is the only one that is bilingual (Spanish–English). Perhaps the growth of Latin American studies in the United States, Latin America, the Iberian Peninsula and in some Asian locations, together with the long international history of the journal (strengthened by its recent listing in the Social Science Citation Index) convinced CUP that this was an attractive academic journal with an interesting future. We believe that the fact that the journal is bilingual will guarantee an increased flow of high-quality original work and will mean that we can reach a broader and more discerning readership. We are in no doubt that the fruits of this new situation will soon appear.
This is also the time to announce the recent changes on our Editorial Board. The fact that this body is in constant renewal, opening spaces for new points of view and new generations is vital for any journal. The current editors will, in turn, stand down to make way for new ideas. The second issue of 2009 saw the renewal of one third of the Board and we would like to express our sincere thanks to the outgoing colleagues, who with their work and prestige have contributed to the development of the journal. These colleagues include Gerardo de la Paolera (The American University of Paris), Stephen Haber (Stanford University), Stefan Houpt (Universidad Carlos III), Zacarias Moutoukias (Université Paris 7), Mª Ángeles Pons (Universidad de Valencia), James Simpson (Universidad Carlos III) and Eugene N. White (Rutgers University). We would also like to thank the new members of the Editorial Board, Stanley Engerman (Rochester University), Pablo Gerchunoff (Universidad Torcuato di Tella), Regina Grafe (Northwestern University), Herbert Klein (Stanford University), Adolfo Meisel (Banco de la Republica de Colombia), Joan Roses (Universidad Carlos III), Rui Esteves (Oxford University) and William Summerhill (UCLA) for accepting our offer to collaborate with the RHE-JILAEH and take this opportunity to welcome them aboard.
The situation of the journal through 2009 allows us to be optimistic regarding the future. We received a total of 46 papers in 2009 compared with 41 in 2008. What is more, our rate of rejection, the main quantitative indicator of the improved quality of the journal, has risen above 50 per cent with a significant increase (42 per cent) compared with 2008. The time taken by the editors to decide whether to publish papers has also improved. A decision was taken within 4 months in the case of almost 75 per cent of the papers received in 2009 compared with that of 50 per cent in the previous year. The regional distribution of the subject of the papers received remained stable with 50 per cent concerning Iberia, 35 per cent Latin America and 15 per cent other regions. If we focus on published papers, however, these figures are slightly different; 40 per cent (Iberia), 50 per cent (Latin America) and 10 per cent (other regions). Although these figures suffer certain cyclical changes, they tend to confirm the Latin American identity of the RHE-JILAEH.
Finally, as is traditional, we express our gratitude to the referees who have collaborated with us during 2009 and whose names appear in the list below. We are fully aware that a large part of the success of the RHE-JILAEH has its roots in the academic quality and loyalty of our broad team of international referees.

En el informe anual del año pasado los editores de RHE-JILAEH anunciábamos el inicio de la cobertura de la Revista por el Social Science Citation Index desde el año 2008 y su consiguiente cobertura por el listado JCR a partir del año 2010. Este año es un placer anunciarles, como por otro lado es evidente a los lectores que tienen en sus manos este número, que esta Revista, editada en el Instituto Figuerola de la Universidad Carlos III de Madrid (UC3 M), será producida y distribuida por la prestigiosa editora internacional en ciencias sociales y humanidades Cambridge University Press (CUP) con inicio en este primer número del 2010.
Luego de un proceso de negociaciones, la noticia de un acuerdo por seis años fue anunciada oficialmente en la Reunión que el Consejo Editorial tuvo en Utrech a principios de agosto del 2009. Creemos que este cambio tiene una gran trascendencia para todos aquellos que de una u otra forma estamos vinculados a la RHE-JILAEH. La publicación con CUP significa un salto muy significativo desde el punto de vista del alcance internacional de la revista y también de su capacidad de llegar a un mayor público a través de la distribución internacional digital en «paquetes» de revistas, lo que se suma a que ahora formamos parte de una estrategia de marketing mucho más amplia y profesional.
