The research project upon which this volume was based was conducted at the Jacques Delors Centre of the Hertie School from 2017 to 2022. I am grateful to many people for providing the environment from which this book sprang. Working with these researchers has been one of the most rewarding phases of my academic career, and I am very grateful that they decided to take this important step on their academic journeys with me at Hertie.
