1 Professor Van Dyke's study clearly seems to reflect the above conclusion. On the other hand, Professor Hartmann's text leaves the reader in some doubt as to this point. In the final section of his book, which is devoted to an examination of the foreign policies of the major Powers, Professor Hartmann occasionally gives the impression that it is his purpose to apply the results of his general analysis in order to resolve current policy controversies. But this is to misconstrue the nature and purposes of such an analysis, a point which Professor Hartmann himself appears to acknowledge elsewhere in his study.
