This article argues that post-Soviet mayors are foreign policy actors that deserve more attention from area studies and foreign policy analysis scholars. Mayors have their own diplomatic preferences and goals – rooted in geopolitical and ethnonationalist views – that they can enact using city hall institutions and networks. They can work either in harmony or in opposition with central authorities by bolstering or compromising the executive’s diplomatic goals and actions. These claims are explored in a case study of the foreign policy of Chișinău mayor Dorin Chirtoacă (2007–2017), whose diplomatic endeavors consolidated the Moldovan capital’s ties with Romania and the European Union and minimized interactions with countries in the former Soviet Union, including Russia. At times, the mayor’s actions abroad ran afoul of central authorities as he created an alternative foreign policy that undermined central foreign policy. The findings suggest that a more extensive investigation of how mayors interact with foreign actors would refine our understanding of foreign policy-making in the former Soviet Union and in Central and Eastern Europe more broadly.

This article shows how the Soviet government perceived higher birth rates in Central Asia as a threat to national identity and the stability of the USSR. The issue of demographic change was complex, and concerns about differential fertility between republics were not informed solely by prejudice. Rather, prejudice and racism mingled with practical concerns about labor surpluses and shortages. The Central Asian Republics had low labor mobility because people were unwilling to leave their cultural community, had a low level of Russian, and tended to not to be trained in the kind of heavy industries that required workers elsewhere in the Soviet Union. I argue that rather than aiming to change these factors, the government misdiagnosed economic problems as demographic ones. They placed primary emphasis on changing patterns of reproduction to remedy the situation by changing the population itself, portraying Slavs and Central Asians as distinct groups who had a predetermined role and place in life. In doing so, Moscow elites failed to address the structural and operational issues of Soviet socialism and inflamed tensions with local leaders who saw demographic campaigns as an attack on their culture.

In contrast with the distorted and romanticized images reproduced by far-right narratives, we argue in this study that the constructive ideals of “nation” held by Italy’s Giuseppe Mazzini and Turkey’s Ziya Gökalp, from two later examples of European nationalism, could fit into what might be called a “proto-modernism” within nationalism theories. It is proposed that both Mazzini and Gökalp went through ideological transformations that made them firm opponents of German Romanticism and ardent believers of the Enlightenment, as shown in their non-exclusionary approaches to nationalism. They both rejected essentialist (religious, ethnic, racial, etc.) rationales for the backwardness of their respective countries and maintained the necessity of constructing nations that would initially provide civic equality among citizens and then aim at normative equality among nations at the civilizational level. In that sense, our analysis finds four fundamental similarities between Mazzini and Gökalp with regard to their national ideals: loyalty to the principles of the Enlightenment, national self-determination, civic-legal equality among citizens, and normative equality among all nations.

Most research on protests has been conducted in peaceful societies, whereas we know far less about contentious collective action in postwar contexts. To fill this gap, we offer a theory that perceived ethnic grievances related to group security and group status are particularly likely to generate protest mobilization in postwar societies. To test this theory and alternative hypotheses, we investigate trends in protest behavior in postwar Kosovo using an original protest event dataset and existing survey data. We find that protest behavior in postwar Kosovo is significantly shaped by perceived ethnic grievances: the majority of protest grievances center around group security and group status concerns. Protests about economic justice or good governance demands are significantly rarer. Using data from existing surveys, we also investigate the determinants of variation in individual protest participation. Our analysis reveals that perceived ethnic discrimination is strongly associated with individual protest participation in Kosovo.

In 2006, a “tolerance policy” was launched in St. Petersburg to address the growing xenophobia and the need to integrate labor migrants. Applying a bottom–up perspective, this study finds that this policy was symbolic – aimed at changing public attitudes, not at providing material outcomes. The direct implementers (the street-level bureaucracy), operating under governmental constraints, drew on informal mechanisms: behind-the-scenes negotiations, unwritten rules and hierarchies, personalist power, and ideological cues. Formalized dense reporting, often quantitative, was used to keep low-level implementers in check. The combination of these features rendered the tolerance policy shallow and self-locked. Street-level bureaucracy had to interpret vague policy documents, but lacked the necessary discretionary powers. This gave rise to the kartinka (picture, or image) coping technique. The term describes how all work activities were shaped by the need to demonstrate progress with respect to unwritten rules and ideological dynamics. The article concludes with a discussion of the applicability of the author’s findings to the field of nationalities policy in Russia.