Los editores queremos expresar nuestra gratitud y reconocimiento a la editorial Marcial Pons. Junto a ellos hemos recorrido muchísimo camino y tenido una excelente relación de cooperación. Al iniciar la Segunda Época de RHE-JIALEH en 2006, dándole un perfile más iberoamericano y global, comenzamos a sentir las limitaciones de un sistema de distribución que por décadas ha estado focalizado en un mercado nacional. Sin embargo, lamentablemente, Marcial Pons no nos podían acompañar en este nuevo salto que la revista entendía debía dar y estabas en condiciones de dar.
Al emprender este nuevo camino hemos querido mantener un rasgo distintivo de la revista y que creemos deberá seguir siéndolo: su carácter bilingüe. Estamos muy agradecidos a CUP por haber hecho los mayores esfuerzos por satisfacer esta demanda nuestra. RHE-JILAEH es la única revista bilingüe (español-inglés) de las 210 Revistas académicas («peer reviewed») que publica y distribuye Cambridge. Quizás la expansión de los estudios latinoamericanistas en los EEUU, Latinoamérica, la Península Ibérica y en algunos ámbitos académicos asiáticos, junto con la amplia trayectoria internacional de la revista (consolidada con su reciente entrada en el Social Science Citation Index) ha convencido a CUP sobre el atractivo comercial-académico de la revista y su potencialidad. Creemos que este carácter bilingüe servirá para mantener la captación de más y mejores originales, y permitirá llegar a públicos más amplios y exigentes. Por tanto esperamos que todos nos podamos congratular de este cambio y que pronto podamos disfrutar de sus ventajas.
En otro orden de cosas debemos anunciar a nuestros lectores la reciente renovación de nuestro Consejo Editorial. Es un valor para una revista contar con un Consejo Editorial que pueda renovarse, abriendo espacios a nuevos colegas, distintos puntos de vista y nuevas generaciones. Esa rotación, oportunamente, habrá de llegar también a los editores actuales. Por tanto a partir del N° 2 del 2009 se ha procedido a renovar un tercio del Consejo editorial y queremos por tanto expresar nuestro profundo agradecimiento a los miembros salientes del Consejo Editorial, que han contribuido con su trabajo y su prestigio al desarrollo de la revista como Gerardo de la Paolera (The American University of Paris), Stephen Haber (Stanford University), Stefan Houpt (Universidad Carlos III), Zacarias Moutoukias (Université Paris 7), Mª Ángeles Pons (Universidad de Valencia), James Simpson (Universidad Carlos III), Eugene N.White (Rutgers University). La trayectoria del año 2009 que muestran las estadísticas también trae buenos augurios. El año 2009 ofrece un incremento de 41 a 46 en el número de artículos recibidos respecto al año 2008. Además nuestra tasa de rechazo, el principal indicador cuantitativo de la mejora de calidad de la revista, ha sobrepasado la frontera del 50 por ciento este año, con un alza significativa (42 por ciento) en relación al 2008. Los tiempos de toma de decisión de los editores también han mejorado. Del total de artículos recibidos en el año 2009 cerca del 75 por ciento se resuelven en menos de 4 meses, frente al 50 por ciento del año anterior. En otro orden de cosas los datos de distribución regional de los temas tratados por los artículos recibidos muestran una estabilidad respecto al año anterior con una cuota de los artículos de Iberia de un 50 por ciento mientras Latinoamérica y Global mantienen el 35 y el 15 por ciento respectivamente. En términos de artículos publicados, sin embargo, estos porcentajes cambiarían a un 40, 50 y un 10 por ciento respectivamente. Estos números aunque están sometidos a un cierto componente cíclico nos confirman el asentamiento de la identidad latinoamericanista de la Revista.
Por último, siguiendo la tradición de esta revista, hacemos público nuestro agradecimiento a los evaluadores que han actuado durante el año 2009 y cuyos nombres aparecen a continuación. No olvidamos que una parte importante del éxito de esta Revista tiene que ver con la calidad y lealtad académica de nuestro amplio plantel internacional de evaluadores.
