Many traditional regions are being transformed as industries restructure. Paradoxically, the global economic downturn offers opportunities to innovate on policies to regenerate areas experiencing deindustrialisation, with one emerging focus being the development of ‘green skills’ to facilitate the transition of these places to ‘green economies’. In this article, we explore similar policy objectives (i.e. regeneration activity based (in part) on green economy transitions) across three deindustrialising/deindustrialised regions – Appalachia (United States), Ruhr (Germany) and the Valleys (South Wales) – to provide an account of the ways in which different regions with similar industrial pasts diverge in their approach to moving towards greener futures. Our argument is that the emphasis in such transitions should be the creation of ‘decent’ jobs, with new economic activity and employment initiatives embracing a ‘high road’ (i.e. high skill/high pay/high quality) trajectory. Utilising a ‘varieties of capitalism’ analysis, we contend that an effective, socially inclusive and ‘high road’ transition is more likely to emerge within co-ordinated market economy contexts, for example, Germany, than within the liberal market economy contexts of, for example, the United States and United Kingdom. In identifying the critical success factors leading to ‘high road’ green economy, the implications for any such transition within the liberal market economy context of Australia are highlighted.

Falling membership numbers and declining union density are issues of concern for many Australian unions. Australian Bureau of Statistics figures show that between 2005 and 2008, trade union membership declined from 22.4% to 18.9% of the workforce. Studies and statistics consistently show that union membership and density are lowest in Western Australia, despite trend reversals elsewhere. Using the Western Australian branches of two ‘blue-collar’ unions – the Australian Rail, Tram and Bus Industry Union, Western Australian Branch and the Australian Manufacturing Workers’ Union, covering a range of transport, metal working, printing and manufacturing trades – as examples, this article examines whether privatisation has contributed significantly to falling trade union density and membership in this state. These unions represented large public sector workforces. In order to test the hypothesis that privatisation has adversely affected union membership and density, the article examines three areas: changing policies in the Australian Labor Party, the breaking down of union culture and changes in trade training, and concludes that privatisation is a significant factor in the recent decline of these two unions.

In the period leading up to the federal government’s May 2009 announcement of a paid parental leave scheme, there was a surge in community and media debate about the absence of such a scheme in Australia. This article explores whether this context had some bearing on bargaining outcomes during that time. We analyse data from the Australian Workplace Agreements Database to determine the incidence and length of paid parental leave in collective agreements registered between 2005 and 2010. The results show an increase in the number of agreements that included paid parental leave clauses in the period, with just over 14% of all current agreements including a paid parental leave clause by 2010. Moreover, 18% of all agreements lodged in 2010 included a paid parental leave clause, suggesting an increase in bargaining outcomes over time. We also find a slight increase in the average duration of paid parental leave in collective agreements. A leave of 14 weeks is most common in public sector agreements but less than 3% of agreements in the private sector provide for 14 weeks or more. These marked differences between the public and private sectors suggest minimal change in private sector bargaining outcomes. We conclude that the legislative context does influence bargaining outcomes, but that this effect is felt more in public sector than private sector bargaining.

This article explores and applies Kalleberg’s concept and dimensions of precarious work in relation to garment homework in Argentina. Although precarious work exists across formal and informal employment, its nature and dimensions are most commonly researched in relation to formal work in developed economies where the loss of standard conditions can be documented. Similarly, homework is most usually discussed as a category of informal work, in the context of developing countries, within which precariousness is one among numerous aspects of adverse job quality. Applying the concept of precariousness enables homework to be assessed systematically against specific labour standards, yielding a more powerful analysis than reference to a general deficit. This may increase our understanding of homework especially with regard to addressing labour standards.

Overwhelmingly, research examining temporary work agency (TWA) employment suggests that agencies rely on cost-based HRM, which coincides with substandard outcomes for TWA workers and clients. While contrasting literature indicates that ‘value adding’ HRM may yield more positive outcomes, empirical evidence remains scarce. This case study–based research begins to redress this gap by comparing TWAs reliant on cost-based and ‘value adding’ HRM within the hospitality industry. Findings illustrate that TWA employment and ‘value adding’ HRM are compatible and advantageous, yielding superior outcomes for TWA workers and clients.

This article presents a conceptual model of the labour of visual art developed from the analysis of qualitative data collected from interviews with professional visual artists in Western Australia. The labour discussed relates to the exertions of artists to make places for themselves and their practices within the field of cultural production. It is what Bourdieu has described as a ‘specific labour’ in relation to milieu. Drawing on Florian Znaniecki’s philosophical and sociological work as a means of engaging with the multidimensional cultural values involved, this study found that the interviewed artists laboured across four realms of cultural production. Artists laboured in order to (1) define their practices, (2) create the conditions under which they can continue to practice, (3) attract validations of their practices and artistic identities and all the while they actively laboured to (4) maintain their integrity as an important creative and social resource. These four realms of production are integrated in a dynamic system where artists’ efforts in each impact on and influences the products of the others. Over the course of this article, it will be argued that the labour of professional visual art practice can be, and must be, understood across a number of dimensions and systems of cultural values.

The purpose of this article is to record and analyse the historical circumstances in which Singapore complemented its legacy of British-type collective bargaining with the compulsory arbitration system long practiced in Australia. It notes the role of Australians (particularly one Australian industrial relations scholar at the University of Malaya) in the inception and adoption of industrial arbitration in Singapore. It seeks to identify, analyse, explain and assess the extent of the subsequent divergence of Singapore’s regulatory industrial relations regime from that of Australia since the 1960s. In doing so, it contributes to Asia-Pacific labour history and adds to the literature on international and comparative labour relations with its focus on cross-national influences on national industrial relations regimes.

This study explores the impacts of the 2008–2009 economic crisis on joblessness in Turkey, incorporating into the analysis the marginally attached who would like to work if the opportunity existed, but are not actively searching for a job. We find that women were more likely than men to have a marginally attached status over the whole period of analysis, and during the time of the crisis, the number of marginally attached grew significantly faster for women than for men. The transition probability for the employed to become marginally attached and move out of the labour force rose substantially more for women than it did for men. The results obtained have important implications. Using conventional criteria, it is not possible to identify the degree of motivation to work or search for work in the case of women in Turkey, where the possibilities of shifting the care of burden to someone else or an institution are very limited, as a result of inadequate provisioning of public care services.

Incorporation of the informal sector in the general Kaleckian framework of agriculture–industry linkage is the primary target of this article. We show that the agriculture–informal sector interaction is distinctly different from the agriculture–formal sector relationship. Although agriculture supports the formal sector only from the supply-side, it helps the informal sector by providing both demand- and supply-side inducements. Next, contrary to the general perception of formal–informal complementarities, we rather propose a fundamental conflict. This conflict arises in the presence of the food supply-constraint or the generic resource-constraint. Subsequently, with these theoretical perspectives, we show that policies that are beneficial for the formal sector, in fact, constrict the informal economy.