Scholars have treated images from the golden age of Transylvanian photography, recently elevated to prominence through the digitization of archives, as “authentic” portrayals of peasant culture. However, Hungarian, Romanian, and Saxon nationalists in Transylvania utilized photographs to brand place and nation in the global market, as well as to make claims to territory and assert competing national hierarchies. I examine here Saxon historian, folklorist and travel writer Emil Sigerus’ Durch Siebenbürgen: eine Touristenfahrt in 58 Bildern (Through Transylvania: a Tourist Trip in 58 Pictures), published repeatedly between 1905 and 1929. Sigerus’ photographic survey of Transylvania’s natural landscape, built environment and diverse populations branded Transylvania in general and Transylvanian Saxons in particular as a tourist destination unspoiled by the passage of time. Sigerus also projected an ethnically stratified social hierarchy on Transylvania’s heterogeneous population, with Saxons at the apex; asserted Saxon ownership of urban centers, thereby reinforcing Saxon claims to a “civilizing mission” in Transylvania; and laid claim to territory, simultaneously redirecting tourism from other parts of Transylvania to Saxon nationalists’ benefit. By careful curation, then, Sigerus projected a strong nationalist message often overlooked in the analysis of individual images as “objective” sources of evidence.

This study examines the collective memory of British and Russian youth. We used the results of a comparative survey conducted among Russian and British students. The study focuses primarily on pride in the collective memory of young people with the aim of analyzing the category of pride among young people across several dimensions. First, we look at the qualitative content of national pride: pride in the realization of tasks related to “soft power” (for example, culture, education, sports), and pride in manifestations of “hard power” (for example, pride in military victories or power politics). Second, we analyze the temporal localization of national pride: where are the main events, personalities, and phenomena study participants take pride in, both in the past and in the present. Third, an important element of understanding pride in a country is the relationship between pride and shame: what events are mentioned more often: shameful or pride-inspiring.

The article offers a detailed analysis of the debates at the All-Russian Democratic Conference and in the Provisional Council of the Russian Republic (the Pre-Parliament), which followed the proclamation of the republic on September 1, 1917, and predated the Bolshevik-led insurgency on October 25. The two assemblies were supposed to help resolve the multilayered political, economic, and military crises of the First World War and the Revolution by consolidating a Russian postimperial political community and establishing a solid government. The debates demonstrated that grievances and antagonism, which were articulated in terms of class and nationality, made the idea of a broad nationalist coalition unpopular, since it would halt agrarian and other reforms and continue the negligence of non-Russian groups. Furthermore, those who still called for all-Russian national or civic unity split on the issue of community-building. The top-down, homogenizing and bottom-up, composite approaches proved irreconcilable and precluded a compromise between non-socialist and moderate socialist groups. The two assemblies hence failed to ensure a peaceful continuation of the postimperial transformation and did not lead to a broad coalition against right and left radicalism. The divisions, which were articulated in the two assemblies, translated into the main rifts of the Russian Civil War.

This article will examine the response of the self-declared Turkish Republic of Northern Cyprus (TRNC) to the COVID-19 pandemic from an ontological security approach to illustrate how critical junctures may help de facto states in their quest for status and internal legitimacy. Stressing the pandemic’s role in the reconstruction of political narratives and self-legitimating practices among Turkish Cypriot elites, it sheds light on the effects of this global crisis on domestic power struggles in Northern Cyprus as well as its quasi-foreign relations with its patron state (Turkey), parent state (Republic of Cyprus), and the European Union. The study shows that both nationalist and federalist elites of the de facto entity instrumentalized the pandemic in their legitimation strategies and engaged in opportunistic behavior amid the outbreak. It also reveals how the pandemic enhanced the ontological security of Northern Cyprus while advancing its nationalist leadership’s claims for legitimate authority by enabling state-specific forms of agency and unilateral acts concerning the Cyprus dispute that may jeopardize the resumption of peace talks with Greek Cypriots. Thus, it can be assumed that advanced ontological security of the TRNC is highly volatile given the prospects of further isolation and de-engagement in the post-pandemic era.

