Connie de la Vega is Professor Emeritus at the University of San Francisco School of Law, United States. She was born and raised in Mexico until she was 18. She then attended Scripps College in Claremont, California, where she graduated with a Bachelor of Arts degree in international relations in 1975. She attended the School of Law at the University of California at Berkeley and received a Juris Doctorate degree in 1978. She has also worked for the Legal Aid Society of Alameda County and the East Palo Alto Community Law Project, where she supervised Stanford students handling cases. In 1998, she established the Frank C. Newman International Human Rights Law Clinic, where students participate in meetings at the United Nations in Geneva, Switzerland and New York. She is also a Corresponding Editor for ILM.

This case addressed irregularities in the investigation of the death of Digna Ochoa y Plácido on October 19, 2001. The petition alleged that her death occurred in the context of harassment and attacks against human rights defenders in Mexico. The Inter-American Commission of Human Rights (the Commission) found that the state was responsible for violations of rights related to judicial protection and judicial guarantees under Articles 8(1) and 25 and personal integrity under Article 5 of the American Convention on Human Rights (ACHR).