The article explores the relationship between Orthodox religiosity and voting in Russia in 2011–2018. Using the theoretical framework of desecularization from above, which claims that church structures play a key role in the religious renaissance policy, we argue that the rise of the political influence of the ROC (Russian Orthodox Church) may be explained by its capacity for dissemination of traditional values that ultimately results in votes for United Russia and President Vladimir Putin in national elections. This study reveals the emergence of a new area on Russia’s political map—the belt – into Belt, which combines higher levels of Orthodox religiosity and pro-Kremlin voting in national elections. Using multiple empirical strategies we construct an index of religiosity on the regional level and identify the Orthodox Belt regions, test the relationship between Orthodox religiosity and voting in the national elections in 2011–2018, and test the differences in value orientations and electoral support between the Orthodox Belt regions and other ones. Finally, two model regions of the Orthodox Belt—Tambov and Lipetsk—are explored. We conclude that non-Orthodox Belt regions in Russia with higher Orthodox religiosity, conservatism, and loyalty are an emerging trend in Russian political geography.

Attempts to create a national opera in Spain repeatedly failed throughout the 19th century. Some authors have attributed this phenomenon to a deficit in the nationalization process. Others, to the contrary, have proved that there was a strong sense of Spanish national musicality from the middle of the 19th century onward. This article tries to explain this paradox underlining some essential elements that are not always attended by specialists: the importance of transnational, social, and economic dynamics that interfered in the process of the cultural construction of modern national identities. The projects of the Spanish nationalist intellectuals of the 19th century in relation to the definition of a national music were marked by the Romantic construction of Spanish musical exoticism, the new industry of entertainment, the existential situation of Spanish musicians, the formation of new artistic and musical fields, and the appearance of new forms of social distinction in the aftermath of the Spanish Liberal Revolution of the 1830s.

From the year 2000 on, Chechen official international relations – called “paradiplomacy” – have centered around legitimacy-building, security cooperation and investment attraction, priorities set by the republic’s first official, pro-Russian president, Akhmat Kadyrov (in office 2000–2004). Kadyrov’s successors, Alu Alkhanov (2004–2007) and Ramzan Kadyrov (2007–to date) developed Grozny’s international engagements further, introducing new partners – such as China – and new dimensions to the external action – such as militarization. At each step, Grozny operated between full autonomy and collaboration with Moscow, involving itself in high-level diplomacy and furthering Moscow’s agenda abroad, primarily in the Middle East. In this article, I argue that Chechen paradiplomacy is an instrument for the inclusion of Chechnya into the governance structures of Russia’s federal order. The argument rests on two premises: Chechnya’s paradiplomacy is framed by the Kremlin’s proactive support and coordination, and Chechnya’s paradiplomacy is closely connected to the Kremlin’s security priorities. Since reincorporation, Chechen paradiplomacy has not been an addition to Russian federal relations but an intrinsic part of the post-2000 political arrangement between Grozny and Moscow. To empirically ground this argument, I trace the evolution of Chechen paradiplomacy across the three post-incorporation presidencies, ending in 2020.

The Abkhaz State University (ASU) is internationally isolated, despite its cooperation with universities in Russia. Georgia combines its refusal to recognize Abkhaz statehood with a policy of nonrecognition of its university, which sets the direction for other countries. But the Abkhaz policies of nonrecognition are also to be taken into account. Abkhazia opposes any form of internationalization of the ASU generating closer ties with Georgia. The article examines how the Georgian and Abkhaz policies of nonrecognition hamper the internationalization of the ASU within the European educational space. It explores a conflict on recognition and nonrecognition of status and identity, where status does not refer exclusively to statehood. In the field of higher education, European integration involves a large number of state and nonstate actors in 49 countries and a wide variety of forms of recognition and nonrecognition, ranging from the certification of individual qualifications and the publication of lists of unrecognized universities, to the setting up of joint educational programs. This integration process is largely state driven but based on the principle of the institutional autonomy of universities. Using the ASU as a case study, the way that policies on nonrecognition affect status in the field of higher education is examined.

The article examines the ideas and arrangements referred to as nonterritorial autonomy (NTA) in the Russian Empire, the Soviet Union, and the post-Soviet states. Many scholars regard NTA as a theoretical breakthrough and as a way to drastically rearrange diversity policies. The author seeks to clarify whether NTA had been a groundbreaking innovation and an area of political contestations. Two short periods of NTA-related initiatives after 1917 and in the late 1980s–1990s may look like attempts (albeit ineffective) to replace the earlier forms of diversity governance. The author shows that the ideas of group societal separateness, differential treatment of individuals, group agency, and cohesiveness, as well as a group’s running of its internal affairs, were present in varying degrees in imperial, Soviet, and post-Soviet governments’ thoughts and practices. Academia and civil society were also appropriating and developing these views, and group self-rule on a nonterritorial basis was their logical extension. However, the practical implementation was, in most cases, on a top-down basis, and group agency and self-rule were affirmed mostly rhetorically. The continuity of discourses and practices demonstrates that NTA was an integral part of “normal” and broad ethnopolitical developments across the major historic divides in Northern Eurasia.

Drawing on a long career of research into the history of nationalism and ethnic politics in Europe, Stefano Bianchini has written an erudite book on how the nationality factor affects European politics – state formation and state partition in particular. He presents a wide-ranging survey over la longue durée, and also argues a case: that state partitioning should be avoided whenever possible, as it creates many more problems than it solves.

This article investigates the ethnic entanglements of the land reform debate in the first Polish Diet (1919–1922). Against the backdrop of global comparative studies, interwar Poland, haunted by land hunger, rural poverty, and high concentration of land ownership, is an odd case. Despite conditions conducive to far-reaching land reforms, that is, a high level of inter-elite conflict and semiautocratic order, the Polish reform was very moderate, if not disappointing. Unpacking the series of moves in the debate and the sequence of hairbreadth voting on its shape, I ask why, despite broad acceptance of the reform across the political spectrum, it could not attract enough support to be swiftly executed. The ethnic composition of the country triggered controversies concerning German farmers and peasants of the ethnically diversified eastern borderlands. Major political parties shared tacit Polish nationalism, but the history of political alignments made the nationalist politicians susceptible to the lobbying of the landed elite and estranged them from peasant parties. The land holdings of nobles were considered a bulwark of the nation, which effectively blocked the alternative idea of integrating the ethnic minorities via land ownership.

The aim of the article is to analyze Armenia’s limited capacity to function as a patron of the Nagorno-Karabakh Republic (NKR). In the article, the author focused on the analysis of 3 levels of relations on the line Yerevan-Stepanakert: (1) the political dimension of bilateral relations; (2) the economic dimension of bilateral relations; (3) the security policy dimension, in particular the significance of the last phase of the armed conflict in Nagorno-Karabakh (2020) for the further shape of relations. In addition, the features that distinguish Armenia’s relations with the NKR from Russia’s relations with the de facto states for which it is a patron are highlighted. The results prove that mid-level states have a limited capacity to be a patron for de facto states, including being a guarantor of their survival.

Stefano Bianchini’s comprehensive work Liquid Nationalism focuses on the frequent redrawing of state borders, especially in Eastern Europe, the fluidity of the contours of nations, and the vagaries and idiosyncratic nature of political changes in the European continent from the 19th to the 21st centuries. The title of this work takes its inspiration from Zygmunt Bauman’s famous work, Liquid Modernity (2000). Bauman’s work, which was published in 2000 in the aftermath of the dissolution of the Soviet Union and also Yugoslavia that resulted in the Balkan wars of the 1990s, first posits the obvious – that fluids cannot hold their shape as solids do because the structural arrangements of solids, unlike liquids, bind their atoms together. Bauman characterizes solidity as having hardened contours and belonging to a pre-modernity with its unchanging or slowly changing social, political, and economic mores. Modernity, on the other hand, is likened to liquids in that, like time, there is a fluidity and a fast-moving quality associated with it brought about by the European Enlightenment and the development of democracy and capitalism. As he states, “When describing solids, one may ignore time altogether; in describing fluids, to leave time out of account would be a grievous mistake. Descriptions of fluids are all snapshots, and they need a date at the bottom of the picture” (2). The lightness of touch, the quickness of response to changing times that liquid modernity promised, he points out, has resulted in postmodernity or late capitalism as “deregulation, liberalization, ‘flexibilization’, increased fluidity, unbridling the financial, real estate and labor markets, easing the tax burden, etc.” (5).
